  • The primary purpose of this thesis is to define and discuss the integration of fixed-base operators(FBO) and general aviation terminals(GAT) in Korean aviation practices in order to develop effective management and operational processes needed for Korea's expanding role in the northeast Asian region. The foundation of this research rests on four interconnected strategic points: the Korean government establishing regulations that define general and business aviation, increasing awareness of FBO and GAT, developing standards for effective operations, and optimizing the budget to build necessary infrastructure. There must be an initiative in establishing a guideline of future demand in order for these aforementioned points to take hold and for aviation activities to flourish. Korea will play a more integral role in an emerging market of general and business aviation by adhering to these strategic efforts.

Analysis of Success Factors for Converting Passenger Aircrafts to Freighters Using AHP (AHP 기법을 활용한 여객기의 화물기로의 개조사업 성공요인 분석)

  • The air transport industry is experiencing unprecedented fluctuations in aviation demand through the Covid-19 pandemic, and is more focused than ever on maintaining and generating business profitability. During the pandemic, demand for air cargo has soared, and the conversion business from passenger aircrafts to freighters(P2F) is drawing attention as a new business in the aviation maintenance industry. This study derives important factors to be considered in order to successfully carry out the P2F project through a wide range of cases and related literature, and analyzes the relative importance of each factor using the analytic hierarchy process. Through a survey of 33 aviation maintenance experts with more than 20 years of field experience, the importance of main factors and their sub factors was determined and implications were drawn. As a primary result, in order to succeed in the P2F project, the main factors were identified in the order of skill, finance, and location. The most important sub factors for each main factors were identified in order of securing airframe modification skill, securing infrastructure construction cost, and creating P2F business complex and district. The quantified success factors suggested the critical direction for the successful development of Korea's P2F business, and presented viable and specific business strategies and implementation plans for each factors.

The dynamic trends and development strategy of Ganwon-do's Aviation and Tourism Industry (항공 및 관광산업 현황 및 발전 전략 - 강원도를 중심으로)

  • This study analyzes the trends and features of Gangwon-do's aviaion and tourism industry using data published by the National Statistical Office. The categorization of tourism industry was based on the definition and category proposed by the OECD, WTO and Korea Culture Tourism Institution. Gangwon-do showed that the weight in wholesale, hotels, construction, restaurant and catering in the total number of tourism business, the number of workers, business sales and business operating profit exceed 85%. To improve the overall competitiveness of the tourism industry, it was suggested that Gangwon-do should work on the policy of expanding business in scale. This paper investigates also the role of aviation in the development of Gangwon-do's tourism industry.

  • This study investigates aircraft lessor business models by studying cases and interviewing experts to analyze investors and business strategies of aircraft lessor. The results confirm that there is a wide range of investors including institutional investors, financial institutions, insurance companies, corporations, and wealthy individuals for aircraft lessor. Aircraft lessors can be categorized based on its required rate of return (cost of capital) into bank-investing core, institutional investor-investing value-added, and hedge fund-investing opportunistic. Aircraft lessor decides leasing rate by aircraft purchasing price and lessee's credit rating. Core aircraft lessors invest in new aircrafts for new placement or sale-and-leaseback strategy requiring little technical risk in aircraft, value-added lessors invest in middle-aged aircrafts for re-leasing, opportunistic lessors invest in old aircrafts for freighter conversion or part-out strategy requiring high level of expertise. This study provides insights for future Korean aircraft lessor establishment and investment.

  • This research was conducted to investigate the economoic effects of aviation safety technology development. The important subjects of aviation safety technology development, aviation accident prevention and damage reduction technique, aircraft safety certification development, BASA promotion in an aircraft class, were included to investigate the economic effects. The survey technique using Benefit-Cost Anlysis was performed and the results showed that aviation safety technology development brought scientific technique effect, industrial and economic effect, and the rest effects. Also, the benefits from aviation safety technology development were much greater than the costs.

  • According to the Ministry of Land, Infrastructure and Transport press release ('18.12.21.) The amendment of the Aviation Business Act will reduce the capital requirements for aviation leisure operators and make it easier to enter aviation leisure businesses by improving regulations on small air transportation business. In addition, as the scale of the UAV(Unmanned Aerial Vehicle) sector is expected to increase globally, the dramatic increase in low altitude operating aircraft, including this, must be taken into account. The low altitude aircraft category is divided into small airplanes, helicopters, light aircrafts and ultra-light aircrafts, and instructors include school instructor pilots and student pilots, military and national helicopter pilots, and aviation leisure operators. In case of low altitude aircraft, there are cases of canceling operations due to low visibility and low clouds, and aircraft accidents due to excessive operation and sudden weather phenomenon. Therefore, in order to prevent low-altitude aircraft accidents, a safe flight plan based on weather conditions and weather forecasts and more accurate and local weather forecasts and weather forecast data are needed to prepare for the rapidly changing weather conditions.

  • Purpose - Aviation control, navigation, and aircraft control in the air transportation area are very specialized. Each part is in progress for safety, efficiency, automation, and further. On the other hand co-work among each part including knowledge sharing has been inattentive for many reasons. The purpose of this research is to show how practicians and professionals in the air transportation area perceive the issue of knowledge sharing and to recall the necessity of knowledge sharing in the area. And we try to find ways to activate the knowledge sharing in the area. Research design, data, methodology - For the research, we inquired into whether practicians and professionals think knowledge sharing can effect safe aviation positively or not and what steps are necessary to activate knowledge sharing in the area. We adopted survey method using questionnaires for current practicians and interview for specialists. The survey and interview results were analyzed using regression analysis and AHP method. The interview for specialists and analyzing the results using AHP was to investigate what are the precedence factors to activate the knowledge sharing. Results - First, practicians perceive that knowledge sharing will affect aviation safe positively. Second objective knowledges such as, tower air traffic control procedure of aviation control area, flight principle and structure of aircraft control area, instrument landing system of navigation area, for knowledge sharing of each area were identified. Also the precedence factors such as, knowledge absorbability of personal factor, personal expectation of result of expectation factor, leadership of management of Structure factor, method of knowledge spread of application factor for knowledge sharing were found. Conclusions - Knowledge sharing for practicians and professionals in the aviation area is very important especially from the perspective of safety. However, for various many reasons including the environment of each special area that focusing on their own area, knowledge sharing has not been emphasized. We found that practicians in the area feel that knowledge sharing is necessary and helpful. For it, each practician's active participation is the most important and many ways such as chatting room to share knowledge are to be developed. And the organization culture should be changed to encourage knowledge sharing.

Study on the Current status and prospects of China aviation industry (중국 항공산업현황 및 전망에 관한 연구)

  • According to the prediction of Aviation Industry Corporation of China, in the next 20 years, China will have an increase of 4,583 civilian airliners, including 3,682 jumbo jets and 901 regional aircrafts. Chinese commercial aviation aircraft market will undoubtedly grow rapidly. until the year 2030, China's share of the global aircraft fleet will increase from 9% to 15%. In addition, the business jet market has a huge growing room in the global industry, the deliveries will reach 10,000 units in the next 10 years, and the Chinese market deliveries will reach 23,600 in the next 20 years. China's aviation market, is and will be enormous in the future. It is one of the main engines of economic growth in the field. China's civil aviation transportation is based on dazzling economic development. Air transport is the fastest growing power for the time being. China's aviation sector will have an average annual gross of about 10%, and more likely to continued growing and it is expected to be world's major aviation market around the world. As the result, since one of future the important industries will be emerged, Air policy enforcement and considering the reality of our future prospects for the airline industry presented.

A Study on the Aviation Safety Policy and Enhancement of Aviation Safety for Low Cost Carriers in Korea (한국의 저비용항공사 안전 향상을 위한 안전정책 연구)

  • This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.

  • Worldwide, air transport demand of this century is expanding rapidly, and each countries' demand is also increasing. Thus a number of low-cost carriers emerged in existing air transportation business sector and airman qualification check work regarding aviation safety management is increasing too. As the remedy for the result of aviation safety audit by ICAO and FAA in 2001 that governmental activity for aviation safety had been performed by a small number of aviation safety inspectors, airman qualification inspection system implemented by airlines was improved and the government has established the system that authorized airman qualification inspectors check airmen qualification with airlines according to the international trend. This study suggests the need of improvement of airman qualification inspection system that existing inspection system as the means of safety management can be transferred to Operations Safety Inspection(OSI) activity which is compliant with international standards.
