  • Korean government has promoted the projects of National Geographic Information Systems since 1995 and the utilization level of Korean National Spatial Data Infrastructure based on them has also developed. However, due to the limit to domestic market size and the legal regulation on prohibition of large sized companies' expansion into domestic spatial information markets, Korean spatial information markets are tied up in term of industrial competitiveness. To overcome those problems and evade the domestic red oceans, it is necessary to find new one in overseas' blue ocean markets. It is estimated that overseas spatial information market will be grown to 125 billion-dollar size and the annual growth rate of it will be reached to 10.5% until 2015. Thus, Asian spatial information market has a huge growth potential and it is newly rising blue oceans for Korea. Advanced countries such as Finland, Germany, Sweden, and Japan have already expanded their market size into the newly industrializing countries. To step with advanced countries, it is time to set up the new globalization strategy of Korean spatial information for expansion into newly industrializing markets. The purpose of this study is to analyze the SWOT of domestic spatial information, investigate the status on spatial information of Asian developing countries, and suggest the globalization strategy of Korean spatial information for expansion into them. The globalization strategy can be labelled as K-FBI composed of 4 domains such as Knowledge sharing platform, Frontier, Back to the basic, and Internalization. In near future, the establishment and performance of road map based on the strategy will be the milestone for Korean spatial information companies' advance into Asian developing countries.

  • A spatial index is necessary to support an efficient search in a geographical information system (GIS) that is important in these days. In this paper, we design and implement a geographical data manager, called GOOD (Geo-object Oriented Data Manager) 2.0, by extending GOOD 1.0 with a spatial index processing module. That is, R-tree and R*-tree are used as a spatial index in this paper to make an efficient search possible. In addition, this paper conducts a performance evaluation to measure the improvement in search efficiency and analyzes the results of the performance evaluation. When the performance evaluation is carried out, we consider various environment factors to allow an GIS administrator to use the results as a basic data in selecting an appropriate spatial index.

  • Spatial analysis in GIS provides an important way that helps the end-users decision-making. For such a reason, query model for analysis should be able to support the users view conceptually in constructing query statements. The traditional approaches in design of query model used to extend the functionality of model that basically designed for manipulation of attribute-operations by appending operators for spatial operations to the query statements of model. However, by the reason of spatial operation's characteristics that are different from those of attribute operations In nature, the structures of query statements in previous approaches are unnatural, inconsistent, and therefore those query models in previous approaches are not able to support the users view in retrieving analysis. In this paper, we proposed the methodology for constructing of user query and internal processing this query based on object-oriented paradigm, in the view of spatial operations by using the basic concept that spatial query is a methodology for spatial analysis. In addition, we presented a strong possibility of designing spatial query model that might actively have interaction with its user by implementing CIW(Class-Information Window) query interface corresponded with the methodology proposed in this paper.

  • In this paper we deal with the small area estimation for the case that the response variables take binary values. The mixed effects models have been extensively studied for the small area estimation, which treats the spatial effects as random effects. However, when the spatial information of each area is given specifically as coordinates it is popular to use the geographically weighted logistic regression to incorporate the spatial information by assuming that the regression parameters vary spatially across areas. In this paper, relaxing the linearity assumption and propose a geographically weighted kernel logistic regression for estimating small area proportions by using basic principle of kernel machine. Numerical studies have been carried out to compare the performance of proposed method with other methods in estimating small area proportion.

  • The innovation of information and communication technology has brought the emergence of the digital economy in which the growing importance of the Internet for the production and consumption of information has caused a rapid increase of commercial domains. Domains are basic form of Internet address for the delivery of information, but the location of registered commercial domains is not free from a spatial context. Utilizing a database of commercial domain registrations, spatial statistical methods and GIS, the spatial dimensions of the commercial domains are explored for the city of Seoul. Through this research, it was found that the commercial domains were unevenly distributed, namely 44% of commercial domains are located at 3 Gus in Seoul. The locations of commercial domains by themselves represented a strong spatial autocorrelation among adjacent places. In order to identify factors affecting spatial variation in the development of the commercial domains among Dongs, a conditional spatial autoregressive model which effectively eliminates a spatial autocorrelation was used. As a result of this research, it is clearly shown that the selective location of firms having commercial domains and their role in economic activities are influencing the spatial structure of urban with dynamic mix of spatial characteristic.

  • Soil chemical properties, relief of field surface, SPAD values and grain yield were investigated in a 0.5ha paddy field in 1999 to obtain basic field information for precision agriculture. Descriptive statistics of field information showed that the coefficient of variation ranged from 1.63% to 38.7%. Field information showed a high spatial dependence for within paddy field. The ranges of spatial dependence were from 15m to 60m, respectively. Kriged maps enable the visualization and comparison the spatial variability of field information. The causes of spatial variability of the field information could be explained rationally by a field management map. Grain yield was negatively correlated with pH, relief values, whereas, was positively correlated with total C, total N, C/N ratio, mineralizable N, available P and exchangeable K, Ca at the significant level of 1 %.

  • This paper, at first, intends to develop a conceptual model of spatial information eco-system based on the related literature reviews. The basic requirements in constructing the model are also specified. Next, the functional roles and interrelationships among the actors constituting the eco-system are analyzed to investigate the major reasons of inefficient and unsmooth flows of value-added process of Korean spatial information industry. Especially, the Korea Cadastral Survery Corp.(KCSC), which has dual organizational characteristics of public and private entity, is analyzed to be positioned as the most dominant actors in the eco-system. However, the KCSC needs to be changed and challenged to re-establish the missions and institutional roles for upcoming network societies. Here, we proposed 4 future-oriented development strategies and action plans to promote the Korean spatial information industry and to activate the eco-system.

  • Developing u-Public facilities for application u-City is to combine both the state-of-the art of the construction and ubiquitous computing and must be flexibly comprised of the facilities for the basic service of the building such as air conditioning, heating, lighting and electric equipments to materialize a new format of spatial planning and the public facilities inside or outside. Accordingly, in this paper we suggested the time pattern system for predicting the most basic power system loads for the basic service. To application the tim e pattern we applied SOM algorithm and k-means method and then clustered the data each weekday and each time respectively. The performance evaluation results of suggestion system showed that the forecasting system better the ARIMA model than the exponential smoothing method. It has been assumed that the plan for power supply depending on demand and system operation could be performed efficiently by means of using such power load forecasting.
