In the past, many state Departments of Transportation (DOTs) in the U.S. managed their highway assets on a "worst first" basis and planned their highway projects in a tactical rather than strategic fashion. Due to increasingly tight highway budgets and recognition of long term benefits of asset management systems, the Federal Highway Administration (FHWA) has strongly pushed and encouraged state DOTs to implement asset management for managing their highway assets and highway projects. Currently, many DOTs have actively implemented and are in the process of applying this asset management concept for their highway infrastructure. However, different DOTs are developing different asset management systems because of their different organizational structures, data management structures, relationship with the legislature, and investment priorities. This study first identifies asset management indicators which are essential to successfully implementing asset management systems for State highway assets. The research team conducted a survey of asset management experts and reviewed the practices and policies of leading DOTs in asset management. Based on these indicators, this study develops an Asset Management Assessment Model (AM²) for different asset management systems. This model can be used by different DOTs to evaluate their current asset management systems and identify their strong areas and also their weak areas to improve in order to fully benefit from the advanced concept of asset management.

Infrastructure asset management is a methodology for programming infrastructure capital investments and adjusting infrastructure service provision to fulfil established performance, considering the life-cycle perspective of infrastructure. In this study, the methodologies for infrastructure asset management system implemented in sewer management system, bridge management system, pavement and highway management system, and embankment dam management system are described with focus on the system in U.S. As the major methodology to support the decision-making for asset mangers to better allocate the limited funds to the area needing it the most. various demand forecasting methodologies used in wastewater, water, transportation, electricity, and construction are also introduced for their applicability towards infrastructure asset management.

Typical highway infrastructure systems include roadway pavement, drainage systems, tunneling, and other hardware components such as guardrails, traffic signs, and lighting. Tunnels in a highway system have provided significant advantages to overcoming various natural challenges including crossing underneath bodies of water or through mountainous areas. While only a few tunnel failure cases have been reported, the failure rate is likely to increase as these assets age and because agencies have not emphasized tunneling asset management. A tunnel system undergoes a deterioration life cycle pattern that is similar to other infrastructure systems. There are very few agencies in the United States implementing comprehensive tunnel asset management programs. While current tunnel asset management programs focus on inspection, maintenance, and operation safety, there is an increasing need for the development of a comprehensive life cycle tunnel asset management program. This paper describes a conceptual framework for a comprehensive tunnel asset management program. The framework consists of three basic phases including a strategic plan, a tactical plan, and an operational plan to provide better information to the decision makers. The strategic plan is a basic long term approach of tunnel asset management. The tactical plan determines specific objectives and the operational plan actually applies asset management objectives in practice. The information includes operational condition, structural condition, efficiency of the system, emergency response, and life cycle cost analysis for tunnel capital improvement project planning.

The purpose of this study is to understand asset management behaviors and unearth the equity in marital relations examining empirically the tendency and characteristics of marital role-structure in the process of asset management. The dta of this study was collected from 370 housewives living in Seoul. The findings are as follows. 1) Marital role-structure was proved different according to the stage of asset management 2) Considering all stages of asset management process marital role structure are classified into 7 types. The 7 types was differently shown according to wives' age occupation of husbands income of husbands real estates wives' marital role-attitude and asset management knowledge.

While past knowledge management researches have focused on conceptualization and strategic implications, knowledge asset researches attempt to provide practical guidelines for companies. However, each research classifies knowledge asset from its own perspective, and thus it is not a trivial task to leverage consistent and inclusive criteria in managing corporate knowledge asset. The objective of this paper is to develop a knowledge asset classification schema on the basis of the three business functions: customer relationship management, product innovation, and infrastructure management. To demonstrate the feasibility of our schema, it has been applied to 9 Korean corporations. Knowledge assets are evaluated according to core capabilities, which are main drivers of sustainable competitive advantages. The results of case study show that the leveraged classification schema reflects current knowledge asset management and characteristics of corporations. Our finding is that most top-quality knowledge management corporations are likely to develop well-balanced knowledge asset.

일반적인 사회기반시설물 자산관리 절차는 기존 자산의 명확한 정보획득, 서비스수준의 설정, 요구수준의 분석, 재정상태와 가용예산의 분석, 자산관리 계획의 준비, 수정된 자산의 정보 획득 순으로 구성될 수 있다. 본 연구에서는 실제적인 위험도분석 기반의 개선된 교량 자산관리를 위하여 필요한 상태평가 및 성능측정, 성능척도의 설정, 파손형태 및 위험도 분석 등에 대한 방법론을 제시하였다. 보다 효율적인 교량 관리를 위하여 위험도 고려가 필요한 교량 기본현황정보 및 성능척도 항목을 설정하였고, 정량적 정성적 위험도를 고려한 성능평가방법을 제안하였다. 위험정도와 발생가능성을 고려한 위험도 매트릭스를 이용한 성능평가방법은 교량의 서비스수준을 보다 합리적으로 추정할 수 있다. 제안된 위험도분석 절차와 방법이 접목된 교량 서비스수준 평가방법을 이용하면 보다 합리적인 자산관리 의사결정이 가능하며, 향후 최적의 유지관리 의사결정을 위한 자산관리 체계구축 및 시스템 개발에 기여할 수 있을 것으로 판단된다.

This paper discusses cases of infrastructure asset management in the U.S., Canada, and Australia and investigates infrastructure management in Korea in order to set the direction for the asset management improvement. The definitions of infrastructure asset management from various entities are introduced and implementation framework and organizational structures are described. The investigation on Korean public asset management practices finds the strong and weak points and defines the requirements and considerations to further improve the current practices. This paper will assist adopting infrastructure asset management in Korea and provide guide for the infrastructure maintenance.

최근에는 건축물을 효율적으로 활용하기 위한 방법 중 하나로 건축물의 수명연한을 결정하고 연장하고자 자산관리를 실시하고 있다. 교육시설물 역시 정부차원에서 교육시설물의 자산관리를 권장하고 있으며, 이에 자산관리의 중요성을 인식한 여러 교육시설에서는 각각의 특성 등에 적절한 자산관리시스템을 구축하고 운영하고 있다. OO대학교는 교육시설물을 자산이라는 개념으로 인식하여 자체 시스템을 구축 운영하고 있으나, 자체 조직의 체계와 자산관리를 위한 체계의 부재로 인하여 현실적으로는 적절한 자산관리를 하고 있지 못하고 있다. 이에 본 연구에서는 OO대학교의 자산관리 현황을 분석하여 현 자산관리 체계를 효과적으로 개선하고 적절한 운영 관리조직을 제안하고자 하였다.

본 논문에서는 사회기반시설 자산관리 프로세스와 운영기법을 담은 표준적인 매뉴얼 프레임워크를 제시하여 발주청이 자체적으로 가감하여 매뉴얼을 구성 활용할 수 있도록 사회기반시설 자산관리 매뉴얼의 프레임워크를 제시하였다. 이를 위해 국내 사회기반시설 자산관리 환경 현황 분석을 통해 자산관리 도입의 당위성을 살펴보고, 정부와 발주청의 자산관리 매뉴얼 현황과 미비점을 점검하였고, 호주, 영국, 미국의 선진국 사회기반시설 자산관리 매뉴얼 현황 및 체계를 파악하고 각국의 자산관리 매뉴얼의 특징을 분석 비교하여 한국의 사회기반시설 자산관리 매뉴얼에서 참고할 수 있도록 매뉴얼 구성방향을 도출하였다. 이를 통해 도출된 국내외 사회기반시설 자산관리 매뉴얼 구성방향을 통해 외국의 자산관리 매뉴얼의 특징을 반영하는 범용성, 자산관리 숙련도별 조직별 차등 적용가능성, 사용자의 편의성, 순환적 프로세스를 고려하여 발주청이 활용할 수 있는 사회기반시설 자산관리 매뉴얼의 프레임워크를 제시하였다.

우리나라는 현행 시설물의 유지관리 체계를 넘어 자산관리 체계 도입을 위한 노력을 기울이고 있다. 공공시설물 자산관리의 발전도는 특정 국가를 제외하고 초기수준이며 성공적인 정착을 위해 현재의 상황을 파악하고 미래에 대한 목표를 설정하는 일련의 성과측정 및 평가가 이루어져야 한다. 호주와 미국을 비롯한 선진국의 경우 다양한 방법과 목적을 가지고 자산관리 성과측정이 이루어지고 있다. 국내의 경우 한국건설기술연구원에서 진행 중인 '공공시설물 자산관리 체계 개발(KTAM-40)' 연구에서 자산관리 성과측정을 위한 평가항목을 제시하고 있다. 본 연구에서는 효과적인 성과측정을 위하여, 주요사항에 대한 누락이 없으며 활용성 측면에서 효과적인 자산관리 성과지표를 BSC, AHP 기법 등을 활용하여 개발하고, 성과지표를 활용한 성과측정 방법을 제안하였다.
