항만 양하 크레인의 성능 개선에 따른 이해관계자들의 비용 절감 효과 분석 - 여수 벌크 터미널 중심으로 - (Analysis of Cost Saving Effect on Stakeholders according to Performance Improvement of Harbor Cranes - The Yeosu Bulk Terminal)

  • 터미널 운영사(TOC) 입장에서 하역 크레인의 교체는 하역 성능의 향상을 통해 매출 및 이익을 증가시키기 위하여 투자 결정을 진행한다. 또한, 이러한 투자결정의 목표를 달성하기 위해서는 많은 비용과 노력이 수반되어야 한다. 하지만, 이러한 결정에 대하여 항만 이해관계자들의 적극적인 참여도 필요하나, 항만의 이해관계자들의 입장에서는 당사자들이 얻을 수 있는 기대효과가 분명할때 적극적으로 참여하게 될 것은 분명한 사실이다. 본 연구에서는 하역장비의 교체가 진행되었을 때에 항만 이해관계자들이 얻게 되는 직 간접적 비용 절감 효과를 파악하기 위하여 여수항의 벌크 터미널에서 하역장비 교체에 따른 4년간의 효과를 분석하였다. 분석 결과에 따르면, 직접적인 효과로 선박 용선료 3,649.6백만원, 항만시설이용료 1,528.8백만원, 연료비 1,383.4백만원을 포함하여 총 6,561.8백만원의 비용절감 효과가 나타났음을 알 수 있었다. 간접적인 효과로는 환경오염비용 2,134.8백만원 및 화물 재고비용 972.2백만원을 합쳐서 총 3,107.0백만원의 절감효과가 있음을 알 수 있었다. 결과적으로 TOC의 하역장비 교체는 항만의 이해관계자인 선사, 화주 및 정부 모두에게 비용적인 측면과 다른 측면에서 긍정적인 효과가 있음을 알 수 있다. 이러한 연구 결과를 활용하면, TOC가 하역장비의 교체를 추진함에 있어 이해관계자들의 적극적인 협조를 이끌어 낼 수 있는 근거로 활용이 가능할 것으로 판단된다.

  • Vessels in the world merchant fleet generally operate in either liner or bulk trade. The supply and the demand trend of general cargo ship are both on the ebb however those trend of tankers and containers are ins light ascension. Oil tankers are so far the largest single vessel type in the world fleet and the tanker market is often cited as a texbook example of perfect competition. Some shipping statistics in recent years show that there has been a radical fluctuation in spot charter rate under easy charter's market. This implies that the proper scheduling of tankers under spot market fluctuation has the great potential of improving the owner's profit and economic performance of shipping. This paper aims at developing the TS-DSS(Decision Support System for Tanker Scheduling) in the context of the importance of scheduling decisions. TS-DSS is defined as a DSS based on the optimization models for tanker scheduling. The system has been developed through the life cycle of systems analysis design and implementation to be user-friendly system. The performance of the system has been tested and examined by using the data edited under several tanker scheduling has been tested and examined by using the data edited under several tanker scheduling scenarios and thereby the effectiveness of TS-DSS is validated satisfactorily. The authors conclude the paper with the comments of the need of appropriate support environment such as data-based DSS and network system for successful implementatio of the TS-DSS.

분말재료의 복소 유전율 및 투자율 측정 (Measurement of Complex Permittivity and Permeability for Powder-type Materials)

  • Materials used at microwave are usually used as a dielectric with a manufacturing purpose of printed circuit boards, etc. Complex permittivity of them can be measured from attenuation constant or propagation constant of a transmission line using a microstrip line with bulk type. But as the technique recently which can manufacture to have complex permittivity and permeability demanded using nonferrous metals for powder-type grows up, we need sensors and methods which can measure characteristics of powder-type materials. So far measuring methods of permittivity and permeability with waveguide or coaxial cable are used but they have faults which have a complex measurement method and are difficult to simultaneously measure permittivity and permeability. In this paper, a simultaneous measuring method of permittivity and permeability with 2-port coaxial cable and a new proposed calculation. The proposed 2-port coaxial cable is designed to be easy to insert materials and to have a wideband. We measure permittivity and permeability of magnetic powder(Ni-Fe-Mo, Ni-Fe) which reveal its characteristic at $0.3{\sim}1.3GHz$ to identify the proposed sensor.

Bayesian VAR를 이용한 해운경기, 환율 그리고 산업생산 간의 동태적 상관분석 (Bayesian VAR Analysis of Dynamic Relationships among Shipping Industry, Foreign Exchange Rate and Industrial Production)

  • 본 연구는 2000~2013년까지의 월별 시계열 자료를 이용하여 실물 금융변수와 해운경기간의 동태적 상관관계를 분석한다. 특히, 2008년 글로벌위기 이후 운임지수의 지속적인 하락국면에서 실물 금융변수가 얼마만큼의 영향을 미쳤는가를 중심으로 분석하였다. 모형의 적합성과 예측력 비교를 위해 기존의 일반적인 VAR 모형과 베이지안 VAR를 비교하였으며, VAR 모형 설정에 있어 외생성을 보다 객관적으로 도출하기 위해 DAG(Directed Acyclic Graph)를 활용하여 충격반응분석을 실시하고 각각의 모형에 대한 예측력을 비교하였다. 분석결과 BDI에 대한 금융 실물 부문의 영향에 대하여 베이지안 VAR 모형의 충격반응분석 결과는 일반적인 VAR 모형보다 명확하게 드러났으며, 두 모형 간의 예측력을 검정한 결과 베이지안 VAR 모형의 예측력이 매우 우월한 것으로 나타났다.

광양항 항로 개선에 관한 Simulation 연구 (A Simulation Study on the Improvement of the Waterway of Kwangyang Harbour)

  • Kwangyang harbour has been developed very rapidly and has 20 berths including 2 for 250,000DWT bulk carriers at the terminal of Kwangyang Steel Company only. In addition to this, the port is developing a container terminal with 10 berths for 50,000GRT container ships, the construction of which is scheduled to be finished in the year 2000. Because of these development, it has been pointed out that the existing waterways are not wide and safe enough for the new large ships to be catered for. This work, therefore, aimed to examine the naviga-tional safety of the waterways of Kwangyang Harbour, and to suggest how to improve the existing water-ways for the large ships to be introduced in the near future. In examining the safety of the existing and newly suggested waterways, waterway design simulation methodology has been applied. From this study, it has been suggested that the No.4 navigational channel has to be dredged to the depth of 22.5 meters and used as an entrance channel only, while the No.3 channel is used as an exit channel. Additionally, a new waterway has been recommended to be established over the Myodo Island for the container ships which will use the new terminal, the width of which has been recommended to be 400 meters with 440 meters from the bend area.

벌크선박과 유조선의 온실 가스 배출 인벤토리 분석 (An inventory analysis on greenhouse gas emissions from bulk carrier and oil tanker)

  • 최근 지구 환경 문제의 심각성이 대두되면서, 전과정 평가(Life Cycle Assessment)에 대한 선박 적용 연구가 조금씩 진행되고 있다. 본 논문에서는 선박 LCA 연구의 일환으로 선박 배기 가스 분석을 수행하였다. 이를 위하여 화물선에 대한 온실 배기 가스 배출 분석을 수행하였다. 대상 선박은 벌크선박과 유조선 등 2척을 모델로 삼았으며 과거 수년간의 실적 데이터를 분석하여 운항인벤토리 중 온실 배출가스의 정략적 데이터를 분석하였다. 이 분석을 통하여 화물선 운송 시 화물 1톤을 1마일 수송하는데 배출되는 배기 가스량의 분석을 시도하였다.

해상운임의 구조변화 리스크 추정 (Risk Estimates of Structural Changes in Freight Rates)

  • 본 연구는 기존의 비선형 추정에 기초한 구조 단절/변화를 검정하기 위한 모형을 선형 회귀 분석으로 일반화한 모형으로 효율적 추정이 가능함을 제시하고자 한다. 특히, 효율적인 추정을 위해 인공지능, 머신러닝 등 분야와 관련해 구조 단절/변화 모니터링에 대한 관심이 높아지는 최근 이슈에 대해 선형회귀에 근거한 본 연구의 실증분석 결과는 구조 단절을 명확하게 추정하였으며, 글로벌 시황을 나타내는 대표적인 건화물선 운임 지수(발틱 드라이 벌크 지수, BDI)에 대한 적용 결과는 기존 연구와 일치하는 추정 결과를 제시한다. 이상의 선형 회귀에 근거한 분석은 CUSUM, MOSUM, F-통계 기반 프로세스 등 경험적 변동 프로세스의 피팅, 시각화 및 평가를 위한 다양한 유형의 추정에서 통계적으로 유의한 것으로 나타났다. 추가적으로 기존 연구에서 제시한 PELT(pruned exact linear time)를 적용한 추정에서도 유사한 추정 결과를 각각 나타낸다.

선박관리와 감항능력주의의무에 관한 연구 (A Paper on the Relation of Ship Management and Obligation to Exercise Due Diligence in Making the Vessel Seaworthy)

  • The case, Papera Traders Co. Ltd. and Others v. Hyundai Merchant Marine Co. Ltd and Another(The Eurasian Dream), was occurred on July, 1998 when the ISM Code became mandatory under SOLAS and from that date it applied to oil tankers, chemical tankers, gas carriers, bulk carriers and cargo high-speed craft of 500 gross tonnage and above. On July 23, 1998, a fire started on the deck of pure car carrier Eurasian Dream while in port at Sharjah. The source of fuel was the stevedores action of pouring petrol or transferring fuel in some way - refueling or pouring into a carburettor. The fire eventually destroyed or damaged the vessels cargo of new and second-hand vehicles and rendered the vessel itself a constructive total loss. Justice Cresswell held that the fire that destroyed or damaged the cargo was due to the unseaworthiness of the vessel they have the burden of proving that the vessel was unseaworthy before and at the beginning of the voyage and that the loss or damage was caused by that unseaworthiness. This case was a dispute between dependent and claimant alleging that the carrier should provide "properly man, equip and supply the ship and keep the ship so manned" under Hague-Visby Rules. Although ISM code was not officially applied to the carriage by car carriers until July 2002, a rule based on the code had customarily been employed as a mean for international dispute resolution. Examining the above case closely, the purpose of this study is to explore the relation of ship management and obligation to exercise due diligence in making the vessel seaworthy.

한국선급 입급선 항만국통제의 출항정지 분석에 관한 연구 (A Study on Ships of KRS Registered the analyses of Detentions for Port State Control)

  • This study analyzes inspection results of ships by Port State Control. Particularly, this research focuses on a detention trend of vessels that registered to Korean Register of Shipping. In order to conduct this research, we have searched 170 ships that got a detention with a Code-30 within recent 46 months period. The deficiencies of the detentions are inspected by ship types, ship years, flags, ports inspected, and criteria. Moreover, we categorized the deficiencies for the detentions into 17 types for internal and external inspections. As the results of the comparison study, bulk and general cargo carriers dominate the portion of detentions by almost 66 percent. Self-induced detention due to a lack of preparation by crews and company support are the main reasons of repeated detentions from the same type ships. Ships between six and ten years old show the lowest detention rate by 4 percent whereas ships less than five years old generate the highest detention rate by 22 percent. The main categories of the detentions from ships less than 5 years old are a lack of documentation and certification, and the clues support our opinion that owners and crews may neglect to prepare the inspections because their strong confidence for the ship condition due to young ship age. As a result of a great effort of Korean government and shipping companies to reduce a detention rate, the detention rate has been recently reduced to 0.3 percent. The results also require companies with the flag of convenience ships to spend more effort to reduce the detention rate, too. We expect that using social networking service by Korea Register will lower the detention rate by sharing relevant information real-time to ships and owners.

EHPS용 압력 평형형 베인 펌프의 압축 과정에 관한 연구 (A Study on the Compression Process of Balanced Type Vane Pump for Electro-Hydraulic Power Steering)

  • This paper reports on theoretical study of the compression process within balanced type vane pump for Electro-Hydraulic Power Steering(EHPS). Equations fo camring profiles are derived, then displacements, velocities, accelerations, and jerks are calculated. Vane side leakages, vane slit leakages, and rotor side leakages are considered and calculated. Numerical integration of flow equation is performed using 4th Runge-Kutta method. As a result of analysis, it is found that chamber pressure depends on rotational speeds, bulk modulus of fluid, notches, camring profiles, and positions of delivery port. Especially, the variation of notch area is the most important factor that prevents pressure from rapid rising.
