For more efficient and proactive safety control of imported food, new trend in U.S. is emerging, which assesses the food safety control systems of exporting countries using Systems Recognition Assessment Tool and helps ensure safety of imported foods. This study examines trends in development and application of assessmemnt tool and country assessment reports in U.S. where an active discussion on this issue is in progress. The expert interviews were also conducted. U.S. Systems Recognition Assessment Tool was developed by FDA to recognize the potential value in leveraging the expertise of foreign food safety systems and help ensure safety of imported food. The tool is comprised of ten standards and provides an objective framework for determining the robustness of trading partners' overall food safety systems. Using its own tool, the U.S. FDA conducted a preliminary assessment of the food safety control systems of New Zealand and Canada. According to the U.S.-New Zealand and the U.S.-Canada assessment reports, the overall structure of the systems was similar between the countries. In summarizing the opinions of experts, such a trend in National Food Safety Control System Assessment may be utilized in the sanitary assessment and the control of imported food border inspection frequency before importing food. It would contribute to more effective distribution of national budget and increased public trust. Additionally, international collaboration as well as securing of qualified experts and sufficient budget appear to be crucial to further increase the utility of National Food Safety Control Systems Assessment. In conclusion, firstly, it is critically important for the competent authority of South Korea to proactively respond to international trend in National Food Safety Control System Assessment by identifying the details of its background, assessment purpose, core assessment elements, and assessment procedures. Secondly, it is necessary to identify and complement the weaknesses of Korea's food safety control system by reviewing it with U.S. Systems Recognition Assessment Tool. Thirdly, by adapting the assessment results from imported countries' food safety control systems to the imported food inspection intensity, the resources previously used in inspecting the imported food from accredited countries can be redistributed to inspecting the imported food from unaccredited countries, and it would contribute to more efficient imported food safety control. Fourthly, the competent authority of South Korea should also consider developing its own assessment tool designed to reflect the unique characteristics of its food safety control system and international guidelines.

Recently, local traditions and cultural assets have been rediscovered and developed as resources in local societies of Korea and a great deal of effort has been made to develop event tourism. Based on this renewed interest, this study chose as a case the Wang In Cultural Festival in Kurim-ri, Yongam, and examined the background of the early Wang In Cultural Festival and its evolution up to the present focusing on. the festival program. In Cultural Festival first began as the Wang In Cherry Blossom Festival in 1993 with a budget of 50 million won, and has been developed into a large-scale festival with a budget of 340 million won, attracting 500,000 visitors in 2000. Together with such evolution, there has been a great change in the organization and content of the Festival program. The most important change began in the 1997 which included a religious service for Confucian scholars called 'Chunhyang Grand Festival for Dr. Wang In' as a core program. Since then, festival programs related to Dr. Wang In have greatly increased in number. A decisive change became prominent when the festival promotion system was transferred from the Kunseo Young Men's Association during the early period(1993-1996) to Youngam-gun in 1997. It is true that the Wang In Cultural Festival, which began as a purely regional festival initiated by a non-governmental organization, changed a lot in terms of its scale and program when Youngam-gun emerged as a strong leading group in 1997. However, not enough consideration has been given to institutional devices and procedures that are required for the local culture to take a firm root in the community through the festival. Therefore, in order to solve such fundamental problems, a permanent non-governmental organization is required for festival preparation. In addition, in order to promote overall progress of the community and an increase in the quality of the cultural environment of the local society through the festival, it is necessary to discover and promote recognition of cultural groups in the community.

The purpose of this study is to suggest a direction for enhancing the mutual trust level between employees and managers by examining the effect of job satisfaction of electric power companies's employees and performance-oriented remuneration paid to them on awareness level of organizational justice and a trust in manager. Based on a significant positive relationship between employee's job satisfaction and trust in a manager, a significant positive relationship between employee's job satisfaction and perception of organizational justice, and a positive relationship between organizational justice and trust in manager, it was possible to confirm the mediating role of organizational justice between job satisfaction and a trust in manager. In addition, although performance-oriented remuneration did not have a significant effect on trust in manager directly, it was found to have a significant negative effect on distributive justice and procedural justice, but for interactional justice did not appear to have a significant influence. Because the autonomy of the labor budget is quite limited due to the government's total regulation on the size of the labor budget for public enterprises and due to the government's evaluation of management of public enterprises, it can be explained as having a negative effect on the perception of organizational justice. In addition, since the partial mediating effect of distributive justice and interactional justice was confirmed in the relationship between job satisfaction and trust in manager, the mediating effect of procedural justice was insignificant, it was confirmed that the need to establish and operate an internal HR management system based on smooth communication that employees can satisfy and accept can have a significant impact on trust in manager. On the other hand, because the negative complete mediating effect of distributive justice and procedural justice between performance-oriented remuneration and trust in manager was significantly confirmed, It is showing that employees' negative perceptions of performance distribution procedures and distribution results had a negative effect on trust in manager. The results of this study suggest that employees will perceive the organization as fair, and trust the manager who is the decision maker, when they are fully rewarded for their performance, with job satisfaction, a fair evaluation of their efforts, even if there are various factors that can influence managers to be trusted by their employees.

Construction value engineering(VE) is often performed in the form of a short term review of designs, rather than during a regular workshop with a standardized work plan, and its application method is limited. Thus, tasks are performed by applying the method in reverse depending on the VE results, and function analysis, a key VE method, is omitted or only applied for the sake of formality. In addition, it is hard to expect great results from VE because of insufficient time and budget allowed to perform VE and a lack of understanding of VE procedures and methods. In particular, the methods used to store and reuse the tremendous amount of ideas and information created during the process of VE implementation is not systematic. Even the Korea Expressway Corporation, which has produced relatively systematic VE performance compared to other institutions, has had the above-mentioned problems. Therefore, this study aims to improve existing VE processes and suggest a method to efficiently store and retrieve VE information by analyzing the limitations of construction VE practice and the characteristics of VE for highway facilities as part of improving design VE performance.
To evaluate damage status and necessities of repair works on the forest-side erosion control structures constructed from 1966 to 1986 in Korea, developmental procedures of erosion control structures from the standard unit-cost tables established by the Forestry Administration every year, existing counter-measures for disaster erosion control system administrated by the government organization and existing status of each structure at constructed site were investigated and analyzed integrally. About 10-15% of the constructed forest erosion control structures were required to be repaired as a result of the investigation. It is actually incapable of repairing the damaged forest erosion control structures caused by excessive run-off and floodings under the existing forest-side erosion control systems. Therefore, it is necessary to put regularly repair erosion control system that will be secured by national budgetary pre-allocation system. Especially, it is also necessary to frame a new system that repair erosion control works by national budget (central government) should be possible for any scale of damages in case of the erosion control projects for the disaster counter-measures. The results of this research could be adopted as important policy data for erosion control policy-making in forest-side in Korea.
Recently, a lot of local autonomous entities are promoting Ubiquitous City(U-City) Construction by integrating Information Communication Technology(ICT) with city development, and also internationally, a lot of cities are making efforts to develop U-City to intensify a city's competitive strength and improve life quality of city dwellers. In keeping with such a stream of the times, each local autonomous entity and project developer are developing a lot of methodologies to establish optimal U-City in corresponding cities and also inquiring into a variety of development procedures, such as connecting existing urban development methods with information establishment methods. The method used usually is to establish Information strategy Plan(ISP) for a city which will be developed through consulting in the stage of city development planning. ISP is to establish vision & strategy for building the ubiquitous city and is a methodology including city vision, strategy, goal, and implementation method, etc. However, due to a lot of variables, such as a variety of city environment, establishment period, budget, information technology, and etc., it is difficult to contain establishment plans for every occasion in a similar method, in reality. Therefore, it is naturally necessary to suggest plans for city vision & strategy, and selection of element technology/service. Thus, this paper suggests models for vision & strategy establishment of U-City and suggests Top-Down Approach and Bottom-Up Approach method as a plan for U-City establishment. In addition, this paper analyzes general promotion methodologies for constructing U-City and analyzes how these two strategic methods [Top-Down Approach and Bottom-Up Approach] for city vision establishment are composed in such a methodology, to define and analyze its constituent plan.
This paper briefly describes the KITSAT-1 and KITSAT-2 spacecrafts and presents the functions, calibration procedures and in-orbit results of the KITSAT-2 analog sun sensors have been flown as an experimental payload for the future mission. We have two constraints in their design: small size and very low power consumption due to the tight mass and power budget of the spacecraft. Two one-dimensional analog sun sensors are mounted on the top facet of the KITSAT-2 spaceraft. Each has $\pm$60 degrees of view angle and they cover 210 degree field of view in total as the 30 degree view angles are overlapped. Only the relative sun angle around the Z-axis (yaw-axis) and the spin rate of the spacecraft can be achieved as the one dimensional sun sensors are used and they are aligned with the Z-axis. The calibration formulae are obtained using the fifth order line fitting algorithm for each sun sensor on the ground and they are applied to the obtained in-orbit data. ASS-1 with silicon solar cells has maximum error of 1.5 degree and ASS-2 with silicon photocells manufactured at KAIST has maximum error of 0.5 degree except near 0 degree of sun ray incident anagle where random reflection of incident sun ray is maximum in orbit. The results are presented in chapter 4. The performance of each sun sensor and the possible mounting errors are stated in chapter 5.

Geographic Information Systems(GIS) are very useful for spatial analysis and policy in local government administration. Recognizing the value of GIS, Chungnam province authorities put a spur on the introduction and development of it. But they have some difficulty in this process because of technical restraint, expertise shortage and budget limit. This study has surveyed current achievement and conditions for GIS development and presented general framework and subordinate tasks to build up GIS. First of all, there are a few prior conditions to guarantee the success of GIS: First, we should set up reasonable long-term plan and follow systematic procedures according to the plan. Second, it is essential to clarify what initiatively manage to whole business and so we should make up GIS-Board as an institutional center for this job. Third, we must research how to take advantage of already existing NGIS(National Geographic Information System), so that we may eliminate redundancy of investment. We can save a lot of finance and human resources through it. Fourth, we must focus on the importance of accurate mapping by utilizing new technology like GPS(Global Positioning System). Fifth, we should arrange efficient training program to constantly produce excellent human resources for GIS.
This paper aims to explore the relationship between organizational competencies and performance by analysing perception survey data of R&D management agencies in Korea. The regression analysis results show the perceived performance measured by policy contribution and R&D management efficiency may be enhanced by organizational competencies such as professionalism and efficiency of R&D management specialized agencies. The paper suggests several improvement measures for strengthening professionalism of R&D management agencies in Korea. First, expertise competencies for strategic planning, management, evaluation need to be empowered in the whole process of R&D cycles. Second, in order to stabilize financial resources of R&D management specialized agencies, the existing R&D budget for Planing, Evaluation and Management should be reformed. Third, R&D management specialized agencies need setting up special organizations for managing inter-organizational collaboration with other R&D organizations. And the agencies should employ special experts in each position for strategic planning, management, evaluation, performance and commercialization. Finally, different R&D management procedures of each R&D management specialized agency need to be standardized in order to promote innovative R&D culture.

As of June 2008, the government's expansion policy for the long-term care service infrastructure has achieved an outstanding 96.4% occupancy rate of facilities across the country. Despite such achievement, practical issues including the physical lack of facilities, disproportional regional spread and decline in government accountability have raised concerns about the effectiveness of the policy's implementation. This study was aimed at defining the implementation procedure of expansion policy for long-term care service infrastructure, analyzing variables that affect it, examining the problems revealed in implementation procedure, and suggesting improved plan on that policy. Research methods were to review literatures on infrastructure expansion policy, to conduct case studies on K province, C city and 4(2 corporations and 2 privately owned) facilities in C city for studying practical implementation procedure on a local government level, and to use Alexander(1985)'s framework for analyzing variables of policy implementation. As a result of this study, policy variables including the clarity and adequacy of policy goal, nature of service providers, task and responsibility between government authorities, and implementation variables such as propensity toward budget allocation, financial restraint, swift utilization of budgets and the streamlining of involved procedures and inter-agency relations stood out as the main factors affecting policy implementation. In adddition, this study suggested several improvement measures such as accounting facilities need based on real local demand and supporting to private participation and so on.
