This study is aimed at finding policy directions for Korean fisheries and fishing villages by using Delphi method for fisheries experts. Fisheries experts have highly evaluated the achievements of fostering aquaculture industry, seafood export support measures, and natural disasters relief and recovery arrangements among the policies promoted as so far. And it was recognized that policies such as fishery resources management, creation and recovery of fishery resources, improvement hygiene and seafood safety, and provision young fishermen with training and capacity building will be important. Future megatrends, for example changes in food consumption pattern, climate change, and demographic structure changes are expected to have a significant impact on fisheries and fishing villages. The Delphi survey indicates that the most important policy objective is to secure a stable fisheries production. In other words, fisheries policy in the future should be aimed at suppling sustainable seafood for popular consumption. Finding strategies and action plans that can achieve this goal will be an important policy issue. In conclusion, it is necessary that a number of fundamental researches carry out in Korea, which can lead to finding out a multifunctionality of fisheries and fishing village. In addition, it is important to expand the scope of fisheries policy, which can consider not only the fisheries producers but also seafood consumer's and young fishermen perspectives. Furthermore, it recommends that fishery policy needs to include fishery related industry as well as application of 4th industrial revolution technology to fishery.

This paper aims to analyze how the Venture Business Tendency of North Korean refugees affects social adaptation and family health, and to provide proposals for policy making on the issue. For the purpose, we specifically suggest analysis of activation plan that 48 Venture Business North Korean managed Enterprise types, Entrepreneur type, Business type, Gender, Profit etc. As a result of analysis of actual proof, First, The Venture Business North Korean refugees managed need to consult to be technology business professionally because they features to be self-employment than expertise and knowledge basis type. Second, the rate of success of North Korean refugees is researched that female is higher than male. Third, to support Venture Business of North Korean refugees, they need one on one incubating support syspen why they are inexperienced in network, technical skills. Fourth, Venture Business Tendency of North Korean refugees affects social adaptation and family health. Since mid 1990's, North Korean refugees have come to South Korea through China or third countries due to collapsing economy of North Korea. In an effort to help those escaping from North Korea, the Seoul government provided them with a 3-month settlement program. But they have had experienced difficulties in communication, cultural assimilation, and confusion in their value system and identity. For the purpose, one-on-one interview was carried out on 45 North Korean refugees living in Seoul and neighboring cities, and the interviewed group was classified into three categories: single households, single-parent families and families with parents. The study findings demonstrated four policy alternatives to help improve quality of life of North Korean refugees and to help their successful settlemen.

This study was proceeded to empirically identify the start-up support policy as an element that affects the performance of the early start-ups and measure the effectiveness of the current start-up support policy, in order to suggest the direction future policies according to the study. To accomplish this the influence of the start-up support policy on the early start-ups was analyzed, and the differences according to the industry and growth stage of the start-ups, as the characteristics of the start-ups, were identified. The research subjects collected real data of 297 start-ups of the past three years that were selected for the Initial Start-Up Package project, and performed multiple regression analysis on the influence between variables, and hierarchical regression analysis on moderating effects. The summary of the study is as follows. First, as a result of identifying the influential relationship between the start-up support policy and the performance of the start-up, sales had made a significant impact on the start-up fund, start-up mentoring, and start-up infrastructure(space), while start-up education failed to show a significant effect on the increase in sales. In terms of employment, start-up mentoring was the only field that showed a significant influential relationship. Second, as a result of identifying the moderating effect of the start-up's industry and growth stage, the industry did not have a statistically significant influence, but the interactive effect was seen in start-up education. To be more specific in terms of the sales relationship of each industry, knowledge services turned out to be helpful in improving sales, while manufacturing turned out to be effective in improving sales regardless of being supported with start-up mentoring and start-up infrastructure (space). The sales relationship regarding the start-up growth stage was identified to be statistically significant. The preliminary stage was not statistically significant, while providing start-up mentoring and start-up funding were effective for start-up stage and growing stage, respectively. On the other hand, employment did not perform a significant influence on the start-up growth stage. This study analyzes the effectiveness the start-up support policy for early start-ups, identifies the need in differentiated support policies according to the characteristics of the start-ups, and suggests implications for the direction in which future policies should be made towards.

In Korea, small and medium sized domestic enterprises(SMEs) play an pivotal role in the national economy, accounting for 99.9% of all enterprises, 87.5% of total employment, and 47.6% of production. and SMEs was driving a real force of the development of national economy in many respects such as job creation, innovation, balanced regional development, industrial diversity. The government has strengthened a variety of policy support to support SMEs. However, due to the mismatch between the difficulties of SMEs and benefits of government's policy, the policy implementation has not come out effectively. In order to effectively support SMEs, government must be a priority to know about the factors that experiencing difficulties in the technology commercialization process. The purpose of this study is thus to identify the major evaluation criteria through 3 level AHP analysis. First, 12 Critical elements are extracted from previous studies and professional interview and these elements are tied into 3 factors; technological factor, inner-organizational factor and Outer-organizational factor. The results of AHP analysis show that inner-organizational factor is more important and 'Market environment' in the inner-organizational factor is the most important element. The results of this research will be useful for public R&D institutions policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

Micro small business start-ups are receiving financial and marketing support from government or public authority, but business closure rate is very high and it causes a hugh burden to households and national economy. This study aims to verify the causal relationship between the self-determination characteristic of small business start-ups and entrepreneurial intention through learning orientation and innovation ability. The man's intrinsic motivation of self-determination theory is expected to have an impact on the entrepreneurial intention of small business start-ups. The self-determination theory includes perceived autonomy, perceived competence, perceived relationship as independent variables. This study presented a research model for explaining the entrepreneurial intention of small business start-ups, and collected 260 survey responses from the small business start-ups In order to validate the proposed research model, PLS analysis is performed with valid 246 questionnaires. By PLS technique, the measurement reliability and validity of research variables are tested and the path analysis is conducted to do the hypothesis test. Path analysis shows that perceived autonomy does not significantly affect the learning orientation and innovation ability. On the other hand, perceived competence significantly influences learning orientation and innovation ability. Perceived relationships had significant influence on learning orientation. It is found that the parameters of learning orientation and innovation ability significantly influence the dependent variable of entrepreneurial intention. Based on the results, a policy and strategy for supporting small business start-up are presented.

The purpose of this study is to inform the university stakeholder and startup policy makers about the current status of startup support programs and to identify criteria that could impact the startup effectively among various support program. The purpose of this study is to categorize the startup support programs into three different types. These types are startup education support, startup activity and commercialization support the startup Intention of university students was analyzed using survey and interview during the these programs. In addition, the impact on startup intention was empirical analyzed utilizing entrepreneurial self-efficacy and opportunity recognition support programs. Research results show that, Firstly, startup activity support program had impacted on both entrepreneurial self-efficacy and opportunity recognition. Commercialization support had impacted entrepreneurial self-efficacy. However, startup education support program had no impact on entrepreneurial self-efficacy and opportunity recognition. secondly, entrepreneurial self-efficacy and opportunity Recognition have influence on startup intention. Thirdly, startup activity support had influenced on startup intention. Finally, startup activity support and startup intention strongly influenced entrepreneurial self-efficacy. Also, commercialization and startup intention strongly influenced opportunity recognition. Other factors only influenced partially. Startup support program shall seek various solutions to improve quality to increase startup intention based on the research results. Also, high quality educational program shall be offered to improve entrepreneurial self-efficacy and opportunity recognition, while promoting startup activity and commercialization support emphasized. Try to realize a strategic development for activation of startup business.
Studies on innovation point towards the need for both in-house research and development (R&D) capabilities along with collaborations with external organisations or linkages with other firms, universities and research institutes. The argument is that innovation is not just a firm specific factor but requires support from several other factors which in turn involves developing linkages with various actors/institutions as sources of resources and/or knowledge for innovation. This paper presents findings from an exploratory study about the Malaysian biofuel sector as an innovation system. Instead of using the neo-classical approach and proposing policy interventions based on traditional market failure rationale (Bergek et al., 2008a), the functional analysis of the technological innovation systems (TIS) approach is used to analyse the biofuel sector in Malaysia to help reveal the strengths and weaknesses in terms of its fulfillment of seven critical functions which are necessary for the generation and commercialization of a product. In addition an attempt is made to reveal the inducement and blocking mechanisms affecting the Malaysian biofuel TIS and the seeking of improved poor functionality. These functional aspects of the Malaysian biofuel sector are analysed in different phases of its development to gain an understanding of the different institutions and their functions at different phases of the development of the innovation system.
Recently there are sharp increase in number of studies related with facilitation of Inward-FDI or Multinational Enterprises invested in Korea region. The most of studies are mainly purposing to survey - 1)how Korea Government makes counter plan and assistance policy to make foreign capital and Inward-FDI more attractively and aggressively, 2)what is the new framework or system for Inward-FDI policy, 3)what is economic effect of Inward-FDI, 4)what are determinants or conclusive factors of FDI in Korea. Under this situation, the goal of this report is to find out the new way for Multinational Enterprises to reinvest continuously thru getting their better investment performances on several factors including Marketing Competence, Management Ability, Localization Management Skill, Business Management Strategy, and R&D Competitiveness which would be much more important determinants influencing re-investment of Multinational Enterprises in Kora. This report based on the empirical result and comprehensive analysis will eventually help policy makers to implement the appropriate strategy and support Multinational Enterprises to proceed positive circle's re-investment activity in the end.
Purpose - Although it has been 10 years since the university technology holding company was launched, it is currently facing operational limitations. The purpose of this study is to study the growth strategy of university technology holding companies by investigating the status and problems of university technology holding companies. Research design, data, and methodology - In this study, the status of university technology holding companies was analyzed based on the survey data issued by the University Technology Holding Companies Association. Due to the lack of research on university technology holding companies, policy alternatives were suggested by examining problems based on literature research. Result - In this study, an alternative to strengthening the competitiveness of technology holding companies and supporting policies was suggested. As a result of the research, it was discovered as a policy alternative to enhance the independence of technology-owned subsidiaries, develop outstanding talents, and expand the marketing of support programs to create results based on technology holding companies. Conclusion - In previous studies, alternatives to technology commercialization policies have been suggested, but studies on the role and status of detailed technology holding companies are insufficient, and the operation system of technology holding companies and discovery of future growth models are insufficient compared to overseas cases. Therefore, in this study, various policy innovation measures are presented as examples.

It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.
