This study is carried out to analyze transition about educational facilities of elementary schools with the change of policy and to find out a developmental direction for qualitative improvement. An analysis of blueprints is done to 34 elementary schools representing periodic characteristics after the 1960's. As a result, various cases were shown in arrangement type, unit space, block planning and plane planning of the schools after a abolition of law about the standardization of educational facilities on 1997, however, they were showing a tendency to simplify after the introduction of BTL on 2005. Spatial composition factors were very various in the schools planned from the middle of 1990's to the early of 2000's. Meanwhile, nearly fifty percent of occupying ratio about learning space in the schools of standard type was gradually decreased by modernization planning on 1990's. However, it was increased a little again after the BTL. In case of living area, the occupying ratio was comparatively high in the schools having characteristics of 1990's and it also tends to increase after the introduction of BTL.

BTL business-related systems were developed by the Ministry of Education, Korea Development Institute, Korea Education Development Institute. These systems were effectively support to BTL projects schools that expanding in size. However, compatibility of information is difficult between systems that specific information system developed for the purpose of functional redundancy. In this study, operational readiness, facility management, operations and the assessment phase are divided in the BTL school projects process. And the business functions were analyzed in the related systems. In addition, we are contributed to improve standards and the school BTL business processes to improve the reliability of the process.

School facilities maintenance is concerned about providing clean and safe environments for children. It is also about creating a physical setting that is appropriate and adequate for learning. But many of the school buildings in Korea have been maintained and operated by each school manger or pubic officers in the Educational Department. This system could not extend the life of building components, keep equipment functioning as designed or sustain a sage and healthful environment because of its non-professionality and the dual fiscal system. In order to improve such problems, it is proposed to privatize the maintenance of school building. It is sure that the new way to outsource services reduce costs and provide high quality services. Competitive contracting with the private sector can provide schools with expertise, flexibility and cost efficiencies as well as help school administrators focusing on educating the children. This study explores the maintaining status of existing schools, analyses the cases about BTL schools and the foreign country's policies and surveys the outsourcing cases of Kyungki-do schools. Finally it proposes more appropriate plans for privatizing the maintenance way of school building in Korea.

본 연구는 BTL사업 초 중 고 교육시설을 중심으로 유지관리비용 비교분석을 통하여 문제점을 분석하고, 합당한 사업기준 제시를 위한 유지관리비용 추정에 유용한 정보를 제공하고자 실시하였다. 이를 위하여 A컨설팅 업체와 B컨설팅 업체의 초 중 고 교육시설을 대상으로 수도권 및 비수도권 총 8개 학교를 선정하고 이를 4개의 사례로 분류하여 유지관리비용을 조사하였으며, 이를 비교 분석하였다. 상기와 같은 목적과 방법에 따라 진행된 본 연구의 결과를 요약하면 다음과 같다: 1) 유지관리비용을 사례 그룹 별로 비교 분석하였고, 그 결과 인건비, 용역비, 안전진단비, 대수선비, 대체비에서 양 사업자간 각 항목별 비용의 차이를 보이는 것으로 분석되었다. 2) BTL사업 유지관리비용의 문제점 및 효율적인 사업기준 제시를 위한 유지관리비용 추정의 개선방안은 발주자와 제안자로 분류될 수 있으며 그 사항은 다음과 같다. 첫째, 발주자는 성과요구수준서의 명확한 기준을 제시 및 대수선의 정립을 해야 한다. 둘째, 제안서의 평가를 적정가격으로 유도 할 수 있는 평가구조의 개선이 필요하다. 셋째, 제안자는 사용자 및 시설을 위한 유지관리비용을 산출해야 한다. 넷째, 사업단계별 문제점 파악을 통하여 회의록 작성 및 제출과 PM사들은 협회, 조직을 만들어야 한다.

The purpose of this study is to provide a basis for calculation of school operation fees for normal functioning of the school facilities, and facility maintenance and repair cost through their life spans, considering remodeling of the facilities and changes of their functions. This study analyzes maintenance and repair records during the three years from 2003 to 2005 in primary, middle and high schools in Incheon Metropolitan city and also the facility management and operation expenditure of the same schools in the city during the year of 2005, and presents quantified unit cost of each item according to the area, the age of the facilities, and the number of classroom, student, and lessons given. The calculation can be a basis for both BTL school facility managers and the general school facility mangers to budget school facility maintenance cost appropriately and the quantity of energy, water, electricity, and telephone fees calculated here can be a criteria for the managers to check the normal maintenance of their facility.

The present research has been conducted on the arranged form, the number and kinds, the area, the location of the rooms and the variation on exterior designs, based on a layout and a ground plan of each step, which are general plan, VE proposal and the final negotiation, for 11 elementary and middle and high schools that are designed in the way of BTL project. In consequence, it has been found out that there are some changes in the number and position of the rooms. However, the changes are not exceeding the overall arrangement form. This could not have led to the original aim, which is to induce creativity by PFI. It can be supposed that it is because the BTL system is stick to the old process, the method of financial investment and it is true to say that there needs to be solution for that.

This study compared and analyzed middle and high school's homebase and media space which are installed along with the introduction of subject classroom system operation method, with regard to the position of arrangement, the type of arrangement, and the change of area, etc. which were changed and applied per the phase of project. For this, design competitions were implemented since 2006 targeting the cases which participated in design directly-indirectly in the researcher's architectural firm, present construction documents among the selected BTL(Build-Transfer-Lease) were completed, and the examples of 10 schools(design competitions 2 schools, BTL selected plans 8 schools) were analyzed, which were operating variation type.

BTL(Build-Transfer-Lease) 사업의 목적은 종래 BTO(Build-Transfer-Operate) 방식과는 달리 학교, 사회복지시설 등 최종 이용자로부터 이용료를 부과할 수 없는 공공시설에 대하여 민간자금을 유치함으로써 정부의 재정부족을 해결하고 사회기반시설의 조기 확충을 위한 방안으로 도입되었다. 하지만 BTL 사업은 그 진행과정에서 다양한 문제점을 발생시키고 있으며, 이를 개선할 수 있는 실질적인 접근이 요구된다. 이에 본 연구에서는 국내의 BTL사업의 문제점에 대한 연구 자료와 국내보다 앞서 BTL 사업을 활용하고 있는 국외 자료를 분석하여 문제 영역을 도출하였다. 그리고 이를 체계적으로 관리하기 위해 친화도 기법, 매트릭스 비교분석, AHP 기법을 활용하여 중요도를 분석하였다. 분석된 결과는 BTL 사업의 실질적 문제 영역 및 중요도 제시를 통하여 관리 기준을 제공할 것으로 기대된다.

2005년 1월 민간투자법의 개정에 따라 전국적으로 44개 국공립 시설 뿐 아니라 사립대학을 중심으로 BTL사업의 발주가 급증하고 있다. 그러나 BTL사업은 시설의 기획, 설계, 시공, 운영 및 관리까지 포함하여 20여년 이상의 프로젝트 관리 과정을 대상으로 하는 포괄적 사업방식이다. 따라서 각 단계별로 다양한 리스크 인자들이 발생하게 된다. 그러나 사업제안단계에서 재무적 리스크를 정량적으로 분석할 수 있는 민감요인은 공사비, 차입금리, 할인율, 부대사업 임대료, 운영비용 등이 있다. 본 연구에서는 BTL사업 제안단계에서 사업에 영향을 미치는 리스크 요인들의 특성을 고찰하고 이 요인들이 사업성에 미치는 영향도를 분석하고 이에 대한 대응방안을 제시하는 것을 목적으로 한다.
