This study aims at giving the framework to estimate the environmental load at planning and schematic phase. With increasing awareness of environmental issues, the effort to reduce the environmental impacts caused by human activity has been increasingly enlarged. So far most of researches estimating CO2 emissions have analyzed energy consumption based on BOQ (Bills of Quantity) acquired after detailed design. There is also lack of reliability in the estimated environmental impact using the basic unit of a facility at the planning stage, because it uses a limited specific section of historical data. Thus, this study is targeted at developing framework to assess reliable environmental loads based on information available at project early phases by making case-bases from historical design information on PSC Beam Bridge. Historical database is built on the basis of the LCA (Life Cycle Assessment) and in order to set input information for estimating model, the literature about information in an early project phase are reviewed. Using the information available in the planning and schematic design stage, the Framework is presented to estimate the environmental load in an early stage in the project. Developing an environmental load estimation model in accordance with the Framework presented in this study, it is expected that the environmental load in the initial project phase can be estimated more quickly and accurately.

Concerns over the environment have spawned a number of research studies in the construction industry, as the construction of built environments and large infrastructures involves diverse environmental impacts and loads of hazardous emissions. Many researchers have attempted to quantify these environmental loads, including greenhouse gases, carbon dioxide, nitrogen dioxide, and sulfur dioxide, to name a few. However, little research has been conducted regarding integrating the life-cycle assessment (LCA) of environmental loads with the current life-cycle cost analysis (LCCA) approach. This study aims to estimate the environmental loads as a monetary value using the European Climate Exchange (ECX) rate and, then, to integrate those impacts with the pure construction cost. Toward this end, this study suggests an integrated approach that takes into account the environmental effect on the evaluation of the life-cycle cost (LCC). The bill of quantity (BOQ) data of a real highway project are collected and analyzed for this purpose. As a result, considering the environmental loads in the pavement process, the total LCC increased 16% from the traditional LCC cost. This study suggests an integrated approach that will account the environmental effect on the LCC. Additionally, this study is expected to contribute to better decision-making, from the perspective of more sustainable development, for government as well as for contractors.
The objective of this study is to provide basic information for planning and practicing social welfare services for married nurse officers serving in the Korean military. For such a purpose, this study identifies the difficulties which married nurse officers have faced and the necessary services which are supposed to alleviate them. The data were collected by sending a questionnaire to 114 married nurse officers from July 16 to August 10, 2001. The results of this study are as follows: First, the married nurse officers were relatively dissatisfied with such domains as child care and education, health, and housing. And among the thirty-four problems, the married nurse officers expressed the most serious dissatisfaction with the difficulty in attending the events held in child's school, lack of children's dormitory run by the military, difficulty in adjusting to the school due to frequent house-moving, and limited access to dental care. Second, the married nurse officers needed services in domains such as housing, child care and education, and health. Specifically, they wanted the military-run housing, child care facility within military hospitals, maternity leave for child care and education, extension of risk allowances, and support for BOQ. Third, with regard to the seriousness of problems as well as the priority of services, the married nurse officers gave higher priority to such domains as child care and education, health, and housing. These results indicate that married nurse officers were to the largest extent concerned with these three domains and that they had the urgent need for services relevant to those domains. The importance of routine need assessments as well as solutions to the family-related problems for married nurse officers is therefore suggested in this study.
