BIM (Building Information Model/Modeling) is attracting attention not only as a unit technology, but also as a factor that can promote the transformation of the entire construction industry process. This study aims to investigate the status and cases of policy introduction and legalization of BIM in foreign countries for the advancement of their own construction industry, and to discover policy implications that can be applied to Korea. The first survey uncovered policy elements, and based on this, the second survey conducted an in-depth survey of experts in actual BIM service and research activities. Looking at each priority, BIM standardization, mandating BIM in projects, payment standard establishment, and PQ additional points were given the highest level of importance.

The introduction of the BIM into the architectural service industry is currently not being conducted smoothly. The purpose of this research is to, considering the current state of the market, establish long-term strategies that will enable the BIM to successfully settle. The survey has been conducted in target of architects in order to understand pending issues. Additionally, the articles regarding BIM have been researched for the purpose of better understanding the current societal demands. Indicated by survey results, the architects agree to a certain extent upon the need of BIM for architectural designs, yet also express concerns that the BIM introduction does not guarantee betterment in efficiency. The problematic aspects of BIM introduction that have already been discussed in some policy-related studies include a multitude of complicated issues that are unable to be resolved within a short period of time: underdeveloped BIM infra, the limit of BIM software itself, political issues regarding licensing and lack of social awareness. Based on the issues mentioned above, three main areas of focus along with their respective practical strategies and tasks have been designated. Finally, this research has analyzed the current situation and its issues along with the political solutions of 12 projects, amongst which include the standard for plan drawings, licensing system improvement, cost standard and BIM introduction support. Recently policy and clouding system to mandate the introduction of BIM in construction industry, various sensors technology, BIM in ICT technology and fusion, such as 3D scanning and printing technology has been further activated. However, the expression level of diversification associated with it, plan within one of the BIM project, design, engineering, it is difficult to have a different application has been consistent for each field, such as construction. Thus fell the efficiency of BIM apply, it is difficult to determine the appropriate level of BIM in the business early stage in order destination of position. In this study, in order to solve this problem, by utilizing SLA used in the IT field, it attempts to explore scheme which can be evaluated targeted level of BIM suitable for business in the planning phase.

Introduction of BIM(Building Information Modeling) was led by public institutions, and all buildings over a certain size were obligated to apply BIM. However, through various attempt to apply BIM to actual practice, people had doubt whether it is a usable technology in reality appeared. Therefore, this study investigated cases about implementation strategies of foreign countries, and conducted survey on BIM performances and preparation in architectural design firms. On the basis of this, it suggests the long-term development strategy of BIM and the basic direction of road map to adopt BIM effectively to domestic architectural design market. After considering the cases abroad and the results of survey, it is identified that incentive policies supporting finance and education should be carried out together with partially obligation method led by government in order to introduce BIM into architectural design market effectively by reflecting current situation of architectural design firms.

BIM(Building Information Modeling : 건설정보모델)은 건설 산업의 전 생애주기 동안의 정보를 관리 할 수 있는 기술로써 생산성 향상 및 건설 산업 전 분야를 통합할 수 있는 플랫폼역할을 할 수 있어 건설 분야에서 주목 받고 있다. 현재 BIM은 선진국을 중심으로 활발히 적용되고 있으며 다양한 해외 건설현장에서 공기단축 및 예산 절감효과로 점차 활용이 늘어나고 있는 추세이다. 그러나 아직까지 국내 건설 분야에서는 제도적인 기반이 미약하고 기술적인 한계로 인해 BIM의 활용이 미진한 상황이다. 이러한 생산성이 우수한 BIM의 국내 조기 정착을 위해서는 다양한 활성화 방안과 제도적 기틀이 마련되어야 할 것이다. 따라서 본 연구는 BIM의 국내 정착 및 활성화를 위한 연구의 일환으로 건설 산업발전에 필요한 다수의 핵심 중요요인들을 AHP 기법을 활용한 브레인스토밍과 전문가 설문조사를 통하여 도출하고, 요인별 상대적 중요도를 분석하여 활성화 방안을 제시하였다. 또한 전문가 집단의 사전 설문조사를 통해 핵심 중요요인을 3계층으로 구분하여 계층1 3개 항목, 계층2 9개 항목, 계층3 27개 항목을 도출하였으며 쌍대비교를 통한 우선순위 분석을 수행하였다. AHP 분석결과, 계층 1에서는 정책적 측면 요인의 상대적 중요도 가중치가 가장 높았으며, 계층2에서는 정책적 측면의 정책요인, 계층3에서는 대가기준 및 인센티브제 도입 요소가 가장 중요하다고 평가되었다. 이와 같은 결과는 연구개발이나 기업의 혁신보다 BIM을 활성화하기 위해 기본바탕이 되는 정책적인 지침이나 제도의 중요성이 상대적으로 매우 높게 나타난 것이고, 공공기관의 정책적인 제도 마련이 무엇보다 선행되어야 한다는 평가이다. 따라서 정책적인 제도나 지침 마련이 우선되어야만 다음 활성화 단계로 발전할 수 있을 것으로 판단된다. BIM 기술의 활용은 건설 산업의 생산성 향상 뿐 아니라 스마트 건설 로써의 성장 및 발전에도 크게 기여 할 것 이다. 중앙정부, 관련 기초 지자체, 관련 공공기관 등에서 BIM 활성화 방안 정책 수립 시 본 연구 결과가 유용한 정보로써 활용될 수 있을 것으로 기대된다.

BIM(건설정보모델링)을 건설사업 전반에 적용하려는 정부정책 이후 업계는 이를 적극적으로 도입, 활용하려는 동향을 보이고 있다. BIM 도입은 모델 객체들을 표준에 맞춰 라이브러리로 구축하여 반복 사용함으로써 업무량을 줄이고 데이터의 정합성과 호환성, 일관된 품질을 확보함으로써 촉진될 수 있다. 이에 국내 건축과 토목분야, 해외 조경분야에서는 이미 상당수의 BIM 라이브러리 표준화 연구를 수행하고 이를 토대로 지침을 마련하였다. 현재 국내 조경분야에서도 BIM에 관한 기초연구 및 도입을 시도하고 있으나 산업현장 적용에 어려움이 많아 확산이 지연되고 있다. 이는 표준화된 라이브러리 사용으로 BIM 설계업무의 효율성을 향상시킴으로써 개선될 수 있으므로 본 연구는 이에 대한 논의의 시발점을 마련함과 동시에 조경실무에서 라이브러리를 제작할 때 참고할 수 있는 객체의 기준을 제시하고자 하였다. 조경 BIM 라이브러리 표준화는 객체분류와 속성정보 도출이라는 두 가지 측면에서 모색되었다. 먼저 국내 건설정보분류체계, 물품분류체계, 조경설계기준, 조경공사표준시방서, 그리고 노르웨이 조경가협회의 BIM 객체분류체계를 참고로 객체분류를 시도하였다. 그 결과 조경객체는 조경식재, 조경시설물, 조경구조물, 조경포장재, 관수 및 배수시설의 5개 대분류하에 교목, 관목, 지피초화류, 옥외시설물, 옥외조명시설, 계단 및 경사로, 옥외벽체, 옥외구조물, 포장재, 경계석, 관수시설, 그리고 급배수시설을 포함하는 12개의 중분류로 나뉘었다. 다음으로 조경객체에 탑재될 속성정보를 도출하고 구조화하였다. 이를 위해 KBIMS(한국 BIM 표준)의 공통 속성정보를 항목에 포함하였고 객체의 종류에 따라 달라지는 객체 속성정보를 영국 조경협회의 PDT(제품정보 템플릿)를 참고하여 추가하였다. 이로써 공통 속성정보에 식별, 보급, 분류체계, 공급정보가 포함되었고, 객체 속성정보에 명명, 규격, 설치 또는 시공, 성능, 지속가능성, 유지관리에 관련된 정보들이 포함되었다. 본 연구는 조경객체의 라이브러리 표준화 방안을 제시함으로써 모델링의 업무 효율성 및 분야 간 BIM 모델의 데이터 정합성을 향상시킴으로써 조경 BIM 도입의 토대를 마련했다는 데에 의의가 있다.
