A study on the Effects of Small Business Managerial Performance with Small Business Support Systems in Gyeongnam (소상공인 지원제도가 경남지역 소상공인 경영성과에 미치는 영향)

  • The impact of the recent small business start-up competition in the market, has become overheated. It is effected by early retirement of a generation of youth employment. This study is a study on the impact of SEMAS(Small Enterprise and Market Service) system operating of the funding system, education support programs, and consulting support system on the business performance of small business owners. It has surveyed 272 business owners, in Gyeongsangnam-province. The study includes specific support system for usage frequency and satisfaction and conducted from January 2013 to September 2015. In addition, it analyzes characteristic that motivation, business model, item, owner's experience, sales and demographic by small business owner. Analysis results, the management performance of small business that uses financial support system and consulting support system is shown to be high. But education support system is the opposite effect. As a result, the management performance is related to industry experience. Therefore education support system need to be reorganized to the support depends on the development stage. This study was conducted to help small business owners entered the start-up market and a decision-making person with a policy decision.

  • The purpose of this paper is to propose alternatives to help for the aged to implement start business as a method to recreate the aged population for their second life. There are three considerations that supports start business for the elderly. The first is to reinforce educational support system for the aged. Through the lifelong education, the aged require easy start business' information. This is not only goverment's job, a local autonomous entity is to support in the form of organic organization. The second is the maintenance of financial support system. Besides start business education, various financial support system must serve for the aged to challenge their start business enthusiastically. The last consideration is formation of start business network that joins the aged efficiently. Based on these aspects, the application for increasing elderly human resource is to consider both employment program of the aged and also start business program for them.

  • Decision-making in the crisis management happens in dynamic, rapidly changing, and often unpredictable distributed environments. Crisis management Decision Support Systems (DSSs) in E-Government are challenged by the need to use it availably at anytime, from anywhere, and even under any-situation. In this paper the reasons of developing distributed architecture for crisis management Decision Support Systems (DSSs) in E-Government are analyzed. Consequently, a distributed architecture for crisis management Decision Support System (DSS) is proposed in this paper. Finally it is implemented by Web Services. If crisis management Decision Support System (DSS) based on distributed architecture is implemented by Web Service, then it can provide decision support for decision-makers to deal with crisis at anytime, from anywhere, and even under any-situation.

Fourth, to make global strategy for venture business 1) To furnish oversea venture chances for globaligation to venture business. 2) To operate information network. 3) To establish integrating system of oversea support offices. Fifth, to support capital and tax 1) To activate functions of investment organs. 2) To increase the number of venture investment company. 3) To permanently organige angel capitalists. 4) To reduce and exampt the corporation tax, and the like. Above mentioned results of this study have to be practiced, and in future, subdivided studies will be needed.

Defining Functions for Integrated Information Management System of University Financial Support Project

  • In this paper, we analyzed the business process and management characteristics of the university financial support project to define the function for the integrated information management system of the university financial support project. To this end, we reviewed the characteristic and business process of university financial support project and defined six common functions. In order to establish an integrated system applying the derived functions, the first things to be done need to standardize the business management system considering integration and to arrange the accounting regulations. Based on the functions and implications defined from this paper, we think that it will be helpful to design an integrated information management system for university financial support project.

  • The study aims to examine the impact of Start-Up Business Incubator System on Performance of the Start-up Graduated from the Business Incubator. This has analyzed 813 startups which had supported by Seoul Metropolitan City in particular from 2009 to 2010. Empirical analysis has choosed business room for free, startup grant for operation, education & coaching support, consulting support by practitioner, promotion & new market opening support and collaboration support among startups in the business incubator as independent variables and also implemented startup success satisfaction degree as a depentent variable. The results shows that the degree of satisfaction on start-up activity support fund for entrepreneur and the degree of satisfaction on collaboration support among firms in the business incubator have statistical significant impact on start-up success satisfaction degree. The study has an implication that it provides a basic data on policy support strategies by central and local autonomous governments that facilitate entrepreneurs to achieve start-up business goals by understanding the factors that affect the business performance of entrepreneurs. In addition, the study offers new directions for entrepreneurs in a way that promotes the start-up performance by business room for free, education & coaching support, consulting support by practitioner, promotion & new market opening support which were investigated as statistical insignificant constructs, so that the author expects new studies about more effective business incubator system to enhance the performanc of start-up in business incubator.

  • Nowadays, for the competitive power of an enterprise, there are many attempts to implement information system that could support business innovation by business process re-engineering. However, there is no effort to standardize the core business processes of enterprise based on standards of data, documents. These facts make it difficult to introduce and implement enterprise information system designed by business processes of the higher level. Therefore, standardization of business process by analyzing the functionality and relationships among them are important and necessary. The results of our research are summarized as process-driven standardization (standardization of core business processes) and development of a repository. In process-driven standardization, we proposed the reference model by analyzing the business processes of the leading enterprises for core business processes. The reference model focuses on core business processes, such as sales management, procurement management, production management, logistics management, and customer support in manufacturing industry. We developed a knowledge-based system as a repository for a integrated management system of business process. And this repository was built up web-based system for the purpose of both reference and management.

Assessment & implications of the business cessation support system for farmers: focus on the grape business

  • In this paper, we conducted a dynamic ex-post assessment on the grape business cessation support System. Based on the analysis results, in the short term, there was an increase in grape price due to a decrease in production and accompanying increases in the prices of consumption substitution items. However, in the long run, grape prices fell again due to an increase in grape production because of the entry of new grape farmers and the growth of adult grape trees. In addition, the analysis showed that the balloon effect caused by the conversion of crops caused indirect damage such as an increase in the production volume of substitution crops and a decrease in prices. When analyzing the social welfare measurement, the results showed that the support system for business cessation increased the overall social welfare due to an increase in producer welfare because of a price increase in the short term, but in the long term, both producer and consumer welfare decreased. In the end, it is necessary to review the system because the government's intervention may cause market distortion and inefficient resource allocation. Above all, it is necessary to minimize the indirect effect of the industry's contraction and balloon effect due to excessive business cessation. For this, conditional support should be provided in parallel with post management rather than unconditional support. In addition, it is necessary to provide a strategic support system that considers substitution items in addition to those items to be supported.

  • This study aims to analyze the performance of the beneficiaries of the SMEs(Small and Medium Enterprises) support project that has been handled online on the 'BizOK System', which is the integrated support system for SMEs in Incheon, by comparing before and after receiving support. Various performance indicators can be used, but this study used the rate of increase in sales, exports and employed manpower collected by the 'BizOK System'. Moreover, to analyze the trend of business performance by corporate feature, this study grouped the businesses into 7 categories including sales, business history, number of employees and capital. The results of this study are expected to be used in drawing implications for business support policies by utilizing them as basic data for enhancing efficiency of the support project and establishing corporate policies.

The Moderating Effect of Business Incubator's Technical Support and Competence Support on the Relationship between Founder's Experiences and Performance in Manufacturing Start-ups (제조업 창업에서 창업보육센터의 기술지원과 양산지원의 조절효과가 창업자의 경험과 기업의 성과에 미치는 영향)

  • The business incubator is a useful system to help start-up companies, providing various supporting systems from the technical supporting system to human resources supporting system. This article investigates the moderating effect of technical support and competence support of business incubators' on the relationship between founder's experiences and performance of the company. A total 201 sample were used to empirically test the hypotheses. The results of the study partially supported the hypotheses, implying the needs of specific supporting systems for start-ups. Managerial implications are also discussed.
