Inchon International Airport(IIA) is constructed for Northeast Asia Gate as is important for IIA to become a 21 century's leader in the world, as is planned for open at december 2000 as a important economic link for unified korea. Airport Power Information System(APIS) is designed through investigation of advanced domestic and international example. In addition to power facility operation it is designed for using an information infrastructure of whole airport. APIS is newly designed for uninterupted power supply, effective power management, information infrastructure's construction. making a profit by positively introduction of new technology for collection and conservation of power related data, correlation with airport infra systems, data interrelative arrangement about related systems like outdoor lighting system and automatic measuring record, CCTV systems for remote power facility monitoring, and promotion of management ability in the emergency status.

도로교통의 안전 확보와 사고 예방을 목적으로 운전자나 보행자에게 필요한 정보를 제공하기 위해 경찰청에서 규격 또는 지침으로 제정하여 노변에 설치되는 교통안전시설 장치는 교통신호정보를 받기 위한 통신선과 함께 장치 구동을 위한 전원선을 개별로 시공해야 하기에 시공 비용의 절감과 함께 다종·다형의 장치에 대하여 통합적인 관제, 확장성, 유연성에 대응할 필요성이 제기되고 있다. 이에 본 논문에서는 이더넷 통신을 기반으로 전원 공급이 하나의 케이블로 가능한 이더넷 전원장치(PoE) 기술과 IoT 프로토콜인 MQTT를 이용하여 다종·다형의 교통안전시설 장치를 통합관제하고, 확장성과 유연성을 가지는 교통안전시설 장치 통합 시스템을 제안한다.

다년간 수행해야 하는 일정규모이상의 대형 공공건설공사에서 발주기관은 건설사업관리자의 건설사업관리업무를 위해 예산을 확보해야 한다. 발주기관이 확보하는 사업관리예산과 발주기관이 집행하는 사업관리예산이 동일할 경우 문제가 없지만, 그렇지 않을 경우 다양한 문제가 발생하게 된다. 실제로 건설기술진흥법에는 건설기술선진화를 위해 책임감리를 없애고 건설사업관리를 명시하였으나 기획재정부의 총사업비관리지침에는 책임감리라는 용어를 사용하고, 이에 따라 발주기관이 예산을 청구하도록 하고 있다. 따라서 발주기관의 예산확보와 예산집행사이에 괴리가 발생함으로 인해 건설사업관리업무를 수행해야 하는 현장에서는 많은 어려움을 호소하고 있다. 이에 본 연구에서는 건설사업관리가 효율적으로 운용될 수 있도록 다음과 같은 제도적 개선방안을 제시하였다. 첫째, 법령과 정부기관의 지침 등에 명시된 건설사업관리 용어와 업무를 단일화해야 하며 대가산정기준을 통일해야 한다. 이에 본 연구에서는 건설사업관리가 효율적으로 운용될 수 있도록 다음과 같은 제도 개선방안을 제시하였다. 첫째, 법령과 정부기관의 지침 등에 명시된 건설사업관리 용어와 업무를 단일화해야 하며 대가산정기준을 통일해야 한다. 둘째, 탈락한 건설사업관리자가 기술제안서 보상비를 지급받을 수 있도록 총사업비관리지침에 명시해야 한다. 셋째, 장기계속공사에서 사업비가 변경될 경우 그에 따라 건설 사업관리비가 조정될 수 있어야 한다. 넷째, 발주기관에서 건설사업관리업무가 필요하다면 전문기관에 위탁할 수 있는 근거를 총사업비관리지침에 명시해야 한다.

본 연구의 목적은 지반함몰 사고를 예방하기 위한 제도 개선안을 제안하는 것이다. 이를 위해 다음과 같은 수행절차를 따른다. 첫째, 지반침하 및 지반함몰 등의 혼용되어 사용되는 용어를 정의한다. 둘째, 지반함몰 사고 현황 및 원인 분석과 강우량과 지반함몰 원인간의 상관관계 분석을 실시하여 중점관리 원인을 도출한다. 셋째, 중점관리 원인에 대한 제도 개선안을 제안한다. 그 결과, 지하관로 손상과 지하공사 부실이 중점관리 원인으로 규명되었으며, 이를 관리할 두 가지의 제도 개선안을 제시하였다. 본 연구의 결과는 향후 보다 실효성 있는 지하함몰 예방을 위한 제도개선의 기초자료로 활용될 수 있다.

이 연구의 목적은 한국과학기술정보연구원의 회의명 단체명의 전거 데이터베이스를 위한 전거 레코드 생성의 실무적 단계 및 레코드 반입의 정보원인 OCLC와 LC의 전거 데이터베이스의 특성을 서술하는 것이다. 주요한 내용은 전거 레코드 작성의 워크플로우, OCLC와 LC의 전거 데이터베이스의 구조와 탐색방법의 비교, 분석을 포함하였다. LC 전거 데이터베이스의 탐색을 실제 단계별로 살펴보고, 반입 레코드의 수정 실례를 들어, 한국과학기술정보연구원 전거 파일 구축의 실무에 참조할 수 있는 지침이 되도록 하였다.

전 세계적으로 기후변화에 대응하기 위한 노력이 본격화되는 가운데, 그동안 관심이 적었던 항만으로부터의 탄소배출량이 상당량에 이르고 이의 억제를 위한 노력이 LA/LB(Los Angeles/Long Beach)항만을 중심으로 선진항만에서 전개되고 있다. 우리나라는 최근 Green Port 전략의 일환으로 부산항에서 저탄소 항만운영정책이 강화되고 있다. 저탄소 항만운영은 단기적으로 항만비용을 증가시켜 가격경쟁력을 약화시킨다. 따라서 부산항의 경우 저탄소 항만운영으로 인한 비용을 항만이용자에게 부담시키지 않고 항만당국이 저탄소를 위한 정책을 시행하고 비용을 부담하고 있다. 반면 LA/LB의 경우 저탄소 항만운영의 비용을 선주 및 화주 등 항만이용자에게 부담시키고 있다. 본 연구에서는 부산항과 LA/LB항의 저탄소 항만운영에 관한 비교분석을 통해 부산항의 지속가능한 항만운영의 시사점을 제시하였다.

Cloud computing offers a platform that is both adaptable and scalable, making it ideal for outsourcing data for sharing. Various organizations outsource their data on cloud storage servers for availing management and sharing services. When the organizations outsource the data, they lose direct control on the data. This raises the privacy and security concerns. Cryptographic encryption methods can secure the data from the intruders as well as cloud service providers. Data owners may also specify access control policies such that only the users, who satisfy the policies, can access the data. Attribute based access control techniques are more suitable for the cloud environment as they cover large number of users coming from various domains. Multi-authority attribute-based encryption (MA-ABE) technique is one of the propitious attribute based access control technique, which allows data owner to enforce access policies on encrypted data. The main aim of this paper is to comprehensively survey various state-of-the-art MA-ABE schemes to explore different features such as attribute and key management techniques, access policy structure and its expressiveness, revocation of access rights, policy updating techniques, privacy preservation techniques, fast decryption and computation outsourcing, proxy re-encryption etc. Moreover, the paper presents feature-wise comparison of all the pertinent schemes in the field. Finally, some research challenges and directions are summarized that need to be addressed in near future.

안드로이드 플랫폼은 현재 단일 사용자 위주의 보호만을 지원하기 때문에 다중 사용자를 위한 보안 방법이 필요하다. 특히, 개인정보 및 금융정보가 담긴 어플리케이션과 같은 특정 앱 뿐만 아니라 콘텐츠 접근을 위한 권한 관리가 필요하다. 따라서 본 논문은 안드로이드 플랫폼 기반 디바이스를 대상으로 통합된 사용자 인증 매니저 모델을 제안한다. 이를 통해 어플리케이션의 실행, 설치, 삭제를 세분화하여 관리할 수 있는 인증 매니저 모델을 제시한다.

This study examined the existing issues and current status of how to best approach the establishment of railroad asset of the corporation in the long run. It also explored some preventative measures for further problems. Based on the law of state property and related railroad statutes, the research referred to basic plans for railroad management of Korea Rail Network Authority, the outcome of file research, handbook of asset management, guidelines and policy of Ministry of Finance and Economy for state property management, recommendations of the Board of Audit and Inspection and fact-finding research of state property (miscellaneous properties). The findings are making a few suggestions on the service of the Korea Rail Network Authority and Korail.

Critical to project success is effective stakeholder management. This paper presents a challenge for the project manager who uses traditional approaches to manage mid-level stakeholders in an organization. Dual roles of a mid-level stakeholder (as a stakeholder of a project and as an agent of the corporate) may cause problems that would result in difficulties for project managers in identifying the stakeholder's attributes and overcoming hierarchical authority expectation. However, the dual roles of the stakeholder result in its weakness in the project-stakeholder relationship. Can a project leverage its strategic role for effective upward influence by linking project objectives to corporate strategic objectives? To address this research question, case study method was used to gain a deeper understanding of mid-level stakeholder's salience. This research proposes an upward influence strategy to embed a project-stakeholder relationship in a hierarchical stakeholder network.
