The purpose of this study is to identify key obstacles to the adoption of electronic bill of lading and to suggest an effective way to promote the utilization of electronic bill of lading in international trade field. This study finds that all the respondants have not used 'true' electronic bill of lading that is issued and distributed electronically, and most of them agreed the needs of e-B/L adoption, but their intentions to adopt e-B/L remain very low in the present situation. Five obstacles to the adoption of e-B/L were derived from an explanatory factor analysis: 'integration' factor, 'law institution' factor, 'usability' factor, 'economic efficiency' factor, and 'security' factor. Solutions to promote the utilization of e-B/L in international trade field are as follows; Firstly, to endow e-B/L with the legal force through amending relevant laws including the commercial law. Secondly, to conclude the relevant international agreement, and to carry out joint projects between nations are needed. Thirdly, to conduct publicity campaigns is required to increase the understanding of the concepts and benefits of e-B/L to all concerned parties. Fourthly, stable and reliable system must be constructed with high level security. Fifthly, to readjust the service fee of e-B/L system to a realistic level is to be needed in order for user companies to use e-B/L service.

It was ten yeas ago that Bolero Bill of Lading was been introduced on the base of efforts of UN and CMI to solve the crisis of Bill of Lading, but Electronic Bill of Lading is not utilized in practice owing to the problems to be settled. Bolero Bill of Lading is not in widespread use owing to absence of collaboration model between Bolero and e-Trade service providers in each nation in the early stage. In the situation that Bolero Bill of Lading is not utilized in practice, Korean Commercial Law regulates the designation of the registration authority of Electronic Bill of Lading. Therefore, the Minister of Justice designated KTNET as Registration Authority of Electronic Bill of Lading and KTNET opened the e-B/L Korea (www.eblkorea.or.kr) to provide the Electronic Bill of Lading service to domestic trade community. But there is many problems in supplying the Electronic Bill of Lading service by the e-B/L Korea in compared with Bolero Bill of Lading. These problems are related with the characteristics of designation of Registration authority of Electronic Bill of Lading. Therefore the purpose of this paper is to contribute to the activation of Electronic Bill of Lading domestically by studying the designation of Registration authority of Electronic Bill of Lading in Korea and finding the characteristics of the designation and the issues and problems regarding the characteristics.

Bolero Project initially had the support of TEDIS, and now is a joint-venture between SWIFT and IT Club. After the successful testing of an original pilot project, The Bolero Association was formed in 1995 by a group of interested cross industry companies. A Bolero Bill of Lading replicates the basic functions of a paper-based bill of lading via title registry service and core messaging platform. A Bolero Bill of Lading consists of BBL Text and Title Registry Record. A Tittle Registry Record carries out the function of a document of title and a BBL may be transferred by changing the roles of users in this Title Registry Record. TEDI Project had been conducted from the April 1999 to the September 2000 on the basis of the EDEN Project(Dec.97- Mar. 1999) and International Trade Guidances Project (Nov. 1998-Mar. 1999). Through TEDI Project, the RSP Model was introduced as e-trade solution like Bolero's Solution. The RSP Model Solution will be furnished through TC (Trade Chain) Server and RSP(Repository Service Provider) Server. The purpose of this paper is to study the problems and solutions in the pilot test of electronic Bill of Lading using TEDI's RSP and to promote the introduction of electronic Bill of Lading.

This study is to present basic materials to further selection of details of health care service bill and supply resources by analysing the consciousness of radiological technologist and dental hygienist about health care service bill proposed for prevention and early diagnosis of a disease through the improvement of living habit. Subjects were 359 of dental hygienists and radiological technologists investigated from 2010 July to September for three months. As the result, recognition level on health care service bill or its details was less than 30.0% but the opinion that health care service bill is necessary was 78.0%. In its additional item, radiological technologist hope to be maintained currently, and 82.3% of the dental hygienist hope to be added, their prefered additional item was dental disease. A dominant opinion was that dental hygienist and radiological technologist as a service supply personnel were included, and their intention to participate was 8.1 in average. In conclusion, the health care service bill is indispensable, but more systematic study is required based on collecting various opinions about major contents and service provider. Particularly it is inevitable to include the health human resources such as experienced dental hygienist and radiological technologist who had completed the regular course of health education and are having continuous clinical discipline.

The CMI Rules for Electronic Bills of Lading were drafted by the Comite Maritime International(CMI) and related specifically to EDI transfers of negotiable bills of lading. The CMI Rules are contractual in nature and the application of the CMI Rules is strictly voluntary. The method adopted in the CMI Rules to enable negotiation of the rights to cargo in a controlled method is based on the introduction of the ‘Private Key’. The Bolero service will be governed by a multilateral contract called the Bolero Rule Book which specifies the rights and responsibilities of Bolero and its users. The Title Registry and Bolero Bill of Lading provide a fully functional equivalent to the paper bill of lading. The Bolero Bill of Lading can be created, transferred, amended, and surrendered by way of designating to order party, blank endorsement, refusal by the transferee etc. In Japan, through TEDI Project, the RSP Model is introduced as e-trade solution like Bolero's Solution. The RSP Model Solution will be furnished through TC(Trade Chain) Server and RSP(Repository Service Provider) Server. The purpose of this paper is to analyze comparatively the CMI Rules and Bolero Bill of Lading and RSP Model of TEDI and to find the implications in this case study for quick introduction of electronic Bill of Lading.

In the situation of bringing out of social problem about the medical accident and medical dispute, from 1988 the enactment activity for a legislative bill on conciliation of dispute has promoted, a legislative bill on prevention and relief of medical accident was again proposed in December, 2005. This bill has been faced rough going in review process of National Assembly. Because the purpose of this legislative bill is the conciliation of interest of between medical service consumer and medical service supplier, an item of issues of law is no-fault compensation scheme. However, as no-fault compensation scheme runs counter to the principle liability with fault in our civil law, as expected, whether the inducement is valid or, if induced, the problem is not must be totally reviewed. First of all, the general of principle liability without fault and especially the medical system in foreign countries are reviewed, by reviewing an issue and the pros and cons of the inducement of no-fault compensation scheme, this article draws the conclusion. After all, considering that the necessity adapting Gefahrdungschftung in medical accident as much as other industrial fields exists, the many provisions of the principle liability without fault exists in civil law and special law of our law system, and no-fault compensation scheme let legislative purpose be, to what extent, achieved by conciliating patient and doctor, the inducement of principle liability without fault in medical field is reasonable in the aspect of politic and legal system.

The power consumption pattern of high-speed railway has rarely during night time. But, during service time, the power is consumed irregularly related to train operation. Especially certain unusual about 1-2 days of service time interval to indicate the power consumption is rapidly growing phenomenon, which causes the capacity of the power contract is the annual electricity bill to rise rapidly as the cause. Normally, amount of peak power consumption bill rate at railway substation is over 20% of total electrical bill. Therefore, high-speed railway substation is expected to be considerably larger savings by reducing the peak power of the default charge(demand power).

In this paper, we present an energy-efficient base station operation with base station sharing in wireless cellular networks. Firstly, cost functions are modeled related with the amount of energy usage and traffic load. We use game theory and formulate an energy bill game, where the players are the service operators which are operating base stations and their strategies are the bill of their base station energy consumption and hand-over traffic load to the others service operators. We show that the global optimal performance in terms of minimizing the energy costs is achieved at the Nash equilibrium of the formulated energy bill game. Simulation results confirm that the proposed approach can reduce the energy bill of the service operator, and show the relationship between the energy cost saving and various parameters.

Global Electronic Trading means that trading partners trade each other via Global Electronic Trading Network, that is, global business to business electronic commerce. Recently, where the cargo arrives ahead of the B/L, the importer cannot take delivery of the cargo without the B/L. This situation is referred to as the B/L dilemma. But the BOLERO system will resolve this B/L dilemma. Bolero Project is developing a cross industry utility platform for the secure, electronic transfer of commercial trade information world wide. After the successful testing of an original pilot project, The Bolero Association was formed in 1995 by a group of interested cross industry companies. As a joint venture between SWIFT and TT Club, bolero.net is changing the way the world trades by providing a web-based, paperless mode of commerce that is designed to become a global standard. Bolero International Limited published the first edition of Bolero Rulebook in 1999. The Bolero Rulebook as amended from time to time, governing the relationship between Users and their rights and obligations arising from the Bolero system. The Bolero service will be governed by a multilateral contract called the Bolero Rule Book which specifies the rights and responsibilities of Bolero and its users. Modular construction is one of the arising issues in the Korean construction industry due to shorter construction period and higher productivity on site. It is also expected that modular construction market would expand rapidly because of increasing demand of small houses by nuclear families and eco-friendly construction. However modular construction cases have been limited in Korea because of little demand in the market and the construction prices are even higher that the regular reinforced concrete methods. Even worse, because there is no standard bill of services exists in the industry, it may lead to the risk of construction expenses. So, the purpose of this study is focused on the development of bill of services which reflects characteristics and process of modular construction. In order to do this, the concepts and process of modular construction, WBS and CBS are analyzed. Analyses of the case studies and experts interview were executed so that proper principles for organizing bill of service of modular construction is established. Finally according to the 3 steps of modular construction, factory manufacturing, on-site modular construction and on-site general construction, the standard bill of services were suggested with the related coding system.
