Over the last decade, droughts have become more severe and frequent in many regions, and several studies have been conducted to explore the recent drought. Copula-based bivariate drought frequency analysis has been widely used to evaluate drought risk in the context of point frequency analysis. However, the relatively significant uncertainties in the parameters are problematic when available data are limited. For this reason, the primary purpose of this study is to develop a regional drought frequency model based on the Copula function. All parameters, including marginal and copula functions in the regional frequency model, were estimated simultaneously. Here, we present a case study of recent drought 2013-2015 over the Han-River watershed where severe drought risk is consistently found to increase. The proposed model provided a reliable way to significantly reduce the uncertainty of parameters with a Bayesian modeling framework. The uncertainty of the joint return period in the regional frequency analysis is nearly three times lower than that of the point frequency analysis. Accordingly, DIC values in the regional frequency analysis model are significantly decreased by 15. The results confirm that the proposed model is not only reliably representing characteristics of historical droughts and dependencies between drought variables, but also providing the efficacy of understanding regional drought characteristics.

This study explored the 2022 drought over the Nakdong River watershed. Here, we developed a bivariate regional frequency analysis method to evaluate the risk of hydrological drought. Currently, natural streamflow data are generally limited to accurately estimating the drought frequency. Under this circumstance, the existing at site frequency analysis can be problematic in estimating the drought risk. On the other hand, a regional frequency analysis could provide a more reliable estimation of the joint return periods of drought variables by pooling available streamflow data over the entire watershed. More specifically, the Copula-based regional frequency analysis model was proposed to effectively take into account the tail dependencies between drought variables. The results confirmed that the regional frequency analysis model showed better performance in model fit by comparing the goodness-of-fit measures with the at-site frequency analysis model. We find that the estimated joint return period of the 2022 drought in the Nakdong River basin is about eight years. In the case of the Nam river Dam, the joint return period was approximately 20 years, which can be regarded as a relatively severe drought over the last three decades.

Due to the short period of precipitation data in Korea, the uncertainty of drought analysis is inevitable from a point frequency analysis. So it is desired to introduce a regional drought frequency analysis. This study first extracted drought characteristics from 3-month and 12-month moving average rainfalls which represent short and long-term droughts, respectively. Then, the homogeneous regions were distinguished by performing a principal component analysis and cluster analysis. The Korean peninsula was classified into five regions based on drought characteristics. Finally, this study applied the bivariate frequency analysis using a kernel density function to quantify the regionalized drought characteristics. Based on the bivariate drought frequency curves, the drought severities of five regions were evaluated for durations of 2, 5, 10, and 20 months, and return periods of 5, 10, 20, 50, and 100 years. As a result, the largest severity of drought was occurred in the Lower Geum River basin, in the Youngsan River basin, and over in the southern coast of Korea.

Recently, the frequency and intensity of meteorological disasters have increased due to climate change. In South Korea, there are regional differences in vulnerability and response capability to cope with climate change because of regional climate characteristics. In particular, drought results from various factors and is linked to extensive meteorological, hydrological, and agricultural impacts. Therefore, in order to effectively cope with drought, it is necessary to use a composite drought index that can take into account various factors, and to evaluate future droughts comprehensively considering climate change. This study evaluated hydrologic risk(${\bar{R}}$) of future drought in the Nakdong River basin based on the Dynamic Naive Bayesian Classification (DNBC)-based composite drought index, which was calculated by applying Standardized Precipitation Index (SPI), Streamflow Drought Index (SDI), Evaporate Stress Index (ESI) and Water Supply Capacity Index (WSCI) to the DNBC. The indices used in the DNBC were calculated using observation data and climate scenario data. A bivariate frequency analysis was performed for the severity and duration of the composite drought. Then using the estimated bivariate return periods, hydrologic risks of drought were calculated for observation and future periods. The overall results indicated that there were the highest risks during the future period (2021-2040) (${\bar{R}}$=0.572), and Miryang River (#2021) had the highest risk (${\bar{R}}$=0.940) on average. The hydrologic risk of the Nakdong River basin will increase highly in the near future (2021-2040). During the far future (2041-2099), the hydrologic risk decreased in the northern basins, and increased in the southern basins.

최근 이변량 가뭄 빈도해석시 Copula 함수 기반의 빈도해석모델을 활용한 분석이 이루어지고 있다. 그러나 기존 연구에서는 이변량 가뭄 빈도해석시 지점빈도해석에 국한되어 분석이 이루어지며, 지역을 대표하는 수문자료의 특성이 반영된 빈도분석에 대한 연구는 미진한 실정이다. 이에 본 연구에서는 Bayesian 기법과 이변량 Copula 가뭄 빈도해석 기법을 연계한 Bayesian 이변량 Copula 지역빈도해석 모델을 개발하였다. 개발된 모델에 모의자료를 적용하여 가정한 가뭄특성 및 매개변수를 추정하였으며, 유사하게 도출된 결과를 통해 모델의 적합성을 평가하였다. 최종적으로 최근 발생한 가뭄사례를 중심으로 이변량 가뭄 지역빈도해석을 수행한 결과, 기존 지점빈도해석보다 가뭄의 특성을 효과적으로 반영된 빈도해석이 이루어지는 것을 확인하였으며, 기존 Copula 모델에 Bayesian 기법을 도입하여 매개변수에서 발생하는 불확실성을 정량화 하였다. 본 연구에서 제안된 모델의 검증과정과 도출된 결과를 통해 가뭄자료의 지역적 분포특성 및 자료간의 상관성을 효과적으로 재현하는데 유리할 뿐만 아니라, 매개변수의 불확실성을 평가할 수 있는 장점을 제공할 것으로 판단된다.

최근 지구온난화가 가속화되면서 전 세계적으로 기상재해가 급증하고 있다. 특히 강우패턴의 변화를 고려한 강수 전망 연구결과는 온실가스 농도 증가로 호우나 가뭄, 대설 등이 지역에 따라 서로 상반되는 변화를 가져올 가능성이 있으며, 우리나라의 경우도 극한강수의 발생빈도가 1990년대 후반 이래로 뚜렷하게 증가하는 경향을 보이고 있다. 현재 우리나라에서도 이러한 기후변화에 대비하기 위해 여러 가지 가뭄연구를 수행하고 있는 실정이다. 일반적으로 가뭄의 해석에는 그 목적에 따라 여러 가지 지표를 이용하여 가뭄을 정의하며, 그 중 강수 및 하천유량 등은 기상 및 수문학적 가뭄을 판단하기 위한 지표로 널리 사용되고 있다. 특히 강수의 부족은 가뭄의 주된 요인이라 할 수 있으며, 가뭄의 정량적 평가에 효과적으로 이용될 수 있다. 즉 평균수준(혹은 절단수준)을 설정하고 가뭄의 지속기간, 심도, 발생빈도 등을 정의한 후, 이를 시계열 분석하여 가뭄의 특성을 분석하는 것이다. 또한 가뭄은 지속기간과 심도를 주요 특성변수를 가지는 이변량 수문사상이므로, 이를 반영한 확률 및 통계학적 해석방법의 적용이 반드시 필요하다. 그러므로 본 연구에서는 우리나라의 가뭄특성을 가뭄지속기간과 심도의 이변량을 동시에 고려하여 지점별 가뭄빈도해석을 수행하였으며, 지역별 가뭄발생특성을 고려하여, 강우관측지점별 과거에 발생한 최대가 뭄사상에 대한 가뭄위험도를 계산하였다. 그 결과, 우리나라 지점별 미래에 연속되는 10, 50, 100, 150년에 따라 과거의 최대가뭄이 발생할 확률을 지도로 도시하여 지역적 가뭄위험도를 분석하여 가뭄위험지역을 예상하였다. 이는 우리나라 내 가뭄취약지역의 우선순위를 결정하고, 실제로 국가적인 차원에서의 장기적인 가뭄관리를 하는 데 있어, 가뭄취약지역별 차별성 있는 가뭄대응방안을 마련하는 데 있어서도 하나의 객관적 근거로 활용될 수 있을 것으로 판단된다.

가뭄으로 인해 발생할 수 있는 가장 심각한 피해는 용수 부족으로 인한 수자원 시스템의 용수공급 실패이며, 따라서 가뭄 위험도는 사용 가능한 용수의 부족과 관련하여 정량화되어야 한다. 이러한 맥락에서 수자원 시스템의 가뭄 위험도를 평가하기 위해 주로 신뢰도(reliability), 회복도(resiliency) 및 취약도(vulnerability)와 같은 세 가지 이수안전도 평가지표가 사용된다. 이러한 평가지표는 각각 용수공급 실패가 평균적으로 얼마나 자주 발생하는지, 얼마나 오래 지속되는지, 또한 어느 정도의 규모로 발생하는지를 위험도를 정량화하는 것으로, 용수공급 실패사상의 빈도, 지속기간 및 심도를 나타낸다. 본 연구에서 DRI(Drought Risk Index)는 신뢰도, 평가도 및 회복도의 가중평균값으로 정의되며, 이는 지속기간과 심도를 변수로 하는 이변량 가뭄빈도해석과 같은 변수를 공유한다. 본 연구에서는 두 가지 형태의 DRI 를 이용하여 지역 가뭄 위험도 평가 기준 산정 방안을 제시하였다. DRI_O(observed DRI)는 용수부족 시계열을 통해 산정된 공급실패 사상으로부터 산정되며, DRI_D(designed DRI)는 이변량 빈도해석을 통해 산정된 특정 지속기간을 갖는 확률가뭄심도로부터 계산된다. 기후변화 시나리오를 이용해 DRI_O 를 산정함으로써 미래의 이수안전도를 예측할 수 있으며, 이를 DRI_D 와 비교하여 지역의 용수부족으로 인한 가뭄 위험도를 산정하는 방법을 제안하였다. 또한 기존에는 주로 과거 최대 가뭄사상을 목표안전도로 설정하였으나 DRI_D 를 이용하여 보다 현실적인 목표안전도를 설정할 수 있다. 낙동강 권역의 10 개 중권역의 10 개 기후변화 시나리오를 대상으로 분석을 수행한 결과 병성천 유역과 형산강 유역이 각각 최저 및 최고 위험도를 갖는 것으로 분석되었으며, 지역 안전도 기준은 평균적으로 재현기간 5-20 년 사이의 범위를 갖는 것으로 나타났다.
