생산공정이용 LMO 국내·외 안전관리제도 및 현황 (The Status of Biosafety Management and Control for industrial Contained use of LMOs)

  • "Contained use" means using LMOs during manufacturing processes within a facility, equipment or other physical structures to prevent the spread of LMOs to the external environment. LMOs and their substances not only have played an essential role in various industries in different ways, but also have made to spread concerns in Biosafety widely. In Korea, the LMO Act is to implement the Cartagena Protocol on Biosafety' since 1st Jan 2008. This is focused on Biosafety and Risk management for LMOs according to the precautionary principle.

  • Biotechnology is certainly one of the major landmarks in the 20th century history of science. It may produce enormous utility to human beings, but at the same time, it carries huge potential risks to the environment and public health. Thus, with a view to securing safety for the environment and public health in relation to the development and use of living modified organisms (LMOs), the Cartagena Protocol on Biosafety was adopted, in which a regulation Procedure as to the transboundary movements, transportation, handling, and use of LMOs were drawn up. In order to prepare for the entry into force of the Protocol, the Republic of Korea legislated the "Act on the Transboundary Movements of living modified organisms(hereinafter referred as the 'Act')" in Mar 2001, and has pre-announced the enactments of the enforcement ordinance and the enforcement regulation to the Act. Pursuant to the Act, the Ministry of Commerce, Industry and Energy, as a Competent National Authority, is making efforts to implement domestic biosafety schemes in cooperation with other bio-related government ministries. In order for these efforts to reap fruits, industry, academia, and research institutions should cooperate with one another, and civic groups and NGOs should narrow the differences in opinions and timely respond to the fast-changing situations. Focusing on the precautionary principle, the Protocol puts a great emphasis on the importance of information sharing amongst countries, and the Act also follows this principle. In order to gurantee biosafety, countries around the world, including the ROK, agreed to establish National Biosafety Clearing, designed to provide the information on the export/import of LMOs, R'||'&'||'Ds, risk assessment, safety control, etc. and register it on the CBD Central Biosafety Clearing House.e.

바이오안전성의정서에서의 책임복구체제에 관한 법적 고찰 (A Legal Analysis on the Liability and Redress Regime under the Cartagena Protocol on Biosafety)

  • This study reviews the proposed liability and redress regime under the Cartagena Protocol on Biodiversity. Several core elements for the regime are discussed in comparison with those listed in the 1999 Basel Protocol on Liability and Compensation for Damage resulting from the Transboundary Movements of Hazardous Wastes and their Disposal. These are (1) scope of the rules and procedures; (2) channeling of liability; (3) legal standing; (4) definition of damage; (5) standard of care; (6) ancillary sources of compensation; (7) limitation of liability; (8) financial guarantees; and (9) mutual recognition and enforcement of judgments. Korea has given relatively little attention to the issue of liability and redress in the context of LMOs trade. As the Protocol is expected to enter into force soon, Korea needs to develop appropriate implementing domestic mechanisms for the Biosafety Protocol. Establishing an adequate domestic liability and compensation scheme will be one of the most important mechanisms not only to comply the Protocol but to ensure safety of LMOs in general. A further research is needed on the basis of a comparision of relevant legislations in different countries as well as analysis of current laws related to the accidents arising from LMOs trade, such as product liability laws, food safety laws, liability provisions in some environmental legislations.

유전자변형 생물체의 위해성평가 (Risk Assessment of Genetically Modified Organisms)

  • New breeding method by genetic engineering is expected as a key technology to solve food shortage due to the growing world population in the year 2000s. Many genetically modified organisms (GMOs) were already developed and the commercial cultivation had started. The first GMO, Flavr Savr tomato, which rotted at a much slower pace than ordinary ones, was developed in US in 1994. Since then, over than 70 different agricultural products including corn, cotton, soybean, papaya, potato, and squash made with genetically modified plants are reportedly on sale worldwide. Supporters favor the GMOs because they have greater yields, longer shelf lives and stronger resistance to disease and insects. On the other hand, opponents say that the supporters ignore a potential danger that they may damage the environment as well as human beings. To assure the safe development and use of GMOs as food and other biotech products, the possible risks on biological environment and human health should be throughly examined and regulated by developer and government. Because the biosafety problem is a global, environmental, and trade issue, a new international treaty is under development. The Cartagena Protocol on Biosafety was adopted at the 1 st Extraordinary Conference of Parties of the Convention on Biological Diversity which was held at Mont-real, Canada, Jan. 29th, 2000. The adoption of the Protocol is seen as a breakthrough in that it is based on the" Precautionary Principle" despite scientific uncertainties surrounding potential risks that GMOs may inflict on human health and the environment and that it has laid the ground for introduction of specific steps to handle international trading of GMOs. In this paper, the authors would like to introduce the current status and perspective of environmental and human risk assessment of GMOs.t of GMOs.

우려 화학물질에 대한 필수 용도 개념 적용 - PFAS, 6PPD, Benzene 중심으로 - (Application of the Essential Uses Concept to Substances of Concern - PFAS, 6PPD and Benzene -)

  • Background: There is growing international recognition of the need for improvements to national chemical management systems for hazardous chemicals. The European Union has recently introduced the concept of 'essential uses' as a new approach to the management hazardous chemicals by limiting their uses. Objectives: This paper examines the concept of essential uses in chemical management and how to apply it through a case study of essential use. This approach is distinct from the current chemical management system, but seeks to improve its potential benefits by effectively restricting or gradually decreasing the use of hazardous substances. Methods: The concept of essential uses was introduced by reviewing the Montreal Protocol on Substances that Deplete the Ozone Layer, Cousins's three essentiality categories applied to PFAS, restriction options assessed in the PFAS restriction proposal under REACH, and the California Safer Consumer Products regulations prioritizing 6PPD in motor vehicle tires. Based on these essential uses concepts for PFAS and 6PPD, uses of benzene were classified in accordance with the essential uses approach for products using benzene in South Korea. Results: The essential use concept is able to manage the restriction and authorization of substances of concern through essential uses and non-essential uses and the feasible substitution of uses and substances. Conclusions: If the concept and methodology of essential uses are clearly established, they can be expected to shift the national chemical management paradigm from regulating substances to limiting uses under the existing substance management system.

Utilization of the bar gene to develop an efficient method for detection of the pollen-mediated gene flow in Chinese cabbage (Brassica rapa spp. pekinensis)

  • To develop an efficient screening method for detection of the transgene in Chinese cabbage (Brassica rapa spp. pekinensis) utilizing Basta spray, optimal conditions for Basta application were examined in this study. Two transgenic Chinese cabbage lines were obtained through Agrobacterium-mediated transformation and used as transgenic positive controls in the Basta screening experiment. Differential concentrations of glufosinate-ammonium were sprayed into three different growth stages of 12 commercial Chinese cabbage cultivars. The results showed that no plants could survive higher than 0.05% glufosinate-ammonium, and plants at the 2-3 leaf stage were most vulnerable to glufosinate-ammonium. On the other hand, no damage was observed in the transgenic control plants. Reliability of the Basta spray method was proven by showing perfect co-segregation of the tolerance to glufosinate-ammonium and the presence of the bar gene in T1 segregating populations of the transgenic lines, as revealed by both PCR and Southern blot analyses. Using the developed Basta screening method, we tried to investigate the transgene flow through pollen dispersal, but failed to detect any transgene-containing non-transgenic Chinese cabbages whose parents had been planted adjacent to transgenic Chinese cabbages in field conditions. However, the transgene was successfully detected using Basta spray from the non-transgenic plants bearing the transgene introduced by hand-pollination. Since the Basta spray method developed in this study is easy to apply and economical, it will be a valuable tool for understanding the mechanism of gene flow through pollen transfer and for establishing a biosafety test protocol for genetically modified (GM) Chinese cabbage cultivars.

DDA 무역-환경 논의와 생명공학제품의 안전성 확보 (A Study on Ensuring Biosafety of Biotechnology Product under Debate about Trade and the Environment)

  • 본 논문은 2002년 3월 21일 EU의 제안서 제출로 시작된 DDA 각료선언문 para. 31(i)하에서 이루어지고 있는 무역-환경 논의쟁점에 기초하여 바이오안전성 맥락에서 특정무역의무 범위문제, 분쟁해결절차의 적용과 비당사국문제를 분석하였다. DDA 무역-환경 논의분석 결과에 기초하여 제시된 LMOs의 바이오안전성 확보를 위한 국가차원의 대응방향은 다음과 같다. 첫째, LMOs 수입국인 우리나라의 경우 넓은 범위의 바이오안전성의정서상 STOs의 WTO 수용은 LMOs 및 바이오산업에 손실에 초래시키지 않을 것이다. 오히려 수입 LMOs에 대한 안전성 확보를 위한 높은 수준의 보호를 보장할 것이다. 하지만, 수출국들은 LMOs의 수출에 대한 부정적인 영향을 보전하기 위해 다른 형태의 무역조치를 취할 수 있어, 그로 인한 영향을 감수해야 할 것이다. 수출국이 되는 경우 넓은 범위의 바이오안전성의정서상 STOs의 WTO 수용은 수출되는 LMOs 제품에 좋은 영향을 미치지는 못할 것이다. 따라서 생명공학기술의 진보속도 및 수준, LMOs 연구개발 및 생산추이 등과 STOs로 인한 여타 산업의 상황을 고려한 비용-편익분석을 통해 특정무역조치에 따른 시나리오를 구성하고, 시나리오별 중 단기 및 장기적 차원에서의 대응책을 마련해야 할 것이다. 둘째, 사회적 합리성에 근거하고 있는 바이오안전성의정서와 과학적 합리성에 근거하고 있는 WTO 규정은 상당 부분 상충되고 있어 분쟁해결시 어떠한 원칙을 적용할 것인가의 문제에 대한 합의는 쉽지 않을 것이다. 그렇기 때문에, 장기적인 논의가 요구되는 사안이다. 이러한 자원에서 LMOs 수입국인 우리나라는 현대생명공학기술에 의한 산물인 LMOs와 같은 신제품에 대해서는 과학적, 환경적, 사회 경제적 관점에서 다각적인 검토를 통한 국가간 이동에 대한 적절한 보호수준을 보장하기 위해 국제적 노력이 필요하다는 입장을 지속적으로 견지해야 할 것이다. 셋째, 바이오안전성의정서 당사국과 비당사국 간의 분쟁시 바이오안전성의정서 비당사국(만약, WTO 회원국일 경우)의 WTO 의무는 유효하다. 그렇기 때문에, 비당사국 바이오안전성의정서 당사국과의 LMOs 분쟁시 WTO 규정에 의한 문제해결을 시도할 것이다. 그렇지만, LMOs의 건전하고 안전한 이용을 위해서는 국가간 이동에 따른 적절한 보호수준을 보장해야만 한다. 이러한 맥락에서 우리나라는 MEAs를 충분히 고려해야 한다는 EU의 견해를 견지하되, 바이오안전성의정서 당사국과 비당사국(만약, WTO 회원국일 경우)간 분쟁가능성을 미연에 방지하기 위한 차원에서 바이오안전성 확보를 위한 무역규제조치 전 바이오안전성의정서에서 규정하고 있는 정책수단들을 적극 활용할 수 있는 방안을 다각도로 마련해야 할 것이다.

대규모 GMO 포장에서 비타민 A 강화 벼의 농업특성 검정 (Characteristics of agronomy to vitamin A strengthening rice at large scale GMO field)

  • 본 연구는 대규모 GMO 격리포장에서 비타민 A 영양성분이 강화된 황금벼의 안정성 평가에 대한 가이드라인 및 프로토콜의 개발하고자 수행하였다. GM 작물의 상업화는 환경과 인간건강에 대한 영향을 포함하여 GM 작물에 대한 신뢰성을 구축하기 위해서도 GM 작물을 상업화하기 이전에 보다 체계적인 과학적인 검증자료가 제공되어야 한다. 경북대학교 농업생명과학대학 GMO 실습격리포장에서 총 사용면적 $4,700m^2$에서 비타민 A 강화벼(황금벼)와 모품종인 '낙동'에 대해 농업적인 특성과 병 발생양상을 조사하였다. 일반적으로 포장에서 형질전환체 작물의 수장, 수수 등은 '낙동'과는 차이가 났다. 황금벼와 '낙동'의 간장, 미립특성은 '낙동'과 유사하지만, 수량은 등숙율과 1,000립중의 감소에 기인된 것으로 조사되었다. 잎도열병과 잎집무늬마름병의 병방제가의 차이는 났지만 유의성은 나지 않는 것으로 나타났다. 이 실험결과는 GM 작물에 대한 환경과 인간과의 그 밖의 위해성에 대한 농업적인 특성, 병 발생양상을 일차적으로 안정성 평가를 위한 체계적인 프로토콜로 도출할 수 있을 것이다.

비타민 A 강화 벼의 대규모 GMO 포장에서 곤충다양성 분석 (Studies on Insect Diversity Related to Genetically Engineered Vitamin A Rice under Large Scale Production)

  • 본 연구는 대규모 GMO 격리포장에서 비타민 A 영양성분이 강화된 황금벼의 안정성 평가에 대한 가이드라인 및 프로토콜을 개발하고자 모본으로 사용된 '낙동'을 대조로하여 수행하였다. 경북대학교 농업생명과학대학 GMO 실습격리포장 에서 총 사용면적 4,700 $m^2$에서 황금벼와 모품종인 '낙동'에 대해 거미류를 포함한 곤충류 다양성을 조사하였다. 조사기간 동안 채집된 개체들은 기능별로 해충군, 천적군, 거미군으로 크게 구분하여 계수하였으며, 조사된 개체군의 해충군, 천적군, 거미류 등의 밀도는 기능군 별로 황금벼와 '낙동'간에 유의성을 보이지 않았다. 해충의 발생양상을 비교 분석한 결과 전반적으로 '낙동'에서 발생량이 다소 많은 경향으로 나타났으며, 일부 시기를 제외하고는 대부분의 시기별 평균 간의 차이는 없는 것으로 나타나 황금벼와 '낙동'과의 해충 발생양상에는 유의성을 찾기가 어렵다고 판단된다. 또한 천적류 발생 양상은 해충과는 달리 황금벼에서 발생량이 다소 많은 경향으로 나타났으나, 시기별 평균 간 차이는 없는 것으로 분석되어 천적 발생양상에는 특이한 유의성을 없다고 판단된다. 따라서 비타민 A 영양성분이 강화된 황금벼에서의 해충 및 천적의 개체군 밀도 및 발생양상은 모본인 '낙동'에서와 차이가 없는 것으로 조사되었다.

Latex agglutination test based prevalence of Toxoplasma gondii in native Korean cattle

  • The prevalence of Toxoplasma (T.) gondii was surveyed using a latex agglutination test (LAT) in native Korean cattle. A blood sample was collected from female 105 cattle in the Daejeon area of Korea. All cattle were asymptomatic and had not received any prophylactic treatment for T. gondii. Blood samples were collected via the caudal vein. The cattle ranged in age from 2~6 years (mean 3.7 years). LAT detected antibody to T. gondii in four of 105 (3.8%) cattle. However, the hazard analysis and critical control point protocol has been applied to cattle farms and beef traceability has been strengthen.
