Methodological Implications of Employing Social Bigdata Analysis for Policy-Making : A Case of Social Media Buzz on the Startup Business (빅데이터를 활용한 정책분석의 방법론적 함의 : 기회형 창업 관련 소셜 빅데이터 분석 사례를 중심으로)

  • In the creative economy paradigm, motivation of the opportunity based startup is a continuous concern to policy-makers. Recently, bigdata anlalytics challenge traditional methods by providing efficient ways to identify social trend and hidden issues in the public sector. In this study the authors introduce a case study using social bigdata analytics for conducting policy analysis. A semantic network analysis was employed using textual data from social media including online news, blog, and private bulletin board which create buzz on the startup business. Results indicates that each media has been forming different discourses regarding government's policy on the startup business. Furthermore, semantic network structures from private bulletin board reveal unexpected social burden that hiders opening a startup, which has not been found in the traditional survey nor experts interview. Based on these results, the authors found the feasibility of using social bigdata analysis for policy-making. Methodological and practical implications are discussed.

  • With the increasing number of health consumers aiming for a happy quality of life, the O2O medical marketing market is activated by choosing reliable health care facilities and receiving high quality medical services based on the medical information distributed on web's blog. Because unstructured text data used on the Internet, mobile, and social networks directly or indirectly reflects authors' interests, preferences, and expectations in addition to their expertise, it is difficult to guarantee credibility of medical information. In this study, we propose a blog reading system that provides users with a higher quality medical information service by classifying medical information blogs (medical blog, ad blog) using bigdata and MLP processing. We collect and analyze many domestic medical information blogs on the Internet based on the proposed big data and machine learning technology, and develop a personalized health information recommendation system for each disease. It is expected that the user will be able to maintain his / her health condition by continuously checking his / her health problems and taking the most appropriate measures.

Prediction of Agricultural Purchases Using Structured and Unstructured Data: Focusing on Paprika (정형 및 비정형 데이터를 이용한 농산물 구매량 예측: 파프리카를 중심으로)

  • Consumers' food consumption behavior is likely to be affected not only by structured data such as consumer panel data but also by unstructured data such as mass media and social media. In this study, a deep learning-based consumption prediction model is generated and verified for the fusion data set linking structured data and unstructured data related to food consumption. The results of the study showed that model accuracy was improved when combining structured data and unstructured data. In addition, unstructured data were found to improve model predictability. As a result of using the SHAP technique to identify the importance of variables, it was found that variables related to blog and video data were on the top list and had a positive correlation with the amount of paprika purchased. In addition, according to the experimental results, it was confirmed that the machine learning model showed higher accuracy than the deep learning model and could be an efficient alternative to the existing time series analysis modeling.

  • As of late December 2019, the spread of COVID-19 pandemic began which put the entire world in panic. In order to overcome the crisis and minimize any subsequent damage, the government as well as its affiliated institutions must maximize effects of pre-existing policy support and introduce a holistic response plan that can reflect this changing situation- which is why it is crucial to analyze social topics and people's interests. This study investigates people's major thoughts, attitudes and topics surrounding COVID-19 pandemic through the use of social media and big data. In order to collect public opinion, this study segmented time period according to government countermeasures. All data were collected through NAVER blog from 31 December 2019 to 12 December 2020. This research applied TF-IDF keyword extraction and LDA topic modeling as text-mining techniques. As a result, eight major issues related to COVID-19 have been derived, and based on these keywords, this research presented policy strategies. The significance of this study is that it provides a baseline data for Korean government authorities in providing appropriate countermeasures that can satisfy needs of people in the midst of COVID-19 pandemic.
