There have been lots of studies on locational factors of companies, but, very few studies for Korean shipping companies. This study analyzes locational factors for Korean shipping companies using AHP(Analytic Hierarchy Process) method. For the study model, the first level is consisted by software, hardware and city policy factors. As more specific factors, the second level is formed by three factors of the first level. The third level consists of Seoul and Busan to evaluate competitive advantage for location of shipping companies. We carried out an analytical survey focused on the executives of shipping companies and related experts, and derived the priority order for locational factors of Korean shipping companies as follow. Firstly, software factors turned out the most important factor for location of Korean shipping companies. Next, Busan has a competitive advantage only in city policy factors. However, there are much of competitive disadvantages in both software and hardware factors for location of shipping companies compared against Seoul.

As the local economy has become stagnant, various policies have been made to revitalize the enormous construction industry. However, it is difficult for these policies to achieve their objective, as the construction industry is not an island unto itself but is interconnected in complex ways with diverse other areas of the economy. Interviews and surveys were conducted with experts in Busan, in order to identify the causes of the stagnant economy in the local construction market. The main findings were as follows. First, cost reduction and realistic master plans are needed as a solution for the problems of the redevelopment housing plan. Second, the alleviation of the construction policy is also necessary in order to overcome the problems of not considering the local construction industry. Finally, vocational training and quality education are needed to address the low awareness of construction feasibility analysis and the lack of highly trained human resources. The results of the study will help efforts to revitalize the local construction industry, and will provide an opportunity to reconsider the differences between the experts on issues of the industry.

Global warming and a new energy policy request the energy saving and pollutant emission control in municipal level. Previous studies focus on transportation in the Seoul metropolitan area which can easily meet the policy goal by reducing it. This study expands the area of urban energy planning to the industries and land use which takes up most of energy use of the city. We empirically study the Busan metropolitan area's 5 years natural gas and electricity consumption data by the industries and land use. Results show that energy usage significantly depends on not only population but also urbanizing intensity and industrial category. This paper address that the policy maker need to pay attention on energy usage pattern of each sectors during the planning.

In 2004, KTX operated in Korea on the 5th in the world. But there are various factor on planed schedule delay of Big National Construction Project like Seoul-Busan High Speed Rail Project(Seoul-Busan HSR). For example, Often change of government policy, project management control problem of design and construction, conflict of interested party like environmental organization/resident are the main delay factors. The suggestions for improvement of the construction schedule through the Seoul-Busan HSR will help to make a new leap forward in rail construction.

This study suggests the conceptual basis to integrate local tourism support policy and local unification educational contents development strategy through theoretical analysis about 'Social Tourism' and 'cross-compliance'. Also the purpose of this study is to reinterpret existing tourism resources in order to apply it to the case of Busan. In this study, I investigated the data that have been studied in Pusanology and the history of Korean division. And I conducted interviews with 10 residents who have lived in Busan since the Korean War.

This paper intended to find rational alternatives for contracting-out of duties of the Busan port Pier Management Corporation. tint is facing the merger and abolition, and whose main functions include the management of port facilities such as International Passenger Terminal, Cruise Terminal, and Coast Passenger Terminal. For this purpose. the paper searched appropriate term, needs (merits), proper scope and cost if the contracting-out of that port facilities. The result of the analysis indicated that the best policy is to privatize the Busan port Pier Management Corporation itself to make it an private incorporated company.

A coastal flood area was predicted using the empirical superposition of the typhoon surge level and typhoon wave height along the Busan coastal area. The historical typhoon damages were reviewed, and the coastal topography was measured using VRS-GPS. A FEMA formula was applied to estimate the coastal flood area in a typhoon case when the measured and predicted data of typhoon waves are not available. The results in the area of Haeundae beach and Gwangalli beach were verified using the flood area data from the case of Typhoon Maemi (2003). If a Hurricane Katrina class typhoon were to pass through the Maemi trajectory, the areathat would be flooded along theBusan coastal area was predicted and compared with the results of the Maemi case. Because of the lack of ocean environment data such as data for the sea level, waves, bathymetry, wind, pressure, etc., it is hard to improve the prediction accuracy for the coastal flood area in the typhoon case, which could be reflected in the policy to mitigate a typhoon's impact. This paper discusses the kinds of ocean environment information that is needed to predict a typhoon's impact with better accuracy.

Korea is an industrial country that overspends energy and has a policy that is more focused on a supply side. When an urban developmental program is to set up, surveys are carried out only with the respect to electricity, telecommunication, gas, and heating sources. Based on the existing survey results, the problems related to the supply side are being dealt with more importantly and the quantities of those supplies are estimated only by each energy source. The aim of this study is to provide basic information on energy consumption patterns of a diverse comsumer groups including industry, transportation, commerce, public and household to plan diverse energy policies. Through this basic information, it may be possible to analyze the energy consumption pattern by each consumer group and provide data for setting up efficient energy policies by the government. The energy consumption map that are analyzed and developed by the data obtained from Busan municipal area will be deposited and used as a part of the national energy statistics.

The development of Korea in the Northeast through trade is not a matter of choice as far as national strategy is concerned, but is an important national policy that is a matter of life or death which will determine the future fate of Korea. This thesis will attempt to arrive at a general, tangible plan for the development of Korea in the Northeast centered around trade by examining the change in naval environment at home and abroad, the given economic situation in the Northeast, and the present state of essential port development in Korea-China-Japan. Its objective will be to provide strategies for the development of Busan port confrontation. For the last ten years, China has been growing at a rapid rate. Since a lot of the volume of naval trade is being transferred from Korea to China, we must do everything we can to improve the service and reduce cost. In addition, Japan also is losing international position. Japan's government and the private industry are trying to make Super Core Ports a prominent feature of their port system. If the Busan port system is to remain competitive, these aspects of the Japanese port system must be kept in mind to prevent trade from going to other ports with more competitive systems.

In seventh curriculum policy, operating the computer education is divided into two parts: they are the information communication technology (ICT) education and related areas in the computer curriculum. This study compares and analyzes the learning contents of "enjoyable computer"-ICT education teaching materials of Busan elementary schools. This paper researches the trend and the actual condition of computer education in foreign countries, and it surveys teachers and students to find out the recognition and demands of computer education. And this paper examines the revised Operating Guide of ICT Education and it compares to the contents system of current curriculum and demands of students and teachers.
