Comparative Study on Qualification System of Competency Assessor in Australia and Scotland (스코틀랜드와 호주의 NCS기반 직무능력평가자(Competency Assessor) 자격제도에 관한 비교 연구)

  • The purpose of this study is to examine the qualification system of competency assessor based NCS(National Skill Standards) in Australia and Scotland. To meet the purpose of the study, the characteristics of competency based assessment and the role of assessor was reviewed, and competency assessor qualification system of both countries were analysed. Australia and Scotland have developed the certification system of competency assessor based on national qualification framework. Education and Training Institutes in both countries should meet the requirement of RTOs(Registered Training Organizations) and CRBs(Credit Rating Body), which can develop and operate assessor qualification course based NQF. Also they must ensure all assessors are qualified with competency, currency and professional development and show how they have maintained, upgraded or developed new skills relevant to the current industry needs. In recent years, Korea has been introduced competency based curriculum linked with NCS in education and training sector. Also the introduction of competency assessor qualification system are currently under consideration by government. In this circumstances, the results of comparative analysis about Australia and Scotland can help the Korean government review the policies and strategies qualifying competency assessor. They also provide some implications for exploring and examining assessor qualification system based NCS and KQF(Korean Qualification Framework) in Korea.

  • In this study, we verify the relationship, which is presented by ISO/IEC 15504, between the assessor's competence and the efficiency of assessment. The ISO standard has been developed by many formal trial experiences for the software process assessment. The software process assessment determines the process capability, and makes the software process improvement possible in the development cycle. In the field assessment, third-party and team-based assessments are generally recommended. Therefore assessors' competences are essential to achieve the effectiveness and the efficiency of assessment. Survey data are collected from the third-party process assessment of a real IT industry, and the analysis is done by a causal modelling technique - PLS. Some findings are as follows. Depending on assessors' SE experiences, effects of the assessor's competence are existed, and their standard knowledge and assessment skill are effected each other. And the efficiency of assessment depends on the assessor's competence. In addition, the power analysis is presented and future research is suggested, because of many limitations of this study.

Reliability and Validity Analysis of the Instrument on Pattern Identifications for Depression (우울증 변증도구의 신뢰도, 타당도 평가)

  • Objectives: This study was performed to evaluate the reliability and validity of the instrument on pattern identifications for depression. Methods: Two assessors carried out an evaluation about the instrument on pattern identifications for depression, targeting 201 participants, who after taking the HAM-D score over 12 or under 7 twice. Results: Inter-assessor reliability was higher than intra-assessor reliability in a reliability analysis about classification of pattern identification evaluated by the instrument on pattern identifications for depression. Reliability of intra-assessor and inter-assessor showed a moderate to strong agreement when reliability analysis about classification score of the pattern identification had been performed. Reliability analysis to evaluate the validity of the instrument on pattern identifications for depression showed moderate agreement. Conclusions: The results reveal that reliability analysis of the instrument on pattern identifications for depression showed an over moderate agreement and validity analysis represented a positive correlation.

A Study on the Job Analysis of Job Competency Assessor (직무능력평가사의 직무분석에 관한 연구)

  • The purpose of this study is to analyze the role of the job competency assessor who assess achievement of job performance ability based on NCS (educational training, qualifications, field experience, etc.) through competency assessment. For this purpose, job analysis including development and verification of the job model and selection of core task are conducted. As a result, main duties of the job competency assessor are to understand the NCS based assessment principle, establish an assessment plan, design and develop assessment tools, assess competence, provide feedback and re-assessment, record and manage assessment result, verify the internal assessment result, establish the RPL (recognition of prior learning) plan, implement the RPL and verify the RPL assessment result, and 48 task are derived. In addition, a total of 21 core tasks are derived based on the threshold value multiplied by the importance and difficulty of the task for each duty. Based on this, implications for job analysis of the job competency assessor are presented.

Equitable Peer Assessment Method in Collaboration Project Using Statistical Technique (통계적 기법을 이용한 집단 협업 프로젝트에서의 공정한 동료 평가 방법론에 대한 연구)

  • For evaluating participation in collaboration project, the peer assement method is mostly used and various scoring methods have been proposed. But, the reliability and validity of the peer assessment method are still doubted for all most method. In order to overcome these weaknesss, some guidelines and training methods have been recommended. In this article, however, statistical technique is proposed for measuring individual contributions to collaboration projects considering each assessor's reliability. The gist of our proposed algorithm is that an assessor's reliability depends on the evaluation policy, and this reliability is evaluated by an analysis of variance of the scores assigned by the assessor. We also show that the proposed method is very efficient by case study in university class.

Training Needs Analysis for Skill Assessor's Competency of Vocational Education Teachers in Korea (직업능력개발 훈련교사의 역량평가사로서의 훈련요구분석)

  • The purpose of this research is to analyze training needs for skill assessor's competency of vocational education teachers in Korea. This research was conducted based on Russ-Eft's competency model for skill assessor. Data were gathered from 234 vocational education teachers over the country, and final respondents were 158 males and 73 females. As a result of analysis, reliability for expert (needs score 2.51), establishment for assessment management plan (needs score 2.11), management plan (needs score 2.08), and effective collaboration (needs score 2.07) have high developmental needs. On the other hand, recognition of a variety intention (needs score 1.01), observation of ethical standard (needs score 1.24), and personal relationship (needs score 1.76) have low developmental needs.

  • This paper is aimed to design for qualification structure and criteria for preparation of qualification test of the environmental impact assessor qualifications. In this study, a DACUM(Development A curriculum) method job analysis to extract contents such as task range, eligibility, examination standards, selection criteria of examination questions, examination methods, etc was done by an job analysis committee composed of 9 specialists in the industry and academia. In the first place, this report presents job analysis models by procedures for developing selection criteria of examination questions of the environmental impact assessor. The first step is preparation for job analysis(data research, interviews and selection of experts), the second step the establishment of job models(first expert council and site study), the third step the drawn-out of knowledge, skills, and tools(the second expert council and site study), the fourth step the selection of courses and an examination subject(the third expert council), the fifth step the establishment of guidelines for making questions(the third site study).

  • The author was appointed by the UK Department of Transport as a fellow Assessor with R. A. Williams during Lord Donaldson's Assessment (1995) of the loss of the OBO ship DERBYSHIRE and in 1996 as a UK Assessor for the planning and surveys of the wreck. He relinquished his appointment in October 1997 and was not thereafter Involved in the review and analysis of data gathered. This paper may be considered to be complementary to the reports of the UK and EC Assessors (Williams and Torchio, 1998a and 1998b) which followed that review and analysis. The paper deals with the history and loss of the ship, Including the concept developed in 1995 of 13 possible loss scenarios in a formal safety Risk Matrix of probability and seriousness. It analyses abnormal wave effects on hatch cover collapse, on ship bending, and on flooding of bow spaces and no. 1 hold. The implosion-explosion mechanics during sinking is outlined to explain the devastation of the wreck. The 1996 and 1997 underwater surveys are outlined as are the findings of fact. Each of the final 14 loss scenarios is analysed in the light of the firm and circumstantial survey evidence, plus many other factors of survey experience, analyses and experiments. The updated Risk Matrix speaks for itself and leads to the prime conclusions and major recommendations.

Effectiveness of Physical Exercise in Patients Undergoing Allogeneic Hematopoietic Stem Cell Transplantation (동종 조혈모세포이식을 받은 환자에서 운동중재의 효과)

  • Purpose: To summarize and review the methodological quality of the evidence from trials examining the effectiveness of physical exercise in patients undergoing allogeneic hematopoietic stem cell transplantation (Allo-HSCT). Methods: Six randomized clinical trials (RCTs) were identified, reviewed for substantive results, and assessed for methodological quality. Results: Six trials met all methodological criteria on the modified Jadad score above 3 out of 5 points. Failure to blind the outcome assessor, and failure to describe the method of blinding of outcome assessor appropriately were the most prevalent methodological shortcomings. Various exercise modalities have been applied, differing in content, frequency, intensity, and duration. Positive results have been observed in part for a diverse set of outcomes, including physical and psychological performance. Conclusion: The trials reviewed in this study were of moderate methodological quality. They suggest that exercise in patients undergoing Allo-HSCT may be safe and feasible, and in part patients benefit from increased physical performance both during and after transplantation. Future RCTs should use larger samples, appropriate comparison groups, and a standard of outcome measures, and examine what kind of exercise intervention (aerobic vs. resistance vs. combined) is the most effective for Allo-HSCT patients. It would be necessary to define contraindication for exercise to guarantee its safety.
