Purpose: The purpose of this study is to suggest directions for improving Authentication Of A Barrier-Free Living Environment(BF) of passenger facilities. Methods: We examined the parts (terms, Authentications, and dimensions) where the difference in the legal standards between the relevant items in the "ACT ON GUARANTEE OF PROMOTION OF CONVENIENCE OF PERSONS WITH DISABILITIES, THE AGED, PREGNANT WOMEN, ETC." and the "ACT ON PROMOTION OF THE TRANSPORTATION CONVENIENCE OF MOBILITY DISADVANTAGED PERSONS", which are the basis of Authentication of BF for buildings and passenger facilities. We also mention the differences by comparing and analyzing Authentications of BF. In addition, we survey the current status of passenger facilities in Korea that have been granted and not granted Authentication of BF of passenger facilities. and we describe improvement directions of Authentications of BF. Implications: Improvement of Authentications of BF should be made in accordance with relevant laws, and improvement of Authentications of BF to reflect various situations in the field is needed. Authentications of BF according to the type of passenger facilities should be distinguished.

Purpose: This study aims to find directions to improve the barrier-free (BF) certification criteria by assessing the current BF certification system, which is used as a method to improve access to passenger facilities and as a method for universal design planning, and by comparing BF certified facilities with non-BF certified facilities. Methods: This study assesses 20 BF certified facilities and 39 non-BF certified facilities, which were constructed in 2005 and onwards. The results of the assessment are compared and analyzed based on the following three categories: railway stations, urban railway stations and bus terminals. Results: The results of the analysis show that the total scores of the BF certified facilities are higher than those of the facilities that were not BF certified, indicating that the BF certification system is effective. Implication: However, there are some criteria items showing higher scores in facilities that are not BF certified than in BF certified facilities. This suggests the need to improve the BF certification criteria.

많은 지자체들이 도시시설을 장애물 없는 (barrier free, BF) 환경으로 조성하기 위한 노력들을 기울이고 있다. 그러나 선행연구는 장애인만을 주 분석대상으로 BF 환경 조성요소들을 도출한바 장애인과 비장애인의 공통개선요소와 이용자별 개선요소를 고려한 BF 환경조성방안에 대한 연구는 미흡한 실정이다. 본 연구는 부산광역시 해수욕장을 이용한 장애인과 비장애인의 BF 환경 조성요소들에 대한 만족도를 변형된 중요도-만족도 분석 (modified importance-performance analysis)기법을 적용하여 개선 우선순위를 도출하였다. 분석결과 장애인과 비장애인의 공통개선요소인 "위생시설"의 개선이 가장 시급할 것으로 판단되며, 장애인을 대상으로는 "매개시설"의 개선이, 비장애인을 대상으로는 "편의시설"의 개선이 필요한 것으로 나타났다. 이러한 분석결과는 장애인과 비장애인이 대상 해수욕장시설 이용 시 장애가 되는 요소들이 이용자의 특성에 따라 달라질 수 있음을 나타낸다. 본 연구는 장애인과 비장애인의 BF 생활환경 조성 요소에 대한 만족도를 분석하여 공통개선요소와 각 이용자별 개선요소를 제시함으로서 BF 관련 정책수립과 예산책정에 유연성을 부여할 수 있을 것으로 기대된다.

우리나라의 도시공간에는 교통약자들의 이동을 어렵게하는 많은 장애 요소들이 산재되어 있다. 이러한 문제를 해결하기 위하여 2006년 1월 "교통약자의 이동편의증진법(이하 이동편의증진법)"이 제정되었으며 이동성확보를 위한 각종 시설정비가 법적근거 하에 추진되기에 이르렀다. 그러나 강제적 규제를 위한 기준을 수립하는 법률의 속성상 이동편의증진법에 설정되어 있는 각종 기준들은 교통약자들을 위한 최소 기준을 제시하고 있을 따름이며, 교통약자들의 쾌적하고 편안한 이동을 보장하기에는 충분하지 않다는 비판이 제기되고 있다. 따라서 이러한 문제를 해결하기 위해서는 교통약자들의 실제적 편의에 근거한 보다 엄격한 시설 설치기준이 마련되어야 할 필요가 있다. 본 연구의 목적은 이러한 관련 법제도상에서 제시되고 있는 교통약자를 위한 각종 기준 및 이러한 기준에 의해 건설된 보행로의 현황과 문제점을 분석하여 현재 시행 초기단계에 있는 BF 인증제도의 기준에 대한 개선 방향을 제시하고, 개선된 기준을 바탕으로 실제 보행로를 평가하여 BF 디자인 측면에서의 보행로 설계상 개선이 요구되는 사항들을 분석하는데 있다. 이를 위하여 본 연구에서는 국내의 관련 법제도들을 선진국 사례와 비교분석하고 그 결과를 토대로 현재 우리나라 보행로 설계 기준에 근거하여 건설된 보행로들의 BF 설계 수준을 현장조사를 통해 분석하였다.

고령화 및 다문화, 사회적약자의 외부활동이 증가됨에 따라 장애물 없는 생활환경의 구축이 요구되고 있어 공원에서도 이들의 편리한 이용을 위한 시설개선이 요구되고 있다. 이에 '장애물 없는 생활환경 인증제도'에 따른 기존공원의 BF인증 가능성을 분석하고, BF인증평가기준을 적용한 공원 계획을 수립하였다. 공원 오는 길 및 공원 내 주요 시설지를 연결하는 무장애 동선을 확보하고, 주요 시설이용에 불편함이 없도록 공원시설을 개선하며, 장애인 등의 이용이 편리하도록 안내체계를 개선하여 보라매공원을 무장애 공원으로 조성하고자 하였다. 본 연구는 기존 도시공원의 BF인증 가능성 여부를 진단해 보고, 누구나 이용하기 편리한 무장애공원 계획을 수립했다는데 의의가 있다. 연구를 진행하면서 BF인증제도의 한계점과 과제도 발견할 수 있었는데, 첫째는 BF인증제도에 대한 이해와 인식부족이다. 공원의 계획, 설계단계에서부터 장애물 없는 생활환경 조성을 위한 고려가 필요하나 설계 및 공사완료시점에 인증에 대한 검토를 함으로써 시간적, 경제적 손실이 큰 실정이다. 둘째는 공원의 BF인증 평가항목이 지형의 기복 및 기존 수목 등의 자연적 제약조건이 큰 외부공간의 특성이 반영되지 못한 세부평가항목을 적용하고 있다는 점이다. 셋째는 공원의 입지적 여건을 고려한 무장애 공원의 가이드라인 수립 및 공원의 BF인증 평가항목 등의 개선이 필요하다는 것이다.

Purpose: The ramp is an important facility for the barrier free access and vertical circulation of users of various buildings, including users of walker, wheelchair users, stroller users, and baggage carriers. The installation standards for ramps in Korea have various problems during construction and BF certification. It is necessary to improve the criteria for ensuring practical mobility and safety. Method: Korean standard, International Standard(ISO 21542, 2011), German Standard(DIN 18040-1, 2010), Austrian Standard(OENORM B 1600, 2017), Swiss Standard(Norm SIA 500, 2009), Canadian Standard(Building Standards Guide, 2017), American Standard(ADA Standards, 2010) were investigated and analyzed. A comprehensive improvement of the ramp installation standards is proposed. Results: The ramp is a necessary facility for the barrier free access and vertical circulation of the disabled. It shall be installed with comprehensive consideration of the appropriate slope of the ramp, the distance of the continuous slope, the handle and upstand for pedestrian safety. In order to improve convenience, setting the proper slope and limiting the length of the slope are very important, and improvements are required to the levels presented by international and foreign standards. The unclear standards of Korean law and BF certification standards should be clearly improved so as not to be misinterpreted in construction and Barrier Free Certification. Implication: International and foreign standards should be reviewed to ensure practical mobility and safety. And comprehensive improvement measures should be presented through continuous research.

BF인증을 도입하여 운영한 이래 2020년 2월까지 총 6,432건의 인증서 발급이 있었고, 그 중 교육연구시설은 건축물 6,237건 중 1,091건(예비인증 754건, 본인증 337건)으로 약 20%의 BF인증을 취득하였다. BF인증 건축물 평가지표 3개 항목 매개시설, 내부시설, 위생시설 중점적으로 정성평가를 실시하고, 그 도출 결과를 Text Mining 분석 통해 주요 키워드를 도출한다. 도출된 결과 매개시설의 경우 접근로에 대한 문제점이 발생되었으며, 내부시설의 계단에 대한 평가사항 중 사용자에 대한 평가지표 마련이 필요하다는 결과를 알 수 있었다. 마지막으로 위생시설의 경우 주민 개발시설에 설치되는 화장실에 대한 개선이 필요한 것을 알 수 있었다. 도출된 결과를 바탕으로 학교시설 BF인증에 필요한 평가지표가 별로도 마련되어야할 것이다.

본 연구는 학교시설의 장애물 없는 생활환경(BF)인증이 의무화됨에 따라 학교시설에 대한 장애물 없는 생활환경(BF)인증 평가지표에 대한 기초연구로, 장애물 없는 생활환경(BF)인증 평가지표를 바탕으로 학교시설의 편의시설 설치현황을 조사 및 분석하여 학교시설에 적합한 장애물 없는 생활환경(BF)인증 평가지표의 개선방향성을 모색하고자 하였다. 우수시설학교로 선정된 조사대상학교의 편의시설 중 매개시설, 내부시설의 현황과 장애물 없는 생활환경(BF)인증 평가지표를 비교분석한 결과, 배점획득항목에 따라 학교시설에 기 반영되어진 항목과 중 하위 배점 기준으로 최소로 반영되어지는 항목으로 분류될 수 있었으며, 기 반영되는 항목은 배점기준의 변별력이 다소 미흡하여 배점 기준 등의 개선이 필요하다. 누구나 이용하기 편리한 학교시설을 위해 중 하위 배점을 획득하는 항목에 대해 기준개선 및 배점 조정으로 질적 향상을 이끌어내야 한다.

Among the Barrier Free (BF) certification evaluation items for public facilities, at which position the standard for the effective height of the stair railing handle should be calculated is not clearly determined. Because of this, not only the evaluation standards of the certification authority and the evaluation committee are different, but disputes are occurring between the ordering organization, the design company, and the construction company. Therefore, the stair railing installation standard laws for public facilities were analyzed and through a case study of institutions that obtained the BF certification, problems were analyzed. The results of problem analysis reveal the following. 1) The standards of the Ministry of Health and Welfare and the Ministry of Land, Infrastructure, and Transport were different. 2) The effective height calculation standard was ambiguous, and disputes occurred frequently. To solve this problem, we proposed improvement plans for calculating the height of the stair railing that can comply with laws while ensuring safety.

For Barrier-Free certification, the floor and ground surfaces must be finished with materials that are not slippery, flat, and have low-impact in fallis. However, the BF Certification Act does not provide specific methods to meet these regulations. In performance-based design, the responsibility of proving the performance rests with the building owner and architect, so quantitative evaluation indexes are needed to select suitable materials. Furthermore, changes in performance after completion should be checked periodically in 'As-Is' conditions. There are various methods for slips, trips and falls risk assessment, causing confusion for users. In this study, the results of previous studies on the evaluation methods of slips, trips and falls were considered closely, and each quantitative evaluation index that can be used in the new construction and maintenance phase was presented.
