전 세계적으로 다양한 해양에너지 개발사업이 활발하게 추진되고 있으며 세계 각국은 해양에너지 개발에 대한 투자와 정책지원을 확대하고 있다. 삼면이 바다로 둘러싸인 우리나라는 풍부한 해양에너지 자원을 가지고 있으며 그 중에서도 해상풍력, 조류발전, 파력발전, 해수온도차 발전 등에 관심과 투자가 더욱 집중되고 있다. 하지만 친환경적이라 여겨지는 해양에너지 개발사업이 오히려 환경을 훼손하고 지역주민과의 갈등을 유발하는 대상으로 지적되기도 한다. 이러한 문제는 경제적 효율성만을 강조하여 입지를 선정하거나 발전시설의 건설과 운영이 미치는 해양생태계와 해양환경에 대한 영향조사가 소홀히 되거나 현실적으로 이에 대한 정보수집이 어렵다는데서 출발한다. 이에 본 연구는 국내외 사례분석을 통해 우리나라 해양에너지 개발사업이 보다 친환경적으로 추진될 수 있는 정책적, 제도적 방안은 무엇인지 모색하는데 목적을 두었다. 본 연구에서는 해양에너지 개발사업 계획 수립 시 전략환경영향평가를 실시하여 환경성을 고려한 선제적 입지선정을 진행할 것과 해양에너지 개발사업의 건설과 운영과정에서 지속적인 해양환경 모니터링을 실시하여 환경영향자료가 확대되는 방안이 강구 될 것 등을 제안하였다.

The power plant is well known to influence air pollution as well as emission of green house gas. Because of increasing demand on electricity, the government set up the electric support action plan every 2 years. In this research, the impacts of power plants on the environment and region was studied. The study was focused on the establishment of power plant in Incheon area based on the 3rd electric support action plan. According to the 3rd electric support action plan, almost 80% of power plant in metropolitan area is planned to be built in Incheon area. The main influences of establishment of power plant are emissions of $SO_x$, $NO_x$ and PM and exceed the allocated local industry emissions, which means the emission allocation of other industry is difficult. In additions, the power plant exhaust $CO_2$ much more than other types of fuel such as waterpower generation, atomic power station. Although several supports are given in local government, these cannot cover the whole cost due to establishment of power plant. Subsequently, this study suggest the additional policy based on local consideration is needed and the current electricity distribution system should be reconsidered fundamentally in the lang term.

불산 누출사고 발생 시 피해영향범위 예측을 수계산, 영향평가 시뮬레이션, CFD 시뮬레이션을 활용하여서 예측하고 실제 환경영향보고서와 비교·분석하였다. 수계산은 누출원모델과 확산모델을 활용하여서 계산하였으며 영향평가 시뮬레이션은 우리나라 환경부에서 제공하는 KORA, 미국 환경부의 ALOHA, 상용화 프로그램 중 비교적 널리 사용 중인 PHAST를 사용하였고, CFD 시뮬레이션은 STAR-CMM+ 프로그램을 활용하였다. 사용자 입장에서 편리성, 신속성, 수용성, 경제성 등을 고려할 때 불산 누출사고 영향예측에 가장 적절하게 사용할 수 있는 프로그램은 ALOHA와 KORA 이었다. 아울러, 본 연구결과는 정부의 정책개발과 기업의 안전부서에서 피해영향범위 프레임워크를 선정하고 불필요한 규제, 불필요한 안전투자를 최적화하여 정부 또는 기업의 제한된 자원을 효율적으로 활용하는 데 도움이 될 것으로 기대된다.

As policy for regional development in bottom-up style is introduced, each local government reflects opinion of regional residents and experts, and continues to strive for active use of regional capability and natural resources. As a result, there are active movements for regional development in Eup and Myeon unit or village unit inside local government. Comprehensive arrangement project in areas of Eup and Myeon is proceeded with a goal of improvement of life quality for regional residents through strengthening base function of Eup and Myeon areas and improving function of basic service by expanding facility of optimal level available to an unspecified number of the general public such as educational, cultural, welfare facility etc. in Eup and Myeon areas which are base space of rural communities. For analysis method of region for selecting areas where comprehensive arrangement project is done, this study suggested analysis of connection structure based on interaction and analysis of centrality. And empirical analysis was carried out with Buyeo province in Chungcheongnamdo.

정부와 지자체는 IT산업의 생산성을 증대시키기 위해 모바일 산업 클러스터의 구축하여 테스트베드의 제공뿐만 아니라 해외 R&D센터의 유치 및 선진기업과의 공동연구도 실시 할 예정이다. 그 중 가장 먼저 해결되어야 할 과제중 하나가 바로 합리적인 입지 선정이다. 과거 국내의 각 시 도 지방자치단체들은 산업클러스터를 해당 지역내에 유치하기 위해 과열된 경쟁을 보여주었으며 이에 적절한 입지선정평가기준이 절실했다. 본 논문에서는 모바일 필드테스트베드와 같은 모바일산업 지원을 위한 시설투자에 있어서 최적의 입지선정기준이 무엇인지 알아보고자 한다. 먼저 지역특구 중심으로 해외사례를 알아보고 이를 토대로 입지선정요인을 위한 평가항목을 설정해 보고 이러한 평가모델을 계층분석적 의사결정방법(AHP)을 통해 분석해보았다.

Objectives: Based on the concept of environmental justice, we developed an evaluation model for setting and adopting the direction of environmental health policy using environmental health indicators and statistics from the local governments of Seoul, including environmentally susceptible populations. Methods: We selected a total of 20 variables based on data officially released from national and local governments. After the classification of these variables into the five components of environmental pressure, environmental status, environmental disease, sensitive population, and socioeconomic status, a basic model was constructed to calculate the relative scores of the local governments. Results: The cumulative impact scores for assessment of environmental health status were similar to those of the environmental pressure and status components. The highest five cumulative impact scores fell between 114 and 147. Local government A reported the highest scores and had high environmental pressure, environmental status and socioeconomic status. In addition, the evaluation of the other four local governments indicated that they exhibited above average scores for environmental pressure and environmental status, two did so for environmental disease, and four for sensitive population. Conclusion: We constructed a model to evaluate the environmental health status of the local governments of Seoul based on cumulative impact scores under the concept of environmental justice. As an approach for studying environmentally vulnerable areas through relative ranking, this model was feasible for policy-setting. In addition, this approach would be an analytically useful tool for decision-makers.

The study aims to investigate Lebanese-Chinese relations within the framework of the Belt and Road Initiative. Lebanon formally joined the effort in 2017; this paper emphasizes Lebanon's geostrategic importance. The paper presents an assessment of the investment risks in Lebanon, which is considered an economically unstable country with a volatile security situation, with many internal and external political hurdles. The paper refers to the obstacles and challenges that the Chinese investor may face in Lebanese society. The study employs qualitative descriptive analysis to address the status of Chinese investment in Lebanon and the consequences of this partnership; the paper examines previous research related to the Belt and Road Initiative and the Lebanese political, security, and economic situation literature. Due to the deteriorating security situation, external intervention, and the economic crisis, the results reveal that Lebanon is not a top investment priority for China, which is a big impediment to China entering into economic cooperation with Lebanon. The findings of this study suggest that the Lebanese government should adopt an anti-corruption policy to build confidence for the Chinese investor, reduce unnecessary public spending, and hold a national dialogue to build confidence among the Lebanese parties.

본 연구는 수소경제 활성화에 따른 글로벌 수소경제 현황과 현재 사용 중인 에너지원들의 안전성을 분석하였다. 수소경제의 이해와 정부 정책 동향 파악, 기존 사용 에너지인 가솔린, 프로판, 메탄과의 특성 비교 분석 및 정량적 피해영향평가 프로그램인 PHAST를 활용하여 각 에너지원별 피해영향평가를 실시하였다. 분석 결과를 활용해 본 연구는 수소경제 활성화를 위한 수소에너지의 안전성을 분석하고 안전성 제고 방안에 대해 제시하고자 한다.

본 연구는 자전거 이용에 필요한 이용환경과 관련된 지표를 도출하고, 자전거 이용환경을 평가할 수 있는 평가지표를 개발 및 적용하였다. 분석결과 평가요소 간 상대적 중요도는 자전거 안전성이 가장 높았으며 전체적으로 자전거 주행에 직접적인 영향을 미치는 항목의 우선순위가 높고 간접적인 영향을 미치는 항목은 중요도가 낮은 것으로 나타났다. 평가모형을 토지이용별로 자전거도로에 적용한 결과 비교적 현실적으로 묘사할 수 있는 것으로 확인되었고 향후 이를 활용하여 지자체의 자전거도로 이용환경 개선을 위한 개선방향 도출 등에 기여할 것으로 기대된다.

재난은 점점 대형화되어 인명손실과 기반시설을 포함한 재산상 막대한 손실이 발생할 수 있음을 예고하고 있다. 그러나 재난을 지속적으로 경험하고 있음에도 불구하고 국민들의 안전의식은 그다지 높지 않다는 것이 현실이다. 본 연구에서는 공공기관들의 위험요인을 분석 후 재난취약성 분석, 재난위험성 평가를 통하여 핵심 리스크를 선정하고자 한다. 또한 맞춤형 안전관리 방안을 제시함으로써 정책적 방향을 제안하고자 한다.
