지난 18년간 우리나라 CM산업은 많은 발전을 이루어 왔으며, 최근 국내 건설투자가 감소하는 환경변화 속에서도 CM사업 고도화 및 해외시장에서의 기술과 경쟁우위를 통한 수주 확대를 위한 활발한 노력이 이루어지고 있다. 이에 본 연구는, 1997년부터 2014년까지의 3,453건의 CM사업 수주실적 통계자료를 수주지역, 계약규모, 발주자유형, 공종유형의 4가지 분석변수를 통해 연도별 시간별 시계열 분석을 하였다. 분석결과, 우리나라 CM산업의 시장규모는 최근 2005년 대비 2010년 2.5배 증가하였으며, 국내 CM사업의 수주비중이 87.5%, 공종별로는 건축분야가 88.4%, 계약규모별로는 10억미만의 CM사업이 75%로 CM수주 집중도가 높았다. 그러나 최근 국내 CM기업의 향상된 기술 및 수주경쟁력으로 인해, 2010~2014년 해외 CM사업 비중이 20%까지 크게 증가하였으며, 포괄적이며 기술적인 사업관리업무를 요구하는 민간발주자에 의한 CM사업도 3배나 증가하였다. 이와 같은, CM산업환경 및 사업유형의 변화는 향후 해외민간(IC5) CM사업 수주확대로의 발전경로(Jung et al. 2014)에 놓인 DP3와 DC2의 정량적 분석을 통해서도, 공공사업 부분용역형 CM사업 중심에서 생애주기를 고려한 종합관리형 민간사업 형태로 발전되고 있는 것으로 분석되었다.

Since CM policies established in 1996, contracts of CM services are continuously increasing over the past years. As constant improvement of positive awareness about public/private owners and CM capabilities of domestic construction companies, a number of efforts were being made to acquire competitiveness of domestic and overseas CM market. However, there has been lack of quantitative and comprehensive research to investigate CM firms. The purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 16 years published in KISCON (Knowledge Information System of Construction Industry) in order to examine CM owner type.

1997년 '건설산업기본법'의 개정으로 CM방식이 도입 된지 10년이 지났고, 관련 연구 또한 활발히 진행되고 있다. 하지만 기존연구에서의 CM방식 적용에 대한 현황 분석은 공공부문에 한정되어 있으며, 활성화 여부를 판단하는 근거 또한 제한적인 자료를 활용하고 있는 것으로 판단되어 2003년부터 실시된 CM능력평가공시자료를 토대로 국내 CM시장 현황을 건수/금액 측면에서 비교, 분석하였다. 국내 건설시장은 2002년 이후 매년 발주건수가 감소하고 있으나 발주금액은 늘어나고 있으며, CM시장은 계약건수, 계약금액 모두 과거에 비해 증가하고 있는 것으로 나타났다. 계약건수 점유율 측면에서 민간, 공공부문 모두 활성화 되고 있었으나, 계약금액 점유율 측면에서는 활성화 정도가 낮은 것으로 나타났다. 하지만 국내 경제성장과 건설시장의 성장에 비해 CM시장의 성장이 더 크게 나타났고, 이는 CM방식이 활성화되고 있다고 판단할 수 있을 것이다.

As domestic construction investment has been gradually reduced, expanding overseas construction is one of the most important issues for Korean construction companies. Among these issues, strategies for overseas CM services have widely been discussed, because the CM services have features of high growth potential and value-added area when compared with other construction sectors. Therefore, recent efforts focus on further development in advanced CM capabilities and expansion to overseas market. However, there has been lack of quantitative research to investigate current status and future direction of CM industry. In this sense, this research investigated what CM has achieved for the past 17years (between 1997 and 2013) and what CM should accomplish for future strategies. The purpose of this research is to statistically analyze total of 2,983 CM service contracts over the past 17 years published in KISCON (Knowledge Information System of Construction Industry) in order to examine current status of CM industry in terms of market type, contract size, commodity type, and owner's type. Based on this research, it is expected to suggest for future strategies and development directions from the CM industry perspective that could provide quantitative analyses, improve current CM statistics systems and strengthen the competitiveness in international CM market.

CM services have continued to grow since the establishment of CM policies in 1997. However, there has been lack of quantitative and comprehensive research to investigate CM trends and prospects. The execution of a construction project involves the engagement of many participants. Generally, the Authority uses CM to certify that the Work is built according to the contract documents. The CM work scope is expressed in the Construction Technology Management Act and its Regulation. The mandated and delegated CM services are limited to the construction period. If Contractor is required to repair a construction defect, the Contractor should bear the burden of the inspection service for the defect repair, because it is associated with him. Nevertheless, CM should submit a bond to provide the inspection and supervision service for the defect repair. These may result in conflict with each liability. Therefore, CM service in the law and regulation was investigated and analyzed in this study to classify the characteristics of CM contracts, and it was suggested that the CM liability for the inspection and supervision service for the defect repair should be reconsidered.

지난 20여 년간 우리나라 건설사업관리(CM)는 많은 발전으로 이루어 왔으며, 이제 해외진출 확대와 기술 고도화를 위한 활발한 노력이 이루어지고 있다. 본 연구는 2012년 CM사업 수주실적 통계자료를 분석하기 위한 다양한 변수를 도출하고, 분석변수별로 산업현황을 파악하였다. 또한, 현황분석을 기반으로 CM프로젝트를 10가지 유형으로 정의하고, 유형에 따른 우리나라 CM기업의 발전전략모델을 제시하였다. 현황분석 결과, 국내공공 CM사업은 감리기능이 포함되어 규모는 크나 업무의 내용은 매우 제한적이며, 반대로 민간사업은 규모가 상대적으로 작음에도 불구하고 기획 및 설계전 단계의 업무에 많은 노력이 투입되고 있다. 업무기능면에서는 '기획업무'의 타당성분석, 사업수행계획서, 업무분류체계, 매뉴얼 작성 등의 역량향상이 요구되는 것으로 나타나고, '공정관리', '안전환경', 그리고 PMIS와 표준매뉴얼을 포함하는 '연구개발' 분야의 비중 증대가 우선시 된다. 현황분석에 의해, CM기업 발전전략을 사업유형별 경로 모델로 제시하였으며, 첫 단계로 현재의 시공감리형(MS3)에서 시공관리형(MM3)로 전환하고, 다음은 종합관리형(MM1)/분할발주형(MG2)/시공책임형(MG1)으로 발전시킨 후에, 마지막으로는 기획을 중심으로 하는 기획관리형(MP1)으로 향하는 안을 제시하였다.

국내 CM시장이 활성화됨에 따라 경쟁이 심화되어 실제 프로젝트 관리를 담당하는 CM단장의 능력은 CM사업 수주를 위한 중요한 요소가 되었다. 이로 인해 각 CM전문회사는 유능한 CM단장의 확보를 위해 현재 담당 프로젝트가 없더라도 후속 프로젝트의 수주를 위해 CM단장을 일정수 대기상태로 확보하고 있으나, 효율적인 활용방안에 대해서는 체계적인 방법이 마련되지 못한 실정이다. 이에 본 연구는 현재 CM전문회사가 보유하고 있는 대기상태 CM단장들의 활용실태 및 문제점을 분석하고, CM단장의 효율적인 활용을 위한 개선방안을 모색하기 위한 실무적 기초자료를 제시하고자 하였다. 본 연구결과, CM전문회사의 현재 대기상태 CM단장 인력수는 적정 비율 및 인력수에 비해 약 2배 정도 많은 것으로 나타났고, CM단장의 선정기준으로 프로젝트의 수주를 위해 프레젠테이션 능력을 가장 중요한 요소로 고려하고 있었다. 그리고 대기상태 CM단장의 보유 및 활용상 문제점은 크게 고용비용 증가와 현장 및 본사 업무지원능력 부족 및 제한적 활용으로 요약되었고, 대기상태 CM단장의 효율적인 활용을 위한 현장 및 본사 기술지원과 수주능력 강화 및 제도개선 등에 관한 개선방안을 제안하였다.

When we compare CM system with Design Bid Build system, we can see two striking features in CM system. First, CMr participates in construction team along with Owner, Designer and Constructor. The newcomer can change boundaries of function and responsibility. Second, Compatibility through each phase and Objectivity of decision-making become more important, because relation among stakeholders changes from a rectilinear to a network. However, it is not clear how the risk of completion is reasonably treated. So we have to think about the relations between Owner and CMr, CMr and Specialist Contractor from a point of trade risk. This paper covers them.
