The Records Management Act was established by the result of the National Archive reformism in 1999. However, it could not have brought high-quality changes of recording management since recording management innovation was not continuously achieved. On the other hand, in 2006 the Records Management Act was completely revised as a part of recording management innovation. The records management innovation road map is created as an agenda in order to accommodate difficulties we face in the process of the records management reformism and to establish a norm in accord with international standards, a redesign of records management process and a development of records management system so that it can react quickly to rapidly changing situations on records management paradigms. The organization of the Records Management Act was revised by compensating the defect and applying in international standards. This is due to the fact that it is the highest priority assignment to be able to help promote those sorts of innovation to provide an institutional strategy. 'The National Records Management Advancement Strategy' of National Archives in 2009 seems to be an extension of the recording management Innovation road map. Nonetheless, this strategy cannot be considered a strategy of the consecutive national records management reform since it reflects the basis of the existing policy without any assessment with respect to the records management innovation. Government-level talks on records management innovation should be regarded so as to establish a national policy on records management and to be consistent in carrying Out the policy. This research focuses on how the records management innovation road map is reflected in the Records Management Act in 2006 and how international standards are applied in the act in the national records management regime and current records management system. Furthermore, several challenges will be illustrated to overcome a limit of the Records Management Act in the process.

Korean government has planned a large scale multidepartment-participated national R&D program to advance and improve her science and technology and the quality of life In the level of advanced(especially G-7) countries in the forthcoming 21st century. It is called as "Highly Advanced National projects" or "G7 projects", which was initiated in 1991 with 18 sub-programs to date. It has planned to be continued until 2001 with its total fund of 4, 591 billion Won, comprised of 2, 033 billion Won from the public sector and 2, 558 billion Won from the private sector. Evaluation activities, the country has carried out to date, for national R&D programs including HAN projects are focused mainly on the assessment of scientific and technological results to decide that a specific program should be continued, terminated, or modified. Thus, it is necessary for national R&D programs to be evaluated socioeconomically for the purpose of assessing the nationwide economic and social impact from the program. Socioeconomic evaluation would be told how and where the program contributed to the society, and what the socioeconomic impacts are resulted from the program. It would be useful for the means of (ⅰ) fulfillment of public accountability to legitimate the program and to reveal the expenditure of pubic fund, and (ⅱ) managemental and strategical learning to give information necessary to improve the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects. Since the HAN projects consists of 18 subprograms, it is difficult In evaluate all the subprograms simultaneously. Despite, each program is being performed under the category of HAN projects, so the common socioeconomic issues are existing, The followings are main results of the study. First, the hierarchical structure of the socioeconomic evaluation are constructed; Evaluation Perspective, Evaluation Bounds, and Evaluation Aspect. Second, based on the goals of the HAN projects, the evaluation perspectives are established as (ⅰ) the strengthening of industrial competitiveness, (ⅱ) the enhancement of national scientific and technological capability, (ⅲ) the improvement of quality of life. Third, the evaluation bounds for each evaluation objective are defined to specify the affected area. Finally, the evaluation aspects for each evaluation bounds are formulated containing essential elements describing the evaluation bounds.
Purpose - Recent issues such as vessel enlargement, strengthening of environmental regulations, and port smartization are expected to increase costs and intensify competition in the port industry. In the new normal era, when external growth has reached its limit, the efficient operation of ports is becoming indispensable for achieving sustainable growth. This study aims to identify the determinants of inefficiency by examining the cost structure and efficiency of container terminals in Korea and furthermore propose the political implications to derive the maximization of efficiency. Design/methodology - This study estimates the cost function of container terminal operators and identifies the efficiency of container terminals using stochastic cost frontier (SCF) in the first stage. In the second step, the SCF results are compared with the data envelopment analysis (DEA). Last, this paper proposes efficiency determinants on container terminal operation to establish appropriate strategies. Out of the 29 container terminal operators in South Korea, 13 operators participated in the survey. The translog cost function was estimated utilizing a total of 116 observations collected over the 2007-2017 period. Findings - Empirical analysis shows that economies of scale exist in Korea's container ports, which provides a rationale for the government's policy to establish the global terminal operator by integrating small terminal operators to enhance competitiveness. In addition, as a result of the determinants analysis, container throughput, weight of direct employment costs, and labour cost share have positive effects on improving cost efficiency, while inefficiency increases as the length of quay increases. More specifically, cost efficiency improves as the proportion of direct employment costs to outsourcing service costs increases. Originality/value - This study contributes to analyzing the inefficiency factors of container terminals through efficiency analysis with respect to a cost function. In addition, this study proposes the practical and political implications, such as establishing a long-term manpower pool, the application of the hybrid liner terminal system, and the construction of a statistical data system, to improve the cost inefficiency of terminal operators.

Air quality issues in Korea rapidly changed at the beginning of the 1990s from primary to secondary pollutants starting in Seoul, the capital of Korea. The present frame of national air pollution monitoring networks was established between the end of the 1980s and the beginning of the 1990s. Background monitoring was initiated in the middle of the 1990s in response to increasing public concern about the long-range transport of air pollutants. Apart from the national monitoring, both routine and intensive measurements of fine particles have been made for research purposes since the middle of the 1990s at several background sites. However, air pollution monitoring in urban areas for other purposes was relatively scarce as national monitoring has been concentrated in these areas. Although ozone pollution has become a significant issue in major metropolitan areas every summer, only a little information on ozone precursors is available. During the past few years, the number of national monitoring stations has greatly increased. The government has a plan to gradually expand monitoring items as well as stations. It is anticipated that highly detailed information on both photochemical reactants and products will be available within the next several years. More emphasis will be placed on toxic substances based on risk assessment in monitoring for both research and policy making.
This study conducted a regulatory impact analysis regarding the introduction of the Korean version of REACH(Registration, Evaluation and Authorization of Chemicals). The direct cost of the Korean REACH is estimated at a total of 101 billion Korean won over the 11 year period. The cost includes pre-registration, testing, registration, Chemical Safety Assessment(CSA) and Chemical Safety Report(CSR), evaluation, and the authorization costs of 15,223 chemical substances produced and imported more than 1 ton per year in Korea in 2006. With regard to the benefit, the only public health benefit is included in the estimation. Based on the available foreign and domestic data, this study estimated that the economic values of public health benefits are in the range of 33.2~138.6 billion Korean won if only the savings of the National Health Expenditures are considered and it reaches 203.9~1,640.3 billion Korean won if the willingness to pay(WTP) for disease prevention is included. This study proved that the Korean REACH passed the cost/benefit criteria. The benefit-cost ratio of the Korean REACH, however, is estimated to be lower than its EU counterpart. Thus it is suggested that a rigorous study to reduce the costs to industry be required before the Korean government introduces the Korean REACH.
Purpose: The purpose of this study was to describe the current status of managing educational programs for tobacco use prevention at middle and high schools located in Busan. Methods: Using a survey method with a 29-item self-administration questionnaire, the data were collected from January 10 through February 18, 2005, from school nurses as well as teachers major in healthcare of 227 participant schools. Results: A strategic plan for school-based educational programs of tobacco use prevention was mainly developed by a school nurse at middle school and a teacher in charge of school discipline at high school. The educational programs for tobacco use prevention were implemented for approximately 40% of schools in Busan with the budget ranged from 110,000 won to 200,000 won a year. Eighty five percepts of the schools had anti-tobacco regulations and guidelines in place. Twenty two percents of the middle and high schools collected the data regarding adolescents' smoking status periodically. Over 70% of schools provided tobacco use prevention education programs as a part of regular semester curriculum. Conclusions: For making the management of educational programs for tobacco use prevention effective and consistent with government's anti-smoking policy, schools need (a) development of tobacco management guideline and regulations with participation of teachers, students, and parents, (b) clear job and role descriptions for personnel to plan and implement anti-tobacco programs, (c) compilation of the budget enough to implement the programs, (d) periodically assessment of adolescents' smoking status, and evaluation of the programs to monitor whether those are effective for adolescents' health promotion; and (e) to make an effort to less range of quality in educational programs for tobacco use.
This research was planned and executed to evaluate how the composition of Yack-sun tea can affect the health conditions of people who are suffering from diet-related such as being overweight, are obese and have hyperlipidemia, by taking Yack-sun tea in a form of a nutritional supplement with our daily meals. We produced Kangjieum with Lycium chinense Mill., Polygonum multflorum Thunb, Cassia tora L., Crataegus pinnatifida Bge and Salvia miltiorrhiza Bge. Thus, we approach of oriental diet therapy area research of Kangjieum and analysis proximate composition, water soluble antioxidant content. The content(%, dry basis) of total carbohydrate was 60.23%, crude protein was 18.18%, crude ash was 11.36% and crude fat was 10.23% in Kangjieum. Total water soluble antioxidant content was 1.027 ${\mu}g/m{\ell}$ of Kangjieum. We think that scientific and objective evaluation was done on the components of the Kangjieum prescription. This basic data could help guide the application of oriental medicinal resources into other foods and serve as a stepping-stone for use of Kangjieum in the burgeoning field of nutraceutical foods. Last, the scientific effects of oriental medicinal foods developed according to oriental medicinal theory. This theory is believed to be essential for government policy development concerning validation of medicinal effects and assessment, with the aim of fostering systematic development and providing guidance to food development in the interest of national health.
The importance of the personal information has been increased, there have been a lot of efforts to establish a new policy, certification or law for administrating personal information more effectively and safely. Korean government has operated ISMS and PIMS certification system to assess whether an organization has established and managed appropriate information security system or not. However, it has been addressed the needs for revising and modifying of PIMS and ISMS. It is evaluated there are a few overlapped criteria to assess information management system in both ISMS and PIMS. ISMS-P certification, combining with ISMS and PIMS, is, finally, suggested, in the recent. GDPR is established having an aim of primarily to give control to individuals over their personal data and to simplify the regulatory environment for international business by unifying the regulation within the EU. This study compares GDPR and ISMS-P, focusing on "personal information". It can be expected to contribute as followings. This study can be a criterion for self-evaluation of possibility to violate of GDPR of a firm in preparation for ISMS-P. Second, this study also aims to increase the understanding of the role of ISMS-P and GDPR, among various certifications with the purpose of assessment of the information security management system, by reducing the costs required to obtain the unnecessary certification and alleviating the burden. Third, it contributes to diffusion of ISMS-P newly implemented in Korea.
The paper will investigate the chances of progress in the peace process in Middle East. Robert Hazo's 1993 article mainly argued the Palestinians and Syrian problems. He saw that these two problems are one of the key issue that current Middle East problem which involves Israel. The key tenants of his argument will be dissected to assess whether this view holds true in the light of developments in the Middle East in the intervening years. The Arab-Israeli struggle remains one of the most intractable in history. In 1993 Robert Hazo concluded that 'the conflict is a terminal struggle'. This paper investigates his analysis in light of progress or lack of in the intervening period and against the contemporary strategic environment. It uses information presented in academic, government, newspaper and world wide web articles to conclude that Hazo's assessment remains valid. While the various talks since 1993 combined with the potential benefits the United States, Israel and Syria could gain from a settlement proffer hope, the issue of 'right of return, borders and Jerusalem are unlikely to be bridged in the near future.

This study is to estimate differences, relationships and related factors of environmental risk perception and perceived benefit among residents and workers. A self-administered questionnaire survey using a structured instrument was carried out to residents and workers in industrial area during April, 2002. Total number of participants were 657 including 329 residents and 328 workers. Participants assessed environmental risk perception, self- assessed knowledge, trust in authorities and perceived benefit associated with 10 products manufactured in industrial area. There were difference in environmental risk perception, knowledge and trust in authorities and perceived benefit among residents and workers. Especially, trust in authorities and perceived benefit were statistically significant difference among residents and workers. Inverse relationships between environmental risk perception and perceived benefit have been observed for different products. In other words, the greater the perceived benefit, the lower the perceived risk, and vice versa. Factors mostly associated with participant's characteristics of environmental risk perception were age. marriage status (workers), education level (workers). There was statistically significant difference. Perceived benefit was statistically significant difference with sex, marriage status, residence duration, education level (workers). Related factors of environmental risk perception among residents and workers were age, trust in authorities. And factors affecting the perceived benefit were sex, age, education level (workers), and trust in authorities (workers). According to the results, people having high trust in the authorities perceived less risks than people having low in the authorities. To improve the communication of risk information, further study focus on assessment of experts, government and stakeholder in industrial area. Methodologies of this study can be used as the basis for investigating the structure of public perception of environmental products risks and benefit, designing a public information and risk communication program, and developing policy actions to improve acceptance.
