A Study on the Improvement of KC Certification Scheme of Electrical Appliances for Global Competence (글로벌 경쟁력 강화를 위한 전기용품 안전인증제도(KC) 개선에 관한 연구)

  • Electrical product safety certification is for public safety. Korea electrical safety certification (KC) is being tested and certified on the base of Korean electrical appliance safety act and KC scheme. There are operating system and Electrical safety standards in the KC scheme. KC' operating system was adapted from japan operating system of Japan certification scheme. But KC certification' electrical safety standard was adapted from IEC standards of IECEE CB scheme. So There are many problems such as difference of version between KC standards and IEC standards, discrepancy between operating system and standards. Therefore, This paper analyzed the reason of discrepancy and proposed the improved KC certification operating system in order to reduce cost and to save time in the procedure of issuing KC approval for public safety in using electrical products and also for global competence.

A Study of the Vegetation and Vegetation Base around the Goesan Gun (괴산군 일대의 식생 및 식생기반에 관한 연구)

  • The purpose of this study is to grasp what characterizes the vegetation base of the natural forest as a latent vegetation in the middle region of Korea and thus to offer basic data when improving the vegetation base in the middle region being built or to be built in the future. The findings of this soil section survey show the following: The soil is brown to red color soil group on the whole. In addition, the soil's physical features like soil hardness are rated as high level, which results from the fact that the forest soil exits in its natural form under less influence of stamping. The pH of soil shows a weak acidity, like Korean normal soil. Specific electrical conductance is also rated as middle to high level in accordance with the standards of landscape architecture. The Salix koreensis community and the Pinus rigida community are different from other communities in terms of total nitrogen, available phosphate and exchangeable $K^+$ content. Specifically, the two communities are opposed to each other in terms of total nitrogen and available phosphate, while being similar to each other in terms of available phosphate and exchangeable $K^+$ content. This seems to result from the fact that they are located near each other. In addition, the two communities are characterized by the fact that they are distributed at the altitude mean relatively lowest and in the valley. To sum up, the forest soil around Goesan Gun is of middle level on the whole according to the landscape standards, when judging it in terms of vegetation base. Accordingly, it seems that the construction of the vegetation base around Goesan Gun will not require large investment expenses for soil improvement. Also, it seems that the spatial scope of research is needed to expand the basic data on the construction of the vegetation base for the whole middle region of Korea.

Implementation of RRS-based Base station Communication platform using General-Purpose DSP (범용 DSP를 이용한 RRS 기반 기지국 통신 플랫폼 구현)

  • One of the problems with the base station equipment is that there is a large difference between the replacement time of the hardware equipment such as the base station equipment and the radio access equipment, and the evolution period of the communication standard. Therefore, the base station communication platform must be flexible enough to handle the evolving communication standards after purchase. Recent research on reconfigurable communications platforms has focused on the efficient architecture of the communications platform to meet these requirements through software downloads while still using existing hardware. This paper presents a prototype of a base station communications platform based on the ETSI standard reconfigurable architecture. The communication platform presented in this paper is implemented as an ETSI standard reconfigurable architecture using a general-purpose DSP (Digital Signal Processor). In the implemented prototype, we verify the real-time feasibility of communication protocol updates through software reconfiguration.

A Study on the Establishment of Minimum Housing Standards for the Socially Underprivileged (사회적 약자를 위한 주거규모의 최소기준 설정에 관한 연구)

  • Providing an adequate housing to the socially underprivileged with a weak economic base is the most difficult task of housing policies. Korea established minimum housing standards and has used them for housing policies. However, the level of Korean minimum housing standards is far lower than that of foreign minimum housing standards. Thus, this study made a comparative analysis of Korean minimum housing standards with foreign housing standards in various aspects in order to guarantee housing quality of the socially underprivileged in Korea. In particular, the floor area and ratio of small lease homes are minutely examined to present the actual housing standard of the socially underprivileged. The level of Korean minimum housing standards suggested in this paper is very close to that of Japanese minimum housing standard, which is 37.95 $m^2$ for a 3 member family and just above Chombard de Lauw's pathological limit (36.03 $m^2$). As this research is specifically focused on the establishment of minimum floor area standards for the socially underprivileged, further research should be made in consideration of more specific requirements of various groups for the socially underprivileged.

Direct Anlysis of Impurities in Solides with Glow Discharge Mass Spectrometry

  • A glow discharge mass spectrometric(GDMS) analytical method was developed for direct analysis of impurities in solids. Ions extracted from a glow discharge ion source with a sample as a cathode were analyzed by a quadrupole mass filter. Ion extractions were carried out through differentially-pumped orifices biased to positive and negative potentials. Operating parameters of the glow discharge source such as discharge current, orifice-to-cathode distance, energy analyzer setting and bias voltages have been optimized. The developed GDMS was applied to the analysis of KSS copper-base alloy standards certified by Korea Standards Research Institute(KSRI). In the analysis, the reproducibility and the detection limits were estimated to be about 2.5% RSD, and in the low ppm range, respectively.

Fabrication of RRR Measuring System for Disseminating IEC International Standard (IEC국제규격을 보급하기 위한 RRR측정장치 제작)

  • In order to disseminate the IEC international standard of RRR measurement of Cu/Nb/-Ti composite superconductors, a measuring system was developed at KRISS. The system consisted of helium reservoir, base plate, thermometer, voltmeter and current source. The helium reservoir and base plate provided a stable temperature of a range from 4.2 K to 300 K and the voltmeter measured several order of $mutextrm{V}$ on specimen for obtaining RRR of the Cu/Nb-Ti composite superconductor. Three specimens of the Cu/Nb-Ti composite superconductors were measured using this system for characterizing their RRR. The resistance-temperature curves ortho specimens showed 10/sup -6/ to 10/sup -5/ Ohms near transition temperature and 10/sup -4/ to 10/sup -3/ Ohms at 293 K. The RRR values of the specimens were 145, 71 and 140, respectively.

Overview on Standards for Soil-Structure Interaction Analysis used in Design of Infrastructure (일반 시설물의 지반-구조물 상호작용 해석 기준에 대한 고찰)

  • This study reviews concepts, theories and formulas included in standards on soil-structure interaction and also shows practical example of application for engineers. Real structures are 3 dimensional and multi degree of freedom but they are often idealized to single degree of freedom for convenience. In this study, detailed procedures to calculate soil spring constants and damping coefficients and method to model soil-structure system are explained. Additionally, case studies to judge fixed base condition and evaluation of applicability of simple analysis method based on response spectra are performed.

The pH Dependence of Metal Tetrakis (4-sulfonato-phenyl) porphine Structure Probed by Raman Spectroscopy

  • The pH dependence studies of Raman spectra are reported for water-soluble free-base, Zn, Co and Cu tetrakis (4-sulfonatophenyl) porphine in pH 4, pH 7 and pH 13.9 aqueous solution. For free base porphine, the substantial differences are found in absorption and Raman spectra between pH 4 and pH 7 or pH 10 aqueous solutions due to the protonation at low pH. For Zn and Co porphyrins, the hydrolysis equilibrium constants are obtained by spectrophotometric titration experiments. The consistent shifts in Raman frequencies are found at high pH due to the hydrolysis. For Cu porphyrins, instead of hydrolysis the aggregation effect is detected at high pH through the absorption and Raman studies.

  • New products and services, such as 5G and wireless power transmission equipment, have recently brought about changes in the field of electromagnetic technology. There is a need for the evaluation and measurement of the health effects of such technology. To address this need, the development of international standards related to human exposure to electromagnetic waves of these new technologies are currently being discussed. This article briefly introduces the International Standard Organization standards for human exposure to electromagnetic waves, and focuses on the major standard trends for SAR measurement techniques that employ vector probes, wireless power transfer, and 5G base station measurement.

  • The KSTAR (Korea Superconducting Tokamak Advanced Research) tokamak is a nuclear fusion experimental device for a long pulse/steady-state plasma operation, adopting fully superconducting magnets. In accordance with completion of the basic design of the torus vacuum vessel and the enclosing cryostat, the vacuum pumping and gas fueling basic design has been developed to fulfil the physics requirements. The ultra-high vacuum pumping and sophisticated gas fueling system of the machine is essential to achieve such roles for optimized plasma performance and operation. Recently the vacuum exhaust system using dedicated pumping ports for the vacuum vessel and cryostat has been modified to meet more reliable and successful performance of the KSTAR[Fig. 1].In order to achieve the required base pressure of 5 x 10-9 torr, the total impurity load to the vessel internal is limited to ~5 x 10-5 torr-1/x, while the cryostat base pressure is kept as ~5 x 105 torr to mitigate the thermal load applied to the superconducting magnets. Each KSTAR fueling system will be separately capable of fueling gas at a rate of 50 torr-1/x, consistent with the given pumping throughput. In order to initiate a plasma discharge in KSTAR, the vacuum vessel is filled to a gas pressure of few 10-6 to few 10-4 torr, and additional gas injection is required to maintain and increase the plasma density during the course of the discharge period.
