  • With the continuous increase in demand for air transport services and the growth of the air transport industry, the International Civil Aviation Organization (ICAO) and its member states are facing social demands to expand the capacity of the air transport system and improve the efficiency of its operation. ICAO developed the concept of Performance Based Navigation (PBN) for the purpose of solving problems related to the function and performance of the navigation system. Member countries established an implementation plan in accordance with the resolutionof the ICAO General Assembly, and South Korea established a Performance-Based Navigation implementation plan in December 2009. This paper evaluates the progress made so far based on Korea's Performance-Based Navigation implementation plan and proposes a development direction for Performance-Based Navigation based on changes in the international environment.

  • Recently, a new concept of telecommunication system, utilizing stratospheric platforms such as airships or airplanes, has been proposed. This system aims to provide broadband multimedia services, i.e. high-rate multimedia service, high-rate internet service, and leased line service. In this study, operation concept of the system is defined and by allocating required functions on the system and its subsystems, conceptual design of the ground control system for the stratospheric platforms is established and proposed.

  • Based on the government's willingness to commercialize UAM with the goal of 2025, it is making remarkable achievements in various fields, including the development of UAM. In addition, based on the concept of UAM, it is evolving into an Advanced Air Mobility(AAM) concept that includes commercial operation between long-distance or short-range cities, cargo delivery, public services, aviation tourism, and personal/leisure aircraft. however, research on physical problems such as low-altitude operation characteristics, speed within three dimensions, and dizziness caused by external environment has yet to be found. Therefore, in this study, actual images are taken while flying at the expected altitude and speed of UAM using a helicopter, and by experiencing it to the general public using a UAM simulator equipped with VR and Motion, physical reactions such as fear and dizziness of passengers that may occur during actual UAM operation of UAM are analyzed.

A Comparative Review on Civil Money Penalties in Aviation Law (항공 과징금 제도의 비교법적 검토)

  • In 1984, Congress enacted a new measure of administrative sanctions which is a civil money penalty program for violations of Aviation Act and its implementing regulations. This civil money penalty system has been in operations in lieu of suspending or revoking certificates issued by Korean government, Ministry of Land, Infrastructure, and Transport. According to the rules of Aviation Business Act or Aviation Safety Act, where the Minister of Land, Infrastructure and Transport should order an air carrier to suspend operation because of her violation under certain rules, in which case the suspension of operation is likely to cause serious inconvenience to consumers of air transport services or to harm public interest, the Minister of the department may impose an administrative monetary penalty in lieu of the suspension of operation. In this regard, airline related civil money penalties are somewhat different from those of fair trade, which is the origin of the money penalties system in Korea. Civil money penalties in the field of fair trade are imposed on executive duty violations that undermine the value of the market economy order, and focus on reimbursement of profits due to violations and compensation for unfair spending by consumers. However, in the aviation sector, breach of duty by a business operator does not simply cause the property loss of the public, but it has a direct impact on life or property of the public. In this respect, aviation penalties are more likely to be administrative sanctions or punitive measures than refunds of unfair benefits, compared to penalties in the field of fair trade. In general, civil money penalties have been highly preferred as administrative sanctions because they are subject to investigations by administrative experts and thus, efficiency can be ensured and execution is quicker than judicial procedures. Moreover, in Korea, because punitive civil damages cannot awarded by the courts, the imposition of civil money penalties is recognized as a means of realizing social justice by recognizing the legal feelings of the people. However, civil money penalties are administrative sanctions, and in terms of effectiveness, they are similar to criminal fines, which are a form of punishment. Inadequate legislation and operation of penalties imposition may cause damage to the value of Constitution. Under the above recognition, this paper has been described for the purpose of identifying the present status of the civil money penalties imposition system and operating status in the area of air transport under the laws and regulations in Korea. Especially, this paper was focused on exploring the problem and improvement direction of Korean system through the comparative study with foreign laws and regulations.

  • Early remotely-piloted aircraft system (RPAS) development focused on simple reconnaissance to obtain information by visual observation for military demands. Currently, various types of remotely-piloted aircraft (RPA) is being developed worldwide for applications in many different areas. As RPA avionics are combined with CNS/ATM technologies, RPA capabilities will be enhanced and the market is expected to grow rapidly. ICAO has been held the Air Navigation Commission on 14 October 2011 to discuss revising Procedures for air navigation services (PANS) and guidance material related to RPA and their associated systems. It progressed that Annex 2 and 7 will be revised and came into effect from 2012. However most of incorporate revisions are not clear yet. Because the revision articles recommend follow requirements of the state(s). Considering operations of RPA in controlled airspace and between adjacent states, the qualification and training of RPA pilot will be one of the main issues for RPA operation. In this paper, we will take a look at international and domestic trends of regulation framework in ICAO and RPA advanced country in chapter 2.1 and suggest about consideration of remote pilot qualification and training for establishing regulations of remote pilot license.

Study on Choice Attributes for Low-Cost Carriers Using IPA (저가항공사 선택속성 IPA분석 연구)

  • Air travel demand has recently been growing and establishment and operation of low-cost carriers have been increased. Against this backdrop, low-cost carriers need to figure out diversified customer demand for low-cost carriers and ways to maximize marketing efficiency before applying it to the field so that they can attain superiority to large carriers in increased intensified competition. Low-cost carriers need to be differentiated from other carriers for the purpose of improving profits. Toward this end, this study conducted analysis on importance and satisfaction with carrier choice using IPA with regard to low-cost carrier customers. In conclusion, the paper accurately examined advantages and disadvantages of low-cost carriers compared to general carriers based on results of IPA analysis and suggested managerial strategies to enhance competitiveness based on division into four parts including maintenance and enforcement (1st quadrant, Delay compensation, Booking rapidity, Check rapidity, Crew service, refund service, baggage service, punctuality, transit services, airlines images), concentrated improvement (2nd quadrant, price, Convenience of seat), passive administration (3rd quadrant, Boarding service, cabin cleanliness, flight schedule, whether local crew on board, meal service, in-flight entertainment service), and enhanced satisfaction (4th quadrant, duty-free service, Variety of routes), so that practical suggestions could be presented to employees working in the field.

A Study on the relative Efficiency of ATC Towers in Domestic Airports (국내공항 관제탑의 상대적 효율성에 관한 연구)

  • Air Traffic Control Tower is one of the most important units in Airport operation. It provides services related to safe and efficient traffic flows that control aircraft on the ground maneuvering area and terminal airspace. Also It is responsible for managing of ground operators. The major objective of this study is to evaluates relative efficiency of ATC towers in Domestic airports using data envelopment analysis so that it helps the ATC authority to improve the tower efficiency, to decide the level of benchmarking target and to establish the best alternative. The results of this study are the following; First, as a result of analysis for the potential improvement, it has analysed that the common problems of each ATC tower are to increase its number of flight and to reduce its number of runway followed by airside area, the number of air traffic controller and the number of stand. Second, it has shown that the each tower in RKPC(8), RKPT(5), RKPK(l) and RKSS(l) are used as the reference set. Especially, the tower in RKPC analyzed as a relatively efficient unit is the most main target for the towers in RKTU, RKTH, RKPS and RKTY to do bench marking and to set up the strategy for improving relative efficiency of the tower. Third, tower is actually not able to control the input and output data in this study except the number of controller, so that ATC authority is recommended to improve inefficiency of the towers through handling the number of controller.

  • As the price competition between airlines became increasingly intensified, due to increased participation of low-cost carriers in the air transport industry and the continued deregulation of international air transport, each airline has introduced various management techniques for securing international competitiveness and operational efficiency in order to cope with the uncertainty in air transport industry. The world leading LCCs, such as Ryan air, easyJet and Southwest, have changed their traditional business models by increasing operation to primary airports, diversifying operating routes, making strategic alliances with FSCs or other LCCs, increasing the operations on the mid or long distance routes, expanding ancillary revenues, etc. As Korea's air transport industry is confronting with intense competition, our LCCs are requested to adjust to this new challenging situation. As the world leading LCCs did, Korean LCCs are recommended to adopt new business models such as restructuring of the air transport industry through M&A, operating more flexibly in terms of frequency or route, launching of services to primary airports, making strategic alliances with foreign FSCs, developing of 4th or 6th traffic demands, etc.

A Study on the Radar Data Analysis of VFR Aircraft at an Airport (특정 공항에서의 VFR 항공기 레이다 항적자료 분석 연구)

  • Obstacle limitation surfaces are imaginary space surfaces that must be clear of obstacles for the aircraft to safely take off and land on the aerodrome. These surfaces are closely related to the safety of the VFR aircraft, which require a pilot to be able to see outside the cockpit, to control the aircraft's altitude, navigate, and avoid obstacles and other aircraft. The Republic of Korea, which has a lot of restrictions on the use of airspace, cannot provide a rich operating environment for VFR aircraft. Under these circumstances, safer operation will not be guaranteed if additional factors that directly or indirectly affect existing VFR routes, such as drone delivery services. This study analyzes and models the track distribution of each VFR section based on radar track data around a specific airport. Through this study, we estimate the three-dimensional space for VFR aircraft and provide the data for future research such as airspace analysis of VFR corridors and correlation with obstacle limitation surfaces.

A Study on the Cost Reduction Strategy of Aviation Ammunition (항공탄약 구매 비용 절감 방안에 관한 연구)

  • The ROKAF has been training for a number of exercise for victory in the war, but the lack of aviation ammunition has become a big issue every year. However, due to the limitation of defense resources, there are many difficulties in securing and stockpiling ammunition for the war readiness. Therefore, there is a need to find a way to secure aviation ammunition for war readiness in a more economical way, so In this study, we analyze the precedent research case and the case of the reduction of the purchase cost of weapon system of other countries, and then I have suggested a plan that is appropriate for our situation. As a result of examining previous research cases for this study, there were data that KIDA studied in 2012, Precision-guided weapons acquisition cost reduction measures pursued by US Air Force And the use of procurement agencies that are being implemented by NATO member countries. Based on this study, the following four measures were proposed to reduce the purchase cost of aviation ammunition. First, the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Second, join the NATO Support & Procurement Agency (NSPA) Third, it builds a purchasing community centered on the countries operating the same ammunition Fourth, participating in the US Air Force's new purchase plan for ammunition and purchase it jointly. The main contents of these four measures are as follows. 1. the mutual aid support agreement was developed to sign the ammunition joint operation agreement. Korea has signed agreements on mutual logistics support with 14 countries including the United States, Israel, Indonesia, Singapore, Australia, and Taiwan. The main purpose of these agreements is mutual support of munitions and materials, also supporting the training of the peace time and promoting exchange and cooperation. However, it is expected that there will be many difficulties in requesting or supporting mutual support in actual situation because the target or scope of mutual aid of ammunition is not clearly specified. Thus, a separate agreement on the mutual co-operation of more specific and expanded concepts of aviation ammunition is needed based on the current mutual aid support agreements 2. join the NATO Support & Procurement Agency (NSPA) In the case of NATO, there is a system in which member countries purchase munitions at a low cost using munitions purchase agencies. It is the NATO Purchasing Agency (NSPA) whose mission is to receive the purchasing requirements of the Member Nations and to purchase them quickly and efficiently and effectively to the Member Nations. NSPA's business includes the Ammunition Support Partnership (ASP), which provides ammunition purchase and disarming services. Although Korea is not a member of NATO, NSPA is gradually expanding the scope of joint procurement of munitions, and it is expected that Korea will be able to join as a member. 3. it builds a purchasing community centered on the countries operating the same ammunition By benchmarking the NSPA system, this study suggested ways to build a purchasing community with countries such as Southeast Asia, Australia, and the Middle East. First, it is necessary to review prospectively how to purchase ammunition by constructing ammunition purchasing community centered on countries using same kind of ammunition. 4. participating in the US Air Force's new purchase plan for ammunition When developing or purchasing weapons systems, joint participation by several countries can reduce acquisition costs. Therefore, if the US Air Force is planning to acquire aviation ammunition by applying it to the purchase of aviation ammunition, we will be able to significantly reduce the purchase cost by participating in this plan. Finally, there are some limitations to the method presented in this study, but starting from this study, I hope that the research on these methods will be actively pursued in the future.
