Development of a Bottom-up Agricultural Water Governance Model in Korea (한국형 상향식 농업용수 거버넌스 모형 개발)

  • Recently, Korea aimed to increase water use efficiency by implementing integrated management according to the water management unification policy. Considering the enormous use of water resources in the agricultural sector, it is necessary to efficiently conserve water in terms of demand management by intensifying the stakeholders' involvement and awareness campaigns. The existing agricultural water management system in Korea is based on a top-down approach by which the government agencies directly plan budgets and policies to be enforced on and implemented by farmers, with little to no involvement of farmers in the decision-making process. However, this process has hindered the desired water resources management and the water conservation goal at the field level. Moreover, the limited research on water governance operations focusing on agricultural water creates a knowledge gap, particularly in Korea. Thus, it is necessary to investigate water governance cases with successful implementations in agricultural and rural areas to identify the factors applicable to domestic governance in Korea. In addition, a more systematic governance model should be established by identifying the subjectivity of the stakeholders' involvement in agricultural water governance. Therefore, this study proposed a new bottom-up model for agricultural water governance, which aims to raise the problem of autonomous water governance while promoting stakeholders' voluntary participation in agricultural water management and reflecting farmers' involvement in the decision-making process. Moreover, if agricultural water governance is expanded nationwide by reflecting agricultural and water resource policies in the future, it is believed that positive effects can be achieved in increasing utilization efficiency and securing sustantiality through agricultural water saving.

Numerical Study on the Motion of Azimuthal Vortices in Axisymmetric Rotating Flows

  • A rich phenomenon in the dynamics of azimuthal vortices in a circular cylinder caused by the inertial oscillation is investigated numerically at high Reynolds numbers and moderate Rossby numbers. In the actual spin-up flow where both the Ekman circulation and the bottom friction effects are included, the first appearance of a seed vortex is generated by the Ekman boundary-layer on the bottom wall and the subsequent roll-up near the corner bounded by the side wall. The existence of the small vortex then rapidly propagates toward the inviscid region and induces a complicated pattern in the distribution of azimuthal vorticity, i.e. inertial oscillation. The inertial oscillation however does not deteriorate the classical Ekman-pumping model in the time scale larger than that of the oscillatory motion. Motions of single vortex and a pair of vortices are further investigated under a slip boundary-condition on the solid walls. For the case of single vortex, repeated change of the vorticity sign is observed together with typical propagation of inertial waves. For the case of a pair of vortices with a two-step profile in the initial azimuthal velocity, the vortices' movement toward the outer region is resisted by the crescent-shape vortices surrounding the pair. After touching the border between the core and outer regions, the pair vortices weaken very fast.

Factors affecting nitrite build-up in an intermittently decanted extended aeration process for wastewater treatment (하수처리를 위한 간헐 방류식 장기폭기 공정에서 아질산염의 축적에 영향을 미치는 인자)

  • An intermittently-aerated, intermittently-decanted single-reactor process (KIDEA process : KIST intermittently decanted extended aeration process) was applied for nitrogen removal from wastewater. Synthetic wastewater with chemical oxygen demand (COD): nitrogen (N) ratio of approximately 5.25: 1 was used. The average COD removal efficiency reached above 95%, and under optimal conditions nitrogen removal efficiency also reached above 90%. This process consisted of 72 minute aeration, 48 minute settling and 24 minute effluent decanting with continuous feeding of influent wastewater from the bottom of the reactor, and did not require a separate anoxic mixing-phase. In this process, nitritation ($1^{st}$ step of nitrification) was induced but nitratation($2^{nd}$ step of nitrification) was suppressed. Main factors responsible for the accumulation of nitrite ion in the experimental condition were free ammonium and dissolved oxygen. This condition of nitrite build-up accelerated by continuous feed flow in the bottom of the KIDEA reactor because of high concentration of ammonia nitrogen in the influent. This research provides one of answers to control nitrate build-up.

A Study of Practical Strategies for Cooperative Rural Community Regeneration in Geochang (거창군 협업형 마을만들기 실천전략 연구)

  • Prior hardware-centered rural development projects implemented top-down rural community regeneration via the local government in accordance with central government agency policies. To improve this, software-centered projects have been promoted since 2000. With central agency-led rural development projects changing into local government-led ones, rural community regeneration has been built per village. Although rural community regeneration projects appear to have implemented a bottom-up development currently, the top-down development procedures being facilitated by the intervention of administrative institutions have not disappeared. In this regard, the purpose of this research thesis is to effectively perform bottom-up development methods that go one step further from the current process of rural community regeneration. As the research site, this thesis selected Geochang, which has difficulties in being steadily maintained and operated despite the development of various rural community regeneration projects. Subsequently, it determined the current status and substantial analysis of a project of the rural community regeneration in Geochang through 1:1 interviews with civil servants in charge of administration as well as conducted a prior study on rural resident awareness of rural community regeneration through a survey of village head members and in-depth interviews with rural residents. Based on these data, a 10 times-round table conference was held under the participation of pertinent civil servants, professionals and rural residents to select practical strategies for cooperative rural community regeneration in Geochang as five key areas: local food, culture & welfare, rural villages, community development, and urban and rural interchanges. In addition, it is considered that the project of building villages must be implemented by establishing steadfast administrative co-operation systems, strengthening rural residents' participation capacities and supporting professionals' systemic integrated operation and maintenance. By doing so, this research thesis sought to determine practical strategies in the cooperative rural community regeneration in Geochang. It is expected that bottom-up development rural community regeneration will be built and introduced in each rural community in the future.

Relative Importance of Bottom-up vs. Top-down Controls on Size-structured Phytoplankton Dynamics in a Freshwater Ecosystem: II. Investigation of Controlling Factors using Statistical Modeling Analysis (담수성 식물플랑크톤의 크기별 동태에 대한 상향식, 하향식 조절간의 상대적 중요도 조사: II. 통계 모델링 분석을 이용한 조절인자 분석)

  • Relative importance between bottom-up and top-down controls on phytoplankton dynamics was investigated in the Juam Reservoir, Chonnam based on the results from statistical analyses including regression and artificial neural network (ANN) modeling. Effects of nutrients on size-structured phytoplankton dynamics were explored by simple linear regression analysis and relative importance between bottom-up and top-down controls was estimated based on results from the artificial neural network analyses. Although there is a limitation in determining direct grazing effects since chlorophyll a : pheopigments ratios, indirect index for grazing activity rather than grazing rates or herbivores biomass were used, the results from regression analysis showed that nutrients especially orthophosphates were positively correlated with the phytoplankton biomass and chlorophyll a : pheopigments ratios were also positively correlated with the phytoplankton biomass at lower coefficient of determination ($r^2$) compared to orthophosphates. The simulation results from ANN suggested that the bottom-up mechanisms including water temperature and availability of nutrients, especially orthophosphates were more important than top-down mechanisms such as grazing in the phytoplankton dynamics.

Preparation of isotropic spinnable pitch and carbon fiber from biomass tar through the co-carbonization with ethylene bottom oil

  • In this study, we tried to prepare an isotropic spinnable pitch which can be useful to prepare the general purpose carbon fiber through the co-carbonization of biomass tar with ethylene bottom oil under two different preparation methods (atmospheric distillation, pressurized distillation). The results showed that the ethylene bottom oil added co-carbonization was very effective to decrease of the oxygen contents for obtaining a stable spinnable pitch. The pressurized distillation was more effective to reduce the oxygen functional groups of pitches than atmospheric distillation. The obtained spinnable pitch by the pressurized distillation showed higher pitch yield of 42% and lower oxygen content of 9.12% than the spinnable pitch by the atmospheric distillation. The carbon fiber derived from the pressurized distillation spinnable pitch by carbonization at $800^{\circ}C$ for 5 min showed that the higher tensile strength of carbon fiber was increased up to 800 MPa.

Effects of Post Annealing and Oxidation Processes on the Shallow Trench Etch Process (Shallow Trench 식각공정시 발생하는 결함의 후속열처리 및 산화곤정에 따른 거동에 관한 연구)

  • In this stydy, submicron shallow trenches applied to STI(shallow tench isolation) were etched using inductively coupled $CI_2$/HBr and $CI_2/N_2$plasmas and the physical and electrical defects remaining on the etched silicon trench surfaces and the effects of various annealing and oxidation on the removal of the defects were studied. Using high resolution electron microscopy(HRTEM), Physical defects were investigated on the silicon trench surfaces etched in both 90%$CI_2$/ 10%$N_2$ and 50%$CI_2$/50%HBr. Among the areas in the tench such as trench bottom, bottom edge, and sidewall, the most dense defects were found near the trench bottom edge, and the least dense defects were found near the trench bottom edge, and least dense defects compared to that etched with ment as well as hydrogen permeation. Thermal oxidation of 200$\AA$ atthe temperature up to $1100^{\circ}C$apprars not to remove the defects formed on the etched silicon trenches for both of the etch conditions. To remove the physicall defects, an annealing treatment at the temperature high than $1000^{\circ}C$ in N for30minutes was required. Electrical defects measured using a capacitance-voltage technique showed the reduction of the defects with increasing annealing temperature, and the trends were similar to the results on the physical defects obtained using transmission electron microscopy.

A Study on the Development of Soil Neutrailizing-agent using Waste Materials (Waste-lime, Oyster, Bottom-ash) (폐자원(폐석회, 굴패각, 바닥재)을 이용한 토양 중화제 개발 연구)

  • Korea shows the soil pH is 5.8 ~ 6.2 by many factors including the geological structure and climate condition. There is known as the cause for soil acidification by weathering of the mineral, excessive use of the chemical fertilizer, and extensively diffused acid rain. The purpose of research is environmentally-friendly material neutralization technology development utilizing the waste resources against by acid soil. The experiment analyze the physico-chemical property of the acid soil and waste resource materials (waste lime, oyster shell, bottom ash). The Batch-Test was performed under 3 stage. As a result, the acid soil showed up acid soil about 3.19. And waste lime, oyster, bottom ash showed the alkalinity with 9.62, 10.08, 9.17. In case of 1 batch-test experimental result, waste lime and oyster shell, the alkalinity was shown over 7.5 and the good efficiency was showed, on the other hands, the bottom ash showed the pH 4 the neutralization efficiency which is low. waste resource materials to be applied to 2 steps was chosen as the waste lime except the bottom ash and oyster. In 2 step batch-test experiment, it was exposed to be the most appropriate in case of doing the combination ratio of the waste lime and oyster shell with 9 : 1. It was exposed to be efficient most in the effeciency and aspect of economical efficiency combination ratio of the soil and materials was 9.6 : 0.6 with 3 step batch-test experimental result.

Distribution Of Drifting Larvae Of Scallop, Patinopecten yessoensis, In The Yeong-Il Bay (영일만의 가리비 부유유생의 분포)

  • Distribution of drifting larvae of scallop, Patinopecten yessoensis, was studied in the Yeong-il Bay in 1973, 1978, and 1979. The range of the bottom water temperature was 10∼19$^{\circ}C$ and that of salinity was 32.58∼34.55 . The larvae appeared from early March to mid-July with maximum abundance from mid- April to early June. Drifting period of larvae is about a month, and then the larvae begin to settle on the substratum. In the Yeong-il Bay setting period was from early Arpil to late June with maximum abundance from mid-May to eary June. The highest density of drifting larvae was found in the vicinity of Dae-dong-bae(Station H) among the observed stations, and the density was much higher in 1979 than in the other years observed. Vertical distribution of the larvae is closely related to the depth of the water column. High density of the larvae was observed in the bottom layer. The larvae were most abundant in the bottom-most layer, and in the place where the water depth is 24m, 42% appeared in the 4m layer from the bottom, and 80% in the 8m layer from the bottom, and where the water depth is 16m, 50% in the bottom-most 4m, and 90% in the layer up to 8m.

Sequencing of panfacial fracture surgery: a literature review and personal preference

  • Background: Treating panfacial fractures (PFFs) can be extremely difficult even for experienced surgeons. Although several authors have attempted to systemize the surgical approach, performing surgery by applying a unidirectional sequence is much more difficult in practice. The purpose of this study was to review the literature on PFF surgery sequence and to understand how different surgical specialists-plastic reconstructive surgery (PRS) and oral maxillofacial surgery (OMS)-chose sequence and review PFFs fixation sequence in clinical cases. Methods: The PubMed and Google Scholar databases were scoured for publications published up until May 2020. Data extracted from the studies using standard templates included fracture part, fixation sequence, originating specialist, and the countries. Bibliographic details like author and year of publication were also extracted. Also, we reviewed the data for PFFs patients in the Trauma Registry System of Dankook University Hospital from 2011 to 2021. Results: In total, 240 articles were identified. This study comprised 22 studies after screening and full-text analysis. Sixteen studies (12 OMS specialists and 4 PRS specialists) used a "bottom-top" approach, whereas three studies (1 OMS specialist and 2 PRS specialists) used a "top-bottom" method. However, three studies (only OMS specialists) reported on both sequences. In our hospital, there were a total of 124 patients with PFF who were treated during 2011 to 2021; 64 (51.6%) were in upper-middle parts, 52 (41.9%) were in mid-lower parts, and eight (6.5%) were in three parts. Conclusion: Bottom-top sequencing was mainly used in OMS specialists, and top-bottom sequencing was used at a similar rate by two specialists in literature review. In our experience, however, it was hard to consistently implement unidirectional sequence suggested by a literature review. We realigned the reliable and stable buttresses first with tailoring individually for each patient, rather than proceeding in the unidirectional sequence like bottom-top or top-bottom.
