A Conceptual Framework for Knowledge Enhanced E-government Portal (지식강화 전자정부포털의 개념적 프레임워크)

  • Majority of knowledge management(KM) studies in e-government have been confined to facilitate KM within an organization. But due to citizen-centric(citizen-driven) paradigm shift and advance of web 2.0 communication in recent years, KM between governments and citizen in e-government portals is becoming an important consideration. So a series of studies on knowledge enhanced e-government portal get under way by considering that it is necessary to enhance knowledge of e-government portal and assuming it improves the usability of portal. While the topics of knowledge enhancement and e-government(portal) are widely discussed in their own domains there is a paucity of studies that address these constructs in a joint context. This paper aims to propose conceptual framework of knowledge enhanced e-government portal through structuralization of theoretical discussion with holistic approach. This framework presents an evolutional path of knowledge enhanced e-government portal that consists of three phases and it will be used for realizing the knowledge enhanced portal project as a basic reference model.

How can we narrow the digital divide among SMEs in APEC member economies? (중소기업 정보화 수준 격차 해소방안에 관한 국가 간 비교연구)

  • This study, by adopting case study methodology, is focused on examining the present state and analyzing the cause of the digital divide, and suggesting policies for bridging the divide, specifically in view of SMEs. We have taken cases of manufacturing companies, visiting and interviewing 18 SMEs in 10 APEC member economies which show sharp difference in usage of ICT. In order to analyze the digital gap among SMEs, we used 5 variables that are composed of computer hardware, computer software, Internet, readiness of ICT, and performance of ICT adoption, while categorizing the cases into low and high tier based on the national ICT index. From a computer hardware perspective, the high tier (0.66) has almost double the number of PC’s per employee, compared with the low tiers (0.34). This gap can be explained by financial availability of low income and high tariff in the developing economies. In the computer software perspective, the SMEs in the low tier had some restrictive use of computer applications such as financial and accounting management and document management, while those in the high tier enjoyed more diversity in the use of applications such as inventory management, sales management, financial and accounting management, procurement management, CRM, and ERP. In view of the readiness of ICT, the difference in ICT infrastructure and financial status between the low and high tier was far wider than any other variables. As a result of ICT adoption, SMEs benefited in view of learning and growth, internal business processes, customer service, and financial affairs. To effectively bridge the digital divide between the low and high tier, actions such as setting up a secondary market of used computers among cooperating developed and developing countries, developing and diffusing good business applications, and building speedy, low-cost telecommunication infrastructures should be taken.

  • The rapid growth of e-commerce has made both companies and customers face a new situation. Whereas companies have become to be harder to survive due to more and more competitions, the opportunity for customers to choose among more and more products has increased. So, the recommender systems that recommend suitable products to the customer have an important position in E-commerce. This research introduces collaborative filtering based recommender system which helps customers find the products they would like to purchase by producing a list of top-N recommended products. The suggested methodology is based on decision tree, product taxonomy, and association rule mining. Decision tree is used to select target customers, who have high possibility of purchasing recommended products. We applied the recommender system to a Korean department store. The methodology is evaluated with the analysis of a real department store case and is compared with other methodologies.

  • It is important to integrate an enterprise application for automating of the business process, which is responded by a flow of market environment. There are two categories of method that integrate enterprise applications. One is Synchronous Integration, and the other is Asynchronous Integration. EAI(Enterprise Application Integration) and Web service which of the asynchronous integration is focused in the automating method of the business process. After we construct the application integration for automating of the business process, we have to concern about managing of the business transaction. Many Organizations have proposed the process method of business transaction based on 2-phase commit protocol. But this method can't supply the phase that classify the transaction by transaction weight. In this Paper, we Propose an efficient method of transaction process for business transactions, which is composed by ‘Classify Phase’ that classify transactions. We called this model “3-Phase Commit Method Applied by Classify Phase”, we design this model to manage an resource of enterprise efficiently. The proposed method is compared by the method based on 2-Phase commit that could be a problem of management the resource of enterprise, and the advantage of this method is certified to propose the solution of that problem.

  • It has been said that Warehouse Management System(WMS) in e-Trade has considerably contributed to improvement of distribution industry. However, in the aspect of management we have many technical problems such as transportation due to tremendous demands of online data. Therefore, for Korea to be a hub of distribution and information, this is the best time to prepare the foundation of Supply Chain Management(SCM) under Enterprise Resource Planning (ERP) the and make a good use of WMS. The purposes of this study are presented as follows: First, it is to examine the general flow process of WMS in each field of our e-Trade Second, it is to present problems and plans of improvements involved in WMS in e-Trade. In short, this study aims at presenting interpretative foundation of WMS in a practical viewpoint, not presenting technical directions of WMS.

Prediction of Indoor Radon Concentration through the Exhalation from Korean Yellow Residual Soil, Hwangtoh as a Building Material

  • The radon gas from nature mainly considers a cause of radon problems, and it is closely affect human life cycle. Korean yellow residual soil, Hwangtoh, widely used as a building material, is considered to be one of major sources of indoor radon. However, there have, as yet, been no studies about radon from Hwangtoh in mass market brands. Here, we investigated the indoor radon concentrations and exhalation rates in four Hwangtohs from different brand names and regional features. The Closed Chamber Method (CCM) conducted by a Continuous Radon Monitor (CRM) has been used for the rates of radon exhalation. Based on equations of previous references, the indoor radon concentrations were deducted. As a result, the radon surface exhalation rates resulted in the 1.4208 to 3.0293 Bq·㎡·h-1 range. Significant differences were found among Hwangtohs according to production regions. Materials with higher radon concentration required a longer time to reach a quasi-steady state in a given environment, in other words, the number of half-life cycles increased from a set starting point. The experimentally identified Hwangtohs demonstrated its safety for construction purposes. There exists, so far, a possibility to exert influence radon emanation due to unidentified factors. Therefore, it is necessary to corroborate with more research by increasing the number of Hwangtohs, considering the other references reported high radon exhalation rates. In addition, it is highly recommended that the radon exhalation rates should be measured for all building materials for preventing human health before the material usage.

An R package UnifiedDoseFinding for continuous and ordinal outcomes in Phase I dose-finding trials

  • Phase I dose-finding trials are essential in drug development. By finding the maximum tolerated dose (MTD) of a new drug or treatment, a Phase I trial establishes the recommended doses for later-phase testing. The primary toxicity endpoint of interest is often a binary variable, which describes an event of a patient who experiences dose-limiting toxicity. However, there is a growing interest in dose-finding studies regarding non-binary outcomes, defined by either the weighted sum of rates of various toxicity grades or a continuous outcome. Although several novel methods have been proposed in the literature, accessible software is still lacking to implement these methods. This study introduces a newly developed R package, UnifiedDoseFinding, which implements three phase I dose-finding methods with non-binary outcomes (Quasi- and Robust Quasi-CRM designs by Yuan et al. (2007) and Pan et al. (2014), gBOIN design by Mu et al. (2019), and by a method by Ivanova and Kim (2009)). For each of the methods, UnifiedDoseFinding provides corresponding functions that begin with next that determines the dose for the next cohort of patients, select, which selects the MTD defined by the non-binary toxicity endpoint when the trial is completed, and get oc, which obtains the operating characteristics. Three real examples are provided to help practitioners use these methods. The R package UnifiedDoseFinding, which is accessible in R CRAN, provides a user-friendly tool to facilitate the implementation of innovative dose-finding studies with nonbinary outcomes.

  • Voice of the customer(VOC) is a term used in business and information technology(IT) to describe the process of capturing a customer's requirements in enterprises or various organizations. Recently, in order to satisfy customer's needs, enterprises try to utilize VOC at recurrence prevention of problems and their improvement activities, planning and development of product/service by processing, storing, and analyzing VOC. Until now, VOC management systems are introduced around service industries such as hotel business and insurance/financial business, etc. This paper proposes an integrated management scheme of VOC which are captured by various communication channels and describes a case of implementing an integrated VOC management system on the basis of the proposed scheme for the large-scale manufacturing company. By the implemented system, VOC are stored and utilized as the important knowledge assets of enterprises.

Comparison of protein and amino acid content in selected cultivars of non-glutinous rice in Korea

  • The objective of this study was to determine amino acid and protein contents of brown and milled non-glutinous rice of 13 cultivars in Korea. Protein contents of MRs (milled rices) were in order of Haepum (7.27%) > Hanareum No. 4 (7.14%) > Odae (6.84%). Protein contents of BRs (brown rices) were in order of Haepum (7.68%) > Odae (7.63%) > Hanareum No. 4 (7.60%). The amino acid content was the highest in Haepum (MR 5.76%, BR 6.49%), followed by Haedeul (MR 5.71%, BR 6.30%), and Odae (MR 5.63%, BR 6.29%). The essential amino acid contents of non-glutinous rices were in order of Haepum (MR 2.34%, BR 2.57%) > Haedeul (MR 2.31%, BR 2.48%) > Odae (MR 2.20%, BR 2.56%). The contents of amino acid and protein in BRs were considerably higher than those in MRs. Protein and most of amino acid contents were higher in Haepum than the other cultivars. The certificated reference material (CRM) 1849a (infant/adults nutritional formular) from National Institute of Standard and Technology (NIST) was used as the test sample to determine the precision and accuracy of the analytical method. The regression analyses revealed good correlations (correlation coefficient), greater than 0.99. The recovery values of the amino acids ranged from 93.17 to 99.59%. The limit of detection (LODs) ranged from 0.01 - 0.07 mg·100 g-1 and the limit of quantitation (LOQs) ranged from 0.03 - 0.21 mg·100 g-1 for all analytes.

  • This case study explores various marketing strategies of Grundfos Pumps Korea Inc. that has become a front-runner in the industrial pump market of Korea as the enterprise that got into the business later. Grundfos Group, a multinational company with its head office in Denmark, has acknowledged diversity of each country and has granted its subsidiary companies with discretionary power so that they can establish marketing strategies suitable for the market they were competing in. Grundfos Pumps Korea has been very successful in its localization and differentiation of marketing strategies. First, Grundfos Pumps Korea achieved the trust of their customers by its high quality and consistent pricing strategies and has expanded its market very successfully with continuous product innovation and new product ideas. Second, it increased its brand awareness and recognition by brand differentiation along with the product differentiation strategy, which is exceptional in industrial market. It has conducted creative marketing activities and strategies to build brand equity and successful customer relationship management.
