This study is to know the Enhancement of Aviation Safety for Low Cost Carrier in Korea through the long and mid term air safety policy. Especially, the aviation safety authorities of the developed countries in aviation establish action plans under the system plan of central government. Then the countries implement those plans systematically to the related aviation business so that they promote efficient air safety policy implementation. At this time, the Korean government should present the vision about an air safety and systematic strategic plan to cope with the future aviation industry change. Also, it is needed to establish a specific aviation safety action plan. Namely, an air safety master plan and long-term road map must be established. This paper deduces some implications through the abroad cases of aviation safety plan, and then tries to find the applying method of the implications to Korea in the rapidly changing aviation market in the 21st century. It is expected that this paper will help the Korean aviation industry to play a major role in the future. In oder to get suggestions aviation policies of advanced countries with regard to aviation safety, we have looked at the aviation policies of the U.S., the U.K., Australia and Japan, and also LCC's states overseas, LCC's safety policies in Korea, and aviation safety status. Since existing LCCs and new LCCs based in Korea have become the new concept, this new market for LCC has been booming recently. Around Southeast Asia, while there are some LCCs including Air Asia which is supported by the government of Malaysia with emphasis on safety, there are other LCCs, which have failed to achieve confidence in safety and have led to aircraft accidents and financial mismanagement, so we need to verify the safety of overseas LCCs, try to improve domestic LCCs in order to fly international routes and aid international aviation safety. LCCs have been increasing lately thanks to open skies policy and a wide variety of flights.lines. Air Busan, Jin Air, Jeju air, Eastar Air are in service. so the risk of new potential hazards may increase. Therefore it is necessary to take the initiative in aviation markets inside and outside of Korea and the safety management of new LCCs should be taken more seriously than ever before. Among overseas aviation safety policies, we need to implement the FAA's Filght Plan which has a specific Business Plan. I hope this thesis will help improve aviation safety locally and internationally.
The purpose of this study is to review the changes in the aviation safety management system, how that system has evolved and what forces caused these changes to take place. Also included is an examination of the development process of the aviation safety management system in view of the new institutionalism, identifying the patterns of change. Based on the results of this study, I propose policy methods to design a desirable civil aviation safety system with a view toward raising the safety standards in the Korean civil aviation community. The major analysis variables are as follows: first, aviation accidents caused by external factors and international standards as independent variables; second, environmental changes and political processes affecting aviation safety management system as major mediating variables; and third, the aviation safety management legal system, the aviation safety management organizations and an expert participation system as dependent variables. The institutional changes and continuance of the aviation safety management system show that when specific circumstances arise, the continuance lasts depending on the path dependency, and in a certain circumstance, when immanent changing factors reach a critical point, the system suddenly changes by a punctuated equilibrium, which are all included in this study.

Purpose of this paper is to enhance aviation safety in korea through comparison with aviation safety policies implemented by other countries. it can be another opportunity for Korean two national flag airlines to reappraise and reinforce the significance of "aviation safety", as well as set forth immediate vigorous efforts to support the government's aviation safety enhancement countermeasures. I hope this study would contribute and provide a variable idea and direction to enhance aviation safety management of two Korean flag carriers.
ICAO's Universal Safety Oversight Audit Programme (USOAP) was initially launched in January 1995, in response to widespread concerns about the adequacy of aviation safety oversight around the world. The recent reduction in aircraft accidents and effective role that is evaluated on the basis of these results, and in 2013 the existing 'snapshot approach' to 'regular monitoring system (USOAP-Continuous Monitoring Approach)' was converted to. In addition, the aviation safety is at the center of the field of the safety of aircraft operations and maintenance for the promotion is promoting various safety policies. This new paradigm shift in the international aviation safety policy in line with our state in the international community with the most exemplary aviation safety system firmly established itself as a model, the Government will strengthen the competitiveness of our aviation plans to support. The world air transport industry has grown steadily with quantitative expansion. The volume of air transport in the world is skyrocketing with the open-sky trend. Air passengers from or to South Korea has shown 5% of annual growth for the last couple of decades which caused South Korea now ranking in 18th in the World for air transport market size. Quantitative expansion of Air transport affects in policy making of air transport operators, such as airports, airlines or authorities, directly and indirectly. Especially, Aviation Safety field should be supported by policy regime with the growth of air transport volume, assured resources for continuous monitoring is standing out as a vital factor. This study is to estimate social costs caused by aviation accidents and investment costs for aviation safety by airports, airlines and authorities as operators. Estimated investment costs for aviation safety verified by comparing and analysing them. Precedent studies were reviewed to refer research methodology to calculate aviation accident costs and safety costs of operators. Safety costs of operators was calculated with literature researches and interview surveys among professionals of each operators in rational range.

Domestic and foreign aviation industries showed steep growth along with rapid increase in aviation demand, but the industries got directly hit by COVID-19. Now, with the recovery of daily life, aviation demand is gradually increasing, too. However, the risk of aviation accidents also increases proportionally to the increasing demand for aviation. Although it is a point that safety management needs to be actively conducted to prevent safety accidents resulted from the growth of aviation industries, research on safety culture and organizations is not sufficiently done in terms of the depth and scope of it despite the importance of the discussion. Studies in various areas have reported that an organization's safety culture forms the group's safety atmosphere and then results in the workers' safety behavior. Accordingly, this study examined the effects of safety culture in an organization on the safety behavior of its members who are aircraft maintenance technicians. The results of this research can be summed up as follows: first, it has been found that the roles of the person in charge grounded on clear goals and guidelines for the organization's safety policy influence the technicians' attitudes. Second, the important factor in the technicians' safety observance is that the attitude to follow safety rules when performing aviation maintenance raises their awareness of safety, for instance, following standard operation procedures or wearing personal equipment for protection. Third, their attitudes have positive effects on safety participation, and consequently, their intention to comply with safety rules is shown as an active action to achieve the ultimate goal of safety behavior.
This study is to review the problem concerned with aviation safety in Korea and suggest the solution to secure the aviation safety, in respect of regulation. At first, the definition and characteristics of aviation safety are studied, and then the endeavor for the aviation safety of ICAO and FAA are reviewed. All the fields of aviation safety area are included in the scope of this study; airworthiness in aircraft production and maintenance, flight operation, airport operation and air traffic control. The level of safety can be estimated by the frequency of accidents and seriousness. The causes of air accidents can be summarized as five factors; human factor, traffic environment. aircraft, weather, and unexpected incident. The activities to protect accidents are also can be summarized as five areas; man, machine, medium, mission and management. ICAO established the standards and recommends for the aviation safety, and adopted strategic action plan for 21st century. Federal Aviation Administration of USA also contributes for the aviation safety of world wide. Nowadays, ICAO and FAA tries to coordinate each other to set up efficient and effective ways for the aviation safety. ICAO developed safety oversight manual and FAA developed model regulations, individually. However, there has been trials to merge the results of each institute's studies. The direction of this endeavor is to meet the new environment related to globalization of air transport industry. It is necessary for our government to improve the aviation safety regulation system to address the new wave of aviation safety system pursued by international organization. A systematic and comprehensive measure should be devised by cooperation of all the related field and area.
Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.
The penalty clauses of 'Aviation Act' and 'Aviation Safety and Security Act' going into effect now were legislated because the aviation safety is being more influenced by the aviation safety system compared to the ground or maritime transportation and it is possible the aircraft can harm to people and wealth located in the ground as well as threaten the safety of the passengers and crew on board when it is the target of crimes. However, analyzing the current acts, applicable objects and behavioral requirements of some provisions are too general, and they are providing severely high penalties in many clauses without separating applicable objects and behavioral requirements. In addition, there are some critical legislative defects and there is a problem in terms of law-applicable area in the legal system. It is inferred that these legislative problems of the criminal special-law related to the aviation were caused by following reasons; first, aviation security experts or policy-makers than criminal law experts attended more actively in the enactment process, second, the communication among specialist groups were not accomplished well enough.
