A Study of the Selection of the Valuation Items of the Environmental Illumination Design for a Bridge (교량의 경관조명연출디자인 평가항목 도출에 관한 연구)

  • It is an attempt to suggest the standard valuation method of the environmental illumination for the bridges across the Han-river from an aesthetic point of view, deviating from the technical and traditional viewpoint. In Korea the current evaluation criterion to verify the value of bridge design has a partiality for the technical and structural safety rather than the sentient beauty on the whole. However, the recently cultural reform of Korean mass society with the elevation of the standard of living forces the engineering designers for bridges to focus not only on competing physical structures but also on enhancing the formative beauty including the illumination effects for night view. Additionally, the new policy, which transforms the environments around the Han-river into the major tourist attractions has been executing strongly by the city authorities to revitalize the symbolic, historic, and cultural identity of the capital city with the introduction of the high-quality environmental illumination for the bridges. As a result, It becomes necessary to establish the manual and standardization of the environmental illumination planning for the city in terms of the formative beauty, and this study is to suggest the valuation model method of the environmental illumination for the bridges as the initial step of the standardization. In the study, the valuation items of the standard questionnaire are selected by the documentary records and the consultation of various experts in architecture, design, fine art, urban planning and even administration to verify the essential elements of the aesthetic beauty with the local amenity and the environmental harmony for the chosen bridges across the Han-river.

  • As the industrial paradigm shifts and the manufacturing industry declines, many changes also take place in the region as well. In this regard, interest in industrial heritage as a facet of cultural heritage is on the increase. In this paper, the meaning of regional 'cultural contents' as industrial heritage is investigated within the scope of specific region. It is meant to move beyond the viewpoint of considering industrial heritage as only relating to industrial machinery and relevant landmarks from the past. The concept of industrial heritage is established more clearly through the review policy and case study analysis of existing research; the analysis is conducted to investigate the characteristics associated with it, and then to explore how best to utilize it. In particular, this paper attempts to focus on how it operates within these parameters using a spatio-temporal context as much as possible, and concentrating on the recognition and experience of the subject of industrial heritage as being traceable through human story. This research is based on the case of 'Sapporo' which focuses on modern history based on historical importance, and the 'Cheongju' case study, which contrasts the former by focusing on urban regeneration using a spatial lens. This paper identifies the possibility of regional development through the examination of past identity and diversity in the present, and highlights the features that could be linked to future usability and development. In addition, it proposes the possibility that the cycle of regional development could change in the process of the different stages of territorialization, de-territorialization and re-territorialization.

A Study on the Improvement for Practical Application of Cultural Impact Assessment System (문화영향평가제도의 현실적 적용을 위한 개선방안 연구)

  • This study aims to analyze various issues and problems in the implementation process of cultural impact assessment in 2016. As a result of the analysis, it is found that the evaluation index of the cultural impact assessment is difficult to understand, and the referring data and materials in the evaluation planning phase in the process of the cultural impact assessment are deficient, and the evaluation planning is based on surveys rather than various methods. And there are some problems with evaluation scales and weighting, and they are focused on the evaluation itself rather than the feedback of the evaluation results. Therefore, this study suggests that, in the evaluation planning phase, the different methods of comparing the evaluation results according to the project execution, the project progress, and the completion time of the project should be adopted, and the project manager and the evaluation group participate developing the evaluation indicators together, and methodology for identifying causal relationship such as system dynamics will be adopted. In the stage of evaluation, it is necessary to introduce various methodology such as diverse residents participation, abundant case study, application of quantitative methodology, and the utilization of expert evaluation teams. In the evaluation feedback stage, it is necessary to provide thorough consulting based on the evaluation results.

A Study on the Meaning of 'the Improvement and Development of Culture' under Article 1 of the Korea Copyright Act (저작권법 제1조상 '문화의 향상발전'의 의미에 관한 연구)

  • Article 1 of the Korea Copyright Act stipulates that the purpose of this Act is to protect the rights of authors and the rights neighboring on them and to promote fair use of works in order to contribute to the improvement and development of culture. Hence, the improvement and development of culture is the final goal of the Copyright Act and should be the essential standard of the interpretation and application of the law. However, most of Korean copyright scholars do not explain the meaning of it and they even assume that protection of the copyright and promotion of fair use themselves are deemed as it. The meaning of the improvement and development of culture should be derived from the Constitution and there is a principle of the nation of culture as one of the basic constitutional principles. Pursuant to the principle of the nation of culture, the improvement and development of culture means maximization of the right of enjoyment from culture by the building of the ecology for the sustainable production and consumption of the works. This should be not only the legislative purpose of the Copyright Act but also the goal of culture policy.

Trend Analysis using Topic Modeling for Simulation Studies (토픽 모델링을 이용한 시뮬레이션 연구 동향 분석)

  • The recent diversification in terms of the scope and techniques used for simulations has highlighted the importance of analyzing state of the art trends and applying these for educational and study purposes. While qualitative methods such as literature research or experts' assessments have previously been used, such methods are in fact likely to reflect the subjective viewpoint of experts, and to involve too much time and money for the results obtained. For the purpose of an objective analysis, a quantitative analysis that included the examination of topics found in domestic academic journal articles was conducted in the present study. In this regard, simulation was found to be most actively used domestically in the electrical and electronic fields. In addition, simulation was also found to be employed for the purpose of education and entertainment in the social sciences. The results of this study are expected to help to facilitate the prediction of the direction of the development of not only the Korea Society for Simulation, but also domestic simulation studies. This study also raises the possibility of applying text mining to trend analysis, and proves that it can be a useful method for deriving future key topics and helping experts' decisions regarding quantitative data.

Application of Pine Needle Extract as Cosmetic Material (솔잎 열수(熱水) 추출물의 화장품 소재로의 응용)

  • Contemporary society, the era of the 4th industrial revolution, has been enjoying a boom in the cosmetics industry due to the launch of cosmetics through new technology development due to the interest in the beauty industry. However, the cosmetics industry is booming, but dry eye syndrome, skin trouble, Hormonal disturbances, and many other side effects. In order to prove the universal use value of pine needles as a natural cosmetic material that can complement the side effects of existing chemical ingredients cosmetics harmful to human body, and to propose a roll model of desirable natural cosmetics, DPPH radical scavenging activity, ABTS assay, and flavonoid content were studied. The results showed that both the DPPH radical and ABTS radical scavenging activity increased in both the $70^{\circ}C$ and $100^{\circ}C$ pine water hot water extracts. The extracts from the pine tree extracts at $70^{\circ}C$ and $100^{\circ}C$ showed $32.0{\pm}2.5mg\;QE/ml$ and 116.8 A total flavonoid of ${\pm}5.5mg\;QE/ml$ was detected. Therefore, it is considered that the pine needle hydrothermal extract having a large amount of antioxidant which is advantageous to human body is highly applicable as a natural cosmetic material harmless to the human body.

A Study on the Training Plan for Strengthening the Ability of Human Resources in Culture and Arts Education: Focus on work-site application of arte academy training program (문화예술교육 전문인력 역량강화를 위한 연수방안 연구: 아르떼 아카데미 연수 현업활용 분석을 중심으로)

  • The purpose this study is to analyze how human resources in culture and arts education use the contents of Arts Academy training program in the field, and to suggest implications and improvements of the training for strengthening the competence of professional manpower. For this purpose, an online survey was conducted for the participants of the Arte Academy training program to investigate the actual application rate. As a result of the analysis, overall application of the training was high. However, the work-site application was divided into indirect and direct applications. Indirect application showed higher results than direct application. This shows that the training is effective in terms of strengthening the participants' personal competence, but they are somewhat lacking in applying the contents learned in the training directly in the field. Indirect application is a result of training and is a necessary part of strengthening competence. However, considering that culture and arts education is a consumer-oriented policy that enjoys culture and art, it needs to be strengthened more directly in the field, and the competence of the applicant should be applied to the field more smoothly. The Korea Arts & Culture Education Service needs to review and implement such a training that has a higher direct application than indirect application.

Case Study of SM Entertainment on the K-Pop Visual Directing Strategy (K-Pop 비주얼디렉팅 전략에 관한 SM 사례연구)

  • This study examines the process and scope of visual directing through the case of SM Entertainment, and explores the role of visual directors. As a result of the case study, SM created the visual directing team composed of art director and visual designers within the creative headquarters and was actively introducing visual directing for the development of idol. The visual directing process of SM, which is being developed as a part of the star marketing, consists of analyzing the environment in marketing strategy, establishing marketing strategy related to idol, setting up target image per artist, and finally planning and managing the visual directing project. The visual director in SM is required to have creative talent, logical persuasion, information analytical ability, visual expression ability, and field application ability. SM also applies visual directing accumulated from idol singers to SM business areas such as MD product design and production, product composition and designer collaboration, and SM town COEX artium. This paper have significance in attracting visual directing to the academic field.

  • We see many images every day, some of these images are stored in memory, and the majority are immersed in the unconscious world. Visual elements are seen by personal attention or by visual or biological attention factors. Specific and clear discovery of this visual attention has not yet been made. However, there is an interesting discussion of this visual attention in the fields of interior, design, visual perception, advertising, and psychology. Advertising photographers are expected to produce what their work will have on viewers and consumers. However, the adjustment of subject, exposure, color, or post-production, which could have a visual effect on the consumer, was determined only by the photographer's senses rather than the experimental verification. The advertisement photographs provide a specific image related to the object to be advertised and deliver a certain message. Therefore, it is necessary to understand the effect of the image in a certain visual way. According to previous studies, there are two major factors that affect the visual impression of the viewer. One is the factor depending on the type and content of the subject and the other is the factor about the density and color of the subject. The purpose of this study is to investigate the meaningful changes in the visual perception depending on the shape, content, color and tone of the subject, which can be called the main subject, And to analyze the effects of I will study some implications of visual elements through various analyzes.

A Study on the legal system to trace the bycaught whale and dolphin meat in the market (혼획 고래 유통 이력 추적을 위한 제도 개선 방안 연구)

  • Whaling has been banned in Republic of Korea after the declaration of the moratorium on the commercial whaling by the International Whaling Commission (IWC) since 1986. Korean government followed the moratorium immediately. However whale meat market has been kept by the bycaught whales and dolphins. So Korean government established a rule to control and trace whale meat in the market in 2011. The rule has some loopholes to allow illegally taken whale meat smuggle into the market. This study investigates the flaws in the current rule and recommend the way to overcome that defects. The first step is to prevent the entry of the illegal whale meat into the market. Minor change of the current law would be a solution. The next measure is to increase the sampling rate of the whale DNA that allowed to distribute in the market. The DNA database would be a powerful tools to identify illegal whale meat which is existing in the market. Korean government is operating three kind of food traceability systems. However, because of the legal limitations and the opposition of the non-governmental animal rights organizations, it is difficult to include whale meat to the existing systems. So the last step is to establish a new Traceability System with a state-of-the-art IT technology like as blockchain. The three measures mentioned above would increase the transparency in the whale meat market and prevent the entry of the illegal products.
