The Strategic Transformation from Innovation Cluster to Digital Innovation Cluster during and after COVID-19

  • It is generally known that a Science and Technology Park - as a representative example of an Innovation Cluster - produces network synergy among industry, university, research institutes, and other innovation actors in a specific area, so that it has a competitive edge over other regions in technological innovation. However, as the novel Coronavirus (COVID-19) pandemic unfolds, it has become necessary to reduce face-to-face contacts and this could lead to lesser network synergy being produced in an Innovation Cluster. With this background, this research was designed and conducted to evaluate how COVID-19 has changed the activities in Innovation Clusters and explore future development scenarios. In order to find out the changes occurring in an Innovation Cluster, a survey was conducted among the people in Science and Technology Parks. The survey result shows that people are experiencing difficulties in technological innovation and support activities, and face-to-face contacts have been reduced in the Innovation Cluster. A scenario planning sought to explore the future development of the Innovation Cluster. It suggests that the transformation into a Digital Innovation Cluster, which is less affected by physical distance, but can still maintain the effectiveness of the networks, can be the key strategy for the future Innovation Cluster.

다문화정책 방향 제시 및 모형 개발에 관한 연구 (A Study on the Direction for Planning and Modelling of Multicultural Policy in Korea)

  • 본 연구는 사회 전반적으로 국내 거주 외국인 등의 사회적응 및 통합프로그램이 부족하다는 사실과 동일 지역 내 다문화 서비스 중복이 발생한다는 사실이 상충되고 있음에 시작되었다. 본 연구에서는 문헌연구와 전문가 인터뷰를 실시하여, 우리나라 다문화정책의 현황과 문제점을 도출하고, 이를 통해 세 단계로 세분화된 다문화정책 수립 과정을 제시하였다. 첫 번째 단계는 다문화정책을 수립하는 장을 단일화하여, 관련된 부처 기능을 강조하는 동시에, 부처 간의 협력을 이끌어 내는 것이며, 두 번째 단계에서는 지리적 행정적 환경을 고려한 특정 지역 단위의 다문화기관 연계망 구축을 제안하였다. 세 번째 단계에서는 개별 기관들의 활동에 초점을 두어, 관종별 도서관, 학교, 다문화지원센터, 사회복지기관, 체력증진센터, 주민센터, 문화시설 등 관련기관들의 협력을 도출하였으며, 부가적으로 시민단체의 역할을 강조하였다. 또한 본 연구에서는 문화 정책 방향성과 모형화를 위한 도서관계의 구체적인 노력으로 다문화프로그램 운영에 필요한 정보 공유의 장인 메타 플랫폼을 제안하였으며, 다문화정책 수립 시 고려해야 할 사항들도 제시하였다. 결과적으로 본 연구를 통해 다문화정책의 모형을 구축하고 세분화하여, 다문화주의의 통합에 도달하는 단계를 구체화하였으며, 다문화정책 수립 시 고려되어야 할 인구학적 지리학적 특성 등을 제시하였다.

  • This paper is an exploratory study aimed at finding factors that influence the penetration of cellular mobile telecommunications which have seen rapid development since 1980s. The paper tries to find economy and policy variables to influence the penetration by means of the multiple regression analysis. This paper shows a model that explain the penetration ratio of cellular service. The model is based on data from 39 upper middle income and 39 high income countries. The result shows that GDP per capita and the service period of the cellular mobile telecommunication have influenced on the penetration ratio positively, and the tariff of the service negatively. But, it is the open area to study the impact of the telecommunications policy changes on penetration, and to set a model which could explain the nation-specific characteristics.

지역사회 정신보건센터의 상대적 효율성에 영향을 미치는 조직관련 특성 (Organizational Determinants related with Relative Efficiency of the Community Mental Health Centers)

  • This study was conducted to explore the relationship between the efficiency and its organizational determinants of tile Community Mental Health Centers(CMHCs). Data are obtained from 81 personnel of 27 CMHCs from Sept. to Oct. in 1999(19 in Kyunggi province, 7 in Seoul City and 1 in Chunchon, Kangwon province). Major findings of this study are as follows. 1. DEA is a mathematical programming technique that optimizes the relative efficiency ratio of inputs over outputs for each decision-making unit(DMU). It produces a summary scalar efficiency ratio for each DMU of CMHCs. It assessed multiple inputs and multiple outputs simultaneously, and compared to specific peer group of CMHCs. 2. Organizational determinants of DEA efficiency of CMHCs we proved as advertisement(+), location of CMHCs(in public facility)(+), area of facility(+), period of operation(+), job satisfaction(+), clarity of work-role(vague), cohesion(-), rate of certified personnel(+), number of referral(+), and voluntary service time(-).

A Study on Establishing an Ecosystem Service Evaluation System in Response to Climate Change Focusing on Garden Value Evaluation Indicators

  • The importance of ecosystem service such as green spaces has risen due to restrictions on outdoor activities amid the climate crisis and COVID-19. While gardens significantly impact economic development, quality of life, and social well-being, comprehensive studies on their multidimensional values are lacking. This research categorizes garden values into social, cultural, environmental, and health dimensions and proposes an integrated assessment framework that introduces detailed elements and evaluation methods. An empirical assessment of carbon storage index in two Korean gardens, Semiwon and Juknokwon, reveals Semiwon's higher carbon storage per unit area. The proposed framework, emphasizing a quantitative approach, enables cross-national and regional comparisons, contributing to a broader understanding and evaluation of garden values beyond specific facilities.

  • Many primary schools that have been an important role in the community at the same time local important facility not only local area but also all area in Korea have shown a situation for closing and into grating a school because of a social and political measure. The education policy for man power training and closing policy for small scale school not more than 100 students can't role in the rural development policy, coming farming and fishing villages. The reasons for thinking some application paradigm and closing schools have been important role in the point of education and culture parts. Of course, the application paradigm for closing school facility will get accomplished for a mood of local residents and a point of cultural deference, not keeping up unconditionally for closing a school. For accomplishing versatile purposes, initiative role of the organs of local education is very important. The organs of local education have an application paradigm that closing schools are the facilities for local organs of education will plan some specific facility to be matched for local special quality and connection quality of surrounding facility and environment. Before an application paradigm of closing school, it is very important that a fundamental factor for negligence the facility will be solved. Eventually, the organs of education have a plan for technical study of this paradigm and consider keeping and mending of closing facility, rent the facility for payment or not they want, and confer money problem not an unconditional scale.

고령군의 지역경제 실태와 정책 과제 (Evaluating Local Economic Development Policy and Suggesting Some Policy Alternatives: the Case of Goryeong County, Korea)

  • 본 논문의 목적은 대도시인 대구광역시 주변 농촌지역인 고령군을 사례로 지역경제 여건과 지역경제 활성화 관련 계획을 분석하고, 이를 토대로 지역경제 활성화를 위한 정책 과제를 제시하는 것이다. 고령군은 대도시 접경지역이며, 광역 교통망에 효과적으로 연계되어 있는 위치적 이점을 가지고 있으나, 제조업과 서비스업보다는 농업의 비중이 여전히 높은 산업구조 특성을 나타내는 지역이다. 하지만, 고령군 지역경제 계획을 검토한 결과, 고령군의 지역경제발전계획은 지역의 여건을 고려하여 지역 특화 산업을 선별하고, 이를 포괄적인 관점에서 접근하기 보다는 보편적인 지역발전 계획에 그치고 있는 것으로 나타났다. 따라서 고령군의 지역경제 활성화 계획은 백화점식 사업 계획을 지양하고, 지역 특수성과 산업 역량 및 잠재성을 고려하여 사업 대상에 대한 선택과 집중을 통해 중장기적 관점에서 전략적이고, 체계적으로 추진할 필요가 있다. 고령군은 첨단 제조업이나 고차서비스산업의 육성이라는 환상을 깨고 경쟁력 기반을 갖춘 산업 부문 및 품목을 전략적으로 설정하여 가치사슬 측면에서 핵심 산업과 연관 산업을 연결하는 부문을 통합적으로 육성해야 할 것이다. 이러한 맥락에서, 본 연구는 고령군 지역경제 활성화 정책 대안으로서 농업과 서비스산업이 연관된 산업 융합형 친환경 특화농업 클러스터와 조립금속 및 운송장비 제조업에 특화된 산업특성화 전문산업단지 조성을 제안하였다.

담뱃값 인상 정책이 우리나라 성인흡연율에 미치는 영향 (Impact of Increased Tobacco Price on Adult Smoking Rate in South Korea)

  • Background: The purpose of this study is to investigate impact of increased tobacco price in 2015 on the adult smoking rate in South Korea. Methods: This study used 6th Korea National Health and Nutrition Examination Survey from 2013 to 2015. Total 14,860 adults were included in the analysis. The chi-square test, univariate- and multivariate survey logistic regressions, and subgroup analysis were conducted. Results: Results show that adult smoking rate before price increase were 19.08% and after price increase were 16.69%. Adjusted by variables associated with smoking behavior and others, multivariate survey logistic regressions revealed that smoking rate decreased after introduction of increased tobacco price policy (odds ratio [OR], 0.745; 95% confidence interval [CI], 0.575 to 0.967) and the impact was different by various social status (male: OR, 0.688; 95% CI, 0.523 to 0.905; age over 60: OR, 0.487; 95% CI, 0.315 to 0.754; rural area: OR, 0.531; 95% CI, 0.309 to 0.912; household income Q1: OR, 0.593; 95% CI, 0.352 to 0.999; household income Q4, OR, 0.616; 95% CI, 0.386 to 0.983). Conclusion: The study revealed decreased smoking rate after increased tobacco price policy and different trend depending on various social characteristics. We recommend that government agencies and policy makers should pursue tobacco price control policy continuously and population specific manner and concurrently non-price policy should be implemented as well.

메드베데프 정부의 새로운 대외정책노선 : 정책기조, 변화의 원인, 수행과정 분석을 중심으로 (Medvedev Administration's New Foreign Policy Line)

  • 메드베데프 정부는 오바마 정부의 '재설정' 정책과 글로벌 경제위기로 인한 경제 현대화의 필요성에 따라 새로운 대외정책노선을 채택했다. 새로운 대외정책의 목표는 경제 현대화를 위한 호의적인 외적 환경 조성과 대외적 자원의 효율적 이용에 있으며, 이를 위한 과제로 다른 강대국들과의 대립 회피, 국경 주변의 분쟁 방지, 외부로부터의 자본 투자와 첨단기술 도입 활성화 등이 설정되었다. 이러한 대외정책노선은 미국과는 전략적 협력의 기반 조성, 유럽과는 '현대화 동맹'을 위한 준비, 중국 및 일본과는 협력과 갈등의 관리, 탈소비에트 국가들과는 전략적 안정과 경제적 통합의 이중전략을 통해 구체화되고 있다. 그러나 새로운 대외정책노선이 미국 및 유럽과의 관계강화를 우선순위에 둔다고 해서, 그것이 1990년대 초 자유주의적 친서방 노선으로의 회귀를 의미하지는 않는다. 러시아가 '현대화' 개혁을 추진하는 궁극적인 목표는 여전히 푸틴 정부의 대외정책노선이었던 다극적 세계질서에 부합하는 강대국 러시아의 재건에 있다. 이런 맥락에서 메드베데프 정부에서 진행되고 있는 대외정책 변화는 목표의 변화 없이 그것을 실현하는 수단 또는 방식의 변화를 의미하는 '국제적 차원의 프로그램 변화(program change on international level)'로 규정할 수 있을 것이다.

한국 성인여성의 자궁경부암 미수검 관련 요인분석: 국민건강영양조사(2010-2012년) 자료 이용 (Factors Associated with the Non-screening Status of Cervical Cancer Screening Test in Korean Adult Women: Korea National Health and Nutrition Examination Survey (2010-2012))

  • Background: This study aimed to explore the associations of social-demographic, health-behavioral, and woman-specific factors with the non-screening status of the cervical cancer screening test in Korean adult women. Methods: This study was a cross-sectional analysis of 9,698 Korean adult women aged 20 years or more who participated in the Korea National Health and Nutrition Examination Surveys V (2010-2012). Rao-Scott chi-square tests and survey logistic regression analyses were employed respectively to analyze the difference in the non-screening status of the cervical cancer screening test by each characteristic and to explore the factors related to the non-screening status. Results: The rate of the non-screening status of the cervical cancer screening test was 53.5% over the previous 2 years. In the survey logistics regression analysis, age, marital status, educational levels, income levels, residential area, occupation, private health insurance, smoking, alcohol, obesity, menstrual status, pregnancy experience, and hormone replacement therapy were significantly associated with the non-screening status of the cervical cancer screening test. Conclusion: On the basis of the results of this study, some social-demographic, health-behavioral, and woman-specific characteristics of Korean adult women seem to affect the non-screening status of the cervical cancer screening test. Therefore, appropriate health policies need to be designed, implemented, monitored, and evaluated to reduce the non-screening status of the cervical cancer screening test of them.
