A Critical Assessment on the Foreign Direct Investment-led Regional Development Strategy: A Case Study of Wales, UK (외국인직접투자 유치를 통한 지역발전전략의 성과와 한계: 영국 웨일스의 사례를 중심으로)

  • Attracting advanced foreign enterprises into the less-developed regions has gained increasing importance as a regional development strategy in Korea. This study critically examines the foreign-direct investment-led regional development strategy of Wales, United Kingdom. Despite a high FDI inflow in manufacturing, the Welsh regional economy has suffered from specialization in low-skilled assembly with limited R&D activities, insufficient linkage with local domestic suppliers, and violent fluctuation in local employment in response to changes within the global business environment. This tendency shows that the foreign-invested companies have neither locally embedded themselves enough nor created the external agglomeration economies in the region. At the same time, the Welsh local government's excessive dependence on financial incentives packages to induce multinationals, rather than effort to create regional innovative capacity, has resulted in a sizable fiscal loss, an abused local planning process, and subordination of the local government's major administrative decision-making on foreign investors. The Welsh FDI case suggests that an effective FDI attraction policy should include inter-regional cooperation and coordination in the inward investment attraction procedure, a comprehensive land use planning process, and state-level concrete governance on FDI.

Critical Enhancement of Photothermal Effect by Integrated Nanocomposites of Gold Nanorods and Iron Oxide on Graphene Oxide

  • Irradiation of gold nanorods (GNRs) with laser light corresponding to the longitudinal surface plasmon oscillation results in rapid conversion of electromagnetic energy into heat, a phenomenon commonly known as the photothermal effect of GNRs. Herein, we propose a facile strategy for increasing the photothermal conversion efficiency of GNRs by integration to form graphene oxide (GO) nanocomposites. Moreover, conjugation of iron oxide (IO) with the GO-GNR nanohybrid allowed magnetic enrichment at a specific target site and the separated GO-IO-GNR assembly was rapidly heated by laser irradiation. The present GO-IO-GNR nanocomposites hold great promise for application in various biomedical fields, including surface enhanced Raman spectroscopy imaging, photoacoustic tomography imaging, magnetic resonance imaging, and photothermal cancer therapy.

Production of D-Xylonic Acid from Hemicellulose Using Artificial Enzyme Complexes

  • Lignocellulosic biomass represents a potentially large resource to supply the world's fuel and chemical feedstocks. Enzymatic bioconversion of this substrate offers a reliable strategy for accessing this material under mild reaction conditions. Owing to the complex nature of lignocellulose, many different enzymatic activities are required to function in concert to perform efficient transformation. In nature, large multienzyme complexes are known to effectively hydrolyze lignocellulose into constituent monomeric sugars. We created artificial complexes of enzymes, called rosettazymes, in order to hydrolyze glucuronoxylan, a common lignocellulose component, into its cognate sugar ${\small{D}}$-xylose and then further convert the ${\small{D}}$-xylose into ${\small{D}}$-xylonic acid, a Department of Energy top-30 platform chemical. Four different types of enzymes (endoxylanase, ${\alpha}$-glucuronidase, ${\beta}$-xylosidase, and xylose dehydrogenase) were incorporated into the artificial complexes. We demonstrated that tethering our enzymes in a complex resulted in significantly more activity (up to 71%) than the same amount of enzymes free in solution. We also determined that varying the enzyme composition affected the level of complex-related activity enhancement as well as overall yield.

  • Reactor Vessel Internals(RVIs), which are installed within the reactor pressure vessel and support the fuel assembly, take responsibility for safety of reactor core. In operating Nuclear Power Plants(NPPs), the RVIs have been exposed to severe conditions such as neutron irradiation, high temperature, high pressure, and high velocity of coolant flow and have degraded by materials aging with long-term operation. Therefore, the effective aging management plan and the appropriate regulatory requirements are necessary to maintain the integrity of RVIs. The purpose of this paper is to provide a review guide for Periodic Safety Review(PSR) of RVIs in presurized water reactor. The review guide is developed based on the revised review guides and reports established from IAEA and USNRC, and the analysis results of design characteristics, aging mechanisms, and operating experiences of RVIs in domestic and international NPPs. Consequently, the developed review guide for PSR of RVIs is expected to contribute an overall strategy and standard for the PSR of RVIs.

Incorporation of Nasutitermes takasagoensis Endoglucanase into Cell Surface-Displayed Minicellulosomes in Pichia pastoris X33

  • In this study, the yeast Pichia pastoris was genetically modified to assemble minicellulosomes on its cell surface by the heterologous expression of a truncated scaffoldin CipA from Clostridium acetobutylicum. Fluorescence microscopy and western blot analysis confirmed that CipA was targeted to the yeast cell surface and that NtEGD, the Nasutitermes takasagoensis endoglucanase that was fused with dockerin, interacted with CipA on the yeast cell surface, suggesting that the cohesin and dockerin domains and cellulose-binding module of C. acetobutylicum were functional in the yeasts. The enzymatic activities of the cellulases in the minicellulosomes that were displayed on the yeast cell surfaces increased dramatically following interaction with the cohesin-dockerin domains. Additionally, the hydrolysis efficiencies of NtEGD for carboxymethyl cellulose, microcrystal cellulose, and filter paper increased up to 1.4-fold, 2.0-fold, and 3.2-fold, respectively. To the best of our knowledge, this is the first report describing the expression of C. acetobutylicum minicellulosomes in yeast and the incorporation of animal cellulases into cellulosomes. This strategy of heterologous cellulase incorporation lends novel insight into the process of cellulosome assembly. Potentially, the surface display of cellulosomes, such as that reported in this study, may be utilized in the engineering of S. cerevisiae for ethanol production from cellulose and additional future applications.

Simultaneous precision positioning and vibration suppression of reciprocating flexible manipulators

  • Simultaneous precision positioning and vibration suppression of a reciprocating flexible manipulator is investigated in this paper. The flexible manipulator is driven by a multifunctional active strut with fuzzy logic controllers. The multifunctional active strut is a combination of a motor assembly and a piezoelectric stack actuator to simultaneously provide precision positioning and wide frequency bandwidth vibration suppression capabilities. First, the multifunctional active strut and the flexible manipulator are introduced, and their dynamic models are derived. A control strategy is then proposed, which includes a position controller and a vibration controller to achieve simultaneous precision positioning and vibration suppression of the flexible manipulator. Next, fuzzy logic control approach is presented to design a fuzzy logic position controller and a fuzzy logic vibration controller. Finally, experiments are conducted for the fuzzy logic controllers and the experimental results are compared with those from a PID control scheme consisting of a PID position controller and a PID vibration control. The comparison indicates that the fuzzy logic controller can easily handle the non-linearity in the strut and provide higher position accuracy and better vibration reduction with less control power consumption.

  • Recently $6{\sigma}$ quality control is an most important strategy to many enterprises in order to be a top company in the world, because it is an excellent scientific method to achieve the best quality control for their management and products. SY company is a small and medium one that has the quality problem for a long time such as occurring cracks on the surface of commutator at his assembly line while being assembled a rotor shaft and commutator of DC motor. This research was started to improve this problem by $6{\sigma}$ process, and as the results of this study, first, to find three vital fews, second, to get an achievement of about 21% improvement for the fracture strength of commutator, and third, to be recognized to change into $6{\sigma}$ quality control in SY company.

Bio-functionalized Gold Nanoparticles for Surface-Plasmon- Absorption-Based Protein Detection

  • Bio-functionalized gold nanoparticles (AuNPs), which bio-specifically interact with biotin-(strept)avidin, were investigated in this study. AuNPs were functionalized with a synthetically-provided biotin-linked thiol (BLT), which was synthesized by amidation of the active ester of biotin with 2-mercaptoethylamine. The BLT-attached AuNP was bio-specific for streptavidin, making it potentially useful for biosensor applications. To test the bio-specific interactions, the colors, absorption spectra and TEM images were investigated for proteins such as streptavidin, cytochrome C, myoglobin and hemoglobin. The colors and absorption spectra changed when streptavidin was added to the BLT-attached AuNP solution. However, the color and spectra did not change when the other proteins were added to the same solution. These results show that the AuNPs provided a colloidal solution with excellent stability and highly selective absorption characteristics for streptavidin as a target molecule. Proteins were also screened in order to identify a general strategy for the use of optical biosensing proteins based on AuNPs. In addition, TEM images confirmed that streptavidin led the BLT-attached AuNPs to aggregate or precipitate.

  • Risk management of the Fukushima Daiichi Nuclear Power Station decommissioning is a great challenge. In the present study, a risk management framework has been developed for the decommissioning work. It is applied to fuel assembly retrieval from Unit 3 spent fuel pool. Whole retrieval work is divided into three phases: preparation, retrieval, and transportation and storage. First of all, the end point has been established and the success path has been developed. Then, possible threats, which are internal/external and technical/societal/management, are identified and selected. "What can go wrong?" is a question about the failure scenario. The likelihoods and consequences for each scenario are roughly estimated. The whole decommissioning project will continue for several decades, i.e., long-term perspective is important. What should be emphasized is that we do not always have enough knowledge and experience of this kind. It is expected that the decommissioning can make steady and good progress in support of the proposed risk management framework. Thus, risk assessment and management are required, and the process needs to be updated in accordance with the most recent information and knowledge on the decommissioning works.

  • President Park Geun-hye Administration has established the Ministry of Science, ICT and Future Planning (MSIP) to build a creative economy using Information and Communication Technology (ICT). July 2, 2013, The National Assembly has legislated the special act on the ICT promotion and convergence so called special ICT Act. This special ICT Act has reduced the legal basis through legislative process and departmental agreement. Therefore many experts worried that since the MSIP's key functions and roles are being reduced, there will be a limit to the MSIP's endeavor for the advancement of science technology and the ICT promotion and convergence. The establishment of the Agency, together with the formation of 'IT Strategy Committee', is considered to be one of the core items of the Special Act on ICT. MSIP originally planned to integrate the ICT R&D functions scattered across many governmental organizations, including Korea Communications Agency (KCA), KEIT and Korea Creative Contents Agency (KOCCA), into the Agency to separate the national ICT R&D from private R&D and streamline the process of 'discovery-selection-evaluation-commercialization'. The analytical results in this study are supposed to the establishment of efficient ICT governance systems as the practical strategies to actively cope with the changes of ICT convergence environment. It is also expected to the revision on the special ICT Act in the ICT budget and governance. Therefore, MSIP should cover research and development (R&D) as well as major ICT promotion functions to a creative economy.
