DEVELOPMENT OF LEGALITY SYSTEM FOR BUILDING ADMINISTRATION PERMISSION SERVICE BASED ON BIM

  • In Korea, the government has developed SEUMTER, an administration system for building related public service, to facilitate and promote the electronic submission and permission activities. SEUMTER is progressing legality system based on 2D drawing for building administration permission service. However, there are a lot of problems related to legality system owing to complexity of Korea regulation relation and structure, inefficiency of legality system based on 2D drawing, duplication examination of document (soliciting forms for civil affairs) and drawing. Therefore, the purpose of this study is to develop legality system for building administration permission service based on BIM in Korea. To achieve this purpose, the authors have investigated permission procedure and regulation structure that is used in current building administration permission and suggested permission procedure and regulation structure for legality system based on BIM. In addition, the authors have investigated element technologies (for examples, method of structured regulation, BIM model checker, Viewer, etc) for legality system based on BIM. Finally, the authors have suggested strategy and hereafter direction for application of legality system based on BIM.

소규모 건설현장 안전보건규제 준수의지 요인 연구 (A Study on the Factors Affecting Small-scale Construction Site Safety and Health Compliance)

  • The purpose of this study is to reduce the accident rate by introducing a safety system for small construction sites belonging to local governments. In the case of a small construction site, permission is granted through the building permission department and the construction management of the building safety management of 1,000 square meters of floor area less than 3 stories is not properly performed in the Enforcement Decree of the Building Act of Korea. In the current state of industrial accidents in 2016, 81.8% of all accident victims are found to be vulnerable to accident such as those occurring at work places with less than 50 employees. Considering the fact that the construction work with less than 5 billion KRW of the construction cost in Korea generates the most deaths, it is time to introduce the safety and health system of local governments.

  • 해체공사의 수요증가와 사고 위험성을 고려하여 정부는 20년 건축물관리법을 시행해 해체공사의 안전관리를 개선하고자 하였다. 그러나 건축물관리법 제 30조 건축물의 해체 허가에 따른 기준은 일률적이기 때문에 규모에 따른 허가대상 건축물의 구분은 불합리할 수 있다. 또한, 해체공사는 건축물의 구조 유형에 따라 공사 난이도 및 발생 재해의 형태가 달라질 수 있기 때문에 본 연구는 건축물관리법상 신고대상에 속하는 조적조 등의 소규모 건축물의 구조 유형을 고려한 해체공사 안전관리 개선 방안을 제시하고자 한다. 본 연구의 순서는 (I) 건축물관리법 기준; (II) 건축물의 구조 유형에 따른 해체공사 분석; (III) 해체공사 허가대상 세분화 순으로 진행되었다. 연구 결과 건축물관리법상 허가대상은 과거 해체공사 실적의 10% 정도, 조적조는 2.43%에 불과하였다. 허가대상 기준을 세분화한 결과 조적조의 경우 연면적 100㎡이하일 때 허가 및 신고대상의 수가 유사해짐을 확인하였다. 이를 통해 이해관계자는 1) 해외와 같이 규모에 관계없이 특수구조 건축물에 강화된 안전관리 기준을 적용하거나, 2) 건축물의 구조 유형에 따라 해체공사 허가 대상 기준을 세분화하는 방식 등을 활용한 해체공사 안전관리를 개선할 수 있다.

  • 세계적으로 환경오염문제가 대두되면서 국내에서도 정부와 민간차원에서 친환경건축을 위한 노력이 활발히 진행 중이다. 하지만 건축물의 친환경 성능 및 친환경 관련 법규 및 기준 등에 대한 평가환경은 2차원기반의 수작업을 통한 평가로 진행되기 때문에 시간, 비용, 노동력 등이 많이 소요되며 평가의 정확성 및 효율성을 확보하기 어렵다. 따라서 본 논문에서는 개방형BIM기반으로 친환경건축 관련 인허가 업무의 개선을 목적으로 친환경건축 관련 인허가 조건 중 에너지성능지표 평가항목과 IFC포맷의 데이터와 연계를 통한 평가방안 모색하고 발생하는 문제점에 대한 대안을 제시하며 이를 반영한 평가프로그램의 활용으로 평가 프로세스를 제시함으로써 개방형BIM기반으로 에너지성능지표의 평가를 자동화하는 방안을 제시한다. 본 연구에서 제시된 방안을 친환경건축 관련 인허가 업무에 적용함으로써 업무절차의 간소화와 자동화를 통한 시간, 비용, 노동력의 절감을 기대할 수 있으며 설계변경 시 요구되는 절차가 단순화되어 업무의 생산성과 효율성이 향상되며 검토과정과 결과 값의 투명성과 검토의 정확성과 신뢰도를 확보 할 수 있을 것으로 기대한다.

Efficacy of Development Control as a Tool for Monitoring Building Developments in Kenya

  • This study examined the efficacy of development control in the monitoring of building developments in Kenya, a case study of Kisii Town. It focused on the extent to which the 1968 Building Code was enforced by the County Government of Kisii in an attempt to promote quality assurance. The target population comprised 7,430 residential developments from where a sample size of 364 was proportionately and randomly drawn. Research findings indicated that 39% of developers were unaware that their developments should have been inspected during construction. Similarly, awareness of building inspection significantly predicted if developers issued Notices of Inspection to the planning authority to facilitate inspections. Consequently, developers who were unaware that their building constructions required inspection were 99.9% less likely to issue such notices. Moreover, developers who did not obtain development permission were correspondingly 99.9% less likely to issue Inspection Notices. As a result, those who did not issue Notices of Inspection were 99.8% less likely to have their buildings inspected during construction due to lack of records indicating when such constructions had commenced. The study concludes that although the County Government of Kisii is lawfully mandated to monitor building developments in Kisii Town, the function is not well executed. This gap affords developers with an opportunity of not conforming to the approved building plans.

지진취약도 함수 개선을 위한 철근콘크리트 건물의 구조 유형 분류 방안 (A Classification Methodology of Structural Types of RC Buildings for Improving Seismic Fragility Functions)

  • The methodology classifying structural types of concrete buildings in the existing seismic fragility functions is too simple to estimate the fragility of existing residential buildings and neighborhood living facilities, especially those below five stories. Their structural types are dependent on information contained in the building register such as main use, total floor area, story, permission date, and first story floor area of the individual building. All of this information is not considered for classifying types in the existing functions; therefore, the goal of this study was to suggest a methodology that classifies structural types of concrete buildings by utilizing such information. The results of this study showed that the suggested methodology can classify structural types better than the existing methodology. Nevertheless, there is still a need to simplify the methodology because fragility estimation demands quickness rather than accuracy.

  • Remodeling is not subject to strict laws or regulations for permission procedure and structure safety inspection compared with new construction. Most of building owners do not recognize the importance of structural safety enough and place an order to small unlicensed construction company. As a result, important structural materials are damaged without enough investigation into permitted durability and fixed weight and load weight increase. This study suggests a system that can evaluate the state of the building and enables fast judgment on needs of repairing or strengthening as well as needs structural examination.

KDS 41 17 00에 따라 설계된 저층 필로티 건물의 지진 취약도 (Seismic Fragility of Low-rise Piloti Buildings Designed According to KDS 41 17 00)

  • The 2017 Pohang earthquake caused severe damage to low-rise piloti buildings. The damage was caused mainly by column shear failure, and some core walls were as well. The damaged piloti buildings in Pohang City could be relieved if they were designed correctly according to the standards at that time. However, the post-earthquake investigation revealed design, construction, and permission problems. To solve the problems, the Piloti Building Structure Design Guidelines that include strict specifications were published in 2018. Separately, KDS 41 17 00, the seismic design standard for buildings, was enacted in 2019 and it included the guideline contents. Therefore, at least after the publication of the guidelines, piloti buildings, designed by the standard and guidelines, can be expected to possess better seismic performance than existing piloti buildings. To confirm this, the probability of exceedance for several damage state thresholds was estimated for existing and designed piloti buildings. As a result, the probability of damage of designed piloti buildings was very low compared to existing ones. Consequently, it was confirmed that the guideline and standard adequately supplement the structural fragility of existing piloti buildings.

  • 현재 국내 건설 산업은 고층화, 대형화 되어감에 따라 새로운 기술 개발로 비약적인 발전과 함께 품질향상을 위해 품질관리기법 및 품질관리제도 개선을 하고 있지만, 기술개발에 비해 건축물의 품질향상수준은 미흡한 수준이다. 반면에, 사용자의 의식변화로 건설품질에 대한 관심이 증가됨에 따라 요구품질수준이 높아지고 있다. 정부에서는 책임감리제도의 시행 및 해외업체의 국내 감리업무진출 허용 등의 품질제도를 강화하였고 및 민간부문에서도 사전자격심사제도의 시행 및 ISO 9000시리즈의 품질보증 등을 통한 품질 향상을 꾀하고 있지만, 현행 건설공사는 설계, 재료, 공법 등이 이미 확정된 발주자의 공사 시방서에 의한 공사를 수행함에 따라 정해진 사항의 이행 여부만을 판단할 뿐 수급자의 품질 개선을 위한 기술 개발의 필요성 및 기회를 제공하지 못하고 있다. 따라서 본 연구에서는 건설 공사단계에서 수급자가 자발적으로 품질확보를 할 수 있는 지불규정제도의 업무프로세스와 제도개선 방안을 제시하였다.
