보건관련학과의 생물테러교육 필요성에 대한 조사 및 교육현황 (A Proposal on the Development of Bioterrorism education for Public health personnel)

  • Recently keeping pace with globalization, many international conferences and athletic games are being held in Korea. After 911 terror in New York in 2001, Korean government dispatched Zaytun Division in Iraq and this fact has also led to voice concerns that Korea should be prepared to protect from biological terrors as soon as possible. It is important to develop the bioterrorism emergency medical training for public health students including paramedic in Korea. So I propose the development of bioterrorism education curriculum.

  • 바이러스, 세균, 곰팡이, 독소 등을 이용한 생물테러는 사회불안을 일으키고 사람들에게 치명적인 병을 일으킨다. 2001년 911테러를 겪으면서 생물테러 대비에 대한 중요성이 강조되고 있다. 따라서, 보건관련 종사자들은 이런 생물테러 발생이 있을 때 주도적인 역할을 하는 사람들이다. 본 연구의 목적은 보건관련 교수들에게 설문을 통해 생물테러 교육현황에 대해 알아보고자 하는데 있다. 보건관련 대학에서 학생들에게 생물테러 대비에 대한 교육을 실시하여 향후 언제 발생할지 모르는 생물테러에 대한 대비와 대처능력을 갖게 하는 것이 중요하다. 보건관련 대학에서 학생들에게 생물테러 대비에 대한 교육을 실시하여 향후 언제 발생할지 모르는 생물테러에 대한 대비와 대처능력을 갖게 하는 것이 중요하다. 연구는 2007년 3월 10일부터 6월 10일까지 3달간 우편설문조사로 진행되었다. 응급구조학과 23개교, 임상병리학과 25개교, 기타 보건관련학과에도 우편으로 설문을 배포하였다. 응급구조학과, 임상병리학과, 기타 보건관련 교수들의 97.6%에서 생물테러 교육 경험이 없었다고 응답하였다. 생물테러 교육의 내용으로 비상사태 및 재난의 정의와 특성, 테러 및 생물테러의 정의, 생물테러의 역사, 생물테러의 일반적 특성, 생물테러 가능병원체의 종류, 대비, 체계적 대응, 의학적 대응이다. 이상의 결과를 바탕으로 생물테러 교육과정을 개발하여 재난 대비 교육을 실시하고자 한다.

  • Following the Anthrax bioterrorism attacks in the US in 2001, the Korean government established comprehensive countermeasures against bioterrorism. These measures included the government assuming management of all infectious agents that cause diseases, including smallpox, anthrax, plaque, botulism, and the causative agents of viral hemorrhagic fevers (ebola fever, marburg fever, and lassa fever) for national security. In addition, the Korean government is reinforcing the ability to prepare and respond to bioterrorism. Some of the measures being implemented include revising the laws and guidelines that apply to the use of infectious agents, the construction and operation of dual surveillance systems for bioterrorism, stockpiling and managing products necessary to respond to an emergency (smallpox vaccine, antibiotics, etc.) and vigorously training emergency room staff and heath workers to ensure they can respond appropriately. In addition, the government's measures include improved public relations, building and maintaining international cooperation, and developing new vaccines and drugs for treatments of infectious agents used to create bioweapons.

보건의료 교육기관에서 생물테러 관련 교육 현황조사 및 학습목표 개발 (Education of Bioterrorism Preparedness and Response in Healthcare-associated Colleges-Current Status and Learning Objectives Development)

  • Objectives: Bioterrorism (BT) preparedness and response plans are particularly important among healthcare workers who will be among the first involved in the outbreak situations. This study was conducted to evaluate the current status of education for BT preparedness and response in health care-related colleges/junior colleges and to develop learning objectives for use in their regular curricula. Methods: We surveyed all medical colleges/schools, colleges/junior colleges that train nurses, emergency medical technicians or clinical pathologists, and 10% (randomly selected) of them that train general hygienists in Korea. The survey was conducted via mail from March to July of 2007. We surveyed 35 experts to determine if there was a consensus of learning objectives among healthcare workers. Results: Only 31.3% of medical colleges/schools and 13.3% of nursing colleges/junior colleges had education programs that included BT preparedness and responses in their curricula. The most common reason given for the lack of BT educational programs was 'There is not much need for education regarding BT preparedness and response in Korea'. None of the colleges/junior colleges that train clinical pathologists, or general hygienists had an education program for BT response. After evaluating the expert opinions, we developed individual learning objectives designed specifically for educational institutions. Conclusions: There were only a few colleges/junior colleges that enforce the requirement to provide education for BT preparedness and response in curricula. It is necessary to raise the perception of BT preparedness and response to induce the schools to provide such programs.

현대사회의 환경변화에 따른 Bio-Terror의 위협요인 연구 (A Study on the Threat of Biological Terrorism in modern society)

  • In recent years, there is growing concern about the potential use of biological agents in war or acts of terrorism accompanied an increased realization that rapid preparedness and response are needed to prevent or treat the human damage that can be caused by these agents. The threat is indeed serious, and the potential for devastating numbers of casualties is high. The use of agents as weapons, even on a small scale, has the potential for huge social and economic disruption and massive diversion of regional and national resources to combat the threat, to treat primary disease, and to clean up environmental contamination. Biological weapons are one of weapons of mass destruction (or mass casualty weapons, to be precise. since they do not damage non-living entities) that are based on bacteria, viruses, rickettsia, fungi or toxins produced by these organisms. Biological weapons are known to be easy and cheap to produce and can be used to selectively target humans, animals, or plants. Theses agents can cause large numbers of casualties with minimal logistical requirements (in wide area). The spread of disease cannot be controlled until there is awareness of the signs of infection followed by identification of agents; and if the organism is easily spread from person to person, as in the case of smallpox, the number of casualties could run into the tens of thousands. Biological weapons could be used covertly, there can be a lot of different deployment scenarios. A lot of different agents could be used in biological weapons. And, there are a lot of different techniques to manufacture biological weapons. Terrorist acts that make use of Biological Agents differ in a number of ways from those involving chemicals. The distinction between terrorist and military use of Biological Weapon is increasingly problematic. The stealthy qualities of biological weapons further complicate the distinction between terrorism and war. In reality, all biological attacks are likely to require an integrated response involving both military and civilian communities. The basic considerations when public health agencies establish national defence plan against bioterrorism must be 1) arraying various laws and regulations to meet the realistic needs, 2)education for public health personnels and support of concerned academic society, 3)information collection and cooperative project with other countries, 4)Detection and surveillance(Early detection is essential for ensuring a prompt response to biological or chemical attack, including the provision of prophylactic medicines, chemical antidotes, or vaccines) and 5) Response(A comprehensive public health response to a biological or chemical terrorist event involves epidemiologic investigation, medical treatment and prophylaxis for affacted persons, and the initiation of disease prevention or environmental decontamination measures). The purpose of this paper is providing basic material of preparedness and response for biological terrorism in modern society.
