A Legal & Institutional Supporting on Local Broadcast Development - Syntactic Approach about Special Act on the Development of Local Broadcasting (지역방송발전을 위한 법적·제도적 지원방안 -지역방송 발전지원 특별법의 성과와 한계를 중심으로)

  • According to the change in media environment, a support plan for local broadcast has been required. In terms of legal and institutional support for the development of local broadcast, the enactment of special Act for local broadcast has become a breakthrough. In this point of view, we analyzed the performance and the limitation of the special Act. As a literature research, analyzing the literature and related-ordinances, we have sought legal and institutional support plans for the local broadcast. As a result, with the Local Broadcast Development Council being in charge of legislative right and responsibility, a plan to empower them to have legal and institutional authority should be drawn; another plan to secure independence in operating a fund and to promote the capability to produce local broadcast programs and the distribution system should be drawn; the other elaborate plan for the locality index that assesses the locality is required. Local broadcast should be on a way to secure not only public interest and concern but locality and diversity; legal and institutional plans should be sought.

Efficient Offered Contents Using Broadcast Encryption (브로드캐스트 암호화를 이용한 효율적인 컨텐츠 제공)

  • The method of broadcast encryption has been applied to the transmission of digital information such as multimedia, software, and paid TV on the open network. In this broadcast encryption method, only previously authorized users can gain access to digital information. When broadcast message is transmitted, authorized users can first decode the session key using the previously given private key and get digital information using this session key. This way, users retrieve a message or a session key using the key transmitted by broadcasters. For their part, broadcasters need to generate and distribute keys. Broadcasters should also carry out efficient key renewal when users subscribe or un-subscriber. In this paper use a broadcast, and present the DRM model, using that look into the requirement about the contents and apply also the concept of a broadcast encryption. We offer the authority to copy as the number of reproduction to want to the user, and the low so that we were convenient because we used.

QoS-Guaranteed Multiuser Scheduling in MIMO Broadcast Channels

  • This paper proposes a new multiuser scheduling algorithm that can simultaneously support a variety of different quality-of-service (QoS) user groups while satisfying fairness among users in the same QoS group in MIMO broadcast channels. Toward this goal, the proposed algorithm consists of two parts: a QoS-aware fair (QF) scheduling within a QoS group and an antenna trade-off scheme between different QoS groups. The proposed QF scheduling algorithm finds a user set from a certain QoS group which can satisfy the fairness among users in terms of throughput or delay. The antenna trade-off scheme can minimize the QoS violations of a higher priority user group by trading off the number of transmit antennas allocated to different QoS groups. Numerical results demonstrate that the proposed QF scheduling method satisfies different types of fairness among users and can adjust the degree of fairness among them. The antenna trade-off scheme combined with QF scheduling can improve the probability of QoS-guaranteed transmission when supporting different QoS groups.

ARP Modification for Prevention of IP Spoofing

  • The address resolution protocol (ARP) provides dynamic mapping between two different forms of addresses: the 32-bit Internet protocol (IP) address of the network layer and the 48-bit medium access control (MAC) address of the data link layer. A host computer finds the MAC address of the default gateway or the other hosts on the same subnet by using ARP and can then send IP packets. However, ARP can be used for network attacks, which are one of the most prevalent types of network attacks today. In this study, a new ARP algorithm that can prevent IP spoofing attacks is proposed. The proposed ARP algorithm is a broadcast ARP reply and an ARP notification. The broadcast ARP reply was used for checking whether the ARP information was forged. The broadcast ARP notification was used for preventing a normal host's ARP table from being poisoned. The proposed algorithm is backward compatible with the current ARP protocol and dynamically prevents any ARP spoofing attacks. In this study, the proposed ARP algorithm was implemented on the Linux operating system; here, we present the test results with respect to the prevention of ARP spoofing attacks.

  • The main goal of this paper is to present an adaptive filter system using NLMS(Normalized Least mean square) adaptive algorithm for noise cancellation. The proposed algorithm has less computational complexity and better convergence property than the former algorithms like spectral subtraction algorithm, etc. We use TIMIT criterion voice and Noisex-92 for the experiment. The experimental result shows the feasibility of our algorithm for filtering noise from voice effectively.

  • This paper describes the development of the 3DDAC mk.4 system, which is a brand new implementation on the research program. The 3DDAC is a fatigue-less stereoscopic display system that is provided with a compensating function of accommodation for binocular disparity 3D image representation. The mk.4 system also features a light-weight HMD style.

  • Synchronization between media is an important aspect in the design of multimedia streaming system. This paper proposes a precise media synchronization mechanism for digital video and audio transport over IP networks. To support synchronization between video and audio bitstreams transported over IP networks, RTP/RTCP protocol suite is usually employed. To provide a precise mechanism for media synchronization between video and audio, we suggest an efficient media synchronization algorithm based on NPT (Normal Play Time) which can be derivable from the timestamp information in the header part of RTP packet generated for the transport of video and audio streams. With the proposed method, we do not need to send and process any RTCP SR (sender report) packet which is required for conventional media synchronization scheme, and accordingly could reduce the number of required UDP ports and the amount of control traffic injected into the network.

  • The 3-dimensional image display system using only binocular disparity can induce the eye fatigue because of the mismatch between the accommodation of eye and the convergence of two eyes. A new 3-dimensional display system for one observer that can solve eye fatigue caused by mismatch between accommodation and convergence was introduced in this paper. A proof about the possibility of satisfaction of accommodation of one eye was given as the experimental result in this 3-dimensional display system.

  • 본 논문에서는 고정된 카메라 환경에서 카메라의 흔들림에 강인한 배경 영상을 생성할 수 있는 배경 모델링 방법을 제안한다. 흔들리지 않은 영상을 기준 영상으로 설정하고 기준 영상에서 해리스 코너 검출기를 이용하여 특징점들을 검출한다. 이후 입력 영상에 대해 동일한 방식으로 특징점을 추출한 뒤 탬플릿 매칭과 거리 비교를 이용하여 공통적으로 나타나는 배경 영역들에 대한 특징점만을 선별한다. 기준 영상에서의 특징점과 목표 영상에서의 대응되는 특징점 쌍을 이용하여 보정을 위한 호모그래피 행렬을 계산한다. 이렇게 계산된 보정 행렬을 이용하여 흔들린 목표 영상을 보정하게 된다. 흔들린 영상들을 보정한 후 보정된 영상들로 배경 모델을 생성하게 되면 정확한 배경 모델을 생성할 수 있다.

  • 본 논문에서는 ATSC 3.0 Layered-Division-Multiplexing(LDM) Multiple-Inputs-Multiple-Outputs(MIMO) 방송 시스템에서 Core-Layer 신호에 대한 새로운 Hybrid PGA(HPGA) 복호 기법을 제안하고자 한다. 제안된 기법은 각 수신단의 Enhanced-Layer 신호의 평균전력 대비 잡음 값에 따라 기존의 GA 기법과 PGA 기법을 선택적으로 적용하여 기존의 PGA 기법에 비해 큰 성능저하 없이 복호 복잡도는 약 25% 줄일 수 있다.
