Suggestion for Enhancement of Product Examination Government Quality Assurance Activity (군수품 제품확인감사 기준정립을 위한 제언)

  • Purpose : Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat uniforms' defects and 40mm ammunition explosion accident. To address these problems, Defense Agency for Technology and Quality(DTaQ) introduced new systems such as Manufacturing Readiness Assessment(MRA), Test Report Information System(TRIS) and so on. However, these activities require the human and time resources which cannot be increased in short period. In this paper, we suggest more practical and efficient product examination method. Methods : The most popular and widely used government's quality assurance technique is a sampling method to examine the product. In this research, we first reviewed the DTaQ's quality assurance regulation, then identified several possible problems and finally suggested more efficient and effective sampling plans. Results : We have suggested new sampling framework and evaluated its performance on two military supplies by comparing with other sampling method, and observed that the number of tested samples can be substantially reduced. Therefore, required quality assurance time can be saved. Conclusion : In this paper, we first reviewed the product examination frameworks of DTaQ, PPQMS and DCMA. Then we identified several possible problems which can cause the loss of objectivity and time. To handle these problems, we suggested the new product examination framework and tested the framework to verify the performance.

  • In many of the industrialized countries an increasing amount of infrastructure is ageing. This has become specifically critical to bridges which are a major asset with respect to keeping an economy alive. Life of this infrastructure is scattering but often little quantifiable information is known with respect to its damage condition. This article describes how a damage tolerance approach used in aviation today may even be applied to civil infrastructure in the sense that operational life can be applied in the context of modern life cycle management. This can be applied for steel structures as a complete process where much of the damage accumulation behavior is known and may even be adopted to concrete structures in principle, where much of the missing knowledge in damage accumulation has to be substituted by enhanced inspection. This enhanced and continuous inspection can be achieved through robotic systems in a first approach as well as built in sensors in the sense of structural health monitoring (SHM).

  • The purpose of this study is to establish a quality assurance method and managerial standard through management practices and identification method of counterfeit items as measure to eradicate counterfeit items of weapon system. We have performed a study in three significant terms. First, a general study on counterfeit items. In this part, we have described the definition, cause and control need of counterfeit item. Second, management practice of foreign-purchased counterfeit items. Finally, quality assurance methods of counterfeit items. We have proposed the counterfeit items management method, building managerial standard and network, improvement of a system and strengthening quality assurance method.

  • Flight data from operational quality assurance programs plays a significant role in identifying factors as one of the key data in the development of proactive and preventive aviation safety management technologies based on data. The list of events in the flight quality assurance program recommended by the FAA differs from the list set and managed by airlines themselves and is based on the frequency of occurrence rather than the severity of individual events. In this work, we compared the list of FOQA events presented by the FAA with the list of some domestic airlines. We also investigate the severity priorities of events for airline captains and conduct research on how to improve the operation of the operational quality assurance program.

  • Purpose: Autonomous driving cars, which are often represent the new convergence product, have been researched since the early years of 1900 but their safety assurance policies are yet to be implemented for real world practices. The primary purpose of this paper is to propose a modular concept based on which a safety assurance system can be designed and implemented for operating autonomous driving cars. Methods: We combine a set of key attributes of CE mark (European Assurance standard), E-Mark (Automobile safety assurance system), and A-SPICE (Automobile software assurance standard) into a modular approach. Results: Autonomous vehicles are emphasizing software safety, but there is no integrated safety certification standard for products and software. As such, there is complexity in the product and software safety certification process during the development phase. Using the concept of module, we were able to come up with an integrated safety certification system of product and software for practical uses in the future. Conclusion: Through the modular concept, both international and domestic standards policy stakeholders are expected to consider a new structure that can help the autonomous driving industries expedite their commercialization for the technology advanced market in the era of Industry 4.0.

  • Common Criteria(CC, ISO/IEC 15408) is an international standard for evaluation of Information Suity Systems(ISS). There need a suitable evidence of estimation of evaluation cost in an evaluation facility under the CC-based evaluation and assurance scheme. In this paper, we propose an evaluation effort model, which is based not only on assurance-level but also on product-type of ISS, by means of real experience of real evaluators, use-ratio concept and the Function Point of security function. The model is based not on a real evaluation environment of evaluation facility, but on CC, public PPs and product specific STs. Our result might be used as a basic model for estimation of evaluation cost and time of ISS in an CC-based evaluation and assurance scheme.

  • In the current pavement construction practice, the state agencies traditionally determine the quality of the as-constructed pavement mix based on individual mixture material parameters (e.g., air voids, cement or asphalt content, aggregate gradation, etc.) and consider these parameters as key variables to influence payment schedule to the contractors and the present and future quality of the as-constructed mixture. A set of empirically pre-determined pay adjustment schedule for each parameter that was differently developed and being used by the individual agencies is then applied to a given project, in order to judge whether each parameter conforms to the designated specifications and consequently the contractor may either be rewarded or penalized in accordance with the payment schedule. With an improved quality assurance system, the Performance Related Specification, the individual parameters are not utilized as a direct judgment factor; rather, they become independent variables within a performance prediction function which is directly used to predict the performance. The quantified performance based on the prediction model is then applied to evaluate the pavement quality. This paper presents the brief history of the quality assurance in asphalt pavement construction including the Performance Related Specifications, statistical performance models in terms of fatigue and rutting distresses, as an example of the performance prediction models, and envisions the possibilities as to how this Performance Related Specification could be utilized in other infrastructures construction quality assurance.

  • This paper introduces Primetals Technologies' Through-Process Optimization (TPO) Services and Through-Process Quality Control (TPQC) System, which integrate domain knowledge, software, and automation expertise to assist steel producers in achieving operational excellence. TPQC collects high-resolution process and product data from the entire production route, providing visualizations and facilitating quality assurance. It also enables the application of artificial intelligence techniques to optimize processes, accelerate steel grade development, and enhance product quality. The main objective of TPO is to grow and digitize operational know-how, increase profitability, and better meet customer needs. The paper describes the contribution of these systems to achieving operational excellence, with a focus on quality assurance. Transparent and traceable production data is used for manual and automatic quality evaluation, resulting in product quality status and guiding the product disposition process. Deviation management is supported by rule-based and AI-based assistants, along with monitoring, alarming, and reporting functions ensuring early recognition of deviations. Embedded root cause proposals and their corrective and compensatory actions facilitate decision support to maintain product quality. Quality indicators and predictive quality models further enhance the efficiency of the quality assurance process. Utilizing the quality assurance software package, TPQC acts as a "one-truth" platform for product quality key players.

  • For reliability and confidentiality of information security systems, the security engineering methodologies are accepted in many organizations. To improve the effectiveness of security engineering, this paper suggests a security methodology ISEM, which considers both product assurance and production processes, takes advantages in terms of quality and cost. To verify the effectiveness of ISEM, this paper introduces the concepts of quality loss, and compares the development costs and quality losses between ISEM and CC through the development of VPN system.

  • The quality assurance program of a panoramic radiography is been discussed in two ways: phantom image tests and clinical image quality assurance tests. Methods and standards of each of the test are presented, which efforts guarantee a proper quality of image, improve standard of dental care and decrease radiation exposure.
