진술선호방법을 이용한 공공 데이터의 가치 평가: 농업토양정보 데이터베이스 사례 (Valuation of Public Data Using Stated Preference Method: The Case of Agriculture Soil Database)

  • Purpose As Korean economy has been sluggish in recent years, firms' interest in publicly financed projects has increased due to the relatively increasing proportion in the economy. Since 1999, publicly financed projects in Korea need to undergo preliminary feasibility study to evaluate economic efficiency and policy quality if they are larger than a certain scale. The benefits of public projects are one of the most important factors in the preliminary feasibility study but are difficult to estimate due to their nature. Design/methodology/approach This study estimates the benefits of the agricultural soil information database, a public database in Korea. The method used in the study is the stated preference method which is formally used in Korea's preliminary feasibility study. Data are collected through surveys and a logit model is constructed to be estimated by the maximum likelihood estimation method. Findings As the first study evaluating a public database, this study can be used as a baseline in all public database projects developed in the future. In addition, this study can contribute to improving the understanding of both private companies and public organizations who are interested in the cost-benefit analysis and estimation procedure for the publicly financed projects.

  • Healthcare service organizations can apply the cost of quality(COQ) model as a method to evaluate a service quality improvement project such as Total Quality Management (TQM). COQ model has been used to quantify and evaluate the efficiency and effectiveness of TQM project through estimation between cost and benefit in intervention for a quality Improvement to provide satisfied services for a customer, and to identify a non value added process. For estimating cost of quality, We used activities and activity costs based on Activity Based Costing(ABC) system. These procedures let the researchers know whether the process is value-added by each activity, and identify a process to require improvement in TQM project. Through the series of procedures, health care organizations are service organizations can identify a problem in their quality improvement programs, solve the problem, and improve their quality of care for their costumers with optimized cost. The study subject was a quality improvement program of the department of radiology department in a hospital with n bed sizes in Metropolitan Statistical Area (MSA). The principal source of data for developing the COQ model was total cases of retaking shots for diagnoses during five months period from December of the 1998 to April of the 1999 in the department. First of the procedures, for estimating activity based cost of the department of diagnostic radiology, the researchers analyzed total department health insurance claims to identify activities and activity costs using one year period health insurance claims from September of the 1998 to August of the 1999. COQ model in this study applied Simpson & Multher's COQ(SM's COQ) model, and SM's COQ model divided cost of quality into failure cost with external and internal failure cost, and evaluation/prevention cost. The researchers identified contents for cost of quality, defined activities and activity costs for each content with the SM's COQ model, and finally made the formula for estimating activity costs relating to implementing service quality improvement program. The results from the formula for estimating cost of quality were following: 1. The reasons for retaking shots were largely classified into technique, appliances, patients, quality management, non-appliances, doctors, and unclassified. These classifications by reasons were allocated into each office doing re-taking shots. Therefore, total retaking shots categorized by reasons and offices, the researchers identified internal and external failure costs based on these categories. 2. The researchers have developed cost of quality (COQ) model, identified activities by content for cost of quality, assessed activity driving factors and activity contribution rate, and calculated total cost by each content for cost for quality, except for activity cost. 3. According to estimation of cost of quality for retaking shots in department of diagnostic radiology, the failure cost was ₩35,880, evaluation/preventive cost was ₩72,521, two times as much as failure cost. The proportion between internal failure cost and external failure cost in failure cost is similar. The study cannot identify trends on input cost and quality improving in cost of qualify over the time, because the study employs cross-sectional design. Even with this limitation, results of this study are much meaningful. This study shows possibility to evaluate value on the process of TQM subjects using activities and activity costs by ABC system, and this study can objectively evaluate quality improvement program through quantitative comparing input costs with marginal benefits in quality improvement.

동합금 가두리망 방어양식의 경제성과 수익구조 (Economic Feasibility of Culture Using the Copper Alloy Net Cage and the Profit Model of Fish Farm on Yellowtail, Seriola quinqueradiata)

  • This study is aimed to analyze the economic feasibility of yellowtail culture using the copper alloy net cage in Gyeongsangbuk-do. First of all, in order to evaluate the copper alloy net cage on yellowtail culture, I review the trend on the yellowtail culture industry and research the concept of copper alloy net cage. The copper-alloy net cage is now recognized as an advantages of its system stability, recycling, antibiosis and food safety. The results were summarized as follows: first, there was significant meaning of the profit model of yellowtail culture by the price difference. Second, I analyzed in the economic feasibility of yellowtail culture using the copper alloy net cage, internal rate of return (IRR) was 51.58%, a benefit-cost ratio was shown to be 2.27 and net present value (NPV) was 1,087,337 thousand won, which indicates the economic feasibility of yellowtail culture using the copper alloy net cage is profitable. Finally, in order to improve the economic valuation, it is necessary to focus more on the developing of technology and cost reduction strategy on the copper alloy net cage.

오염 지하수 양수 및 처리 공정에 대한 전과정평가 (Life Cycle Assessment on Pump and Treatment Remediation of Contaminated Groundwater)

  • 국내 TCE에 의해 오염된 산업 공단내의 지하수 정화 방법으로 양수 및 처리(pump and treatment) 공법이 제안되었다. TCE 농도 0.6 mg/L 오염 지하수를 30년 동안 이 공법에 의해 처리하여 0.005 mg/L 이하 농도로 방류할 경우 그 과정에서 발생하는 환경 비용과 환경 편익을 전과정평가에 의해 산출하였으며 그에 따른 환경 영향 및 환경 효과를 분석하였다. 방류 지하수의 총량은 $2.96{\times}10^7m^3$이며 제거된 TCE의 총량은 최대 17.6 kg이었다. 환경 비용은 에너지의 소비, 자원의 소비, 대기, 수질 및 고형 폐기물 형태의 오염 물질의 배출량 등으로 산출되었으며 환경 편익은 정화된 지하수의 사용으로 얻어졌다. 환경 비용에 따른 환경 영향은 30년 동안 구동하는 pump에 의한 전력 사용, 발전을 위해 소모되는 석유, 석탄 등의 원자재의 소모, 방출되는 지구 온난화 및 산성 가스, 부영양화, 폐기물의 발생을 포함하며 토양/지하수 정화 공정 전과정평가 모델의 사용으로 정량화하고 전세계 일인당 소모 또는 배출하는 표준량으로 나누어 표준화하여 비교한 결과 산성비 원인 오염물 배출이 가장 심각하였다.

친환경시범마을의 LID 적용에 따른 물순환 효과 및 비용편익 분석 (Analysis of Effectiveness for Water Cycle and Cost-Benefit according to LID Application Method in Environmentally-Friendly Village)

  • Water disasters such as flash floods and inundation caused by localized heavy rainfall in urban areas have a large impact on climate change but are also closely related to the increase in impervious areas as pointed out in domestic and international studies. It is difficult to secure natural green areas in urban areas that have already been developed. So, urban regeneration can be expected using water management optimized with technologies to secure infiltration and storage capacity such as Low-Impact Development technology. In this study, the water cycle improvement ability was confirmed by applying the LID technology within the district unit plan of the environmentally friendly village, and the economic feasibility of LID application was analyzed by estimating the costs and benefits of installing the facilities. The site was planned to conserve sufficient green and plans for securing the watershed infiltration and storage capacity were formulated with the application of additional LID technology, such as infiltration trenches, rain barrels and permeable pavements. The LID design method applicable to the site was established, and the water balance of the watershed was analyzed through simulations of the SWMM model. The water circulation improvement effect was confirmed through the water balance analysis, and the cost-benefits were determined according to the estimation method, and the economic analysis was conducted. This study confirms that the investment of LID technology is economically feasible for the hydrological improvement effect of the housing complex.

암 질환 대상 산정특례제도가 의료이용 및 의료비 부담 형평성에 미친 영향 (Effect of Expanding Benefit Coverage for Cancer Patients on Equity in Health Care Utilization and Catastrophic Expenditure)

  • Background: The purpose of this study is to evaluate the effect of health insurance coverage expansion for cancer patients on equity in health care utilization and catastrophic expenditure. Methods: To analyze the causal relationship between the policy to expand benefit coverage and the change in health care utilization and out-of-pocket payments of cancer patients, this study employed a difference-in-differences (DID) method. In the DID model, the change in health care utilization, such as health care expenditure, visit days and length of stay, of cancer patients was compared with that of liver disease patients, using Korea Health Panel Data in 2009 and 2010. Results: The policy of reducing cost sharing from 10% to 5% for cancer patients did not have significant effects on equity in health care utilization. The results of this study were different from those of the previous study that showed that the reduction of cost sharing from 20% to 10% significantly improved the equity in health care utilization of cancer patients. In addition, the result of catastrophic expenditures analysis showed the policy did not change the probability of catastrophic expenditures. Conclusion: The results of this study imply that payment for non-covered services account for high out-of-pocket payments, and the reduction in cost sharing for covered services alone may have a limited effect on total financial burden on patients.

특수항만구조하에서의 물류비용 최적화에 관한 연구 - 포항제철의 원료부두 사례를 중심으로 - (Optimizing Total Transport Cost Incurred under Specific Port System: With a Case of Managing POSCO-owned Berths)

  • 본 논문의 핵심은 일정한 전용항만을 운용하는데 있어 발생되는 물유비용을 크게 3가지로 나누어 이들의 합계가 최소화 될 수 있는 선박톤수 별 연간 발주 항차 수를 최적화하는 것이다. 즉 항만에서 적항과 양항간을 오가며 발생되는 해상수송비용, 도착 선박이 항만에서 선석을 기다리며 발생되는 대기비용, 그리고 수입된 화물이 하역되어 야적장에 보관된 상태에서 발생되는 재고유지비용 등의 비용발생 행태가 대, 중, 소 3가지 선급별 연간 항차 수의 배정에 따라 상이한 만큼, 이들 비용의 합계가 최소화 될 수 있는 최적 항차 배정 의사결정이 요구된다. 이때 해상수송비용은 주어진 선급 별, 항만 별 요율로써 확정할 수 있고, 항만 대기비용은 시뮬레이션 모델로써 추정할 수 있다. 그리고 야적장의 화물 재고유지비용은 연간 평균재고량에 화물 별 단가(單價)와 이자율 등을 감안하여 추정할 수 있다. 포항제철(주)의 원료수입 전용부두를 운영하는 사례 분석 결과에서 규모의 경제 효과에 의한 해상수송비용을 최소화하기 위해 대형선박의 연간 항차 배정 율을 증가시킬 경우, 일정 비율을 지나면 선박 대기비용이 급격히 상승하고 야적장의 재고비용도 다소 상승되어 결국 총비용이 증가하는 것으로 나타났다. 따라서 현재의 전용항만 구조하에서 물류비용을 최소화하기 위해서는 중형선은 연간 총 배정 항차 수의 약 50% 정도의 비중으로, 대형선은 약 33% 정도, 그리고 소형선은 약 17% 내외로 구성하는 것이 최적인 것으로 나타났다. 물론 이러한 분석 결과는 추후 새로운 선석의 건설, 수입화종과 화물량, 단가 등의 변수에 따라 달라질 수 있다.

메타분석을 이용한 임상영양서비스의 비용-효과성 평가 (Evaluation of Cost-Effectiveness of Medical Nutrition Therapy : Meta-Analysis)

  • Objectives: A meta-analysis of the literatures was conducted to evaluate the cost-effectiveness of medical nutrition therapy by dietitians. Methods : The 30 studies were identified from a computerized search of published research on MEDLINE, Science-Direct and the PQD database until May, 2002 and a review of reference lists. The main search terms were“dietitian”,“dietary intervention”,“nutrition intervention”, “cost”,“cost-effectiveness”and“cost-benefit analysis”. The subgroup analysis was performed by publication year, study design, intervention provider, type of patient (in/out-patient) and type of cost (total cost/direct cost). Two reviewers independently selected trials for inclusion, assessed the quality and extracted the data. Results : The 30 studies were identified using the electric database search and bibliographies. The 17 trials were eligible for inclusion criteria, then the systematic review and a meta-analysis were conducted on effectiveness and cost-effectiveness of medical nutrition therapy. The quality of the studies was evaluated using the quality assessment tool for observational studies. The quality score was 0.515 $\pm$ 0.121 (range : 0.279-0.711, median : 0.466). The meta-analysis of 17 studies based on the random effect model showed that medical nutrition therapy was highly effective in treating the diseases (effect size 0.3092 : 95% confidence interval 0.2282-0.3303). The vote-counting method, one of meta-analysis methods, was applied to evaluate the cost-effectiveness of medical nutrition therapy conducted by dietitians. Two criteria (method 1, method 2) for voting were used. The calculated p-values for method 1 (more conservative method) and method 2 (less conservative method) were 0.1250 and 0.0106, respectively. Medical nutrition therapy by dietitians was significantly cost-effective in the method 2. Conclusion. This meta-analysis showed that the effectiveness of medical nutrition therapy was statistically significant in treating disease (effect size 0.3092), and that the cost-effectiveness of medical nutrition therapy was statistically significant in the method 2 (less conservative method) of vote counting. 탄소세 부과가 서울의 경제·환경·건강에 미치는 효과 (The Effect of Carbon Tax on the Economy, the Environment and the Health in Seoul)

  • This paper analyzes the impact of imposing carbon tax on the Seoul economy to reduce Greenhouse Gas(GHG) emission. We construct the social accounting matrix of Seoul, specifying energy and transport sectors which is closely related to air pollution. Then, we formulated the computable general equilibrium (CGE) model of seoul and performed scenario analysis. The main result shows that the economic cost of GHG reduction is quite large but the health benefit is also considerable. It also suggests the importance of cost effective measures such as the development of new energy technology and the improvement of energy efficiency.

BIM-based Property Management by Linking Maintenance with Financial Data for Commercial Building Projects

  • For a commercial building, property managers play an important role in maximizing the benefit by reducing cost and increasing revenue in the operation and maintenance phase of the building. However, most of property managers are spending their time in monitoring facility managers who have little impact on cost reduction and maximization of operating profit. The industry practitioners have difficutlty in increasing the efficiency of thier work due to this work environment. In addition, both property managers(PMr) and facility managers(FMr) are dependent on the paper drawings and manuals, which can worsen the inefficiency and human errors are inevitable. This study aims to contribute to improvement of the current practice by developing a novel algorithm that autmatically links the facility information with 3D model, which can provide an efficient property management for commercial buildings.
