  • This current study aims to investigate the reason for the low birth rate and increasing aging populations. It aims to offer potential countermeasures and possible solutions that might alleviate the decreasing birth rate and exponentially increasing aging populations. The present research has sought out to uncover the origin of the low birth rates and increasing aging populations by compiling various past studies and statistics in South Korea. It includes additional support from the government for working career women in easing their burden for raising a child and allocating the appropriate funds for the increasing elderly populations. The decreasing birth rate can be contributed as a side effect of the past policies passed in South Korea and in turn created an increase in the aging populations. Policies to tackle this current issue needs to be further investigated and employed for the future of the economic and sociological stability of the society. Consistent efforts need to be made to dispel the continuing decrease for birth rates and alarmingly increasing aging populations. Policies and redistribution of government funds are some of the many things that need to be revised.

  • The purpose of this study was to examine the relationship between the child care support policies and the birth rate in 33 OECD countries. In the structural equation modelling, the birth rate was the dependent variable while the cash-support policies, the child-care facility service policies, and the tax benefits policies were the independent variables. The analysis showed that the most effective factor on the birth rate was the child-care facility service policies. Regarding the effectiveness of the policy expenses, the cash-support policies showed stable fluctuation of effectiveness according to the fluctuation of cash amount, the child-care facility service policies. In conclusion, in order to increase the effectiveness of the cash-support policies, the adequate cost calculation to decrease the parents' burden for child-bearing, re-allocation of budget, and support methods and timing should be continually discussed. In addition, for the better effectiveness of the facility service policies, more various, comprehensive and high-quality facility service policies that could balance home and work, should be implemented.

  • This study agrees with the seriousness of the low birth phenomenon in our country and discusses the analysis of the causes of low birth and the establishment of the policy measures for early childhood education and child care in relation to the low birth phenomenon. In particular, the purpose of the policy is to establish a policy plan for up-to-down early childhood education and child care that can be reflected in the policy by members related to early childhood education, breaking away from the existing one for top-down child education and child care. To this end, the research was conducted using Delphi technique and 20 experts in the field of early childhood education and child care were organized into expert panels. In this study, seven policies were proposed for opportunity compliance, eleven policies for service compliance, eight policies for compliance with goods/gift certificates/tax reduction, seven policies for compliance with cash benefits, and five policies for compliance with power. We hope that the bottom-up education and childcare policy measures proposed in this study will provide specific implications and suggestions for resolving the low birth rate.

  • The purposes of this study were to identify and compared the selection conditions of spouses and the perceptions of marriage and childbirth by sex. Moreover, this study tried to find the number of child the study subjects want to have in their marriage and what factors were important for whether they have no or one child or more than two children. The study subjects were college students who were belong to 6 health care related departments selected randomly from all health care related departments in one metropolitan area. In the selection conditions as their spouses, they ranked 'love', 'personality' and 'wealthiness' as important factors in order. Male ranked females' employment as 10th but female ranked it 5th. In conclusion, there were concordances and dis-concordances on the perceptions of marriage and child birth by sex. Understanding these factors caused by gender roles in our society could contribute to making new policies for promoting marriage rate in younger age and overcoming the problems of low birth rates by giving more specific data to policy makers for increasing child birth rate.

The basic plan aims at recovering the fertility rate to the appropriate level and improving the social and economic systems in preparation for the aged society. The main objective of this study was to examine the effects of fertility policies on childbirth by birth order. The serial logistic regression analyses revealed that establishing the health and nutrition system for maternity and children, and expanding of tax and social insurance benefit were effective policy measures to increase childbirths of first children, while the policy measures establishing the health and nutrition system for maternity and children, supporting for daycare and pre-school education, and work-life balance were effective to childbirths of second or third children in 2007. However, the policies of supporting for costs of test-tube baby and expanding childcare infra didn't have any significant influences on childbirths in 2007. The implications of study results were discussed.

  • This study aims to analyze whether both childcare subsidy and childcare leave policies have moderating effects on the relationship between Korean women's value of children and their intentions for subsequent childbirth. The data are used from the 2015 National Survey on Fertility and Family Health and Welfare. Both hierarchical multiple regression analysis and moderated regression analysis are used for statistical analysis. The findings from the study are as follow. First, the ideal number of children, instrumental values, and emotional values have positive effects on the intentions for subsequent childbirth after controlling for background variables(level of education, income, age, and number of children). Second, childcare leave policy has no significant effect on the intentions for subsequent childbirth while childcare subsidy policy has the negative effect. Third, only childcare subsidy policy has moderating effects on the relationship between instrumental, emotional values, and the intentions for subsequent childbirth. These results suggest that policies enhancing the value of children should be implemented in addition to traditional birth rate policies. Furthermore, new birth rate polices are needed for those married women who have a high possibility of subsequent childbirth.

Therefore, it is worthwhile to study a general understanding about the low fertility rate phenomenon and to investigate the effectiveness of fertility policies in order to ameliorate the resulting social problems due to the low fertility rate. This research was a descriptive examination into the low fertility rate phenomenon and an investigation of the needs for fertility potties and their effectiveness. The study subjects were consisted of 769 unmarried people aged from 18 to 40 years old. Data were collected from June to August 2004 and were analyzed by frequencies, mean, and standard deviation. The following results were revealed. First, unmarried people in general had positive perspectives about getting marriaged, giving birth, and being a parent. In addition, the primary cause of low fertility rate was economical difficulties for raising a child. Third, unmarried people thought that the low fertility rate phenomenon resoled in both positive and negative changes in a society. Fourth, policies for economical supports for raising children, establishing social atmosphere for gender equality, and trustful public educational systems were the political alternatives that people really wanted for having a child in the future. Effective alternatives for policies and strategies to address the low fertility rate problems are suggested in the discussion section.

  • Purpose: This study was to explore subjectivity on childbearing in high school students. Methods: A Q-methodology which provides a method of analyzing the subjectivity of each type was used. Forty-three high school students classified 40 selected Q-statements into 9 points standard. The obtained data were analyzed by using the pc-QUANL program. Results: High school students' subjectivity on childbearing were analyzed into two types: Type 1 turned out to be 'FOLS (family oriented life style)' and Type 2 'CINK (couple important no kid)'. Conclusion: In order to resolve such problems as low birth rate and the advanced age of the population, effective youth and adult programs, policy and institution are required. The current demographic, economic and other factors such as personal values and policies may lower birth rate. In particular, youths' need for children and birth rate tend to be lower. There are positive and negative patterns in high school students' subjectivity on childbearing. Thus, national and social efforts are needed to change negative factors into positive ones. In order to maintain positive subjectivity on childbearing in high school students, it is necessary to apply family-centered educational programs and to implement birth-friendly and realistic programs for promoting child birth.
