Policy Proposal to Improve the Unloading System of the Agricultural Wholesale Market, Focusing on the Garak Market (농산물도매시장 하역체계 개선을 위한 정책적 제언 : 가락시장을 중심으로)

  • Purpose - The Garak agricultural wholesale market ('Garak Market') plays a central role in the distribution of agricultural products in Korea and is important in connecting consumers with producers. However, problems regarding inefficiencies and the high-cost structure of the wholesale market's distribution/logistical system are being raised in relation to severe competition among retailers. Furthermore, the service needs of retailers and market users are not being fulfilled due to the inconsistency of the wholesale market's functions and facilities, thus reducing the competitiveness of the market. In this regard, innovative changes are being requested of the agricultural wholesale market according to changes in the agricultural product distribution environment. In particular, the lack of unloading facilities and the outdated unloading system of the wholesale market must be improved to enhance system efficiency. Research design, data, and methodology - This study observed the problems of the unloading system of the agricultural wholesale market in order to present relevant measures for improvement. The need for unloading auctions was also researched in this study. The survey of 70 forwarders belonging to the producing district distributor association of the Garak market was conducted by post. Additionally, 20 auction dealers and 59 shippers and transporters were individually interviewed. The survey on the need for unloading auctions used five-point Likert Scales. The statistical analysis was conducted with SPSS WIN 12.0 software. Results - First, the wholesale market must employ members of the unloading labor union to allow these employees to directly manage the unloading process. Second, it is crucial to revise regulations to ensure that the principal agent pays the unloading cost according to the standard unloading cost system. Third, the vehicle auction carried out for certain vegetable products must be converted to the unloaded auction system. According to the related interviews with the wholesale market's distribution agents, whereas shippers and transporters recognized the need for unloaded auctions, auction dealers tend to have a negative view of this system. Furthermore, the stated reasons in favor of unloaded cabbage, radish, and other vegetable auctions were prevention of constraint, creation of transparent trade conditions, and reduction of corrected seller tickets. Many of the respondents answered that the transport cost reduction rate in unloaded auctions must be below 20%. Fourth, the unloading system must be mechanized and a detailed, reasonable plan must be provided to settle the existing conflict with the unloading labor union. Conclusions - The proposals in this study are expected to play an important role in improving the cargo handling system of the wholesale agricultural product market in the future. Improving the system is expected to help shore up the competitiveness of the industry. If all the related bodies closely cooperate with each other and work harder, taking advantage of the synergies created by the facility modernization project, the Garak market will play a pivotal role in the distribution of agricultural products.

The necessity that liability does lien report to assure Secured credi becoming the formation truth and the undertaking of lien in Auction procedure is practically acute need. I showed the legislation idea which switched present situation investigation improvement and lien by the executive officer in legal mortgage in civil law In addition, it revised introduction and the Civil Execution Act of the lien registration system and solved Obligatory Report of the Lien about lien for a legislation.

  • This study was intended to identify the problem of the lien in relation to the real estate auction and present its improvements in terms of procedural laws. To resolve the problem of the lien in the real estate auction, it is valid that the Vollstreckungsgericht needs to set the certain standard in relation to the possession of real estate and notify it at the first date of sale by judging whether the lien can be established. And the institutional improvement is required to obligate one to report the lien in the procedures of the real estate auction and reinforce the survey of the present condition of the lien. And it is necessary to impose the more public confidence on the statement of sale by including the matter of the lien in it. In addition, it is necessary to reinforce legal punishment to the false and fictitious lienholder and establish the legal stability of the lien in the process of the real estate auction.

  • In a comparison the Logistics system for Agro-food of Korea and the Logistic system of Europe and Japan, the more developed countries of Europe have better systems. This well-formed rationalization of Logistics on Agro-food, and perfectly-equipped packaging system measurements for Agro-food make 100% pallet freight possible. Also, this means that a unit load system has been achieved. In Japan, the Logistic system is mainly accomplished by auction. However, it has been rapidly changing into the same type as the developed countries these days. Logistic system in Korea is also mainly accomplished by auction under the influence of Japan. However it also has been rapidly changing in to the same type as the developed countries these days. In the future, Korea has to build up international competitiveness in the face of FTA(Free Trade Agreement) era. This can happen by having better-organized Agro-food Logistics system and unit load system which results in accurate packaging system measurements.

  • 웹 상에서 인터넷 경매시스템은 일반적인 경매처럼 상품을 제시하고 그 상품에 대해 경매 입찰자가 입찰(bid)을 제시함으로 해서 최종적으로 경매 시간 내에 가장 높은 입찰을 제시하는 경매 입찰자에게 상품이 낙찰되는 형식이 사용되고 있다. 하지만 사용자 인터페이스 부분에 있어서 편리성을 고려하지 않을 뿐만 아니라 경매 참여자에게 지속적인 입찰제와 확인 등의 여러 가지의 사용자 행위를 요구함으로 인해 전자상거래의 고객 편의를 위한 One-step processing을 만족시키지 못하고 있다. 미시건 대학의 AuctionBot 시스템은 미국의 대표적인 인터넷 경매 시스템으로 여러 형태의 경매를 수용할 수 있다는 면에서 장점을 가지고 있지만 사용자를 위한 지능적인 에이전트를 이용한 사용자 인터페이스 부분은 거의 고려하지 않은 시스템이므로 사용자의 편의성 면에서 단점을 가지고 있다. 따라서 본 논문은 지능적 에이전트를 이용해 사용자가 상품 정보를 경매 서버로 보내면 에이전트가 자동적으로 사용자를 위해 모든 처리를 해주는 경매 시스템을 구현하여 기존에 사용되었던 일반적인 경매 시스템의 단점을 보완하여 효율적인 입찰 가격 정책을 이용한 경매 시스템을 구현하고자 한다.

  • 본 논문에서는 구매자의 수에 의해 가격이 결정되는 공동구매형태의 경매 형태를 제안한다. 제안한 경매 형태에서의 입찰자가 입찰 금액을 제시하여 적절한 낙찰자를 구별하는 형태의 일반적인 경매 형태가 아닌 입찰한 수에 의해 판매자가 제시한 가격 곡선에 의해 낙찰 금액이 정해지는 형태이다. 이러한 형태는 기존의 판매자와 관계가 1:1의 일반적인 경매 형태가 아닌 판매자와 구매자의 관계가 1:n 또는 n:n의 형태가 된다. 본 논문에서는 이러한 공동구매 형태의 경매 형태를 에이전트 기법을 이용해 시스템을 구성하였으며, 각각의 에이전트는 Perl을 이용해 CGI(Common Gateway Interface)로 구현하였다.

  • 인터넷 경매는 경매인과 입찰자의 상호의사표현을 통한 구매 거래를 인터넷으로 하는 것을 말한다. 인터넷 경매는 상품을 게시하고 그 상품에 대해 경매 입찰자가 입찰에 참여하여 입찰마감시간에 가장 높은 입찰을 제시하는 경매 입찰자에게 상품이 낙찰되는 방법이 사용되고 있다. 국내에서도 인터넷 경매장이 활성화됨에 따라 인터넷 경매 사용자를 위한 소프트웨어 에이전트 시스템의 연구가 진행이 되고 있다. 그러나 현 에이전트 시스템은 경매장의 정보에 대한 검색기능만이 제공되고 있다. 일반 경매에서 경매 분석가를 통해 입찰정보와 입찰 참여에 대한 자문을 구할 수 있으나 인터넷 경매에서 이러한 경매분석가 시스템이 도입되어 있지 않다. 따라서 본 논문은 인터넷 경매에 있어서 경매인과 입찰자의 관계가 1:n인 점에 비해 제안한 시스템은 n:n 관계를 가능하게 하고 인터넷 경매에 있어서 이전의 경매결과인 사례를 통해 입찰자에게 경매 분석인 낙찰 예상가를 제시하여 보다 합리적인 가격으로 낙찰하도록 분석을 대행하는 에이전트 시스템인 Internet Auction Analyst를 제안한다.

  • The introduction of the wholesalers system is being considered from various aspects in order to improve the problems of the listed auction system of wholesale corporations. The wholesalers system is a corporation that receives designation from the creator and purchases or consigns agricultural and fishery products to wholesale or broker sales, and has the advantage of reducing the distribution stage and distribution costs. The purpose of this study is to evaluate the wholesalers system introduced to improve the problems of the listed auction system of wholesale corporations through a case study of market wholesalers handling fishery products.

  • 최근 인터넷을 이용한 전자상거래는 다양한 방법으로 발전되고 있다. 그 중 인터넷 경매는 인터넷 기술의 발전과 함께 전자상거래의 새로운 비즈니스 모델로 각광받고 있다. 하지만, 대다수 웹 기반의 인터넷경매 시스템은 사용자의 다양만 요구를 만족시키기에 부족하다. 본 논문에서는 이러한 문제점을 해결하기 위하여, 사용자를 대신하여 경매를 수할 수 있는 이동에이전트 기술을 결합한 새로운 인터넷 경매모델을 제시한다. 이를 위하여 Jini 기반 구조하에서 Jini 서비스로 동작하는 이동에이전트 시스템인 JMoblet을 개발하였으며, 개발된 JMoblet 시스템을 이용하여 인터넷 경매를 위한 공통적인 인터페이스(CommonAuction)를 구현하였다.

Chaos analysis of real estate auction sale price rate time series (부동산 경매 낙찰가율 시계열의 Chaos 분석)

  • There has never been research on Chaos analysis using real estate auction sale price rate in Korea. In this study, three Chaos analysis methodologies - Hurst exponent, correlation dimension, and maximum Lyapunov exponent - in order to capture the nonlinear deterministic dynamic system characteristics. High level of Hurst exponent and the extremely low maximum Lyapunov exponent provide the tendency and the persistence of the data. The empirical results give two meaningful facts. First, monthly time lags of the correlation dimension are coincident with the time period from the approval auction start day to the sale price fixing day. Second, its weekly time lags correspond to the time period from the last day of request for sale price allocation to the sale price fixing day. Then, this study potentially examines the predictability of the real estate auction price rate time series.
