  • Agricultural water reservoirs upstream of the intake on the basis of the intaking water volume is being made. Therefore, the supply capacity of reservoirs are not considered when the water balance analysis, storm water reservoirs are based on agriculture and further secured by the reservoir water is not used to using natural river water analysis. To overcome these problems can supply reservoirs are available to permit analysis of how much the quantity of water balance analysis, it should be reflected in the line to help. In this study, the natural daily flow data and apply the dimensions of the reservoir, and for more than 30 years of the long-term water balance analysis conducted by Date Youngsan river basin can supply reservoirs are large quantity of permits available is presented.

  • The dam plan quantity of constructive and water supply quantity of present time are showing a difference with change in climate and augmentation of water demand for multipurpose dams in Nakdong river basin. But revaluates a water supply ability the method or the process is official for is not taking a position, so actual condition applies the plan quantity of dam constructive. Considers various situation of actual multipurpose dam from research sees consequently and in K-WEAP is an integrated water resources evaluation plan model applies as water permit availability multipurpose dam, currently water permit availability comparison, analyzed. A study on the method of setting the water quality target level for integrated environmental management (통합 환경 관리를 위한 수질 환경의 질 목표 수준 설정 방법에 관한 연구)

  • When evaluating the extent of the impact of water pollutants on the surrounding area, we would like to present the target level (proposal) of the quality of the environment, which is the standard for evaluation. We propose the environmental quality target level for substances that need to be applied domestically by investigating overseas cases operating the integrated environmental management system and the implications of domestic environmental pollutant management. The appropriateness of the environmental quality target level reviewed in this study was determined using data from the water quality measuring network, and future improvement measures were proposed. We review the available methodologies for setting quality objectives for the environment. It proposed the environmental quality target level for 21 substances that have domestic water pollutant emission standards and do not have environmental standards, and proposed future improvement measures. If it is necessary to add quality target-level items of the environment in the future, it is believed that expansion will be possible based on the methodology presented in this study.

Comparative Analysis of Best Available Techniques Reference Documents on the Fertilizer Manufacture between Korea and European Union (비료제조업의 국내와 EU 최적가용기법 기준서 비교·분석)

  • The integrated permit system is applied to class 1 and 2 atmospheric and water pollutant discharge facilities in 19 sectors. The fertilizer sector should receive a permit for a period of four years, from 2019 to 2023. The purpose of this study is to investigate the differences between the Korean Best Available Techniques (BAT) reference document (K-BREF) and the European Union BAT reference document (EU-BREF) in terms of the process and emission characteristics of fertilizer manufacture. K-BREF is written by focusing on products, whereas EU-BREF is produced on focusing on manufacture process. There are five types of BATs(best available techniques economically achievable) in Korea. These BATs selected mainly to recover and reuse raw meterials and save energy. The number of BATs and BAT-AELs(BAT associated emission level) in K-BREF is smaller than that in EU-BREF. We suggest that BATs and those environmental management parameters in Korea need to further reflect the emission characteristics in the fertilizer sector.

  • In recent days, many manufacturing factories have been established and operated along riversides or on sea coasts. In consequence thereof, modern inland vessels with their small draught but large carrying capacity have been developed to operate as a single unit or in convoy with a barge. Knowledge in the behaviour of inland cargo vessels in shallow water exists presumably in U.S.A., U.S.S.R. and West Germany Literature available on this subject is quite limited. Model tests were carried out, both in calm water and in waves to obtain hull lines, which not only improve the seaworthiness of inland vessels but also permit to run in convey with other vessels on inland waterways. The results, which to some extent have also been tested in full scale, are entirely satisfactory. This paper discribes the resistance of some newly developed inland water cargo vessels.

  • The characteristics of backwash and concentrate discharges depend upon the quality of the water being treated and the net recovery of the membrane system. This paper is to indicate a design methods on the capacities of residuals treatment facilities in membrane processes for drinking water. We operated a demonstration membrane plant with a recovery rate of 90% for designing G-water treatment plant. We investigated on design parameter (optimum coagulant dosage and surface loading rate etc.) to design efficiently the residuals treatment facilities. The settling test was conducted with 1m columns dosing PACl to kaolin and membrane residuals under the experimental condition that discharge permit was under a 60mg/L. When the quantity of membrane residuals was $1,575m^3/day$, the estimated results for 1st thickener demonstrated the surface loading rate of 14.4m/day, detention time of 5.83hr, available depth of 3.5m.

  • As offshore activities move into deeper ocean, conventional fixed-base platforms drastically increase in size and cost, One of alternatives available is a guyed tower, in which environmental loads are supported by guylines instead of structural members. The guying system of the guyed tower is designed on one hand to be stiff enough to limit the structural displacement in normal operations, but on the other hand to be soft enough to permit large slow sways during the presence of design-level storms. This compliancy provides an efficient means of withstanding harsh environment so that the disproportionate increase in size of deep water platforms can be kept to a rational limit. Novel configurations contain always some degrees of potential risks mainly due to the lack of experience. The most critical hazard inherent to a guyed tower may be the pullout of anchor piles. Once it happens, the guyline fails to function and it may eventually lead to the total collapse of the system. It is the aim of this paper to discuss and quantify the anchor-pullout risk of a guyed tower. A stochastic analysis is made for evaluating the first-upcrossing probability of the tension acting on anchor piles over the uplift capacity. Nonlinearities involved in the mooring stiffness and hydrodynamics are taken into account by using time-domain analysis. A simplified two dimensional dynamic model is developed to exemplify the underlying concept. Real hurricane data in the Gulf of Mexico spanning over 70 years are incorporated in a numerical example of which result clearly indicates highly potential risk of anchor pullout.

  • Introduction of TBELs into Korean environmental regulatory system for wastewater may require very careful considerations and appropriate modifications of the TBELs applied in US. The Korean regulations for wastewater are based on uniform regulatory criteria for wastewater effluent discharge and are quite different from the individual permit system in US. In addition, the toxic pollutants regulated in Korea are much less than those in US. Therefore, the effects of TBELs application on the pollutants reduction and the economic feasibility should be carefully assessed for different categories of wastewater sources. In this study, the applicability of TBELs for the industrial categories of Korea was discussed. The TBELs were derived for a sample category, the pulp paper paperboard manufacture, based on the previously reported analytical data from 52 facilities of the domestic pulp paper paperboard manufacture in Korea. It was suggested that the BAT effluent limitations were BOD 30 mg/L, $COD_{Mn}$ 40 mg/L, SS 40 mg/L, T-N 30 mg/L and T-P 4 mg/L and that the allowable effluent loads were $0.31{\sim}1.75kgCOD_{Mn}/ton$-products. Due to the limitation of insufficient data, there were difficult to obtain the important factors to derive more systematic and accurate limitation standards for the pollutants such as the 'Long Term Average (LTA)', the 'Product Normalized Discharge Flow (PNDF)', and the 'Variability Factor (VF)'. However, as the first trial of TBELs determination based on the all available analytical data reported, the procedure and the outcome of the study may provide valuable insight on application of TBELs in Korea.

U.S. Rules on Enhancing Airline Passenger Protections (미국 연방법규상 항공여객보호제도에 관한 연구)

  • Recently, U.S. Department of Transportation (DOT) expanded the "Enhancing Airline Passenger Protections" on August 23, 2011 and October 24, 2011. The Rule regulates tarmac delays, denied boarding compensation, customer service plans, and fare advertising. The adopted rule is to protect passengers by improving passenger service requirements on U.S. national or domestic carriers and foreign air carriers as well. The major issues are as follows: First, regarding to so called Tarmac Delay, carriers must establish a Tarmac Delay Contingency Plan setting forth the number of hours the carrier will permit an aircraft to remain on the tarmac at U.S. airports before allowing passengers to deplane. Carriers also must provide passengers with food and water in the event the aircraft remains on the tarmac for two or more hours and must provide operable lavatories and medical attention while the aircraft remains on the tarmac, irrespective of the length of the delay. Carriers also must create and retain records regarding tarmac delays lasting more than three hours. Also they need to update passengers every 30 minutes during a tarmac delay of the status of the flight and the reason for the delay, allow passengers to deplane if the aircraft is at the gate or another disembarkation area with the door open. Second, carriers now must adopt a "Customer Service Plan" that addresses offering customers the lowest fares available, notifying customers about delays, cancellations, and diversions; timely delivery of baggage; accommodating passengers' needs during tarmac delays and in "bumping cases"; and ensuring quality customer service. Third, the new regulations also increase minimum denied boarding compensation limits to $650 / $1,300 or 200% / 400% of the fare, whichever is less. Last, the DOT also has modified its policies related to enforcement of Rules pertaining to full fare advertising. The Rule states that the advertised price for air transportation must be the entire price to be paid by the customer. Similarly, Korea revised the passenger protection clauses within Aviation Act. However, it seems to be required to include various more issues such as Tarmac Delay, oversales of air tickets, involuntary denied boarding passengers, advertisements, etc.
