The paper analyzes the impact of EC and NAFTA integration upon Korea and other 3rd countries and studies policies how to react against them particularly in the field of aviation and tourism industry. Chapter 2 introduces the contents of each step and process of EC integration in the field of aviation and tourism industry. Chapter 3 analyzes the contents of integration and cooperation of NAFTA in the field of aviation and tourism industry. Chapter 4 studies the regulation or deregulation policy of EC and NAFTA toward the industry of non-EC and non-NAFTA area. Chapter 5 surveys and analyzes about the policies and strategies of Japan, ASEAN and the 3rd countries. Finally, Chapter 6 analyzes the impact on Korean aviation and tourism industry and proposes some suggestions on the future policy of Korea independently or in association with the neighboring countries such as Japan and China against the integration of EC and NAFTA.

Aviation/tourism industry has a unique characteristic of high inter-dependance between customer and service-provider. It is the mental condition of service-provider that could influence on the attitude of the service-provider. Thus, it is important to manage the mental condition of the service employees to enhance a company's financial performance. This paper tries to analyze the combined model of both policy acceptance and service profit chain(SPC) models. First, service policy acceptance model tells how the service policy acceptance, which consists of policy compliance, trust, participation and policy failure, would influence on SPC model. According to empirical research, it was found that both the employees' policy compliance and the policy trust have a positive significant impact on their participation on service policy. In the policy acceptance model, the employee's voluntary participation based on their trust and compliance of the policy was proven to have a positive effect on increasing job satisfaction and customer orientation. Regarding SPC model, their participation in the policy had the strongest impact among variables on customer orientation. Such results implies the employees' participation on the policy could become the starting point to enhance the customer value.

In the recent years, China's aviation industry has gained visible progress. Meanwhile, China's aviation law system has become more and more complete. However, in this system, many problems still exist, especially lacking a unified aviation law, which limits the development of China aviation industry, general aviation in particular, and hinders the economic growth. This article aims to raise the basic structure of China's unified aviation law system and proposals on the basis of analysis on the existing problems in our current aviation law system.

항공안전에 대한 항공선진국의 항공안전정책을 통해 얻을 수 있는 시사점을 위해 미국, 영국, 호주, 일본의 항공안전정책을 살펴보았으며 외국의 저비용항공사의 현황 및 한국의 저비용항공사의 안전정책 및 항공기 사고에 따른 항공안전 현황을 살펴보았다. 기존의 저비용항공사와 이제 신규 저비용항공사가 지역을 기반으로 지역항공사의 개념으로 탄생함으로써 새로운 저비용항공사의 시장이 형성되고 있는 상황이며 인근 동남아 지역에는 말레이시아의 와 같은 안전의 신뢰성을 갖고 정부가 지원하는 저비용항공사가 있는 반면 항공기 사고로 인하여 경영이 악화되었거나 안전성에 대한 신인도가 추락된 저비용항공사가 산재되어 있어서 외국의 저비용항공사에 대한 안전성 검증과 함께 국내 항공사의 국제선 진출에 대비한 신뢰성 향상 및 국제적 안전성 확보를 위한 안전관리 대책이 필요하다. 또한 현재 항공자유화와 항공수요의 다양화로 저비용항공사 증가 추세에 있으며 최근 제주항공, 에어부산, 진에어, 이스타항공이 국내선 운항과 동시에 국제선운항을 시작하였거나 준비하고 있는 상태이다. 본 논문은 최초 저비용항공사 출범 직후의 안전성에 대한 문제를 중심으로 연구를 진행하였으며 이후 이들 항공사 사고가 발생할 개연성에 대한 부분도 고려하였다. 따라서 국내외 항공시장의 환경변화에 능동적으로 대처하고 항공산업의 경쟁력 제고를 위해 신규 저비용항공사의 안전관리의 강화가 그 언제보다 필요한 시기라고 생각된다. 따라서 해외의 항공안전정책 가운데 미연방항공청의 Flight Plan 하위의 Business Plan처럼 구체적인 항공안전계획이 필요하다고 생각되며 본 논문이 저비용항공사의 항공안전 제고 노력에 미력이나마 도움이 되기를 바란다.

The paper is to study and analyze the civil aviation industry of China and to present some cooperative and developing models between Korea and China in the fields of civil aviation on the basis of mutul benefit. In this study, civil aviation includes both the air transport industry and aircraft manufacturing industry. As it is not easy and realistic for us to conduct field survey on the civil aviation of China so far, this study has havily depended upon the literature data gathered from the ICAO and other published materials. The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables; second, environmental changes and political processes affecting aviation safety management system as major mediating variables; and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

Although the investment size of R&D in Aviation and Aerospace Industries is increasing, R&D performance has not been quite good considering resources invested in it. This study is to find which R&D critical factors affect R&D Performance in aviation and aerospace industries. According to the result of research, a technology provider factor, an organization factor, a system factor and a market environment factor influence positively on financial performance, and a policy factor influences negatively on financial performance. Otherwise, a technology provider factor and an organization factor influence positively on non financial performance, and technology factor influences negatively on non financial performance. Thus, personnel involved in R&D of Aviation and Aerospace Industries should develop policy and system taking positive and negative factors to improve R&D performance. It could lead to take the better performance from R&D in Aviation and Aerospace Industires.
