A study on the Ethics Characteristics according to Service and Practice of Construction Manager (건설사업관리자의 업무수행에 따른 윤리 특성 고찰)

  • Construction Management is the overall management of the project as construction manager and the owner are united together. Construction manager's role is to conduct the overall or partial construction administration in the 'design, bid, build' process, in the owner's interests with maintaining technical neutrality. Construction manager is becoming one of new professionals in the building process and the contract defines their roles and the range of services, so high level of ethnics are required. This study suggests the legal status of the construction manager and the ethnic standards and the ethnic's characteristics. In conclusion, firstly, the legal characteristics of the administration of construction management are the delegations contract, the responsibility of negligence and the duty of due diligence, abided by the contract that ties between the owner and the construction manger. Secondly, the administerial characteristics of the construction management are the role of mediator, the service of professional technology, accountability to the owner and publicness. Thirdly, due to these characteristics, as a professional, the standard of ethnic assessment for the construction project manager are intention, act and result, so with the relation to that, morality, deontology and consequentialism have been suggested in this study.

Pool proof safety through the old apartments redesigned to ensure safety study (노후아파트 안전관리를 통한 풀 푸르프 재설계로 안전성 확보에 관한 연구)

  • Purpose: The study is based on comparative review of the actual inspection of apartments and aims at proposing easy accessible and useful safety control which is enhanced from pre-existing safety apparatus. Method: On the basis of preceding research data of apartment buildings, the study presents reported problems and real condition of apartment buildings based on Housing Related Legislation and Housing Act. Results: Safety management plans and safety inspection for buildings are needed. When conducting a safety check, traceability management system for internal/exterior facilities should be available. Most important of all, 24 hour a day of self-management system for elevators, fire protection, and security cameras is necessary. Conclusion: Through the study, there should be a process of confirming problems of building security management; such as checking the management condition through apartments' resident representatives, and seeking improvement measures.

Development Strategies and Feasibility Evaluation of Maintenance Operation System for Railway Bridge Based on Ubiquitous-BIM Technology (Ubiquitous-BIM 기술 기반의 철도교량 유지관리 운영체계 구축 전략 및 타당성 평가)

  • Due to the issues such as omission of data, document based management, maintenance based on measurement data and wire-based network, it is difficult existing maintenance system for railway bridges to act to diverse characteristics of site and environmental changes in real time. With these reasons, there are many constraints in establishing active maintenance strategies for railway bridges. To solve these issues, this study suggests an integrated maintenance business model based on practical utilization and information management based on BIM technology to build a smart maintenance operation system based on ubiquitous computing for railway bridges. To secure its development and practical applications, a quantitative evaluation by questionnaire analysis was performed. Therefore, it is expected that the suggested model will be utilized as a framework model in order to build the smart maintenance operation system from collection of maintenance data to action for railway bridges.

Development of underground facility information collection technology based on 3D precision exploration (3차원 정밀탐사 지하시설물 정보 수집 기술 개발)

  • Safety accidents are increasing, such as changes in groundwater levels due to construction work or natural influences, or ground cave-ins caused by soil runoff from old water supply and sewage pipes. In addition, underground facility management agencies must make efforts to improve the accuracy of underground information through continuous investigation and exploration in accordance with the Special Act on Enhanced Underground Safety Management. Accordingly, in this study, we defined the configuration of equipment and data processing method to collect 3D precise exploration underground facility information and developed 3D underground facility information collection technology to ensure accuracy of underground facilities. As a result of verifying the developed technology, the horizontal accuracy improved by an average of 6cm compared to the existing method, making it possible to acquire 3D underground facility information within the error range of the public survey work regulations.

  • This paper limited the participation of large corporations in the mass information market by revising the Software Industry Promotion Act in order to increase business opportunity, equality of opportunity, and capacity building for small and medium sized IT companies. However, it is a fact that the medium and small SW companies have insufficient business capacity and expose various problems such as quality degradation of public information business, inadequate risk management, and deterioration of schedule management. In order to solve this problem, this paper derived the factors of quality deterioration in the system integration project and proposed to carry out the project by using some activities of VISUALIZATION, rigorous test management and Agile Methodology as a solution. Applying these measures to healthcare IT projects developed by midsize / small-sized IT companies has improved communications, improved quantitative progress management and improved project visibility. In addition, it contributed to minimizing defect resolution time, improving the requirement coverage ratio, and shortening unnecessary meeting time.

A Study of the Landscape Agreement Project for Historical and Cultural Landscape Preservation (역사문화경관 보전을 위한 경관협정 항목에 관한 연구)

  • This study was designed to suggest a landscape agreement in order to effectively preserve historical and cultural landscapes at this point of time when many landscape agreements are being concluded for landscape management, to analyze landscape management methods according to the problems of comprehensive and widespread landscape agreements and landscape types and to generalize landscape agreement contents. To begin, sustainable and practical landscape management plans that local people can themselves participate and carry out were proposed, based on historical and cultural landscape preservation guidelines extracted from the consideration of domestic and foreign cases about landscape management by citizen autonomy and participation. The guidelines considered what regional residents would follow by themselves, as well as what should be considered with regard to the accessibility and symbolism of a building's appearance and external spaces designed with the motif of historical and cultural landscapes. The guidelines also pay attention to the maintenance management of outdoor advertisements and facilities in order to maintain a pedestrian-friendly street environment which pursues designs in harmony with the existing historical and cultural landscapes. In addition, the recommended guidelines that are considered less important,are restricting the sizes of buildings, encouraging maintenance management of the details and external spaces to hide building facilities and block them from being exposed and including information about the use of nature-friendly materials, and the management of neon signs in the landscapes and lighting time during the night. These results demonstrate that local residents need to improve the landscapes and change their consciousness by themselves to maintain the historical and cultural landscapes with a sense of tradition.

Process Improvements for Reducing Apartment Defects after Completion (준공후 아파트 하자 저감을 위한 절차개선 방안 연구)

  • Many defects are occurring in apartments, the main residential area in Korea. This is due to a lack of construction skills and a lack of management. As many apartments are provided to buyers, the dispute over defects after completion is increasing rapidly. The Housing Act was amended so that local governments could order contractors to repair defects. However, even if defects are resolved after a defect is generated, it is not a fundamental solution that can be satisfied because buyers have to endure the pain caused by the defect. So, it is necessary to protect the interests of buyers by fundamentally reducing defects in apartments. Therefore, in this study, it was suggested that the asymmetry of the information about the apartment buyers should be resolved at the time of sale of the apartment, the final drawings should be a contract document, the review period of the apartment house supervision should be secured, the appropriate supervisory fee should be secured at the time of contract change and the payment procedure should be improved.

The Ventilation Plane Due to Smoke Driving Combined Forces in Super High-Rise Buildings (초고층 건물에서 연기이동 복합력에 의한 환기계획)

  • The ventilation system for the efficient operation of the building services systems in the ventilation plan of super high-rise buildings is used to combine smoke control systems. This study evaluated models of super high-rise buildings with four basement levels and 59 stories and investigated the pressure distribution of each floor by the smoke driving forces by numerical analysis. The smoke driving forces on the building of analytical model was analyzed to determine the effects of the ventilation plan and smoke control plane. In addition, when a combination with ventilation and smoke control of the kitchen ventilation damper in the ventilation plan of analysis model building was designed based on the these results, the relationship between the opening and closing force of the damper and smoke driving combined forces to act on the design pressure of the damper by a motion analysis simulation. The driving units of the damper were selected from the analytical results.

A Study on Vitalizing a Project for Building a Disaster Resistant Community to Enhance Local Disaster Prevention (지역방재력 향상을 위한 방재마을 만들기 활성화 방안에 관한 연구)

  • The following improvement plans are suggested in this study to facilitate implementing a pilot project for building a disaster resistant community organized by the National Emergency Management Agency in 2008, and ultimately to expand the project nation-wide. Regarding legislative aspects, legal grounds should be established such as devising a new clause in the Counter Measure for Natural Disaster for assigning a disaster resistant community or city, and devising a tentatively named "Act for Disaster Resistant Community Project" as a local governance regulation. Regarding administrative aspects, a project master plan focused on active participation of the local residents should be designed. Moreover, a certain amount of the project budget should be alloted not only to structural contents but also to non-structural contents. Regarding organizational aspects, an education program for training local disaster prevention leaders should be actively promoted and a local disaster prevention governance system should also be established among official and inofficial local organizations. Furthermore a preemptive consulting system with disaster prevention experts as well as an evaluation system to monitor the project implementation process should be introduced.

Method to Improve the Location Accuracy of GPR Data for Underground Information Precise Detecting (지하정보 정밀탐사를 위한 GPR 데이터 위치정확도 개선 방안)

  • Underground information is difficult to visually check, which can lead to a huge accident in the event of a safety accident. Recently, the Ministry of Land, Infrastructure and Transport intends to reduce safety accidents caused by the aging or damage of underground facilities through the Special Act on Underground Safety Management. GPR is increasingly being used as a technology to acquire information in underground spaces that are difficult to see with the naked eye. However, GPR's location information is corrected by checking images of CCTV and GPS information acquired during exploration. This method has an average error of about 2 meters. In this works, We used LiDAR to calibrate the GPR information and found that the error was reduced from at least 7cm to up to 40cm. If accurate GPR information collected in the future is analyzed quickly using AI, etc., it will be able to collect and utilize underground information faster than it is now to secure safety.
