WTR articles to date have addressed raising innovation capacity in lagging regions. We now move to the question of sharing the benefits of specific innovations, noting that one way to do this is to focus on a particular technology as a demonstration project within a capacity-building project. The word "sharing" implies mechanisms that go beyond simple buy-sell transactions. This paper catalogs a number of these mechanisms, which in fact include many well-known technology transfer techniques. The paper focuses in particular on two mechanisms, technology assessment and new institutions, the latter including three Korean institutions. A manager seeking to benefit from the several mechanisms currently must find them in as many different places. We therefore present the possible "roll-up" of sharing mechanisms as an opportunity in social entrepreneurship. We hope the paper will lead to an expanded list of sharing mechanisms, consideration of their feasibility in different regions, and ultimately a one-stop shop for managers seeking to benefit their own and other organizations by the sharing of innovations.
Safety Management of Korean railway industry has been rapidly changed into a risk-based approach adopted by developed countries since Railway Safety Act 2004, Rolling Stock Risk Assessment Guidance and its following regulations came into force. The fundamental requirements for the risk-based safety management is to carry out a systematic hazard identification and quantified risk analyses including cost-benefit analyses, but there has been rare a serious discussion over risk acceptance criteria and value of life in order to be able to judge the results of risk analyses and carry out cost-benefit analyses. This study presents the results of a review of risk acceptance criteria and value of life which may be adoped to Korean railway industry through the analyses with comparison of risk accepatnce principles and risk accepatnce criteria which have been already applied to other countries or other railway operators.

Whenever some new measure to promote safety is being considered, one major input into the decision making process is to be some formal assessment of the costs and benefits involved. What levels of safety do many stakeholders believe the railway should deliver? This paper is a contribution to the efforts to answer the question. In this study, under Willing-To-Pay(WTP) based value of preventing a fatality(VPF) approach, we will study how much people are willing to trade off safety against other desirable things, summarize accepted quantitative criteria for safety quantitative criteria for safety decision, describe differences between these criteria and some current risk control actions, and present an outline of work under way to address issues related to cost-benefit analysis(CBA).
The purpose of this study was to investigate the impact of negotiation-based peer and self-assessment activities on science-gifted students' modeling and students' perceptions of the impact of these assessment activities on modeling. For this purpose, 92 students in the 11th grade of a science high school, in a metropolitan city, were selected to conduct peer assessment, self-assessment, and science writing activities with four topics of Advanced Chemistry. The students' modeling was analyzed in terms of 'structuring scientific concepts', 'logic', 'multiple representations' and 'communication'. Based on the results, the mean scores of modeling increased for each element of evaluation according to the progress of assessment activities. Students' responses in the survey and interviews showed that students perceived the results of student assessment activities as valid, students also recognized the benefit of these assessment activities by referring to the assessment results before their next writing assignment.
This study conducted a regulatory impact analysis regarding the introduction of the Korean version of REACH(Registration, Evaluation and Authorization of Chemicals). The direct cost of the Korean REACH is estimated at a total of 101 billion Korean won over the 11 year period. The cost includes pre-registration, testing, registration, Chemical Safety Assessment(CSA) and Chemical Safety Report(CSR), evaluation, and the authorization costs of 15,223 chemical substances produced and imported more than 1 ton per year in Korea in 2006. With regard to the benefit, the only public health benefit is included in the estimation. Based on the available foreign and domestic data, this study estimated that the economic values of public health benefits are in the range of 33.2~138.6 billion Korean won if only the savings of the National Health Expenditures are considered and it reaches 203.9~1,640.3 billion Korean won if the willingness to pay(WTP) for disease prevention is included. This study proved that the Korean REACH passed the cost/benefit criteria. The benefit-cost ratio of the Korean REACH, however, is estimated to be lower than its EU counterpart. Thus it is suggested that a rigorous study to reduce the costs to industry be required before the Korean government introduces the Korean REACH.

It is widely recognised that the safety-belt is one of the most important and effective vehicle safety features. Nevertheless, actual safety-belt wearing rates are low in Korea, especially rear seats. In Korea, rear seat safety-belt use can be as low as 20%. Consolidating fitment of Safety Belt Reminder(SBR) is one of means to improve belt wearing rates. In this paper, we use the effect of wearing seat belt model as Evans(1991) model. As a key parameter, intial wearing seat belt rates is studied and final wearing seat belt rates is used as scenario related a human compliance variables. In this study, benefit analysis is performed when the effective SBR is made mandatory for all passenger car seat. According to study results, when the fitment of SBR is made mandatory for all passenger car seats in Korea, 119 lives are expected to be saved annually with a 90% observance rate of the SBR. In the same condition, benefit-cost ratio will be 1.84.
Purpose: The purpose of this study was to conduct a systematic assessment on the level of health status, and quality of life of the health care beneficiaries registered in health management programs of public health centers. In order to investigate the level of health status and the quality of life and to find factors affecting them, the PRECEDE model, that was developed by Green, et al. for the purpose of a comprehensive diagnostic research, was used. Method: The subjects were 81 residents who resided K-gu, Seoul. Data were collected from September, 1999 to August, 2000 using a self reported questionnaire. The data were analyzed by descriptive statistics, t-test, Kruskall-Wallis test, Pearson's correlation coefficient. and path analysis. Results: 1. The quality of life and the level of health promoting lifestyle were moderate or more, but were not significantly different by sex, age, marital status, educational level. occupation, and monthly household income. 2. Self-efficacy was significantly correlated to be a perceived benefit, social support and health-promoting lifestyle. Perceived benefit had a significant correlation with social support and health promoting lifestyle. There was also a significant correlation between the level of satisfaction, and the availability of the health promotion program. 3. Social support, health promoting lifestyle, and health status were found to influence the quality of life directly, whereas self efficacy and perceived benefit affected the quality of life indirectly through social support. Conclusion: The results of this study suggest that the health promotion program should include strategies to strengthen self efficacy and perceived benefit to enhance social support, and to encourage health promoting behaviors in order to improve the quality of life of the health care beneficiary.

As the water distribution system which is one of the critical lifeline system is deteriorated and pipe failures occur frequently, the more efficient pipe monitoring system becomes a critical issue in the water industry. One of the pipe monitoring systems is called "Smart-pipe System" which is permanent, comprehensive and an automated SIM (Structural Integrity Monitoring) system and has superiorities to existing monitoring system. To implement a smart-pipe system on a water distribution system, assessment of its indirect benefit obtaining from smartpipe such as the ratio of preventing water main failures must be preceded. However, only some researches on this field have been performed. In this paper, the concept of smart-pipe system is compared with the current monitoring systems for a water distribution system, and a method to quantify its benefit using the inconvenient time for customers is suggested. The suggested method was applied to a real water distribution system to estimate its applicability and benefit.
Cost-benefit analysis (CBA) has been performed in order to decide whether the ILI (in-line inspection) suggested as risk mitigation measure (RMM) from quantitative risk assessment is reasonably practicable. As a result of CBA, we could find out the reasonable intervals of implementation of ILI. In order to assess the benefit, value of preventing a fatality (VPF), which measures value of human life, has been used. The adequate VPF figure of high pressure urban gas pipelines for CBA used in this paper is two billion won. As a result of 2 case studies, we found that the most reasonable intervals of ILI suggested as RMM were 13 years or 15 years.
