A Literary Study on the Changes in the Meaning of Gongye During Korea's Transition to the Modern Era (근대 전환기 한국 '工藝(공예)' 용어의 쓰임과 의미 변화에 대한 고찰)

  • This paper investigates the process of change in the meaning of the term gongye (工藝) (nowadays it means craft) during Korea's transition to the modern era. The Annals of the Joseon Dynasty (朝鮮王朝實錄) will serve as the basis for the examination of pre-modern usage, and the Korea-United States Treaty of 1882 for the changes that occurred between the translation from Chinese and from Japanese following the opening of the port . After the port opened, the meaning of gongye, which once broadly referred to the wide range of work of people from different fields, was narrowed down to singularly represent the manufacturing industry. Following the example of Japan, the first East Asian country to succeed in modernization, this new meaning of gongye was generally used in the context of embracing Western culture and creating industry. As industrialization emerged as a national mission, and new terminology was needed to express these new concepts, the Chinese characters used by the Japanese to translate Western concepts were directly imported and used without making any changes. Gongye was similar in meaning to gongeop (工業) (nowadays it means industry) at the time, and the two terms were used interchangeably. However, following the Japanese annexation of Korea, the cultural administration of the Governor-General imbued the term with artistic concepts, and gongye was differentiated from gongeop, As such, examining the establishment of terminology and concepts can be helpful for understanding the contradictions and problems of the Korean crafts scene, which were derived from a period in the past called the modern era.

A Study on the Contexts of Ecosystem Services in the Policymaking Process (정책형성단계에서 생태계서비스에 관한 이론적 고찰)

  • Industrialization and modernization of the $20^{th}$ century have brought convenience to human life. However, such development produced unintentional global environmental issues such as destruction of natural ecosystem through excessive use of the natural environment beyond its capacity. The United National (UN) recognized such global environment issues and coordinated with worldwide experts to conduct a comprehensive assessment of the global ecosystem, "Millennium Ecosystem Assessment (MA)", to resolve the issues. The UN conducted the MA primarily to comprehend the correlation between the ecosystem and human welfare. The results demonstrated that the ecosystem provides various direct and indirect benefits to human. This new concept was introduced as the "ecosystem services". Introduction of the ecosystem services highlighted the significance of the ecosystem and led to increased research and active discussions among experts from various discipline over the recent 10 years. It has been considered that the ecosystem service concept could be incorporated in policymaking process, as primary criteria to assess and weigh the benefits of using natural resources against the effects on value of the ecosystem. The current policymaking process is affected by the contradicting logics of modernization and preservation of ecosystem. The ecosystem services concept could be the answer to forming a rational policymaking process, allowing for nature preservation while wisely using the available natural resources. The general consensus has been formed on the need of incorporating the ecosystem services concept in the policies and globally various researches on the ecosystem services have been actively conducted. However, introduction of the ecosystem services concept is still at a very early stage and research on real application of the ecosystem services is yet almost nonexistent. Also there are no clear and agreed definition, classification scheme and value appraisal methodology regarding the ecosystem services. Therefore, this research explains the basic concept of the ecosystem services and highlights specific issues for further researches, as further researches on real application of the ecosystem services would find ways for the ecosystem services approach to be valuable in the policymaking process.

  • Being latecomers to the industrialization, Pacific rim countries except the U.S.A. are doing very little in developing the universal certification system. One should note that Asian Pacific region enjoys the highest economic growth rate, and there is a good possibility that it will be the center of economic activities of the world in the next century. It appears that ISO and CEN share similar specifications in numerous areas. ASNT is being changed to cope with the trend with the introduction of ACCP. Although we may have to adopt the new system someday, we should pay attention and make concerted effort to include our own practice in the global standards. We are the countries in the Far East Region with similar culture and tradition, which are quite different from those of western countries. We hope that Japan should play an important role in this matter, who has been chaired the ISO TC135 since 1993. In the beginning of this decade, there has been a trivial but troublesome matter that who is representing the NDT Society or member countries in Asia-Pacific Conference on NDT. The problem appears to be solved since the establishment of FENDT For the next decade, actually next centry, FENDT will have to accomplish another important role for countries in the Far East Region to form a strong coalition for its survival in the western dominant world. Immediate issue is to establish Far East Working Group for Harmonization and Mutual Recognition of Qualification and Certification of NDT Personnel. To realize this Japan must play a leading role with the cooperation of expanded FENDT member countries including China and Russia. As the continued prosperity expected in this region, FENDT should continue its role for the next centry. We, the FENDT countries, must move forward for internationalization(國際化). However' we must realize that it all start from SELF IDENTI-FICATION. We can identify ourselves by actively participating in FENDT. I would like remind you the concluding remark that I have made in the congratulatory speech at JSNDI 40th Anniversary Conference and FENDT'92. JSNDI is too precious to be Japan's sole possession Staling from the Far East, JSNDI shall become one of the loaders of the world. I sincerely hope that JSNDI take initiatives and leaderships in the future activities. of FENDT countries. I would like to close my talk with "We must hang together, or We shall be hang seperately." Development Process of Agriculture And Technology -A Case Study of Korea

  • Development process of agricultural technology has been studied with a case study of Korean agriculture. Technological is considered as a transformer of inputs into outputs and hence technological appropriateness, an important aspect of agricultural development strategies, is considered as a dynamic concepts. Considering the concept of agricultural system as a delivery system for providing essential materials and services to producers and consumers, it has been divided into two major groups of dimensions vis. external challenge dimensions and internal response dimensions. Market, investment and agro-ecosystem constitute the external challenge dimensions : whereas trade , technology as well as production and resources allocation constitute internal response dimensions. The system manager is responsible for maintaining equilibrium in the mentioned six sub-systems. Two kinds of alternatives paths of technological development viz. land saving technology and labour saving technolog have been studied. Technology is considered as a combination of four basic components viz. facilities, abilities, facts and frameworks. Adoption of innovation in agriculture depends on profitability, awareness, risk aversion, financial capacity, institutional infrastructure, availability of physical inputs and adaptability to the local conditions. For a cast study of Korea, changes in the agricultural system through external challenge dimensions are investigated. The impacts of industrialization on agro-ecosystem reported are shift of labour from the agricultural sector to non-agricultural sectors and continuously increasing demand of farm the agricultural sector to non-agricultural sectors accompanied by increase in land prices. The impacts on the commodity market discussed are shift in demand from rice, barley and other cereals to meat , dairy products and vegetables : and increasing in supply capacity of agricultural inputs. The process of agricultural development from 1962 to 19 1 9 (i.e. from start of the first to the end of the sixth five year plan) are also discussed in details with several policy measures taken. The trend of agricultural income and productivity are also analyzed. The main cause of increase in the agricultural income is considered as increase in labour productivity. The study revealed that during the span of 1965-88, holding size has not changed significantly, but both the land and labour productivity increased and so did the agricultural income. R&D activities in Korea have changed over time in three stages vix. import of improved technology, localization by adaptive research and technological mastery. For the new technology to be made affordable to farmers, policy measures like fertilizer and food grain exchange system, dual price system in rice and barely and loan for machinery were strengthened.

  • This article aims to review the recent, especially focusing on the year of 2016, situations and prospects of the Vietnamese politics, economy, and international relations. Politically, Vietnam completed the election of members for the National Assembly and organized new leadership at the 12th National Congress of the Vietnamese Communist Party in 2016. One characteristic of the new leadership is that the politicians, especially the members of politburo, from the North continue to occupy the position of majority. The other one is that the new leadership promised to carry out the restructuring of economy toward industries producing higher value-added commodities even though Vietnam industries admittedly need to accelerate present industrialization and modernization as a developing country under the seemingly contradictory slogan of "the development of market economy for socialism." The declared goals of the new leadership in Vietnam are inevitable in a sense since the development of Vietnamese economy has been heavily dependent upon Foreign Direct Investment(FDI) taking advantage of Vietnamese cheap labor and simultaneously it is evident that its future is unsecure if it maintains status quo. In fact, the Vietnamese economy has impressively showed high growth rate by the help of foreign capitals since 1990s despite the repetitive recessions of global economy but its growth is not likely to be sustainable anymore if it will not reduce foreign dependency and social economic inequality in a long term. In a short run, global economic recession, the financial and monetary policies of global powers, and recent protectionism and uncertainty of trade agreements will be three crucial variables to affect Vietnamese economy. In terms of international relations, Vietnam is continuously expected to practise the policy of checks and balances among the powerful countries. Vietnam has seriously disputed with China on islands sovereignty in the South China Sea and attempted to maintain close relationship with other powerful countries including especially America. However, mainly due to the new protectionism by the regime of American president Donald Trump, the Vietnamese government also need to keep close relationship with China increasingly for both economic and diplomatic security. Under the circumstances, Vietnam is expected to maintain more practical and balanced international relations.
