Simplified Clearance Formalities of Northeast Asia port (동북아 항만의 입출항 수속 간소화 방안)

  • Recently, owing to the increasing demand on the simplification of arrival and departure procedures, IMO's (International Maritime Organization) Facilitation Committee (FAL) is carrying out the standardization project of arrival and departure formalities and clearance form. Also, many port authorities of developed countries are making active researches for the smooth flow and efficiency of the information inbound and outbound ships by way of simplifying their formalities or through electronic means. However, this standardization project cannot be done by one country but by mutual cooperation among related nations. And to carry out this task, the first thing to be done is to standardize the formalities and document form, and to integrate information. To this end, this study has reviewed the model cases of advanced ports of developed countries with regard to their simplification and standardization efforts. And also we have analyzed the formalities and clearance form of the three countries Korea, China, and Japan. And then for the solution of common problems of three countries, this paper has suggested an ebXML-based Global Port B2B framework. Through this framework, we can reuse and automate the necessary information on the arrival and departure of ships, consequently realizing simplification, and laying a foundation for the introduction of e-commerce to the port industry.

  • There are a lot of factors working to facilitate the decline of Korea's traditional markets including large-scale discount stores, convenience stores, businesses of new types such as non-store retailing, and fiercer competitions among retail shops. The changes to the business environment are never favorable to them, either; the consumers have developed more diverse tastes and altered their purchasing styles; and the trading areas around traditional markets have withdrawn in size and power as new towns attract more businesses. In a word, every factor and situation seems to push traditional markets down the slope. Reacting to the problems, the Korean government enacted and enforced the "Special Law for the Promotion of Traditional Markets and Shopping Streets" to provide proper financial and management support. The shop owners of traditional markets formed merchants and prosperity associations and took various initiatives to increase the competitive edge of their traditional markets. All those efforts on the part of the government and the merchants, however, do not seem to be enough to revive traditional markets. This study set out to compare and analyze the management of shop owners of traditional markets based on the support projects by the government, to conduct an empirical research and analysis of their management conditions, and to suggest a better policy model by making improvements for the government's support system and making revisions to the current directions.

  • ITA (Information Technology Architecture) satisfies the requirements of information system, supports the information used in the institution's business to guarantee the interoperability and security, and analyzes the components of information system. ITA consists of EA (Enterprise Architecture), TRM (Technical Reference Manual) and SP (Standard Profile). The SP, one of the major components of ITA, is a set of information technology standards. In this paper, to construct and utilize the ITA, we mention the applications of information technology about the SP system implementation based on the TRM. The SP management system implemented in this paper is the first trial in Korea, and designs the software with object oriented programming languages such as JSP and Java. Moreover the basic and detailed specification based on the UML notation, system design using the component and system design pattern consisting of software architectures enhance the software reusability. And the constructed system in this paper shows less maintenance cost by using the public softwares such as Linux system, Korean DBMS, Apache and Tomcat, etc. Finally, the system includes the SP reference system which is used in the other institutions and cannot be found in other institutions. Also it includes the additional diverse service modules which support the subsequent processing for the establishment and revision of standards via internet.

  • The existence of network is indeed the single most important factor that brings about new business phenomena in the new digital economy, especially in the IT industry. Network effect refers to a phenomenon that the increase in size of the network leads to increased network value and user utility. It determines the competitive structure of an industry and the performances of industry competitors (Shapiro and Varian, 1999). The phenomenon of increasing returns and winner-take-all enjoyed by the early winner in the competition can be attributed to the existence of positive feedback which increases the value of network and induces more users into join the network (Arthur, 1996; Shapiro and Varian, 1999; Song and Lee, 2003). This research attempts to shed light on the topic of innovation and competitive strategy of network-based industries. We analyze the case of the Korean mobile communications industry, in which a shift in technological paradigm from 2G to 3G brought new changes to the competitive structure of the industry. The Korean mobile communications industry makes an ideal case for analysis since it is an industry whose value is inherently dependent upon its user network. It is characterized by the typical increasing returns, in which a monopolizing player is enjoying firstmover's network effects. Because of the existence of network in the mobile communications industry, latecomers' disruptive innovations could not outcompete the incumbent's sustaining innovations. The contribution of this research lies in laying a groundwork for future studies by introducing a numerical simulation model to analyze the complexity theory and network effect.

  • Needs for Smart Grid development are increasing all over the world as a solution to its problem according to depletion of energy resources, climatic and environmental rapidly change and growing demand for electrical power. Especially decentralized power is attracting world's attention. In this mood a new era for a unit scale of decentralized power environment is on its way in building. However there is a problem to have to be solved in the uniformity of power quality because the amount of power generated from renewable energy resources such as wind power and solar light is very sensitive to climate fluctuation. And thus this paper tries to suggest an energy management method on basis of real time monitoring for meteorological data. In the current situation of lacking in USN-based killer application in Smart Grid field, this paper proposes the USN-based DER management system which collects the meteorological data and control power system througout utilizing wireless sensor network technique this business. This communication technique is regarded to be efficient in aspects of installation cost and tits maintenance cost. The proposed EMS model embodies the method for predicting the power generation by monitoring and analyzing the climatic data and controling the efficient power distribution between the renewable energy and the existing power. The ultimate goal of this paper is to provide the technological basis for achieving zero-energy house.

Strategies for Activating the Gwangyang Region as a Logistics City (광양지역의 물류도시 발전 전략의 우선순위에 관한 연구)

  • This primary purpose of this study is to suggest strategies for developing the Gwangyagn region as a logistics city. In order to achieve such purpose, the following methodology is used. First, the literature survey on papers, related-organization's homepage, reports and journals related to Gwangyang Bay and Gwangyang port. Second, an pilot survey and field survey for suggesting SWOT analysis are carried out. Finally, questionnaire survey using a AHP analysis technique is distributed and analyzed. The strategies for developing as a logistics city are suggested as followings. First, ST strategy such as the development of the international hinterland logistics center related to the port logistics function is considered as the most important factor and followed by ST strategy, WT strategy and WO strategy. Second, creation of the revenue-creating logistics business model is to be considered as the most important factor and followed by development of the international hinterland logistics center related to the port logistics function, operation of the logistics center, creating high value-added of free trade area etc. For further research, more concrete and empirical study have to be carried out.

Priority Analysis of Government Policy for Freight Forwarder (국제물류주선 사업자의 정부정책 우선순위 분석)

  • With the increase in the trade volume between countries, the market of freight forwarders industry has been gradually growing. However, not only in Korea, with the number of global freight forwarders increasing, global competition has been increasingly fierce, and domestic freight forwarders are facing enormous challenges, therefore, the relevant policy sectors have carried out a series of supportive policies, while academics have conducted various researches. But most of them have focused on the current situation or the business model, and they could not get feedback on government support policies from enterprises. Using the AHP analysis, this study decided the priority of the government's ongoing supporting policies, compared the cognitive differences among of the companies of 3 different sizes, which was further verified using t-test. Then we compared the government support policies with the actual expectations of the companies to see if they matched on the basis of the previous results of this study, in order to help to strengthen the competitiveness of our freight forwarding industry.

A Study on the Effects of the Information Asset Protection Performance on the Organization Performance: Management Activity and Control Activity (정보자산보호 성과가 조직성과에 미치는 영향에 관한 연구: 관리활동과 통제활동을 중심으로)

  • Recently, enterprises are protecting information assets with the various means of control and management. Nevertheless, they are confronted with the dilemma which the higher securitylevel they request, the lesser efficiency and productivity in short terms they acquire by the inconvenience of business process. In addition, in spite of the steady increase of organization's investment on information protection, the systematic way for the performance measurement of information protection has not been suggested, so that in reality, it is difficult to make the decision to invest on information-protection and elicit the direction to improve it. For this reason, this study intended to establish the concept of the protection and security of information assets of enterprises and to categorize the type of activities to protect information assets into management activity and control activity, and analyze the effects of management activity and control activity for information asset protection on the performance of information asset protection activity and organization. For this research, questionnaire survey was conducted with literature study and the PLS(Partial Least Square) was used to analyze the measurement model and hypotheses testing. The PLS analysis results indicate that management activity for information asset protection affects information asset protection performance. Further, organizational performance is influenced by information asset protection performance. Practical implications of these findings and future research implications are also discussed.

  • Recently, the strategy for N-screen service is in the spotlight along with the consumer's need to use contents regardless of time and place due to the rapid development of communication technology, which is meshing with the desire of service providers seeking a new business model. N-screen, as a screen-extension-concept service which enables consumers to continuously share and use contents in various equipments such as TV, computer and portable terminals, is an advanced type of 3-screen service strategy initially proposed by AT&T, an American telecommunication company. In the N-screen service for pay-contents, in order to support continuous screen changes to and from various equipments, temporary watching right should be given to the equipment intended for screen change. However, it is impossible to give the temporary watching right in the present broadcasting environment, adopting an access-control system. In this paper, the access-control technology being used for pay-contents in the present broadcasting environment and the reason for not being able to give temporary watching right, will be examined. After the examination, the solution for delegation of watching right by using an additional key on the basis of currently used access-control technology, will be proposed.

Conflict Structure Analysis on the Construction of stork Eco-Village in Yesangun Using Q methodology (Q 방법론을 이용한 예산 황새마을 조성사업의 갈등구조 분석)

  • Ecotourism has the potential to boost the energy of a village as it pays keen attention to the ecosystem and the residents of the village. It is empowered by participation of and cooperation among stakeholders who are closely involved in ecotourism. However, many of them express difficulty in striking a right balance between development and conservation with regard to promoting ecotourism. Against this backdrop, this research paper investigates the structure of conflict that the stakeholders, especially those in Stork Village in Yesan County, South Chungcheong Province of Korea, experience during the process of establishment of government-led ecotourism. In addition, this study examines the problems of government-led ecotourism model and how they can be addressed. To analyze conflict structure, this paper used Q methods and found out that the budget-related stakeholders are largely divided into four groups as who; a) complain about how business profits are distributed; b) secure profits by expanding programs; c) consider human settlement, and; d) broaden people's participation. The biggest contributor to the conflicts is found that compensation was given discriminately to different jurisdictions. The second finding is that residents became less cooperative when the financial compensation did not live up to their expectation. For instance, they would demand the tourism facility physically expanded, repeatedly complain about the process of the work, and even accuse the government of degrading ecosystem. In other words, unless the compromise is reached with the residents regarding financial compensation, it could be difficult to encourage their participation and develop as a program-oriented tour. Lastly, the tour program needs to induce voluntary participation of the residents and deliver proper information on ecosystem and natural resources so as to last as sustainable ecotourism. The success of ecotourism will be subject to the cooperation of stakeholders in a region, conservation of our fragile ecosystem, and realization of sustainable growth through sharing economic benefits. This study looks into the cause of the conflicts of ecotourism sites and their structure. If this paper can bring about cooperation of stakeholders, the management and operation of ecotourism sites would be more sustainable.
