Generation companies(Genco) submit the supply functions as a bidding function to a bid market in a competitive electricity market. The profits of Gencos vary in accordance with the bid functions, so the selection of a bidding function plays a key role in increasing their profits. This paper presents an analysis of the selection of the supply function from the viewpoint of Nash equilibrium(NE). Four types of bidding function parameters are used for analizing the electricity market. The competition of selecting bidding parameters is modeled as subgame and overall game in this research. The NEs in both game are computed by using analytic method and payoff matrix method. It is verified in case studies for the NE of overall game to satisfy the equilibrium condition.

본 연구는 건설업체의 입찰실무자를 대상으로 한 설문 조사를 통해 입찰담합의 원인과 개선방안을 조사했다. 연구는 경영환경, 건설환경, 입찰환경 등 다양한 측면에서 발생할 수 있는 문제점을 식별하고, 조달시스템 및 입찰시스템의 개선방안을 제시했다. 연구결과에 따르면, 투명성, 공정성, 다양성 강화가 중요한 요소로 나타났다. 이러한 요소들은 특히 입찰제도의 확대, 공정성 기준 재설정, 참가업체 다양화 등을 통해 실현될 수 있다. 또한, 불공정한 하도급 규제와 같은 문제에 대해서도 주의가 필요하다. 종합건설 집단과 전문건설 집단 간에는 입찰담합 원인에 대한 인식 차이가 있었지만, 조달시스템에서는 두 그룹 간의 개선방안 인식 차이가 없어 일관된 개선책 제시가 가능함을 보여주었다. 특히, 전문건설 집단은 입찰시스템 내 불공정한 하도급 규제에 대한 우려가 크게 나타났다. 이러한 결과를 바탕으로 해당 연구는 건설산업 내에서 발생하는 담합 문제의 해결과 예방에 기여할 것으로 기대된다.

This paper addresses the bidding strategies of a hydro generator in an electricity market, and their effect on the electricity market in accordance with some parameters: the water volume, the demand elasticity, and the hydro unit performance. The competition of a hydro generator is formulated as a hi-level optimization problem, and the solving scheme for the equilibrium condition is proposed as a set of nonlinear simultaneous equations. The equilibrium of the oligopolistic model is evaluated by comparison with that of a perfect competition model from the viewpoint of a market power. Simulation results show some parameters have an influence on the market power of an electricity market including a hydro generator.

The development of construction industry has led to the increase in the number of criteria imposed by project clients for selecting contractors. For example, clients often request tenderers to satisfy various conditions such as tight programme, financial strength, managerial ability, relevant work experiences, technical strength, high workmanship standard, safety requirement, quality specification, and yet others. This trend has attracted research interests of devising various methods for helping project clients to assess contractors' bids. For example, in recent development, the Works Bureau of the Hong Kong Government has introduced two mechanisms in tender evaluation for various public work contracts, namely, the Marking Scheme effective from June 2002 and the Formula Approach effective from November 2002 [1], [2]. These approaches evaluate a contractor's tender by considering collectively its tender price and performance attributes, the latter including contractor experience, past performance, technical resources and technical content of his proposal. The tender with the highest combined price and performance score (CPPS) will be normally recommended for acceptance. It appears, however, that there is little existing research in helping contractors to identify a competition strategy that enables the contractor to offer his most competitive bid collectively taking into account his resource capacities and project client's multiple performance criteria. This paper examines the factors affecting contractor's competition strategy to compete for works in Hong Kong. The understanding about the factors will contribute to identifying effective competition strategy. The data used for the analysis were collected from Hong Kong construction industry. The research findings may provide valuable references for investigating effective competition strategies in other construction industries outside the region.

Bidding and contract systems are used for public construction projects to select contractors following fair competition principles and to execute national budgets effectively. Many challenges have arisen due to a lack of transparency and fairness and because bidding practices have been luck-based. Few comprehensive or comparative analyses have been conducted on the performance and limitations of bidding and contract systems, and empirical analyses designed to improve policies on and the practice of such systems are lacking. This study empirically analyzed current bidding and contract systems to seek ways of improving them. The study proposes several alternatives to resolve the problems with and irrationalities of the current system: 1) improving bidding and selection systems by changing them from a luck-based price competition into a technical merit- and value-based competition; 2) improving the assessment criteria to meet the current market level of bid and winning prices; 3) adjusting contractual responsibilities and sharing structures to meet the current trend; and 4) strengthening the competitiveness and expanding the social responsibility-based procurement systems of construction companies.

The purpose of this study is to generate a proper regulation improvement direction of the public If project contract law through the current four contract methods and three methods of the awarding party of a contract method. The research method for this paper is derived from the written materials of the present public IT project contract law. Two problems have been processed in order to produce the results: the current contract methods and the awarding party of a contract method. The current contract methods consist of a competition contract, a private contract, and a supply methodology contract, The methods of the awarding party of a contract display a qualified evaluation regulation, the 2nd step competition bid, a standard cost separation tender, and a contract by a negotiation. The results exhibit that the general competition contract consists of four improvement items. The contract by a negotiation contains five improvement items. The group private contract has one improvement item. And the private contract includes one improvement item. These results implicate that the current public IT project contract law demands better improvement work for the ubiquitous Korea.

In order to get a profitable bidding function which is usually linear, it is required to modify adequately the intersection and the slope of a linear supply function. This paper presents an analysis of the selection of the supply function from the viewpoint of Nash equilibrium(NE). Four types of bidding function parameters are used for analizing the electricity market. The competition of selecting bidding parameters is modeled as two level games in this research. One is a subgame where a certain type of parameters is given and the players compete to select values of the underlying parameters. The other is an overall game where the players compete to select a profitable type among the four types of parameters. The NEs in both games are computed by an using analytic method and a payoff matrix method. It is verified in case studies for the NE of overall game to satisfy the equilibrium condition.

As deregulation of power industry is becoming a reality, there has been an intense interest in the strategic bidding for suppliers to maximize their profits. The profit gained by a supplier is related not only to its energy-price bid curve but also to its submitted operational parameters such as generation capacity, etc. So suppliers are willing to use those strategic parameters that can be manipulated by themselves and are effective to their profit. This paper deals with the competition model with compound strategies: generation capacity and bidding curve. The parameter space is modeled by dividing into the two strategies, so the problem is made up of the four types of sub-game in a two player game. This paper analyzes the global Nash Equilibrium (NE) over the whole divisions by computing the sub-game NEs in some divisions and by deriving the best response curves which have discontinuities in other divisions. The global NE is shown to correspond to the Cournot NE where the quantity variable is realized by a constraints of a generation capacity.
