동북아 물류환경변화에 따른 부산항의 경쟁력 강화 방안 (The Devices to Strengthen the Competitiveness of the Port of Busan Relating to the Change of Logistics Environment in North-East Asia)

  • With trend of container ships becoming larger and faster, the environment surrounding ports in North-East Asia is rapidly changing. Korea's largest port of Busan processed more than 10 million 20- feet equivalent containers in 2003, surpassing the 10-million TEU mark for the first time in its three decades of operation. However, the Port of Busan , the world's third-largest port in 2002, was eclipsed by Shanghai since July in 2003. The first massive strike of truckers crippled the Korea's logistics system in May and in September, the Port of Busan suffered from the second strike of truckers and damage by a powerful typhoon. By contrast, the port of Shenzhen in China increased its container-processing volume by 39.9 percent to 10.65 million TEU in 2003, and Shanghai, which passed Busan in terms of container volume in the middle of last year, further consolidated its position as the world's No. 3 port with an annual volume of 11.28 million TEU. After all, Busan recorded an annual container volume of 10.40 million TEU, slipping to fifth in rankings in 2003 and Busan's bid to become a Northeast Asian hub has suffered a further setback as these chinese ports overtook the port of Busan. But the port of Busan is located in the main trunk liking North America, Europe and South-East Asia. Once the project of Busan Newport is accomplished and the railway between South and North Korea is connected to TCR and TSR, the Port of Busan will have the most potential to become the international logistics center as the starting point of the land and sea routes encompassing all over the world.

Consideration of the Possibility of Excursion Ship Passage in Busan North Port using Marine Traffic Assessment Index

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

명시선호(Stated Preference) 방법에 의한 인천남외항 컨테이너 물동량 추정 (Estimating Container Traffic of New Incheon Outer-South Port Using Stated Preference Methodology)

  • Traditional traffic forecast has employed regression analysis or time-series analysis based on past trends of explanatory variables. However, not existing but planned port facilities do not have historical data for traffic estimation. Consequently, arbitrary traffic allocation has been subject to researcher's intuition. In this paper, container throughput at New Incheon Outer-South Port will be estimated using stated preference(SP) and sample enumeration methodology on the basis of survey data about the choice behaviors of port users in a theoretical situation. In the SP survey, shippers, freight forwarders and carriers were required to answer a choice between two alternative ports: Busan and Incheon. Although total 27 scenarios of questionnaires were constructed with 3 levels of 3 explanatory variables, each interviewee was asked to answer for just 9 scenarios chosen at random. A binary choice logit model was applied to the survey data. The elasticity of travel time is estimated to be very high, implying that building New Incheon Outer-South Port could be effective in relieving the congestion of the Kyungin corridor. The analysis result shows that increasing service level at Incheon Port would bring in the substantial diversion of container cargo in the Capital region to Incheon Port from Busan Port.

부산항 컨테이너화물의 철송 능력 분석 (The Analysis on Container Railroad Transit Capacity in Busan Port)

  • 최근 동북아의 중심에 위치하는 지리적 이점을 살려 부산항 및 광양항을 동북아 중심항(Hub-Port)으로 육성하고자 하는 동북아 물류(Logistics)중심화 전략이 적극적으로 추진되고 있다. 이와 같은 상황에서 경의선 및 동해선의 남북철도 연결공사는 그 의미가 크다고 할 수 있으며, 이것은 부산항이 동북아와 유럽을 육로로 잇는 해상과 철도수송의 연계를 위한 이상적인 복합운송체계(Combined Transport System) 를 갖추는 것을 의미한다. 그러나 지금까지의 연구와 정책은 남북척도의 연결에만 초점을 두고 실제 TKR (Trans-Korean Railway)의 기종점(Origin-Destination)으로서 가장 중요한 역할을 수행해야 하는 부산항 철도시설의 능력에 대한 검토는 없었다. 따라서 본 연구에서는 부산항을 중심으로 한 척도수송의 실태와 문제점을 제시하며, 향후 컨테이너 물동량 증가에 따른 부산항의 철도시설 능력을 검토하고 분석한다. 그리고 철송시설 능력에 따른 물류비용과 사회적비용 분석을 통하여 대구-부산간 경부고속철도(Gung-Bu Trans Express)와 같은 시설확충의 중요성과 철도수송 활성화를 위한 현실적 개선 방안을 제시한다.

  • 부산항은 세계 6위의 컨테이너 항만이자 국내 1위의 수출입 항만이다. 급변하는 대외 환경과 심화되는 글로벌 항만 간 경쟁으로 부산항 경쟁력의 유지 및 향상이 쉽지 않다. 부산항은 국가 산업적으로 매우 중요한 산업 인프라임에도 최근 부산항 발전전략을 다룬 연구는 경쟁요인의 일부분만을 다루거나, 전략들에 대한 우선순위 제시가 부족했다. 본 연구는 선행연구와 전문가 검토를 통해 부산항 경쟁력 평가요인에 대한 SWOT 매트릭스를 도출하고, 이를 기반으로 계층분석구조 모형을 구성하였다. 다음으로 산학연관 전문가를 대상으로 SWOT·AHP 설문지를 배포, 분석하여 부산항의 발전에 중요한 경쟁력 요인들에 대한 우선순위를 제시하였다. 마지막으로 본 연구는 부산항 발전방향에 대한 S/O, S/T, W/O, W/T 전략방향 및 과제를 제시하였다. 본 연구가 국가의 부산항 운영과 발전전략 수립에 큰 도움이 될 것으로 기대해본다.

중국 경제의 급부상에 따른 부산항의 발전전략 (The Development Strategies of the Port of Busan in the Midst of Rapidly Growing Chinese Economy)

  • The China entered World Trade Oganization(WTO) last year, thus opening its border to more - and freer - trade. With its foreign trade rapidly expanding and with economic growth continuing at a substantial -rate, China will be the largest container traffic generating country in the world. In the light of this potential trade bonanza, regional ports in North-East Asia strive to gain a competitive-edge. The Port of Busan, the world's third largest container port, wants to capture a significant share of the china's container cargoes. In this circumstance, development strategies of the Port of Busan are suggested as follows. First, to cope with increasing volumes, the New Busan Port on Gaduk island should be constructed without failure. Second, it is necessary to add modernized high-performance gantry cranes and to train crane operators' skill. Third, it needs to apply Dwell Time- Sliding Scale System for transshipment cargoes. Fourth, it needs to develop the EDI network in terminal areas or adjacent hub ports to exchange trustworthy and satisfactory informations Fifth, port authority -needs to enlarge designated Free Trade Zone to facilitate the free flow of cargoes. Sixth, the restoration of rail links between North and South Korea is abundantly clear. Thus it needs to enlarge railroad facilities in advance. Seventh, it needs to establish the Port Authority of Busan immediately. Finally, it needs to strengthen port sales and to open events like 'Marine Week 2001' regularly to attract potential canters or big shippers.

부산남항 선박통항 안전성 향상을 위한 해상교통량 조사 (Marine traffic survey to improve safety of vessel traffic at Busan South Port)

  • To establish a vessel safety management system for improving the safety of vessel's traffic and preventing vessel's traffic accidents, the state of marine traffic in the Busan South Port was investigated and analyzed as preliminary survey of the countermeasures. As a result of the study, there are 1,158 vessels in a day, 48 vessels in an hour, and the maximum traffic is about 118 vessels between 16:00 and 17:00 hours everyday, which requires to establish and operate a traffic control system necessarily for ensuring vessel's traffic safety. Furthermore, passages of tanker, passenger ship, cargo vessel and government vessel showed to sail along main traffic lane to be obtained enough sea depth at the survey area. However, passages of fishing vessel and launch showed to sail freely at all survey area owing to outstanding maneuverability and a shallow draft. Some vessels of launch sailed along main traffic lane, but other vessels crossed to sail it. The passages to cross main traffic lane is higher the risk of collision. Therefore, safety measures are urgently needed for the operation of the Busan South Port management system and the prevention of marine pollution.

해양경관의 어메니티 제고에 관한 연구 - 부산 항만을 중심으로 - (A study on Improvement of Amenity in the Coastal Landscapes - centered to the ports of Busan -)

  • This study was to analyze amenity of the port landscapes for North port, South port, and Gamcheon port in Busan. Amenity related variables came from Semantic Differential(SD) method and then were conducted by the factor analysis. Multiple regression was done for the relationship between the amenity and factors. The result found 3 factors, including dynamics, stability, and familarity. Much importance was placed on dynamics among them. Therefore, building port landscapes and their image attracting tourists should consider dynamics in terms of port landscape plan and tourist attraction development for amenity quality management.

  • Amidst dynamic business environment, creating competitive advantage, source of competitiveness, is a critical issue for international port operations. To overcome limitations of prior studies adopted cross-sectional approach, this study reviews a way to continually sustain and create competitive advantage, based on the case of Busan port in South Korea. Development plans, operations and management practices from2005 to 2014 were investigated and reviewed. Results revealed that enhancement of infrastructure, new engine to sustainable growth, green and safety, and partnership enhancement were a source of creating competitive advantage. The results help theoretical advances on competitiveness and its durability, and provide useful insights for creating competitive advantages and future improvement in international port operations.

Container Terminal Efficiency Measurement Using Data Envelopment Analysis: Pre-Pandemic Comparison of Colombo and Busan

  • Increasing port competition driven by the containerisation has motivated ports and terminals to focus on their performance to efficiently utilise the available resources and to make strategic decisions in port development and expansion. With both inter-port andintra-port competition increasing in the port of Colombo, this study aims to measure the efficiency of the container terminals in Colombo comparing to terminals in the port of Busan using the DEA window analysis to determine their operational efficiency and to provide suggestions for future port development activities. Multiple window analyses were conducted using CCR and BCC models with different orientations and window lengths to compare the efficiencies of 11 DMUs in both ports during the period from 2015-2019 to measure the efficiencies prior to the COVID-19 pandemic. Results revealed the largest terminal operator, PNC in Busan, to be the most efficient overall, while the second highest efficiency was recorded by one of the smallest terminal operators, SAGT in Colombo, among the sample. Although use of DEA in port performance measurement has been popular for many years, efficiency measurements in the port of Colombo, the main hub port in the South Asian region, has not been comprehensively studied so far.
