고위험 테러시대 선박보안시스템 구축을 위한 기초 연구 (A Basic Study on Development of Merchant Ship's Security System in High-Risk Terrorism)

  • With the terrorist attacks on 11 September 2001, the ships and their crews' safety and security have become a major issue in the maritime industries. In high-risk terrorism. not only ship owners and port authorities but also crew members on board should take precautions in the conduct of their business. In this paper, the vulnerability and essential elements in overall security of merchant ship are analyzed with a discussion in depth of the concept and principles of maritime security management. Author proposes ship's security model to reduce security risk and to minimize damage as a basic study for designing security system for merchant ship.

  • In recent years, shipboard noise control is attracting increasing attention to human environmental conditions and crew's opportunity for rest and recreation with work on board. In order to minimize the noise levels, careful attention have to be paid by the experts from initial design stage to the delivery. This paper describes the outlines of shipboard noise control including general characteristics of shipboard noise, measurement, evaluation, prediction, and control measures considering the noise transmission mechanism from source to receiver space.

  • The medical manager has taken charge of medical care on board ship. However the domestic and international regulations concerning the qualifications and education of medical manger are primarily focused on first aid, aspect nursing, etc. There are no education contents on medicine. The purpose of this research is to identify the problems of ship's medication and medical manager education system, and propose the some improvements. The first is to expand the education on medicine and medical devices in the range of 3-4 hours. The second is to amend the national and international regulations to include education on medicine and medication. The third is to improve the ships and vessels medicine management system to systematically manage the medicines supplied to the vessels.

  • Reduction of a ship's rolling is the most important performance requirement for improving the safety of the crew on board and preventing damage to cargos as well as improving the comfort of the ride. A mass driving anti-rolling system (MD-ARS) might be one candidate of several systems against the ship's rolling. In this paper, a sea-trial test on a pendulum-type MD-ARS passively operated is carried out in Suyoung, Busan. After the system is installed on the cabin of the small leisure boat, a series of test is conducted before and after operating the system. Through the test, it is confirmed that the roll rate of the ship is pretty well reduced by the system.

상선조직에서의 사관과 부원의 의식구조에 관한 비교연구 (A Comparative Study on the Consciousness of Officers and Ratings in Merchant Ships' Organization)

  • Officers and ratings as a group might show differences in some aspects of personality , human relations, job attitudes, perception of business environment and surrounding organizational structure. It has been traditionally believed that licenced-officers are required to have nicely-paired leadership and dignity , and ratings obedience in maritime field. This survey revealed that officers and ratings have some differences in the actual behavior, knowledge , understanding attitude etc., In summary , officers as a superstructure of merchant ship's orgnaization are different, to some degree, from ratings as an infrastructure in several aspects. Officers are believed to have the characteristics of maturity by taking concern of business environment , social circumstance away from the vessels which they are on board. In contrast, ratings are greatly interested in the surrounding environment associated with themselves, and also experiencing alienation and technology.

  • The technology of navigational instruments and the profession of going to sea have entered a time of dramatic change. A paradigm shift is taking place which will eventually make the industry unrecognizable to those who first went to sea only twenty years ago. This change is most emphatically seen in three areas: Automatic Identification System(AIS), Electronic Chart Display and Information System(ECDIS), and Voyage Data Recoreder(VDR). In order to make these new instruments to be fitted on board commerical ships, international requirements for enhacing the safety of navigation on the world's waterways, the Chapter V of International Convention for the Safety of Life at sea, 1974 as ameded(hereinafter referred to as "SOLAS"), are being also changed.o changed.

  • Ship manoeuvring simulator has been widely utilized for training mariners, for assessing safety, for developing harbour and port, and for designing ships. We discuss a ship manoeuvring simulator which has been newly developed by Korea Maritime University. The simulator consists of simulator bridge and control console. All the computers used in the simulator are connected with one another by UDP or TCP network system. All the instruments are connected with interface computer by signal line which is controlled by RS232 communication protocol, or by voltage controlled A/D board. Next the mathematical model of ship manoeuvring motion in harbour areas, and ship and terrain modeling technique are also briefly discussed. Finally using the simulator an experiment of distance cognition and a simulation example of berthing/deberthing manoeuvre are shown.

  • Reduction of a ship's rolling is the most important performance requirement for improving the safety of the crew on board and preventing damage to cargos as well as improving the comfort of the ride. A mass driving anti-.oiling system (MD-ARS) might be one candidate of several systems against the ship's rolling. As the movable range of the mass on the ship is finite, the control system must include restriction on the mass position to protect the device and the ship. This restriction usually causes windup phenomenon and control performance is deteriorated seriously. We adopt anti-windup technique to improve the control performance and demonstrate its efficiency by simulation.

해양환경관리 관련 각종 국제협약의 국내 수용 현황 (Domestic Status for Acceptance of Various International Conventions relating to Marine Environment Management)

  • 각종 국제협약의 채결 및 개정안에 따라서, 특히 73/78 국제해양오염방지협약에 의하여 제정되고 개정되어 온 해양오염방지 협약과 같은 국내법들을 살펴보고 국제협약들의 주요 내용과 비교하였다. 그리고 현존의 국제협약 또는 새로운 국제협약의 새로운 내용 및 최근의 개정내용에 따라서 해양오염방지법과 같은 현행 국내법을 개정하거나 새로운 국내법을 제정하는 몇 가지 대안을 제시하였다. 73/78 국제해양오염방지협약의 부속서 6장을 최근에 대기환경보전법으로 수용하지 않고 해양오염방지법으로 수용하였다. 선박 밸러스트수 배출을 통한 외래유해생물종의 침입을 방지하고 국내 해양생태계와 연안환경을 보호하기 위하여 선박밸러스트수침전물관리협약을 해양오염방지법으로 수용하거나 새로운 법을 제정하여 수용하여야 한다. 선박의 유해한 방오시스템 통제를 위한 국제협약을 유해화학물질관리법으로 수용하기보다는 해양오염방지법으로 수용하여야 한다. 선상 잔유 유성혼합물의 빌지수를 함유한 해철유조선을 선진국에서 개발도상국이나 후진국으로 국가 간 이동하는 것을 방지하기 위하여 유해화학물질의 국가간 이동을 규제하고 금지하는 바젤협약올 해양오염방지법으로 수용함으로써 종국적으로는 세계의 해양환경보전에 기여하여야 한다.

자율운항선박의 원격검사를 위한 영상처리 기반의 아날로그 게이지 지시바늘 객체의 식별 (Identifying Analog Gauge Needle Objects Based on Image Processing for a Remote Survey of Maritime Autonomous Surface Ships)

  • 최근 자율운항선박 관련 연구개발과 상용화가 급속하게 진행됨과 동시에 자율운항선박의 감항성 확보를 위하여 선박에 설치된 각종 장비 상태를 원격지에서 검사할 수 있는 방법 역시 연구되고 있다. 특히, 각종 장비에 부착된 아날로그 게이지의 값을 영상처리를 통해 획득할 수 있는 방법이 주요 이슈로 부각되고 있는데, 그 이유는 영상처리 기법을 이용하면 이미 설치되었거나 또는 설치 예정인 다수의 장비를 변형 또는 변경하지 않고 비접촉식으로 게이지의 값을 검출할 수 있어서 장비의 변형 또는 변경에 따른 선급의 형식승인 등이 필요하지 않은 장점이 있기 때문이다. 본 연구의 목적은 잡음이 포함된 아날로그 게이지의 영상 중에서 동적으로 변하는 지시바늘의 객체를 식별하는데 있다. 지시바늘 객체의 위치는 정확한 게이지 값의 판독에 영향을 미치는데, 게이지 값을 정확하게 판독하기 위해서는 우선하여 지시바늘 객체의 식별이 중요하다. 지시바늘 객체의 식별 작업을 위한 영상은 비상소화펌프 모형에 부착한 수압 측정용 아날로그 게이지를 이용하여 획득하였다. 획득한 영상은 가우시안 필터와 임계처리 그리고 모폴로지 연산 등을 통해서 사전처리한 후, 허프 변환을 통해서 지시바늘의 객체를 식별하였다. 실험결과, 잡음이 포함된 아날로그 게이지의 영상에서 지시바늘의 중심과 객체가 식별됨을 확인하였고, 그 결과 본 연구에 적용한 영상처리 방법이 선박에 장착된 아날로그 게이지의 객체 식별에 적용될 수 있음을 알았다. 본 연구는 자율운항선박의 원격검사를 위한 하나의 영상처리 방법으로 적용될 것으로 기대된다.
