Purpose: At the industrial sites of aviation enterprises there is a significant optimization of the main production processes through the use of advanced digital technologies. The most promising are the latest technologies of industrial Internet of Things, active use of big data and practical application of artificial intelligence in production. Research design, data and methodology:The process of creating a competitive product in the high-tech aviation sector is actively linked to the investment appeal of aircraft and helicopter construction products, which is built on the basis of reducing production and time costs through the creation of an effective digital system. Results: The aviation cluster of Rostec State Corporation is currently being transformed in a significant way. The leading enterprises of the Russian aviation industry are actively mastering cooperation schemes using integrated digital management principles and the widespread introduction of digital products from leading Russian vendors. Conclusions: Following the transition to electronic aircraft design technologies and modern materials in the production of aircraft, UAC continues to improve all production processes through robotization and optimization of technological processes, due to the introduction of aircraft assembly technology in accordance with digital models.

The air transportation industry in Korea has grown very fast in aspect of the transportation scale as much as entering within the tenth in the world. However, as compared with the air transportation industry, the civil aviation pilots training has been performed at very low level in quantity and quality because of the high cost of pilots training, nation security, limited airspace use and falling behind of the science technology in relation to the aviation industry. In result, the number of airline pilots became lower than actual demands of both airlines, KAL and ASIANA. This produced many foreign captains employed, airline pilots overloaded and finally affected flight safety. In this paper, it was studied the actual reality and problems of civil aviation pilots training and presented the encouraging policies for civil aviation pilots training in Korea.

In the face of the unprecedented crisis of coronavirus disease (COVID-19), the aviation and tourism industry fell without help. The bigger problem is that a crisis like COVID-19 can always come back. A new variant of the virus that is more powerful than COVID-19 may emerge, and another crisis such as a massive war may come. In addition, there may be an unexpected large-scale crisis that could shake the survival of the aviation and tourism industry in place. At that time, the aviation and tourism industry should not be pushed into a survival crisis defenselessly. Taking the experience of the crisis caused by COVID-19 as a crucial lesson, sufficient protection measures should be prepared in advance, and within the protection measures, the overall capabilities of the aviation and tourism industry should be preserved, and preparation should be made for the aftermath of the crisis. There is a need to establish a support system in which financial resources that can be used in crisis situation can be secured in advance, and various support measures can be implemented as effectively as possible by using the secured financial resources. Regarding the preparation for financial resources, various fundraising, insurance, and compensation for losses by the state or local government may be considered as a priority, and in addition, there is a need to continuously consider ways to prepare additional financial resources. On the other hand, in terms of system construction, establishment of the system inside the aviation and tourism industry may need to be considered first, but the improvement of related laws and systems needs to be more actively discussed and related legislation needs to be actively promoted.

The European Union (EU) has introduced the EU Emissions Trading Scheme (EU ETS) as one of the key policies to reduce the level of greenhouse gas emissions and in July 2008, they decided to include aviation in the scheme. As soon as the decision was announced the EU ETS was met by sharp opposition from world governments and international aviation. A group of US airlines, in particular, dropped a lawsuit against the British government over aviation's inclusion in the EU ETS. On 21 December, the Court of Justice of the European Union (CJEU) ruled that aviation's inclusion in the EU ETS which covers all flights arriving into and departing from the EU is legal and does not contravene international law. The scheme eventually came into effect on 1 January 2012. However, most countries are in opposition to the EU ETS and have agreed on counter-measures to undermine the EU's plan which may bring chaos to the aviation industry if such measures were to put into practice. This study therefore will analyze the likely effects that may be brought to the Korean aviation industry as a result of the inclusion of aviation in the EU ETS. Further, it hopes to contribute to the Korean aviation industry by studying other countries' counter-measures in advance.

This study examines the history of Korean aviation industry and presents the investment strategy based on the evidence and the 4th industrial revolution. Looking at the evolution of the Korean aviation industry and its technological development will be a great help to support industrial and technological innovation in the future. The modern aviation industry is divided into stages of development, focusing on maintenance of equipment introduced in advanced countries, localization through license assembly, production of products based on technology, and international joint development. The development of aeronautics technology has been progressing towards a general improvement of economic efficiency, aircraft safety efficiency through environmental-friendliness, unmanned operation, and downsizing. The Korea Aerospace Research Institute has secured key technologies through development of several aircrafts such as Experimental Aircraft Kachi, EXPO Unmanned Airship, Twin-engine Composite Aircraft, Canard Aircraft, Multi-Purpose Stratosphere unmanned-airship, Medium Aerostats, Smart UAV, Surion, EAV-2H, KC-100, and OPV. The development strategy is discussed at the level of the evidence-based investment strategy that is currently being discussed, and so the investment priorities in aircraft is high. Current drone usage and development direction are not only producing parts using 3D printer, but also autonomous flight, communication (IoT, 5G), information processing (big data, machine learning). Therefore, the aviation industry is expected to lead the fourth industrial revolution.

In the recent years, China's aviation industry has gained visible progress. Meanwhile, China's aviation law system has become more and more complete. However, in this system, many problems still exist, especially lacking a unified aviation law, which limits the development of China aviation industry, general aviation in particular, and hinders the economic growth. This article aims to raise the basic structure of China's unified aviation law system and proposals on the basis of analysis on the existing problems in our current aviation law system.

This paper analyzes quality management of aviation safety services in Korea and proposes practical implications for improvement. We look into how quality management is conducted in the Korean aviation industry and confirm aviation authority's efforts for a quality management system. We also compare and analyze international standard ISO 9001 and aviation safety oversight system quality management cases of International Civil Aviation Organization (ICAO) and U.S. Federal Aviation Administration (FAA) with a Korean case. Results find the difference in defining the scope of ISO 9001 management between ICAO/FAA and the Korean authority which causes unnecessary misunderstanding in oversight perception. The Korean aviation authority strives to provide a high level of safety oversight services by educating aviation safety inspectors as well as establishing a quality management system. We believe that our proposals can help Korean aviation safety oversight system secure objective credibility and seek a safe growth and development of the aviation industry.

This study analyzes the trends and features of Gangwon-do's aviaion and tourism industry using data published by the National Statistical Office. The categorization of tourism industry was based on the definition and category proposed by the OECD, WTO and Korea Culture Tourism Institution. Gangwon-do showed that the weight in wholesale, hotels, construction, restaurant and catering in the total number of tourism business, the number of workers, business sales and business operating profit exceed 85%. To improve the overall competitiveness of the tourism industry, it was suggested that Gangwon-do should work on the policy of expanding business in scale. This paper investigates also the role of aviation in the development of Gangwon-do's tourism industry.

이라크 전에서도 알 수 있듯이, 현대전에서 항공력은 신속성과 정확성이라는 특성으로 매우 큰 파괴력을 지니고 군사작전의 필수요소이다. 그러므로 향상된 공군 전력은 평시에 전쟁을 억지하는 핵심 전력이 된다. 또한 항공산업은 국가의 중추 미래산업으로서 그 중요성이 날로 증대하고 있다. 따라서 제한된 항공 자원을 국가 이익에 최대한으로 부합시키기 위해서 민간항공 정책 부서인 건교부와 국가 안보를 책임지는 국방부와의 유기적이고 상시적인 협력체계가 필요하다. 이는 평시에 국가 방위를 저해하지 않는 범위 내에서 민간항공 산업을 증진시킬 수 있는 방안을 모색 할 수 있고, 또한 유사시에 국가 항공 자원이 효과적으로 국가 방위 임무에 부합하도록 전활 될 수 있는 체계를 구축할 수 있다. 분단된 좁은 국토에서 북한과 대치하고 있는 우리로서 항공산업의 진흥을 통한 국가 경쟁력 강화와 군 작전의 효율성 보장 및 전력 강화라는 두가지 과제를 갈등과 상충이 아닌 조화와 태협을 통해 성취할 수 있는방안을 모색해야 한다.

연구목적: 본 연구에서는 최근 항공산업현황과 항공안전관리시스템 운영체계 현황을 살펴보고 현재 운영중인 항공안전관리시스템의 미비점을 파악하여 항공안전관리의 선제적 예방 및 개선방안을 제시하는 것을 목적으로 한다. 연구방법: 최근 발생한 사건사고조사와 국내법 현황, 해외 운영기관 및 안전관리 체계 분석을 통해 항공안전관리의 개선방안을 제시하였다. 연구결과: 최근 발생한 항공기안전 관련 사건과 현재 운영하고 있는 항공안전관리점의 미비점과 국외 항공선진국의 대응 사례를 통하여 관리체계와 법제도 측면의 개선점 및 예방적 항공안전을 위한 관리방안을 도출하였다. 결론: 항공안전관리 개선방안을 데이터를 활용한 기법을 기반으로 제시하였으며, 추가 관련 연구를 통해 구체화해 나가야 할 것이다.
