A Study on the Regional Function of Health Care by the Disease Pattern of the Inpatients (입원환자 질병유형의 구성에 의한 지역별 진료기능에 관한 연구)

  • The objectives of the study were to provide the basic informations needed in the development of balanced medical services throughout the nation. As the national health care system was expanding rapidly along with the economic growth, quantitative re-evaluation of the system is of great need. For that reason, characteristics of the admitted patients were analyzed for the case-mix and patients' flow within and through regions. Materials were 421,530 cases of inpatients, who were reported through Korea Medical Insurance Corporation(KMIC) for insurance claim, during the period of March 1, 1985 through February 28, 1987. Korean Diagnosis Related Groups(K-DRGs) classification system was adopted for the study of case-mix and 189 cities and counties were classified into 5 district groups by factor analysis results of K-DRGS. The major findings of this study were as follows ; 1) Factor analysis of case-mix, employing K-DRG system, revealed 5 distinct funtional district groups. Group A(18 districts) was prominent for tertiary medical care. In group B(36 districts), rather simple procedures were prevalent. Group C(26 districts) was distinctive for the medical care of well organized internal medicine practices with qualified clinical laboratories. Group D(17 districts) was characterized by relatively high balanced medical care. Group E (92 districts) was with very low level of medical care. 2) Analysis of the case-flow through the districts showed 3 types of flow patterns : inflow, outflow, and balanced types. Inflow type of case-flow was found in Group A, C and D while Group B and E showed outflow type. Inflow was most prominent in Group A and Group E was of typical outflow type. Group B was consistently the outflow type except for Major Diagnostic Category XX regardless of the disease treaters, but Group C and D were inflow or outflow types according to the disease tracers.

Establishment Strategy for R&D Special District in Gwangju Area (광주지역 연구개발특구 육성방안에 관한 연구)

  • According to the evolution of knowledge based economy, the expansion of significance of high-tech and technical innovation, in recent, many of local government of Korea have concern on the establishment and promotion of new growth power such as technopolis, science park, and innovative clusters for regional development. This study focuses on the establishment strategy for R&D special district in Gwangju area. Gwangju area have many potentials in several dimensions; comfortable physical environment, new agglomeration of photonics and household electric industry, the existence of excellent research related manpower, the strong networking with universities, laboratories, and firms. In addition, the establishment of R&D special district in Gwangju area will be provide positive effects in the increase of competitiveness of state, balanced development between regions, revitalization and development of southwestern area, and establishment of innovative clusters for regional development. However, in order to promote and establish the R&D special district of Gwangju area, central and local governments have to concern with some improvements such as the construction of R&D related infrastructure, the strengthening of research activities of research institutes, the building of cluster of strategic industries of Gwangju area, the supporting system for the revitalization of R&D special district.

Implications of the US Metropolitan Economic Zone on the Association of Rural Living Area and Metropolitan Economic Zone in Korea (미국의 광역경제권과 생활권 -한국의 광역경제권 및 농촌지역 생활권 구축에 대한 함의-)

  • The purpose of the present study is to provide policy implications for successful development of the metropolitan economic zone in Korea followed by in-depth case studies on the US Metropolitan Economic Region. This study looked into diverse experiences of the US mega regions investigating their key strategies, requirements and standards, etc. Urban areas in the US are designated based on CBSA, a standard for statistical area since 1950. The US has a clear standard to define rural and suburban area and is trying to reflect urban structural changes including suburbanization. The US annexation system is relatively simple to operate. Furthermore, the system helps the growth of rural areas by gradually incorporating rural areas into urban areas. We found that action plans of the US mega regions facilitate strategic growth and development for balanced territorial development, incorporating multi-dimensional and comprehensive approaches. We also found that the US mega regions are designated with regard to the local natures. Couple of policy implications were extracted from the US experiences. First, since the construction of mega regions in Korea concerns less on the inter-regional connections with other regions, we need to incorporate diverse standards to divide the regions with respect to the spatial and local characteristics. Second, local governments should collaborate with each other for successful economic development of the metropolitan economic zones. Administrative districts renovation can be a immediate and effective solution to facilitate the collaboration. We recommended to consider consolidating administrative areas to construct successful metropolitan economic zones.

Identification of Industrial Regions Using Factor Analysis and Its Developmental Implications - Case Study of Yesan-Kun Area - (군단위지역(郡單位地域)의 산업기능분석(産業機能分析)과 권역별(圈域別) 개발방향(開發方向) - 충남(忠南) 예산군(禮山郡)을 중심(中心)으로 -)

  • Purpose of this study is to classify the main industrial function by region using the factor analysis. Identified regions, Yesan-Kun area consisted of 12 Myon(towns) selected as a case study, would be conducive to establishing rural town planning reflecting their industrial characteristics. Major findings are summarized as follows. First, population of Yesan-Kun has been decreased at about 1.0% annually for the period 1970~1990, which may not meet the basic condition of sustainable regional growth. Second, economy of Yesan area, which mainly has been dependent upon the agriculture, are lagged behind because of lack of specialized manufacturing sector. Third, particularly West and East part of the region has been underdeveloped in spite of their potentiality mainly due to insufficient network of road. Based on fator analysis which classify the zones by the characteristics of industry, following developmental directions are suggested. - Yesan-Eup with a factor score of 2.85 in secondary and tertiary industry, which means functioning as a rural center should be developed to provide the residential people with basic service. - Ducksan-Myon with 2.93 factor score in tour industry is recommended to formulate leisure complex by utilizing its abundant tour resources. - Sapkyo-Eup, Goduck-Myon, Sinam-Myon, Oga-Myon Areas functioning as agricultural industry, are suggested to foster as zones specialized for the cultivation of crops and fruits. - Kwangsi-Myon and Bongsan-Myon neighboring other counties is likely to be affected by other regions' economy. These regions should be developed in association with other regions' economic circumstances. - Daeheung-Myon, Daesool-Myon and Sinyang-Myon areas, which are located southern part of Yesan County, is examined to be relatively underdeveloped area. So there are needs to make a special planning for the balanced growth of these regions.

  • There was few research dealing with the cultural property or the arts of Southeast Asia before, however many articles and books on the arts of Southeast Asia were published since 2008. There are more than 50 papers dealing Southeast Asian art during the period. It was Vietnamese ceramics and the Buddhist relics of Indonesia which paid attention among those articles. This was relevant to the launching of the Humanities Korea (HK) project by the National Research Foundation in 2007. A study on Southeast Asian arts from each of eleven countries is difficult to achieve outstanding results in a short period of time. Since art historical approach is quite a professional field, the growth of research is limited. Since art historical approach is a professional field, the growth of research is limited. At this point we can say the research on Southeast Asian art are developed in an unbalanced extent in the limited area focused on ceramics and sculptures. Over the past decade, the research on Southeast Asian art has developed, but we still need more experts in specific regions and fields. For establishing the art history as a field of regional studies, it is imperative to cultivate specialists in each region for the profound and balanced understanding the value of Southeast Asian art.

A Study on the Revitalization of Distribution and Logistics in the Least Developed Free Economic Zones (FEZ) (후발 경제자유구역의 성공을 위한 물류유통 부문 활성화에 관한 연구)

  • Purpose - The objective of this paper is to explain the successful methods for the revitalization of distribution and logistics of the least developed FEZs (Saemangum, Yellow-sea, and Deagu-Kyengbuk) in Korea. With the recent changes in the economic terrain of Northeast Asia as with the rise of China, Korea has developed a logistics hub concept for improving the efficiency of logistics and distribution industry and its distribution and logistics policy has received positive worldwide evaluation. Therefore, we face severe competition and must always look for ways to address these problems. Research design, Data, Methodology - This study adopts two methods to propose successful revitalization of distribution and logistics in the least developed FEZ. The first method investigates the limitation of these FEZs by analyzing the statutes, and the second one follows comparable cases. Thus, we first reviewed the efficient strategic political alternatives for the least developed FEZ, Yellow-sea, Seamangum-Gunsan, and Deagu-Kyeongbuk, through the relative institution system, law, and future plans. Next, we studied the Bin-hai Economic Free Section (Zone) in China as a comparable example. In order to analyze the competitiveness of logistics in the three FEZs (Yellow-sea, Seamangum-Gunsan, and Deagu-Kyeongbuk), the total factor productivity growth of regional manufacturing industries is divided into three sources: the external trade effect, scale effect, and technical change effect. However, this paper does not test for a positive contribution of external trade, which is a reason of non-building on these FEZs. A FEZ that shows a larger external trade effect than the others will have a comparative advantage in the logistics infrastructure and policy support. This study presented the newly applied Bin-hai FEZ in China, in order to make the studied FEZ as successful by applying the strategy of its distribution and logistics center. Results - In Korea, there is an increased focus on the benefit of the regional development of regions such as the Free Economic Zones (FEZ). We have six FEZs, Inchon, Busan-Jinhae, Guangyang, Yellow-sea, Seamangum-Gunsan, and Deagu-Kyeongbuk. However, our FEZs do not have various supporting factors needed for the logistics and distribution industry. Korea designated the above six places as FEZ and has operated to enhance national competitiveness and ensure a balanced regional development since 2003. However, most FEZs did not receive favorable feedback in the first business performance evaluation and it is necessary to take action for substantial improvements. Conclusions - Especially, over the past 10 years, even though the FEZ policy has been implemented in an effort to promote success in distribution and logistics, there are still many underdeveloped industries in logistics. The main problem is the absence of revitalization of the high value added performance in the distribution and logistics industry. However, there is a limitation to this study. We have used non-empirical method based on a case study to arrive at our findings. Future studies should use appropriate statistical methods to supplement our results and provide a solution to this problem.

Development Direction, Actual Condition and Location of the Auto Industry in Jeon-Buk Province (전북지역 자동차산업 입지와 지역산업 실태 및 발전방향)

  • The location of auto industry in Jeon-buk is due to the strategies for secure a low-priced industrial site of the auto assembly companies, which attained to quantitative growth stage in the early part 1990's, and the regional balanced development policy by the location of leader enterprise of the government. As a consequence of the reversal development pattern that is located the auto parts firm after locating the auto assembly companies, the Jeon-buk auto industry has many structural vulnerability. First, because of the lack development of auto parts industries, the auto assembly companies located in Jeon-buk are dependent many auto parts at a external region. Second, most of auto parts firm belongs to the singular assembly company exclusively. And the majority of auto parts industries are the low value-added products that are necessary a simple labor power. Third, the agglomeration undeveloped of associated industries with automobile caused a low competitiveness of invitation a manufacturing company as against other provinces. For a regional economic development by the auto industry, it is necessary a flexible regional structure of production through an agglomeration of associated industries. The geographical proximity between an assembly company and a parts firms is an important locational factor with the induction of Just-in-Time production system and a modularization in the auto industry. And a modularization applies to more new factory than the existing factories. So that, Jeon-buk self-government has to create an amicable industrial environment, try to attract an auto parts enterprises and plan an agglomerated industrial complex that is able to supply a parts modulated to assembly company.

Alternating Development Strategies in Jeiu Island, Korea (제주도 발전 전략의 교호적 변화)

  • Islands are vulnerable to outer influences due to their small size and isolation. Tourism often becomes an important development focus because of their unique culture and nature. Jeju-do, as well as other islands, has experienced such development mostly led by central government, and the regional change was understood as the outcome of global influences without much concern with the local response or strategy. Thus, vulnerability has been the key theme in island development studies. This paper examines the current state of island development as an outcome of locals' alternating strategy in which the islanders accept the central government's plan, but express their demands to modify them. It is reflected in the electoral preference for ruling or oppositional parties, local movements against central government's development plans, and the spatial organization of tourism sites from a few growth centers to more dispersed, balanced development. These suggest that the current state of island development is not derived from unidirectional global forces, even if islands are peripheral. Rather, it is the outcome of an alternating strategy of Jeju locals accepting the central government development plans while managing them for local benefits.

  • Because of the radical changes in the domestic and foreign economic circumstances Koreaa fisheries is confronted with difficulties. Along the end of the UR marine products of other nations are rushing into Korea. Also migration of labor to other industries and rise of wage level in Korean fisheries deteriorate managerial conditions. But in Korea which has little natural resourses fisheries is still more important. That is \circled1 creating job opportunites \circled2 increase of income \circled3 supply of foodstuffs and animal protein \circled4 acquisition of foreign currency \circled5 enlargement of domestic market for industrial products \circled6 development of other interrelated industries \circled7 rational use of domestic resourses \circled8 diversification of population and production activites \circled9 contribution to balanced growth of national economy by the developing regional economy. These roles of fisheries in national economy mentioned above are to be excuted forward. In spite of the radical change in the economic circumstances at the end of the UR fisheries if crucial in Korea as a industry. For this our fisheries is to be made to compete with foreign fisheries. Through the cheap price and high quality our fisheries must be came to compete with foreign fisheries and meet the people's needs for marine products. For this it is necessary to maintain high productivity and competitive power. Now with the exception of a portion of the deep - sea fishing, our fisheries is generally paltry, Especially inshore fishery which is the main stock in our fisheries is very paltry and so productivity and competetive power are very low. So to develop our fisheries which has s comparative disadvantage active polices that follows below are to be promoted on a large scale. \circled1 improvement of structure \circled2 augmentation of productivity in fishing ground by making fisheries resourses \circled3 enlargement of finantial and monetary assistance \circled4 effective administration of fisheries cooperative union \circled5 activation of R&D etc These polices which need to be scientific and comprehensive are very valuable. Especially without making fishieries resources we cannot expect economy of scale, promotion of productivity and development of fisheries. And we do also endeavour to gather the results of the study and investigation about fisheries domestic and foreign and do ceaselessly put these to practical use systimatically.

Measuring the Potential of the Korean Border Area for Green Détente Practice using Prosuming-index (프로슈밍지표를 통한 접경지역 기반 남북한 그린데탕트 실천 잠재력 분석)

  • The border area between the South and North Korea is considered a stage for promoting Green Détent through the transformation of the Demilitarized Zone into the Green Peace Zone. This paper proposes 'Prosuming-index' composed of items to evaluate the multi-layered nature of industrial and infrastructure projects in the ecological and environmental fields planned in the border area. Based on the prosuming-index, we derived the following four types of potential for Green Detent practice in the border area-first, the Incheon and Ganghwa regions as 'a logistics/human network and agricultural/fishery production area', second, the northern Gyeonggi region as a 'cooperative network area based on the smart technology industries', third, the western Gangwon and the parts of nothern Gyeonggi region, as 'a multiple prosumer's area based on carbon neutral technologies', lastly, the eastern Gangwon region, as 'a transition area from idle or aged infrastructure to green infrastructure through the renewable energy industries'.
