Improvement of the disability benefit in NPS from the perspective of universalism, adequacy, and equity (국민연금 장애연금 급여의 개선방안에 관한 연구: 보편성, 적정성, 형평성을 중심으로)

  • This study investigates issues, which the current disability benefit of the national pension Scheme is facing, and seeks improvements concerning the universalism of coverage, the adequacy of benefit levels, and the equity of institution. The low universalism problem is caused by the coverage deficits and the strict disability assessment system of NPS and can be overcome by widening the disability category and changing the disability assessment system to workability test. In addition, the benefit level of the disability pension will be reduced stronger than the old age benefit in the long. The low benefit level due to the short contribution period and the low disbursement rate and can be improved by the enhancement of the standard contribution years and the disbursement rate. On the other hand, the main reason of the equality problem can be seen as the requirements for benefit, which are applied differently depending on the membership status. As policy measures, the unification of requirement on the basis of a recent payment, a payment in a certain percentage of life, or a hybrid of both criteria is investigated.

Environmental Risk Perception and Perceived Benefit Among Residents and Workers in Industrial Area (공단 지역주민과 근로자의 환경위해도 인식과 인지된 편익)

  • This study is to estimate differences, relationships and related factors of environmental risk perception and perceived benefit among residents and workers. A self-administered questionnaire survey using a structured instrument was carried out to residents and workers in industrial area during April, 2002. Total number of participants were 657 including 329 residents and 328 workers. Participants assessed environmental risk perception, self- assessed knowledge, trust in authorities and perceived benefit associated with 10 products manufactured in industrial area. There were difference in environmental risk perception, knowledge and trust in authorities and perceived benefit among residents and workers. Especially, trust in authorities and perceived benefit were statistically significant difference among residents and workers. Inverse relationships between environmental risk perception and perceived benefit have been observed for different products. In other words, the greater the perceived benefit, the lower the perceived risk, and vice versa. Factors mostly associated with participant's characteristics of environmental risk perception were age. marriage status (workers), education level (workers). There was statistically significant difference. Perceived benefit was statistically significant difference with sex, marriage status, residence duration, education level (workers). Related factors of environmental risk perception among residents and workers were age, trust in authorities. And factors affecting the perceived benefit were sex, age, education level (workers), and trust in authorities (workers). According to the results, people having high trust in the authorities perceived less risks than people having low in the authorities. To improve the communication of risk information, further study focus on assessment of experts, government and stakeholder in industrial area. Methodologies of this study can be used as the basis for investigating the structure of public perception of environmental products risks and benefit, designing a public information and risk communication program, and developing policy actions to improve acceptance.

Comparison of the Personal Care Benefit System under Workers' Compensation in Japan, Germany, and the United States (일본·독일·미국의 산재보험 간병급여체계의 비고)

  • Purpose: A national long-term care system for elderly and the disabled has its unique evolution in each country. Japan, Germany and the United States may be the typical examples of respective social insurance system. This paper reviews the counterpart examples of Japan, Germany and the United States and looks at their accumulated long-term care system experiences and personal care system under workers' compensation. Methods: Literature review and website searching were conducted. Key words as 'workers' compensation insurance', 'personal care benefit' and 'long term care' were used in searching the related literatures. Results: Though the personal care benefit under current Workers'Compensation in Korea is very similar to Japan's, the long-term care system of Korea is not as well established. Germany and the United States have the provision of personal care benefit for injured workers within long term care system. Conclusions: We recommend some key issues to take into account for improving personal care benefit system in workers' compensation in Korea as follows: providing a comprehensive coverage through the linkage of long term care, introducing an assessment & evaluation system for the appropriate benefits, establishing insurer's role for quality management of personal care service, and developing a policy for family caregivers.

  • In accordance with the government's plan to expand the national health insurance (NHI) coverage for severe diseases such as cancer, heart disease, cerebrovascular disease, and rare and incurable disease, the diagnostic ultrasound services have been covered by NHI from October 1, 2013. The quality is very important factor in providing diagnostic services because they influence on the diagnosis, treatment, and outcome of diseases. In particular, equipments and health care providers plays an important role in providing qualitative services. The purpose of this paper is to examine the major feature of ultrasound services covered by health security system and to review quality assurance policies in other countries such as Australia, Japan, the USA, and Canada. In addition, we assessed the implication of those policies. We especially put emphasis on the types and qualifications of healthcare professionals and measures to manage equipments. All countries have reviewed on policies to promote the quality such as educational requirements of professionals or restrictions on the duration of equipment usage. Various measures should be implemented to assure the qualitative ultrasound service.

Economic Effects of the Management Model far Environment Pollution in Gwangyang Bay (광양만 환경오염 관리모델 연구의 경제적 파급효과 분석)

  • The purpose of this paper is to measure economic impact of marine environment conservation research development project. Benefit-Cost(B/C) analysis and Contingent Valuation Methods(CVM) are used to valuate the benefits from the research development projects. A period of three years for research development fund is considered as a part of the costs and adjusted to the net present value (NPV) of the 2002 ending period. The environmental charges for marine environment improvement are considered for the benefit measurement. The benefits are estimated by using monthly average willingness to pay, which is 2,289 Korean won. The contribution of the developing a management model for environmental pollution in the Gwangyang Bay is evaluated utilizing survey data and information. Based on the assessment by expert groups, the contribution of the model was 37.5%. The research results showed that B/C ratio is 20.61, NPV is 89,200 million Korean won, and social rate of return is 185.7%. When the level of contribution is over 1.83% at the assessment of potential influence, it is recognized to be economically feasible. This research presents a quantitative framework for Research and Development projects for marine environment conservation, and it can be applied to decision making for the investment size of R&D projects.

Environmental Improvement Effect and Social Benefit of Environmental Impact Assessment: Focusing on Thermal Power Plant (환경영향평가를 통한 화력발전소의 환경개선 효과와 사회적 편익)

  • This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.

Decision-making of alternative pylon shapes of a benchmark cable-stayed bridge using seismic risk assessment

  • One of the main applications of seismic risk assessment is that an specific design could be selected for a bridge from different alternatives by considering damage losses alongside primary construction costs. Therefore, in this paper, the focus is on selecting the shape of pylon, which is a changeable component in the design of a cable-stayed bridge, as a double criterion decision-making problem. Different shapes of pylons include H, A, Y, and diamond shape, and the two criterion are construction costs and probable earthquake losses. In this research, decision-making is performed by using developed seismic risk assessment process as a powerful method. Considering the existing uncertainties in seismic risk assessment process, the combined incremental dynamic analysis (IDA) and uniform design (UD) based fragility assessment method is proposed, in which the UD method is utilized to provide the logical capacity models of the structure, and the IDA method is employed to give the probabilistic seismic demand model of structure. Using the aforementioned models and by defining damage states, the fragility curves of the bridge system are obtained for the different pylon shapes usage. Finally, by combining the fragility curves with damage losses and implementing the proposed cost-loss-benefit (CLB) method, the seismic risk assessment process is developed with financial-comparative approach. Thus, the optimal shape of the pylon can be determined using double criterion decision-making. The final results of decision-making study indicate that the optimal pylon shapes for the studied span of cable-stayed bridge are, respectively, H shape, diamond shape, Y shape, and A shape.

Development Strategy on the Risk Rating Method for Nationwide Emerging IT Infrastructure (국가단위 신규 IT인프라의 위험도 등급화 기법 개발 방향 연구)

  • To provide a development strategy on the method which assesses a potential risk of nationwide emerging IT infrastructure in planning and design phase, and to classify the assessment result into 5 levels is the goal of this research. The development strategy provided in this paper could improve a benefit-cost-ratio of investments on emerging IT infrastructure. With a premature assessment of the potential risks of a nationwide emerging IT infrastructure which needs astronomical amount of public funds, it could show a way of systematic investments on security systems and improve a benefit-cost-ratio of investments on emerging IT infrastructure. Also, this approach might improve the safety of nationwide IT infrastructure. It could identify and provide an optimized solution for the potential risks of nationwide IT infrastructure.

Developing an Optimum Equipment Model for Agricultural Reservoir Considering Beneficiary (수혜 인원을 고려한 농업용 저수지의 최적 정비 모델 개발)

  • The purpose of this study was to develop an optimum equipment model considering various objective functions and variables of agricultural reservoir. Traditional optimum function for feasibility assessment is based on economic benefit, but we tried new approach of feasibility assessment based on the number of beneficiary. The data of Yuraimi reservoir and Yongbong reservoir in Yesan-gun such as numbers of related people, construction costs, safe diagnosis have been gathered for applying developed model. Data are used for determining optimum strategy with restricted cost. For verifying results of optimum maintenance, real maintenance data of Yuraimi reservoir were compared with simulated strategy. Results show that simulated maintenance strategies are 3 times more effective than real maintenance data.

  • The Korean government adopted the integrated stream water management policy recently with growing perception that natural disasters and pollution in Korea have been due not only to such human factors as urbanization and industrialization, but also to the policy of functionally separated management of irrigation, flood control and ecological management. Contrary to its good intention, research result shows that it is not realistic to expect that this new integrated policy in Korea will work well. In order to be an effective policy and program evaluation, this paper suggests that evaluation indicator on related programs and projects should be made through bottom-up process. For example, environmental benefit should be taken into account rather than just economic benefit, and cultural and social characteristics in the project region should be also considered seriously.
