To date, the theoretical discussions on ‘Election Broadcasting Deliberation Systems’ have been made, but few researches have been made on the empirical cases of such broadcasting provisions. Therefore, this research thesis is to gather and analyze cases of the Election Broadcasting Deliberation, and then find out problems from the operation of the real Election Broadcasting Deliberation, and furthermore, seek a way to improve the provisions of Election Broadcasting Deliberation. Also, this thesis is to analyze the real cases of items of ‘Fairness’, as the key ones of Election Broadcasting Deliberation. This research thesis took up as a major agendum, the necessity of overhauling provisions of Election Broadcasting Deliberation/the problems that provisions and restrictions are inconsistent/the outstanding issue of the violated fairness rules. In this regard, this thesis maintained the importance of reconsidering fairness rules of news.

Although advertising plays an important role of information source for consumer, also advertising affect negative influence to the consumer and social system. Under the such a concept, this study reviewed the social responsibility of advertising and the freedom of expression including the foreign country's advertising regulation system as the theoretical background of advertising regulation. In addition, this study analyzed the case of the advertisement reviews by Korea Advertising Review Board(august 1, 2000, the business concerning prior deliberation of broadcast advertisements was entrusted to the Korea Advertising Review Board, a civilian self-regulatory body, by the Korean Broadcasting Commission) and Fare Trade Commission. As the result of data analysis, some problems of regulation system and codes are suggested and discussed as follows: (1) the high ratio of rejection (2) using the unnecessary foreign language (3) inconsistency application of deliberation standard.

The paper presents a novel embedded multifunctional media sever (EMMS) for mobile devices to receive various media programs. Being different from other contemporary system research, the paper mainly studies how to design a reception solution for terrestrial digital television (DTV) on mobile devices and how to enable mobile devices can receive DTV program, enjoy video-on-demand (VOD), achieve video surveillance and relay Internet video program via local Wi-Fi simultaneously. In the system design, we integrate broadcasting-terrestrial DTV tuner, streaming media re-transmission system, VOD disk, video camera and access interface to the Internet into EMMS, which can either receive terrestrial DTV radio signals and demodulate out digital transport stream (TS), or can read streaming media bit-stream from VOD disk, surveillance camera or access interface to the Internet. The experimental results show the proposed system is stable and quality-efficient. Comparing with the other systems, the proposed system has the least packet loss rate and response time.

Multi-view video broadcasting have been conducted with a variety of different system architectures. However, the previous systems have focused on wired broadcasting. On the contrary, our system is designed to be applied to mobile 3DTV broadcasting. We present a service framework adaptable to mobile clients where the load on the client is reduced as much as possible. MPEG-21 multiview DIA description schemes are presented for the efficient adaptation between the serer and client. Furthermore, we examine the feasibility of the proposed framework by analyzing the frame rate that a client device can process.

In ATSC 3.0 systems, a bootstrap signal is located at the start of each frame. In this paper, we propose an initial synchronization scheme for ATSC 3.0 systems using the bootstrap signal. The bootstrap signal of ATSC 3.0 has several repetition patterns in the time domain. By utilizing the repetition patterns within the bootstrap, the proposed scheme can obtain an initial synchronization at the receiver. Also, simulation results show that the proposed scheme can obtain an initial synchronization at very low signal-to-noise ratios.

We analyze mathematically a VSB (vestigial side-band) transceiver system for the Advanced Television Systems Committee (ATSC) digital television standard and extract a near-baseband equivalent VSB channel model. This model shows the multi-path fading effect of the quadrature component on the in-phase component. Also, we obtain a simplified model of the VSB transceiver system, which is represented by convolution of the transmission signal (before modulation) and the VSB channel. This simplified model is efficiently used for simulation of VSB systems to improve its performances, especially in an equalization part. Applying the DTV channel specifications tested by the Advanced Television Test Conter (ATTC) to the channel model, we obtain an equivalent VSB channel and show the equalization result by using the conventional derision-feedback equalize (DFE).

In data transmission at the digital satellite broadcasting systems, the delay and spread are caused whit receiving original signals from the transmitter in the receiver. So, there are some problems in data fast transmission. Also, transmitted signals ate received in stale of the combination of transmission delay and noise of channel. The affect of channel noise is reduced when increasing transmission power, but as signal interference due to the transmission delay and spread of channel increase in proportion to the transmission power, there is a problem in spite of increasing the transmission power. And there is the problem to add ISI(inter symbol interference) because the property of the channel is limo-varying due to relative moving in the transceiver Therefore, in this paper, a pulse shaping filter for the high-speed service in digital satellite broadcasting systems was designed and reduced the ISI.

The purpose of this paper is to consider how the Korean major broadcasts employs their broadcasting human resources and makes use of them in connection with broadcasting education as media education in universities. The problems deals with broadcasting education in universities, particularly with regard to the point of broadcasts view, with the training & reeducation systems and with the academic-industrial cooperation. By using depth interview with experts(directors of personnel management of the broadcasts), this paper explores meaning of media education for the training of broadcasting human resources. In the opinions of the responsible officers for personnel management, it distinctly exists different points of view between the related academic circle and the broadcasting on-site. The related academic circle criticizes the chronic invariability of broadcasts, and the broadcasts the impractical broadcasting education of the academic circle.

This study is conducted to achieve following two purposes. First, this study investigates domestic conditions and problems of data broadcasting industry. Second, this study suggests the improving way of the legal and administrative systems in order to promote domestic data broadcasting industry. Survey was conducted with 16 companies and a few business men for gaining data of general condition and analyzing problems about domestic data broadcasting industry. The results are as follow: first, domestic industry was suffering from the lack of man power, finance, and the delay of data broadcasting service schedule. Second, respondents argued there was no the legal basis and the systematic regulation under the current digital broadcasting policy of government. To resolve those problems, this paper proposed the making laws preparing for the fusion service of communication and broadcasting, systematic assistance of government, the way of technology development and technical standardization, and the way of constructing infrastructure and cultivating man power.

In accordance with the digital broadcast data converted, the number of the service provider, and content channel for interaction with the viewer has increased exponentially. Electronic program guide in such a multi-channel time(Electronic Program Guide, EPG) is an essential requirement, and also from day to day EPG generation technique according to the user's requirements. But the current situation is getting EPG to viewers outside for reasons such as absence, lack of accurate information, organizing techniques utilized lack of standard systems. In this article, we describe the State and EPG solution to the problem of these terrestrial stations. This, the EPG information and the actual broadcast time of the terrestrial channel 6 using a ground wave receiving method for a direct comparison was studied the problems and the average error of the current start. Also this research perform to enhance accuracy of EPG information.
