  • Predicting where and when a crime may occur in an area of interest is one of many strategies of predictive policing. Multidimensional analysis, including CCTV, can overcome the limitations of hotspot prediction, especially of violent crimes. In order to identify the precursors of a crime, it is necessary to analyze dynamic data such as attributes and activities of people, social information, environmental information, traffic flows, and weather. These parameters can be recognized by CCTV. In addition, it provides accurate analysis of the circumstances of a crime in a dynamic situation, calculates the risk, and predicts the probability of a crime occurring in the near future. Additionally, it provides ways to gather historical criminal datasets, including sensitive personal information.

Implementation of Smart Safe Return Service Supporting Multiple Users (복수의 이용자를 지원하는 스마트 안심귀가 서비스의 구현)

  • When user wants to receive a smart safe return service, user sends a service request using a smart device to support GPS location data. After the smart safe return system receives the location of user, it selects the neighboring CCTV cameras based on user's location information, and controls the selected CCTV cameras to take a picture of the user, and to chase the user automatically. This service can be useful when there is a crime-ridden district on the path to return home late at night. Previous systems can't provide the smart safe return service to multiple user simultaneously. In this paper, we propose the smart safe return system which can provide the service to multiple users simultaneously.

Flood Runoff Calculation using Disaster Monitoring CCTV System (재난감시용 하천 CCTV를 활용한 홍수유출량 산정)

  • The present study aims to apply a surface image velocimetry(SIV) system to video images captured with CCTV and estimate the flood discharge. The CCTV was installed at the Hancheon Bridge of the Han Cheon in Jeju Island for disaster surveillance, and seven flood events occurred in 2012 were used. During the image analyses, input parameters, interrogation areas and searching areas were determined with proper calibration procedures. To check for accuracy and applicability of SIV, the velocities and flood discharges estimated by SIV were compared with the measured ones by an electromagnetic surface velocimeter, Kalisto. The comparison results showed fairly good agreements. The RMSE(Root Mean Square Error) values between two instruments showed a range of 4.13 and 14.2, and the determination coefficients reached 0.75 through 0.85. It means that the SIV could be used as a good alternative method for other traditional velocity measuring instruments in measuring flood discharges.

  • We made a smartphone interlocking location tracking streetlight and remote display device to compensate the defect of real time identifiable CCTV streetlights and child safety notification applications. It controls brightness of LED by detecting the surrounding brightness and objects with ultrasonic sensor and illuminance senor. The CCTV receives the location of smartphone by Bluetooth and takes the target of the location. It realizes a wireless transmission system that the video is upload to the tablet PC via WiFi.

  • In this paper, we propose a method of measuring Fine dust in images using K-means and Sobel-mask based edge detection techniques using CCTV. The proposed algorithm collects images using a CCTV camera and designates an image range through a region of interest. When clustering is completed by applying the K-means algorithm, outline is detected through Sobel-mask, edge strength is measured, and the concentration of fine dust is determined based on the measured data. The proposed method extracts the contour of the mountain range using the characteristics of Sobel-mask, which has an advantage in diagonal measurement, and shows the difference in detection according to the concentration of fine dust as an experimental result.

  • In recent years, crime has been steadily increasing, causing not only economic damage but also aggravating the social atmosphere. The CPTED(Crime Prevention Through Environmental Design) guideline, which is an environmental crime prevention design technique, reduces the possibility of crime by implementing a proper defensive design plan through appropriate lighting design in the city and reduces the fear of crime. Among the various principles of CPTED, the proper use of street lamps and CCTV is considered to be an important factor in enabling natural surveillance. In this study, the authors identified and quantified the current status of the installation of street lamps and CCTV in each autonomous district of Seoul. The physical quantity of lighting and social factor quantified from light lamps and CCTV data, respectively, were expected to support the guidelines presented by CPTED. Therefore, we conducted statistical analysis based on quantified values and found that street lamps and CCTV had a statistically significant relationship with crime rate. In addition, the correlation between the safety index and the crime rate, calculated by dividing the number of street lamps and CCTVs by area, was also analyzed and an R2 value of 0.647 was confirmed.

  • C-ITS(Cooperative Intelligent Transport System) that pursues traffic safety and convenience uses various sensors to generate traffic information. Therefore, it is necessary to improve the sensor-related technology to increase the efficiency and reliability of the traffic information. Recently, the role of CCTV in collecting video information has become more important due to advances in AI(Artificial Intelligence) technology. In this study, we propose to identify and track dynamic objects(vehicles, people, etc.) in CCTV images, and to analyze and provide information about them in various environments. To this end, we conducted identification and tracking of dynamic objects using the Yolov4 and Deepsort algorithms, establishment of real-time multi-user support servers based on Kafka, defining transformation matrices between images and spatial coordinate systems, and map-based dynamic object visualization. In addition, a positional consistency evaluation was performed to confirm its usefulness. Through the proposed scheme, we confirmed that CCTVs can serve as important sensors to provide relevant information by analyzing road conditions in real time in terms of road infrastructure beyond a simple monitoring role.

Effect of the Learning Image Combinations and Weather Parameters in the PM Estimation from CCTV Images (CCTV 영상으로부터 미세먼지 추정에서 학습영상조합, 기상변수 적용이 결과에 미치는 영향)

  • Using CCTV images and weather parameters, a method for estimating PM (Particulate Matter) index was proposed, and an experiment was conducted. For CCTV images, we proposed a method of estimating the PM index by applying a deep learning technique based on a CNN (Convolutional Neural Network) with ROI(Region Of Interest) image including a specific spot and an full area image. In addition, after combining the predicted result values by deep learning with the two weather parameters of humidity and wind speed, a post-processing experiment was also conducted to calculate the modified PM index using the learned regression model. As a result of the experiment, the estimated value of the PM index from the CCTV image was R2(R-Squared) 0.58~0.89, and the result of learning the ROI image and the full area image with the measuring device was the best. The result of post-processing using weather parameters did not always show improvement in accuracy in all cases in the experimental area.

  • In recent years, the research on audience satisfaction after watching programs has been carried out in various fields. However, there is no precedent for the study of simply analyzing the influencing factors of audience satisfaction with the newly established CCTV-9 channel. For CCTV-9, how to explore the strategy of industrial development based on the needs of the audience in the era of big data is a very important part. This article exploratively focuses on the influencing factors related to CCTV-9 audience satisfaction. Using questionnaires, 101 samples of the satisfaction with the channel of men and women of different ages, education backgrounds, majors, and incomes were collected to test, and 9 hypotheses were tentatively proposed as relevant influencing factors of channel satisfaction. Through empirical analysis, this research searches for the determinants. The reliability and validity of the measurement were properly analyzed, and all hypotheses were statistically tested. The empirical results show that: subject matter, program format, program scheduling, program broadcast time, channel advertising, simulcast series of documentaries, diversified communication platforms, brand image packaging and audience satisfaction are significantly positively correlated.

An Intelligent CCTV-Based Emergency Detection System for Rooftop Access Control Problems (옥상 출입 통제 문제 해결을 위한 지능형 CCTV 기반 비상 상황 감지 시스템 제안)

  • With advancements in artificial intelligence technology, intelligent CCTV systems are being deployed across various environments, such as river bridges and construction sites. However, a conflict arises regarding the opening and closing of rooftop access points due to concerns over potential accidents and crime incidents and their role as emergency evacuation spaces. While the relevant law typically mandates the constant opening of designated rooftop access points, closures are often tacitly permitted in practice for security reasons, with a lack of appropriate legal measures. In this context, this study proposes a detection system utilizing intelligent CCTV to respond to emergencies that may occur on rooftops. We develop a system based on the YOLOv5 object detection model to detect assault and suicide attempts by jumping, introducing a new metric to assess them. Experimental results demonstrate that the proposed system rapidly detects assault and suicide attempts with high accuracy. Additionally, through a legal analysis of rooftop access point management, deficiencies in the legal framework regarding rooftop access and CCTV installation are identified, and improvement measures are proposed. With technological and legal improvements, we believe that crime and accident incidents in rooftop environments will decrease.
